<p>ABSTRACT<br />Cluster model in fisheries industry base on leading commodity is a policies initiated by the Ministry of Fisheries and Marine Affairs to promote the accelerated development of marine and fisheries sector. Palabuhanratu is one of the areas designated as fisheries industry cluster development. The successful development of the program needs to be evaluated by measurable indicators. This study aims to formulate strategic goals as a measure of the success of the development model of capture fisheries industrial clusters in Palabuhanratu. SWOT analysis and balanced scorecard are used to formulate a strategy and a benchmark for the success of the program. The study states that the strategic objectives of capture fisheries industry cluster development in Palabuhanratu should be able to synergize the interests of actors and interests among sectors in order to create industries competitiveness and productiveness. Factors of successinclude8 strategic targets with 17 benchmarks are covered in 4 perspectives: customer and stakeholder perspective, financial, internal business and institutional perspective. Strategic objectives include balancing utilization and conservation, continuity of production, quality, customer satisfaction, supply chain integration, partnerships, and commitment among the actors in the development of the program.</p><p><br />Keywords: cluster industry model, Palabuhanratu, capture fisheries, strategic objective, benchmark</p><p>-------</p><p><br />ABSTRAK</p><p>Model kluster industri perikanan berbasis komoditas unggulan merupakan kebijakan yang digulirkan oleh Kementerian Kelautan dan Perikanan untuk mendorong percepatan pembangunan sektor kelautan dan perikanan. Palabuhanratu merupakan salah satu lokasi yang ditetapkan sebagai kawasan pengembangan kluster industri perikanan tangkap. Keberhasilan pengembangan program perlu dievaluasi melalui indikator yang terukur. Penelitian ini bertujuan untuk memformulasikan sasaran strategis sebagai tolok ukur keberhasilan pengembangan model kluster industri perikanan tangkap di Palabuhanratu. Analisis SWOT dan balanced scorecard digunakan untuk merumuskan strategi dan tolok ukur keberhasilan program. Hasil penelitian menyatakan bahwa sasaran strategis pengembangan kluster industri perikanan tangkap di Palabuhanratu harus dapat mensinergikan kepentingan para pelaku dan kepentingan antar sektor untuk dapat menciptakan industri yang memiliki daya saing dan produktif. Faktor keberhasilan mencakup 8 sasaran strategis, dengan 17 tolok ukur keberhasilan yang tercakup dalam 4 perspektif yaitu perpektif pelanggan dan stakeholder, keuangan, bisnis internal dan perspektif kelembagaan. Sasaran strategis meliputi keseimbangan pemanfaatan dan konservasi, kontinuitas produksi, mutu, kepuasan pelanggan, integrasi rantai pasok, kemitraan, dan komitmen diantara para pelaku dalam pengembangan program.</p><p><br />Kata kunci: model kluster industri, Palabuhanratu, perikanan tangkap, sasaran strategis, tolok ukur</p>

The informatization of agricultural industry cluster promotes agricultural modernization. However, agricultural industry cluster in China has no real use of modern information technology. It does not form a rational application system and perfect frame structure, and also it has not reached in the true sense of "industrial clusters", further it influences the competitiveness of agricultural regional economy and the individual as a whole. We mainly study the model of agricultural industrial cluster information, combined with the realistic version of the "happy farm", by reference to the network of food pattern, to establish urban modern agriculture Demonstration Park. By SWOT analysis of the construction of the information platform model, we find out that information of agriculture ecological park to solve the main problems, the overall framework of information technology services of public building agricultural cluster model, focus on building the application function module of the realistic version of the "happy farm".

How to use the new development model to solve these problems is a subject worthy of study. The Scientific Outlook on Development is an ideological weapon to guide agricultural industry cluster. So this paper proposes the ecological, harmonious and recycling strategic thoughts of agricultural industry cluster sustainable development based on the perspective of the Scientific Outlook on Development.

This research aims to compile and designing Strategy Map and Balanced Scorecard on PT. DPI in order to achieve the objective of becoming an international organization or world class company.  According to David P. Norton which had been quoted by Mathews (2007), Balanced Scorecard is precise methodologies to develop measurement which is capable to describe the organization’s strategy.  Development of Strategy Map is the key to design effective Balanced Scorecard. The analysis result stated that the Strategy Map of PT. DPI could be compiled by virtue of the strategic issues in the corporate level, meanwhile for the Balanced Scorecard design consists of four perspectives in which financial perspective to improve the ROI of strategic objective by increasing revenue from existing product and new product.  Customer perspective, with the strategic objective of customer satisfaction, increased market share by retaining existing customers and add new customers.  Internal Business Process Perspective, with a strategic objective of developing superior products, innovative and sophisticated, improved customer relationship management.  Learning and Growth Perspective, with strategic objectives to improve the quality, professionalism of human resources DPI, to develop a conducive climate in DPI (improve DPI climate).

Performance management is intended to improve the strategic focus and effectiveness of the company by ensuring continuous improvement in individual and team performance. The most popular approach used is the BSC (Balanced Scorecard). Coffee shop "Kalem Coffee" wants to develop their business, therefore in this study we want to design a performance measurement instrument Kalem Coffee using BSC. The initial stage in designing a performance instrument is to conduct internal and external analysis in order to know the business position in the industry and what strategies should be used. The SWOT approach is used in internal and external environmental analysis. From the SWOT analysis, it is known that Coffee Sugar is in quadrant IV position. The strategy that should be applied is diversification. This strategy requires Kalem Coffee to make a difference with similar businesses to bring greater opportunities for business to take place. The next stage is the formulation of strategic objectives. The strategic objectives designed are; (1) increase in profit, (2) increase customer loyalty, (3) improve relations with new customers, (4) develop quality products with innovation, (5) develop good and quality services, (6) increase employee job satisfaction, (7) improvement of employee skills, and (8) Knowledge of employee knowledge. The eight strategic objectives are translated into 2 financial perspective Key Performance Indicators (KPI), 3 KPI internal business processes, 4 KPI customer perspectives, and 5 KPI growth and learning perspectives, with the target of each KPI set based on discussions with Kalem Coffee owners.

ABSTRACT One of the potential threats to the effectiveness of the Balanced Scorecard (BSC) is that managers over- or underuse particular perspectives of the BSC. Specifically, we investigate the effects of (1) the presentation of strategic objectives (generic strategy map versus strategic objective list), and (2) the performance outcome patterns (positive versus negative outer perspective) across the performance measurement perspectives of the BSC and find support that is consistent with the violation of the causal independence assumption (VCIA) in the psychology literature (Rehder 2014). Our findings show that the presentation of the strategic objectives and the performance outcome patterns interact significantly affecting performance evaluation outcomes. Two follow-up experiments provide further support for the VCIA observed in the main experiment by ruling out an alternative explanation that managers simply place a greater emphasis on financial performance measures. The Development of equipment manufacturing industry cluster is a strategic choice for the revitalization of the old industrial bases, and the development of industrial clusters needs base on the high-quality market-oriented environment. But in the case of serious deficiencies in the market, cluster enterprises being in a weak position, limited ability of entrepreneurial behavior, the development of industrial clusters necessarily depends on the government's reform and progress, and needs government environmental innovation to create a suitable growing economic environment and social mechanisms for the rapid agglomeration of the industry. The belief that the government should create an environment and society can create wealth is an important factor of the of governmental innovation environment in the manufacturing industry cluster development environment.

The business environment today in Indonesia is shifting to a whole new level of measuring its performances. Rather than only one financial perspective which causes evaluating the customer's needs, the internal processes, and the human resources separately, the company must have a comprehensive tool to link its vision and missions into strategies that can be implemented and measured. This research aims to analyze and explore the linkage of vision, missions into strategy map, also a measurement of performances at the company using SWOT analysis, TOWS analysis, IE matrix, and Balanced Scorecard analysis. This research presents that balanced scorecard measurement could give benefits by exploring the non-financial perspectives that enable the company to create strategic alignment between strategic objectives that link the company’s vision and missions into strategic outcomes and performance driver so can boost the company’s performance.

ABSTRACT: This study extends prior balanced scorecard (BSC) research by examining management’s choice of whether to include four or five BSC categories when a specific nontraditional strategic objective is present. The results of the study show that when management communications about a specific nontraditional strategic objective are limited and a set of specific strategic performance measures indicate superior performance by one manager over another, evaluators discount their reliance on these measures in their performance-related judgments when these measures are clustered into a fifth BSC category relative to when these measures are integrated among the four traditional BSC categories. That is, adding a fifth BSC category resulted in a de-emphasis of the relevant information about the specific nontraditional strategic objective. But, when a fifth BSC category is present, enhancing management communications about a specific strategic objective resulted in greater emphasis on the relevant information about the specific nontraditional strategic objective. When a traditional, four-category BSC is used, enhancing management communications about a specific strategic objective did not result in greater emphasis on the relevant information about the specific nontraditional strategic objective. Our results showing that under certain conditions information presented in a fifth BSC category is discounted by evaluators runs counter to professional literature and has practical implications for companies considering the use of additional BSC categories to communicate strategic objectives.

SMEs grow in a cluster in a certain geographical area. The entrepreneurs grow and thrive through the business cluster. Central Java Province has a lot of business clusters in improving the regional economy, one of which is batik industry cluster. Pati Regency is one of regencies / city in Central Java that has the lowest turnover. Batik industy cluster in Pati develops quite well, which can be seen from the increasing number of batik industry incorporated in the cluster. This research examines the strategy of developing the batik industry cluster in Pati Regency. The purpose of this research is to determine the proper strategy for developing the batik industry clusters in Pati. The method of research is quantitative. The analysis tool of this research is the Strengths, Weakness, Opportunity, Threats (SWOT) analysis. The result of SWOT analysis in this research shows that the proper strategy for developing the batik industry cluster in Pati is optimizing the management of batik business cluster in Bakaran Village; the local government provides information of the facility of business capital loans; the utilization of labors from Bakaran Village while improving the quality of labors by training, and marketing the Bakaran batik to the broader markets while maintaining the quality of batik. Advice that can be given from this research is that the parties who have a role in batik industry cluster development in Bakaran Village, Pati Regency, such as the Local Government.

The exploitation of Arctic resources is becoming now one of the most important directions of Russia’s strategic development. The coordination center for this project is St. Petersburg. The article assesses the potential of this region which forms an essential prerequisite for the effective implementation of the given work from the standpoint of the state and prospects of industrial clusters formed in its territory. The subjects of the cluster environment of St. Petersburg relevant programs of state support are divided into three categories: 2 innovative territorial clusters, 3 territorial clusters, 9 territorial clusters administered by the Center for cluster development. Specific recommendations for them are proposed on the basis of analysis of their strengths and weaknesses, as well as assessment of opportunities and threats to their development.
