ABSTRACTProtection of sustainable food agriculture land is an efforts in order to control the high rate of conversion of agricultural land to non-agricultural land, as well as food security and sovereignty. In addition, agricultural land has a very strategic role and function for the people of Bogor District who are agrarian because there are a large number of residents of Bogor District who depend on the agricultural sector. This study aims to formulate the strategy of the Bogor District Government through a strategy to control the transformation of sustainable food agricultural land to meet the level of food sufficiency and protect from the rate of land conversion. Penelitian ini bertujuan untuk merumuskan strategi Pemerintah Kabupaten Bogor melalui strategi pengendalian alihfungsi lahan pertanian pangan berkelanjutan guna memenuhi tingkat kecukupan pangan dan melindungi dari laju konversi lahan. Indonesian population growth has increased rapidly. Therefore, it needs residential land to build schools, markets, and various public places. This condition makes land conversion increase as agricultural land in Indonesia is wide and relatively easy to be converted. However, if this happen continuously, Indonesia will face endanger of food resilience. Actually, a legal instrument, Law Number 41 of 2009 on Sustainable Food Agricultural Land Protection, is a law that prevents agricultural land conversion for the sake of national food resilience Practically, agricultural land conversion unstoppable and continuously keeps happening. Therefore, judicial approach is significantly required in to comprehensively prevent agricultural land conversion.

Agricultural land conversion (ALC) is an incentive–driven process. In this paper we further investigate the inter–relationship between land economic value (LEV) and ALC. To achieve this goal, we calculated LEV for agricultural and non-agricultural (housing) uses in two areas in East Java, Indonesia. The first area represents suburban agriculture, facing rapid urbanization and experiencing high rate of ALC. The second area represents rural agriculture with zero ALC. Furthermore, we identified factors affecting LEV in both areas for both uses. The resut of this study show that agricultural land yielded higher economic benefit in rural area. Conversely, comparing to agricultural land, housing creates 7 times higher value in urban area. Moreover, agricultural land shown to create higher profit after converted. Ironically, the similar comparison doesn’t exists in rural area. Agricultural land only yielded 19% more value, indicate that agricultural land can be easily converted. It is also proven by the growing number of new urban core in the periphery area. There are several factors affecting land economic value, for agricultural use, soil fertility, accessibility, and cropping pattern are important variables. While accessibility and location in urban area increases land value for housing.

Abstrak. Lahan pertanian di wilayah pinggiran kota besar di Indonesia, sangat rentan mengalami alih fungsi menjadi kawasan non pertanian. Kegiatan pemantauan lahan secara periodik dalam bentuk penelitian terhadap alih fungsi lahan sawah sangat diperlukan untuk menemukan apakah Rencana Tata Ruang Wilayah Kabupaten yang telah ditetapkan tersebut berjalan sesuai dengan perencanaannya atau telah terjadi ketidakselarasan. Penelitian ini bertujuan mengetahui perubahan penggunaan lahan sawah tahun 2007-2016 dan untuk menghitung prediksi ketersediaan lahan sawah dan produksi beras tahun 2017-2026 di Kecamatan Darussalam Kabupaten Aceh Besar. Hasil yang diperoleh dari penelitian ini yaitu luas lahan sawah di Kecamatan Darussalam telah berkurang sebesar 1.068 ha atau 56,9% selama tahun 2007-2016. Sebaran sawah aktual akan mengalami defisit kecukupan lahan sawah terhadap kebutuhan beras di Kecamatan Darussalam  di periode tahun 2024-2025.Prediction Of Paddy Fields Availability Using Forecasting Method In Darussalam Sub District)Abstract. The agricultural land at suburban region in Indonesia, is very vurnerable to being converted into non-agricultural sector. The land monitoring activities in study form against paddy fields land conversion is very necessary to figure out whether the District Spatial Plans that had been set goes according to the planed or there have been inconsistencies. This study aims to know the change of paddy fields land use in 2007-2016 and to calculate the predictions of availability  of paddy fields and rice productions on 2017-2026 in Darussalam, Aceh Besar Districts. The results obtained from this study are the paddy fields in Darussalam Sub Districts have decreased by 1,068 ha or 56,9% during 2007-2016. The actual paddy fields swill be deficit in the adequacy of paddy fields to the needs of rice in Darussalam Sub Dictricts in 2024-2025.

<strong>English</strong><br />Aspect of land ownership is an essential part of overall current agrarian system because it will determine level and distribution of social welfare. In agricultural sector, land ownership also determines farm business activities including products distribution. Frequent land conversion and uncultivated land in Indonesia are the impacts of ownership system established by the state law influenced by private property and capitalistic economy. This paper reviews land ownership based on custom laws in some Indonesian ethnics which is in accordance with land ownership based on Islamic law. Some of the characteristics are: (i) land is unique economic resource and no absolute land ownership; (ii) inclusiveness; (iii) selling land as market commodity is prohibited, and (iv) people and work are more valuable than land. Land ownership based on custom and Islamic laws has higher wisdom and tends to realize welfare and justice for the people. <br /><br /><br /><strong>Indonesian</strong><br />Aspek penguasaan tanah merupakan bagian yang sangat esensial dalam keseluruhan sistem agraria yang berlaku, karena akan menentukan tingkat dan distribusi kesejahteraan masyarakat di dalamnya. Demikian pula untuk sektor pertanian, karena faktor penguasaan tanah menjadi penentu kegiatan usahatani serta termasuk distribusi hasilnya di antara pelakunya. Fenomena tingginya alih fungsi lahan dan lahan terlantar di Indonesia merupakan dampak dari sistem penguasaan menurut hukum negara yang sangat menjunjung tinggi kepemilikan pribadi (privat) karena dijiwai sistem ekonomi kapitalis. Dalam tulisan ini dipelajari konsep penguasaan terhadap tanah yang relatif berbeda, yaitu bentuk penguasaan menurut hukum adat pada beberapa suku bangsa di Indonesia yang terbukti memiliki banyak kesamaan dengan bentuk penguasaan tanah menurut hukum Islam. Beberapa cirinya yang utama adalah bahwa tanah merupakan sumberdaya ekonomi yang unik, dimana tidak mengenal bentuk penguasaan yang mutlak, adanya sifat inklusifitas, larangan untuk memperjual belikan tanah dalam arti sebagai komoditas pasar, serta lebih dihargainya manusia dan kerja dibandingkan tanah. Penguasaan tanah menurut hukum adat dan Islam tampaknya memiliki kearifan yang lebih tinggi, yang sesungguhnya akan lebih mampu mewujudkan kesejahteraan masyarakat secara berkeadilan.

Ensuring food security has become an issue of key importance to countries with different degrees of economic development, while the agricultural sector plays a strategic role in improving food availability. The aim of this paper is to identify relationships between the undernourishment scale and selected characteristics describing the agricultural sector within identified clusters of developing countries. Typological groups of countries were separated using Ward’s method. It results from the analyses that the greatest problems with maintaining food security are observed in the developing countries with a high share of agriculture in their Gross Domestic Product (GDP), adverse conditions hindering agricultural production and deficient infrastructure. Based on research results desirable and tailored strategies for food security improvement in individual clusters were developed. Promoting investments in agricultural infrastructure and extension services along with adopting measures aimed at increasing the households’ purchasing power, especially those in rural areas, appear to be key drivers for improving both food availability and food access. The paper focuses not only on identifying the reasons of undernourishment, but also contributes to recognition of the most effective ways to solve the hunger problem under a country’s unique conditions. It offers a comprehensive perspective for the policy formulation in various areas world-wide, which may be of interest to scholars and policy makers.

<p><em>Surakarta City experienced population growth and rapid economic development, while land availability is limited so that the developments leading to suburban areas. Such as in Jaten that have a high-intensity agricultural land conversion caused by the high rate of population growth and the development of market mechanisms as a result of the economic development in Jaten. Jaten also has a high level of productivity of agricultural land. Therefore, needs to be studied further in Jaten why a lot of agricultural land conversion?</em></p><p><em>The method of this research is deductive. The data analysis technique used is qualitative by using crosstab analysis to determine an influence factor the conversion of agricultural land to the phenomenon the conversion of agricultural land in the district Jaten and descriptive analysis of qualitative to determine the factor that affect the conversion of agricultural land in Jaten.</em></p><em>Results of this study is factor that affect the conversion of agricultural land in Jaten include population growth caused by high birth rates, GDP District of Jaten where the sector processing industry is a sector basis, the price of land, farmers' preferences, availability of infrastructure and government policy.</em>

Availability of land for agriculture is an absolute requirement to achieve self-reliance, security and food sovereignty. However, Indonesian farmland tends to decline due to land conversion. Therefore, determining sustainable food farmland and regulating the conversion of food farmland is one of the most strategic policies to achieve food security. The Spatial Plan of the Province of Riau in the Spatial Pattern Plan section states that one of the areas focused on wetland agriculture (rice) is Indragiri Hilir Regency. However, the high conversion of agricultural land threatens the survival of Sustainable Food Agricultural Land. Since the LP2B policy is very dependent on the willingness of the farmers who own the fields, it is considered necessary to socialize the concept of this LP2B policy among farmers so that they can support government policy in achieving food sovereignty. The results of the analysis show that Batang Tuaka sub-district has the potential to be used as Sustainable Food Agricultural Land (LP2B), but unfortunately this is not supported by farmers' knowledge and understanding of the LP2B concept, so the conversion of farmland is becoming more common and can threaten the realization of food security in Indragiri Hilir Regency.

Abstrak Canggu adalah sebuah desa yang terletak di kabupaten Kuta Utara, Kabupaten Badung sebagai Daerah Pengembangan Badung Tengah yang memiliki kebijakan mempertahankan Badung Tengah sebagai daerah pertanian dalam arti luas dan mencegah konversi sawah. Pertanyaan penelitian dari penelitian ini adalah tentang dampak pariwisata terhadap konversi lahan. Pemilihan desa Canggu sebagai lokasi penelitian karena desa Canggu berada di tengah-tengah wilayah Badung sebagai daerah pertanian, alam dan budaya sebagai semangat pariwisata desa Canggu, desa Canggu dipengaruhi oleh pembangunan fasilitas akomodasi. Jenis data dalam penelitian ini adalah sumber data kualitatif dan kuantitatif dari data primer dan sekunder. Data penelitian ini dikumpulkan melalui wawancara dan studi kepustakaan. Penentuan informan penelitian ini dimulai dengan menentukan informan pertama dan informan kunci. Teknik analisis data penelitian ini adalah analisis deskriptif kualitatif. Menurut hasil penelitian di desa Canggu didapat hasil sebagai berikut pengembangan pariwisata berdampak pada peningkatan konversi lahan pertanian, perubahan penggunaan lahan juga berdampak pada perubahan sosiokultural. Adapun lokasi penelitian ditentukan berdasarkan perkembangan pariwisata terhadap alih fungui lahan, hasil dari penelitian ini perkembangan pariwisata terhadap alih fungsi lahan berdampak pada kesejahtraan masyarakat Desa Canggu. Lahan yang dialih fungsikan dibangun Hotel, Homestay, Villa, Restoran, Laundry dan lain sebagainya yang menunjang ketertarikan wistawan, untuk berwisata ke Desa Canggu.  Alih fungsi lahan merupakan suatu tolok ukur untuk meningkatkan pendapatan ekonomi warga Desa canggu. Hal ini menyebabkan minat masyarakat menjadi meningkat untuk mengubah fungsi lahan mereka sebagai media penghubung perkembangan pariwisata tersebut. Faktor lain yang menyebabkan perubahan alih fungsi lahan di Desa Canggu adalah tingginya nilai permintaan dari wisatawan terhadap vasilitas yang disediakan. Kata kunci: Pariwisata dan alih fungsi lahan   Abstract Canggu is a village located in North Kuta district, Badung Regency as the Central Badung Development Area which has a policy of maintaining Central Badung as an agricultural area in the broad sense and conversion of rice fields. The research question of this research is about research on land conversion. The selection of the Canggu village as a research location is because the Canggu village is in the middle of the Badung area as an agricultural, natural and cultural area such as the spirit of tourism in the Canggu village, the Canggu village works with the construction of recreational facilities. The type of data in this study is the source of qualitative and quantitative data from primary and secondary data. Research data were collected through interviews and library research. The determination of the informants of this study begins with determining the first informant and key informant. The data analysis technique of this research is descriptive qualitative analysis. According to the results of research in the village of Canggu obtained the following results the development of tourism has an impact on increasing agricultural land conversion, land use changes also have an impact on sociocultural change. The research location is determined based on the development of tourism on land use change, the results of this study the development of tourism on land use change has an impact on the welfare of the people of Canggu Village. The land that has been converted has been built by hotels, homestays, villas, restaurants, laundry and others that support the interests of tourists, for a trip to Canggu Village. Transfer of land functions is a benchmark to increase the economic income of residents of Canggu Village. This causes the interest of the community to increase to change the function of their land as a media liaison with the development of tourism. Another factor causing changes in land use change in Canggu Village is the high value of requests from tourists for the facilities provided. Keywords: Tourism and land use change

The population increase and regional development are causes of decreasing agricultural land. For supporting agricultural land protection, Sukabumi City issued a Regional Regulation Number 1 of 2016 concerning Sustainable Food Agricultural Land Protection Policy in Sukabumi City (LP2B) which determines 321 ha land as eternal agricultural land. This study examines a level LP2B policy implementation in Sukabumi City. Factors that will be considered: the level of land readiness as LP2B, the level of an implementation incentive program, the level of response and availability of farmers, and the level of infrastructure and information systems readiness. The analytical method used is a descriptive method through collecting data by interviewed farmers, government and reviewing documents related to LP2B policies. The results of the study show that for land readiness, in early 2021 Sukabumi city is ready for about 10.024% % from total planned land. For the implementation of LP2B incentive program, the majority of farmers has not experienced the incentive program. For the farmer’s response and availability, the majority of farmers does not know about LP2B policy, 80% of owner farmers are ready to provide their land into LP2B with some conditions. The availability of irrigation infrastructure in Sukabumi City is very good, where more than 75% of respondents rice fields has an irrigation system. Related to LP2B information system, Sukabumi City has issued a Mayor Regulation Number 8 of 2018 concerning LP2B Information System in Sukabumi City, but this system has not been optimal in providing basic information that is required to exist in a LP2B information system.
