AEC implementation, it was expected that economic growth in the ASEAN region will be evenly distributed and transformed into a world market. The main characteristics of AEC were five elements such as the free flow of goods, services, investment, capital, and educated labor.  The purpose of this study was to determine the benefits of implementing ASEAN Economic Community (AEC) in the educated workforce in Indonesia. The data analysis technique was descriptive  qualitative and the data source were used secondary data from national and international publication data such as Badan Pusat Statistik, International Labour Organization, and United Nations Development Programme. The results of this study indicate that the implementation of AEC has not provided benefits yet for the Indonesian state, especially in educated workforce. Some results from the analysis of other data also showed that AEC has not been able to provide benefits because in terms of the quantity of Indonesian educated workers before the implementation AEC were actually better than after the implementation AEC. The author also suggested that in the future the implementation of AEC can provide benefits for educated workers in Indonesia, namely Indonesia need to improve the quality of human resources through educations, as well as the role of universities in contributing to improve the quality of human resources supported by the government and industry.

Since 2015, the Government has allocated village development funds in the form of Village Fund policies of IDR 20.7 trillion, then in 2016 it increased to IDR 46.9 trillion, and continues to increase in the following years. However, based on field research in a number of regions in Indonesia, it turns out that the use of Village Funds is not optimal, some of which have been proven wrongly targeted, not transparent in use, and not accountable in reporting. The aspect of planning activities and the quality of human resources implementing policies and coordination between parties that should play a role are still a major problem. The PPP (Public-Private Partnership) model is actually intended for the development of large-scale projects, such as the construction of highways or seaports and airports. But by taking the substance of cooperation from the parties that each have strengths, the PPP model (and its variants) may be applicable in the use of Village Funds. Using secondary data analysts, the following article discusses the theoretical aspects of the advantages of the PPP model. This model is juxtaposed with cases of success in building the economic self-reliance of rural communities with the help of private parties and academics. It is assumed that the partnership model can be an alternative solution to further optimize the use of Village Funds in order to reduce poverty in rural areas.

Abstract The professionalism of human resources of public servants in executing public service tasks, governmental tasks, and specific development tasks are often perceived with bad stigma, particularly in negative issues on quality and performance aspects. Based on this fact, Government of Surakarta Municipality perform strategic efforts in improving the professionalism of human resources of public servants to their quality and performance will increase as well as can realizing prime services to the citizen.  This research uses an empirical juridical approach. While the specification of the research is analytical descriptive, and the source of data comprises of primary and secondary data. The result of research was analyzed quantitatively.   Based on the research, it can be concluded that in improving the professionalism of human resources of public servants, the Government of Surakarta Municipality perform strategic efforts, namely: 1. They are fulfilling demand of number of human resources of public servants with specific qualification, 2 and improving capacity and quality of human resources of public servants that relevant to improve their competency, 3 and applying e-Performance as a system to evaluate performance of human resources of public servants in manage personal work load as well as organization, performance indicator achievement as a basic calculation of work achievement and incentive reward, 4 and applying discipline penalty in accordance to behavior of human resources of public servants. Strategic efforts of Government of Surakarta Municipality complied with the regulation of PerMenPan dan RB No.38 Year 2018 regarding Measurement of Professionalism of Human Resources of Public Servants, which is measured by using 4 (four) dimension, comprises of a. Qualification, b. Competence, c. Performance, and d. Discipline.      Keywords: Public Servants, Government Of Surakarta Municipality Abstrak Penelitian ini bertujuan untuk mengetahui upaya strategis pemerintah Kota Surakarta dalam mewujudkan profesionalisme sumber daya manusia aparatur.  Penelitian ini menggunakan metode pendekatan yuridis empiris. Adapun spesifikasi penelitian adalah deskriptif analitis, dengan sumber data yang diperoleh secara primer dan sekunder. Hasil penelitian selanjutnya akan dianalisis secara kualitatif. Berdasarkan hasil penelitian, maka dapat diketahui bahwa dalam meningkatkan profesionalisme SDM Aparatur, Pemerintah Kota Surakarta melakukan upaya strategis yang berupa: 1. Pemenuhan kebutuhan jumlah SDM Aparatur dengan kualifikasi tertentu, 2. Peningkatan kapasitas dan kualitas SDM Aparatur, yang berkaitan dengan peningkatan kompetensi, 3. Penerapan E-Kinerja sebagai sistem penilaian kinerja SDM Aparatur dalam mengelola beban kerja personil maupun organisasi, capaian indikator kinerja sebagai dasar perhitungan prestasi kerja serta pemberian insentif kerja, 4. Penerapan hukuman disiplin yang berkaitan dengan  perilaku kerja SDM Aparatur. Upaya strategis yang dilakukan oleh Pemerintah Kota Surakarta tersebut sudah sejalan dengan ketentuan PerMenPan dan RB Nomor 38 Tahun 2018 tentang Pengukuran Indeks Profesionalitas Aparatur Sipil Negara, yang diukur dengan menggunakan 4 (empat) dimensi, meliputi: a. Abstract :Some bad experiences toward the service of healthcare agency which was held by the Government made it difficult for the society to put their trusts on its quality of the new program from National Healthcare Assurance or JKN by Healthcare and Social Security Agency or BPJS Kesehatan. This study was aimed to assess the level of people’s satisfactions in Balangan Regency toward the programs of National Healthcare Assurance or JKN and some factors that influenced them. The method of this study was the mixed one between qualitative and quantitative study. Meanwhile, the data types were primary and secondary data. Therefore, the data was gathered from questionnaire, interview and literature review. Besides, the population of the study was the Balangan society who had been the members of National Healthcare Assurance (JKN) program. Then, they were chosen to be the sample using Proportionate Stratified Random Sampling method. ABSTRAK After the approval of the establishment of the ASEAN Economic Community (MEA) in 2015, Southeast Asian countries have prepared their country to face the MEA. MEA is a free trade between several countries in Southeast Asia. MEA give a positive advisers to take advantage of opportunities and benefits. From the consequences the MEA assists its use as it allows to sale of goods and services as well as the inclusion of labor from one country to another. MEAs are growing negatively from countries that are not ready to face and work in a threatened country. To collect what the government and human resources are doing, what is needed in improving the quality of the workforce in health, education, communications and technology. The method used in this study is a qualitative method that describes the various impacts and things that need to be prepared from the MEA. Keywords: MEA, Manpower, Indonesia ABSTRAK Sejak disepakatinya pembentukan Masyarakat Ekonomi ASEAN (MEA) pada tahun 2015, negara-negara kawasan Asia Tenggara telah mempersiapkan negaranya untuk menghadapi MEA. MEA merupakan pasar bebas antar negara-negara di kawasan Asia Tenggara. MEA dapat membawa pengaruguh positif apabila negara dapat mengambil peluang dan manfaatnya. Dari adanya MEA membantu merangsang perekonomian karena adanya kemudahan untuk memperjual belikan barang dan jasa serta mempermudah keluar masuknya tenaga kerja dari satu negara ke negara lain. MEA menjadi berdampak negatif ketika suatu negara belum siap menghadapinya dan tenaga kerja dalam negeri dapat terancam. Untuk mengatasi hal itu pemerintah melakukan berbagai upaya guna meningkatkan kualitas sumber daya manusia Indonesia, hal pokok yang harus diperhatikan dalam meningkatkan kualitas tenaga kerja dalam negeri adalah sektor kesehatan, sektor pendidikan, komunikasi dan teknologi. Improving the quality of human resources through education is one of the ways to benefit from the window of opportunity. The Government of Indonesia and many local governments have been conducting programs to provide easier access to education to prevent dropouts. The Local Government of Bojonegoro has been implementing a program called "Ayo Sekolah" to curb dropouts. This paper aims to describe the conditions of education in Bojonegoro District and the implementation of the “Ayo Sekolah” Program in Bojonegoro District. The analysis is based on  the result of research on the program. The research used a quantitative and qualitative approach. Qualitative data is collected through in-depth interviews, while secondary data are used for quantitative analysis. The result of the study shows that the “Ayo Sekolah” Program in Bojonegoro District that has been running since 2015 has significantly reduced dropout rates. The percentage of the drop-off rates for Bojonegoro Regency high school/vocational/MA in 2013-2017 decreased even though only 0.20 percent.

Birokrasi merupakan unsur yang penting bagi sebuah negara. Esensi dari kinerja birokrasi sendiri berkaitan dengan pemenuhan kebutuhan dan keinginan dari masyarakat. Birokrasi digital membuka peluang untuk memperbaiki kinerja birokrasi serta membuka kesempatan selebar-lebarnya bagi masyarakat untuk berpartisipasi. Namun ternyata masyarakat Indonesia tidak sepenuhnya siap untuk berpartisipasi dalam birokrasi digital. Hal ini dikarenakan masih saja tampak di beberapa daerah masyarakat yang lebih memilih menggunakan cara konvensional dalam kegiatannya yang berkaitan dengan birokrasi. Padahal pemerintah sedang gencar-gencarnya menginisiasi dan meluncurkan birokrasi digital. Pembahasan dalam artikel ini mencoba melihat bagaimana kondisi kesiapan masyarakat untuk berpartisipasi dalam birokrasi digital, dengan metode deskriptif kualitatif dan menggunakan data sekunder. Dari beberapa faktor yang ada, yang cukup mempengaruhi ketidaksiapan masyarakat untuk berpartisipasi dalam birokrasi digital diantaranya yakni faktor budaya adopsi teknologi yang tidak merata, kualitas SDM yang masih rendah, dan adanya ketimpangan infrastruktur. Untuk menekan semua faktor penghambat partisipasi masyarakat dalam birokrasi digital, penting kiranya untuk memastikan kualitas pendidikan, memperkuat e-literacy, melakukan sosialisasi secara intensif, serta mengusahakan pendistribusian infrastruktur teknologi.Bureaucracy is an important element for a country. The essence of bureaucracy performance is related to fulfilling the desires of the citizen. Digital bureaucracy opens opportunities to improve bureaucratic performance and opens the widest possible opportunity for people to participate. Therefore, citizen participation is needed here. But in fact, the citizen is not truly prepared to participate in the digital bureaucracy because some citizens still use the conventional methods in their activities related to the bureaucracy. Even though the government is intensively initiating a digital bureaucracy, this article discusses how citizens' condition is to participate in the digital bureaucracy using qualitative-descriptive methods and secondary data. Of the several existing factors, the cultural factors of uneven technology adoption, low quality of human resources, and the existence of infrastructure inequality are the factors that influence citizen unpreparedness to participate in the digital bureaucracy. To suppress it all, it is important to ensure the quality of education, strengthen e-literacy, conduct intensive socialization, and seek technology infrastructure distribution.

Islam really appreciates the dignity, the prestige, and the woman’s right, without the different to the man. The mowan’s moval in today context is the moval which has value, meaning and the potential itself. The woman empowerment program to the woven fabric craftsman which have been done in Sumber Harapan village, Sambas regency is the real woman self-actualization in Indonesia. The research is a field research. The technique of data collecting is observation, interview and documentation. The analysis technique in this research is  analysis model interactive and SWOT analysis. According to the data analysis and explanations that the strategy of woman empowerment reinforcement to the woven fabric craftsman in Sumber Harapan village, Sambas regency include: 1). Increase the product intensification and diversification.      2). The utilization  of work ethic to expanding the access of market. 3) the integrated founding and development to increase the quality of human resources. 4). Utilize the government supports and the private to consolidate the financing in increasing the means and the infrastructure. 5) Increase the cooperation with the competent institution .

Abstrak Belanja Satuan Kerja Perangkat Daerah (SKPD) tentunya sangat berkaitan dengan setiap lembaga pemerintah. Belanja SKPD merupakan pengeluaran dana yang digunakan untuk membiayai kegiatan operasional kantor, dimana setiap pengeluaran atau belanja harus dilengkapi bukti yang lengkap dan sah yang akan digunakan untuk proses penyusunan SPJ Pengeluaran. Oleh karena itu, peneliti tertarik melakukan penelitian yang bertujuan untuk menganalisis pengaruh kualitas sumber daya manusia, pemanfaatan teknologi informasi, dan pengendalian akuntansi internal terhadap ketepatan waktu pelaporan SPJ Pengeluaran di Dinas Lingkungan Hidup Provinsi Jawa Timur. Penelitian ini menggunakan metode analisis kualitatif dan kuantitatif. Sumber data yang digunakan adalah data primer yang diperoleh langsung dari Dinas Lingkungan Hidup Provinsi Jawa Timur. Hasil penelitian menunjukkan bahwa Dinas Lingkungan Hidup Provinsi Jawa Timur  menunjukkan bahwa kualitas sumber daya manusia, memberikan pengaruh yang positif dan signifikan terhadap ketepatan waktu laporan SPJ Pengeluaran  Dinas   Kata Kunci : kualitas sumber daya manusia, ketepatan waktu, laporan pertanggungjawaban Abstract Expenditures for regional work units (SKPD) are of course closely related to every government agency. SKPD expenditure is an expenditure of funds used to finance office operational activities, where each expenditure or expenditure must be accompanied by complete and valid evidence that will be used for the process of preparing the SPJ for Expenditure. Therefore, researchers are interested in conducting research that aims to analyze the influence of the quality of human resources, the use of information technology, and internal accounting controls on the timeliness of reporting SPJ Expenditures at the Environmental Office of East Java Province. This research uses qualitative and quantitative analysis methods. The data source used is primary data obtained directly from the Environmental Office of East Java Province. The results showed that the Department of Environment of the Province of East Java showed that the quality of human resources had a positive and significant effect on the timeliness of the SPJ report on official expenditures.   Keyword : the quality of human resources,timeliness, accountability
