This article notes that one of the real sectors of the economy contributing to the development of Kazakhstan is agriculture. In this regard one of the priorities of the economy of the Republic of Kazakhstan is the accelerated sustainable development of agriculture on the basis of tax methods of regulation of agricultural producers. Taxes are one of the most important economic regulators, the basis of financial and credit mechanism of state regulation of economic sectors including agriculture. It is obvious that the success of economic reform in Kazakhstan depends to a large extent on the directions in which the transformation of the tax system of the country will go, how much the tax policy of the state will meet the requirements of the development of socially important sectors of the economy. The analysis of the structure of tax revenues from the subjects of sustainable development of agriculture of the Republic of Kazakhstan shows the impact of reducing the tax burden on the income of agricultural producers. Proposals for further improvement of tax regulation are given.

Agri-food complex of the Republic of Belarus and its regional entities are at the stage when transition to new quality of economic growth based on forming sustainable competitive potential of industries and enterprises, maximum use of reserves of performance and efficiency growth, innovation and investment activities activation taking into account world market trends, is of particular relevance. In this regard, it is required to analyze the stability of regional agri-food complexes based on methodology considering their features, identify the enabling factors and conditions, assess the impact of negative trends and propose ways to improve regulatory mechanisms. The paper presents the results of research of methodological and practical aspects of ensuring sustainable development of agri-food complex. Criteria, evaluation indicators, principles and basic regulatory mechanisms were developed. Based on a special methodology for arranging a system of partial and integral criteria, the stability of agri-food complex functioning in the regions of Belarus was assessed, the main factors according to effect line were identified and classified. Methodological recommendations for assessing sustainability of agricultural production at the level of districts and organizations have been developed and tested on the example of Vitebsk region, they contain groups of indicators and algorithm that allows ranking objects according to potential for sustainability and achieved production and economic results, as well as applying differentiated approaches for state regulation. A functional model for controlling sustainable development of the regional agri-food complex is presented, including target, regulatory and regulated subsystems, based on pervasive arrangement and integration of control functions and tasks.

The article examines the historical experience of the creation and operation of machine-technological stations, taking into account the peculiarities of their development in each period of their activities. The advantage of creation of machine-technological stations at city united territorial communities at the present stage as one of means of the maintenance of agricultural commodity producers from the area of the earths to 500 hectares of a full complex of technical means is outlined, the growth of which will contribute to the development of the market of agro-technological works and services. Among the main advantages - the proximity of technical means to the agricultural lands of farmers is a significant factor, given that the average size of the united territorial community is about 225 km2. In addition, the newly created machine-technological stations, whose activities will be aimed at working with small areas of agricultural land, will be equipped with appropriate technical means, which will save money. Restraining factors of development of machine-technological stations at the present stage are revealed, among which the main ones are limited financial resources at the stage of their creation, insufficient level of state support, lack of integration of machine-technological stations with agricultural enterprises that are consumers of their services. It is proposed to create a fund to support the newly created machine- technological stations at the city's united territorial communities to provide start-up capital in the form of interest-free loans on a competitive basis, which can be used for investment in technical means and equipment, working capital or expansion of agro-technological works. In addition, the improvement of programs of financial support for agricultural producers will promote the development of machine-technological stations in the agricultural sector. The implementation of the proposed proposals will contribute to the development of the market of agro-technological works and services in the direction of providing agricultural producers of small forms of management with a full range of quality technological services in a timely manner.

The article describes the digitalization of ecological and economic principles of agricultural enterprise development management. It presents effective techniques for adapting enterprises to the challenges of the smart economy, which changes human needs, products, services, value chains, markets, processes, business models, forms of competition and business partnerships. The article proves the efficiency of precision farming, which includes parallel driving, yield mapping, differentiated application of seeds and fertilizers. It is determined that the lack of systemic demand for digital solutions from domestic agricultural enterprises and rural communities and unpreparedness (strategic, financial, technological, personnel, organizational, etc.) of most enterprises and communities to cardinal innovations significantly deter the formation of smart agribusiness in Ukraine. The article describes the system of measured indicators and capabilities of the Hummingbird Technologies platform and consequences of its implementation for land management, in particular normalized relative biomass index, leaf surface index, crop heterogeneity map, plant lodging risk map, weed map, seedling density map, electronic maps creation tasks, task map for differentiated desiccation, task map for differentiated application of herbicides, task map for differentiated application of growth regulators in plants. It justifies the need to intensify the work of rural a community, which try to communicate with agricultural producers on mutually beneficial terms and with other stakeholders for the sustainable development of rural areas. The issues of participation of rural communities in projects to increase soil fertility, organization of organic farms, service cooperatives, which are directly or indirectly related to the effective management of environmental and economic development of agricultural enterprises. The article shows the necessity of professional development of business engineers, personnel and strengthening of role of analytics for agricultural enterprises to digitalize the economic activity.

One of the most important directions in this context is the problems of organizational and legal forms of development of entrepreneurial activity in agriculture. Effective development of entrepreneurial activity in agriculture is hindered by poor adaptation to market conditions and low investment attractiveness of agrarian production and economic formations, unsystematic and dispersed revenues for modernization of production activities, insufficient state support, imperfection of the organizational and economic mechanism for managing the development of various organizational and legal forms of entrepreneurial activity activities in the agrarian sector. In the historical aspect of the development of entrepreneurial activity there are the following forms: private farms, individual holdings, households, peasant farms, private and state agricultural enterprises, collective farms, in particular peasant unions, agricultural companies, inter-farm enterprises and associations, of various kinds and types societies that are divided in form of association and level of responsibility. The most important of these, which have become accustomed and function in agriculture, are agricultural enterprises, in particular private ones, and households. However, today the state of development of entrepreneurial activity in the agroindustrial complex remains rather complicated and requires complex comprehensive reforms, the main role of which should be owned by the state. That is why among the objects of state regulation a special place should occupy the agrarian sector of the economy and the forms of entrepreneurial activity, in particular the agrarian market and the formation of its infrastructure, which is conditioned by the state regulation. The main problems of the agrarian sector development include the low efficiency of agricultural production and the problem of deformation of price proportions, the solution of which is directly related to the perfection of the infrastructure and mechanisms for regulating the agricultural market. The process of establishing enterprises on the basis of co-operation and their integration with processing enterprises will reflect the interests of agricultural producers and promote their stable and efficient development. The most effective form of co-operation is production, sales and service cooperatives, created on the basis of cooperation of shares and natural forage lands, fixed assets, livestock of animals that unite agricultural producers, households, purchasers, enterprises of the processing industry, various catering enterprises, institutions and organizations. Co-operation, by its very nature, is an economic and voluntary phenomenon. Integration is the next stage of effective economic forms of cooperation among the participants in the agrarian market.

The contradiction between the profitable work of agriculture and the lack of its simple reproduction is revealed. Profits of agricultural enterprises are secured by a strict restriction on all major items of expenditure, including labor costs, which farmers are forced to go to due to the low profitability of the industry. They have to tighten their belts more and more, saving even on the necessary things. At the same time, monopolized suppliers of resources to agriculture and network trading networks, which are oligopolies, continue to siphon resources from producers of products. The author emphasizes the nature of perfect competition of the mass of agricultural producers, to which the market economy should strive. The term “market hinterland” is introduced, which characterizes the current situation of agriculture, which is economically disadvantaged by its counterparties. This intersectoral imbalance is not eliminated and is not compensated by the state, since the subsidies allocated are not enough even to bring the wages of agricultural workers to the average size in the Russian economy. The conclusion is made about the weak state regulation of intersectoral relations, which should limit monopolies and oligopolies and create equal economic conditions for different industries and also about the need for a significant increase in state support for agriculture.

Introduction. The current stage of development of the economy of the advanced countries of the world is characterized by high-tech agricultural production with a sufficiently high level of its provision with production resources. Timely updating of the main technical means guarantees sustainable economic development of the industry. For agricultural producers, the importance of quantitative and qualitative parameters of basic technical equipment and their timely updating is enhanced due to the impact on the productivity of agricultural production of natural and climatic factors. However, the problem of technical and technological renewal of agricultural production remains unresolved in Ukraine for a number of subjective and objective reasons that require identifying and finding ways to eliminate them. Methods. Theoretical and methodological basis of the article is the fundamental provisions of modern economic science, the work of scientists. In the course of the research, in particular, the following methods are used: analysis and synthesis – to study the object and object of the research; abstract and logical (theoretical generalizations and formulation of conclusions); constructive and experimental (formation of strategic directions of technological modernization of production modernization). Results. It has been found that the formation of a strategy of reproduction of fixed capital is adversely affected by the disparity of prices for agricultural products and industrial production resources and the significant risks associated with the specific features of agricultural production. The strategy of reproduction of fixed capital is substantiated, which should be aimed at radical technical modernization of agriculture and equipping of agriculture with systems of machines for complex mechanization of all technological processes of production production. Innovative developments of scientific institutions for the subjects of agrarian business are highlighted. A strategic SWOT-analysis of the development of the technical base of agricultural producers has been conducted. Innovations are classified by agricultural enterprises of Ternopil region. It is determined that the key factor for effective technical modernization in agriculture is stimulating scientific research on the development, promotion and development of technological and technological innovations in the agricultural sector. Discussion. The obtained theoretical and applied recommendations can be used to improve the existing approaches to creating strategic directions for modernization of technological modernization of production in agricultural enterprises. In recent years, the banking sector has increasingly turned to the agricultural sector. There is a noticeable increase in the total claims of the banking sector from registered farms in the period 2012-2020, while the part of the domestic product generated by the agricultural sector also recorded growth, but not in the same percentage as bank loans to agriculture. The aim of this paper is to examine the interdependence of the increase in total claims of banks on registered agricultural producers with the increase in the domestic product generated by the agricultural sector. The method of statistical correlation was used in this paper. The impact and changes of investment loans in agriculture, loans for working capital, but also the change in bank claims from agricultural producers based on interest and fees have been analyzed. The conclusion is that there is a connection between loans and the domestic product of the agricultural sector, but that there are other factors that have an impact, too. Although in recent years the banking sector has been more open to the agricultural sector and although loans have become more affordable, it is necessary to create conditions for even greater availability of loans to agricultural producers, which would create positive effects on agriculture.

The purpose of the paper is an in-depth study of the innovative transformation of agricultural enterprises in the conditions of unpredictability, the need to spread and introduce new technologies that help reduce the effects of any crisis. Methodology. The rationale for choosing the agricultural sector corporation survey is based on the use of market capitalization and share price statistics over the past ten years, which clearly demonstrate the stable, moderate economic development of the corporate system. The study of innovative projects allows to demonstrate the state of the innovation sector within corporations of agriculture and food industry. The results of the paper are to emphasize the importance of maintaining the technologically advanced sector of agriculture, which will reduce the financial, fixed and variable costs of the enterprise. Cooperation between corporations, research institutes and non-profit organizations in the field of innovation will be able to improve the economic development of the host countries and start a new stage in the functioning of TNCs in the field of agro-industrial complex. Although TNCs in the food industry have a low market capitalization compared to the technological sector of the economy, they are the basis of one of the components of sustainable development, namely the environmental component. Limited resources encourage their rational use and careful treatment. Practical implications. Demonstration of successfully implemented innovation projects in the future will stimulate the management staff of any enterprise, regardless of ownership, to the rational use of own resources and sustainable development. The market capitalization of TNCs in the agro-industrial sector proves that obtaining permanent profits can reduce the impact of economic, environmental and social crises. Crisis waves and peaks will be smoothed out. Value/originality. Solving the problem of overcoming the consequences of unpredictability through innovative projects emphasizes the importance of a deeper and more thorough study of vivid and real examples of the introduction of innovative products by well-known transnational corporations. The agro-industrial sector depends on the available technologies, as the preservation of natural resources, public health and food safety are the main areas of existence of this sector of the economy.

The paper analyses the impact of the global crisis caused by coronavirus pandemic on different socio-economic sectors of the Republic of Uzbekistan.
