The citizen's complaint handling system aims to make citizens easily file a complaint against the condition and development of the city so that it can be followed up immediately, but the implementation of this Smart City program is less than optimal. The real condition shows that there are still many citizens who have not used this application. This study aims to evaluate what factors influence the citizen's intention to use the complaint handling application. The methodology used in this study is a qualitative method with a phenomenological approach. This study conducted in-depth interviews with six research informants, then the results of the interviews were tested and analyzed, and the interview data was encoded. The results of this study found factors that influence the intention to use complaint handling applications. These factors are citizen awareness, social influence, perceived usefulness, and trust. The expected result is a new model that can be implemented to improve the use of complaint handling applications and similar e-government services.

The importance of e-government projects is driving research in the area of technology acceptance to better understand the factors influencing the adoption of such projects and thus the success of e-government. Among the factors influencing the intention to use e-government projects are: perceived usefulness, perceived ease of use, social influence and trust. These relationships also are moderated by gender and age and previous literature supported such premise. This study utilized a sample of Jordanians who filled a survey consisting of items measuring the previously mentioned constructs. Results supported the proposed research model, where intention to use e-government services was significantly predicted by all proposed variables. Age and gender were significant predictors of e-government services when added to the model. Unfortunately, only one relationship was moderated by age and no relationships where moderated by gender. The detailed findings, conclusions and future work are discussed further in this paper.

AbstractThis research underlines the communication patterns of Indonesian diaspora women in their mixed culture families and how they use these patterns in Australia. There are some differences in interpreting meanings because of the differences in language and culture. Thus, researchers are interested in examining communication patterns experienced by these diaspora women who live in Australia. The research was conducted through a qualitative method with a phenomenological approach. Data collection techniques used were in-depth interviews with 13 Indonesian women who had been living in Australia for more than 5 years and observation and documentation studies. The study showed that the communication patterns of Indonesian diaspora women living within their mixed culture families consist mainly of verbal communication classified into five categories: (1) pure English, (2) mixed language, (3) unstructured grammar English, (4) compliments and appreciation, and (5) obscene words or swearing.

The purpose of this research paper is to investigate the determinates of Korean students in China to use e-government services. A total of 400 structured research questionnaire instruments was designed and administered to potential respondents of which 93.75% responded. The Technology Acceptance Mode (TAM) was used as a theoretical framework for this study. The data gathered was analyzed with SPSS version 20. The results show that all the predictors (Perceived Usefulness, Perceived Ease of Use, Perceived Service Quality, and Citizen Trust) investigated are significant positive determiners of Korean students' intention to adopt and use e-government services. The results further indicated that Citizen Trust positively and significantly moderated the positive relationship between perceived ease of use, perceived service quality and intention to use e-government services but failed to show any positive moderation effect on perceived usefulness and intention to use e-government services. The implications of these findings are further discussed.

<p>In Saudi Arabia, Mobile government (m-government) is in its infancy. This study aims to explore potential factors influencing adoption of m-government services in Saudi Arabia to improve future implementation. The review of the relevant literature revealed a lack of research regarding the factors that may potentially influence the adoption m-government services in Saudi Arabia by using TAM model based on the perspective of experts in Yesser. To examine relationships between external factors and behavioural intention to use (BIU) in the TAM model, a qualitative study was conducted using semi-structured interviews with five experts from Yesser. Analysis demonstrated that the factors of trustworthiness, usage experience, awareness and security might influence the adoption of m-government services in Saudi Arabia. The results of the qualitative study also demonstrated that enjoyment does not influence the adoption of m-government services in Saudi Arabia. These findings may help decision makers in Saudi government to improve future implementation of m-government services.</p>

HIV / AIDS cases among MSM (male sex men) in Indonesia from year to year have increased significantly. Meanwhile, Bali is a province with many HIV / AIDS cases, where Denpasar is the city with the highest number of MSM. There has never been a report on sexual behavior and HIV / AIDS prevention among MSM in Denpasar. Therefore, the researchers wanted to explore the problems of sexual behavior and its prevention in MSM in Denpasar. Purpose: This study aims to obtain a vision of sexual behavior and HIV / AIDS prevention among MSM groups in Denpasar City. This study used a qualitative design with a phenomenological approach to digging deeper into sexual behavior and HIV / AIDS prevention among MSM in Denpasar City. The selection of informants in this study was taken using convenience sampling technique and conducted in-depth interviews with 10 MSM who were productive and communicative in Denpasar. After collecting data in the field, the data will be analyzed thematically. In sexual intercourse behavior, most of the MSM prioritized variations and sensations during sexual intercourse to get sexual satisfaction, such as having group sex, using arousal-enhancing drugs, and violence engaging during sexual intercourse. Some of the informants only had one permanent sexual partner. However, there are still MSM who have more than one sexual partner and receive payment for sexual intercourse. Informants use condoms in sexual intercourse and with the PrEP method to avoid HIV / AIDS. It is necessary to conduct education and counseling on sexual orientation for the community, especially for adolescents looking for identity, educating MSM to reduce high-risk behavior during sexual intercourse. Penelitian ini bertujuan untuk menggambarkan pengalaman berliterasi penulis di Kota Bandung dalam menjalani perannya sebagai penulis Sunda.Pokok bahasan yang digali meliputi aspek pendorong menjadi penulis Sunda, pilihan jenis dan tema tulisan untuk menyampaikan perasaan dan pikiran penulis, serta aspek harapan dalam menjalani peran sebagai penulis Sunda.Metode kualitatif dengan pendekatan fenomenologi digunakan untuk menguraikan pengalaman pada penulis Sunda dalam berliterasi. Wawancara mendalam dan penelusuran literatur digunakan untuk memperoleh data dari 8 penulis yang menjadi informan penelitian ini. Hasil studi menunjukkan, lingkungan dan kebiasaan membaca menjadi faktor utama yang mendorong penulis untuk menulis dalam bahasa Sunda. Tulisan fiksi dan nonfiksi menjadi pilihan penulis untuk menyampaikan pikiran dan perasannya melalui tulisan. Masalah sosial, sejarah klasik Sunda, kearifan lokal, humor, dan peristiwa aktual menjadi pilihan tema dalam tulisan para informan. Adapun yang menjadi aspek harapan sebagai penulis Sunda adalah memelihara keberlangsungan bahasa Sunda, serta berharap dapat membawa budaya Sunda ke peradaban global. Kata kunci: Literasi, Budaya Sunda, Penulis Sunda, Pelestarian Budaya ABSTRACTThis research aims to describe the author's experience in doing literacy as a Sundanese writer in Bandung City. The subject explored includes the driving aspects of being a Sundanese writer, choice of types and themes of writing, as well as aspects of hope in carrying out the role as a Sundanese writer. The qualitative method with a phenomenological approach is used to describe the experience of Sundanese writers in literacy. In-depth interviews and literature were used to obtain data from 8 writers who became informants of this study. The result shows that environment and reading habits are the main factors that encourage writers to write in the Sundanese language. Fiction and nonfiction literature contents are used to convey a writer’s thoughts and feelings through writing. Social problems, Sundanese classical history, local wisdom, humor, and actual events are the themes in the informants' writings. The aspect of hope as a Sundanese writer is to maintain the continuity of Sundanese language, and hope to bring Sundanese culture to global civilization.Keywords: Literacy, Sundanese Culture, Sundanese Writers, Cultural Preservation

Tanah Toraja tribe community who came to nickel mining in Maniang Island are from five regions in Tanah Toraja areas such as Mamasa, Baruppu, Buakayu, Makale, and Mengkendek, who eventually settled in Pomalaa, Kolaka district and interact with the local population Tolaki Mekongga. Interaction between migrant communities (Tator Tribe) and local the key of all social life that occurs in communities (Tolaki Tribe) of mining area, Pomalaa. The purpose of this study is to determine the interaction of Tanah Toraja people in Tolaki Mekongga society and to know the local culture support in the welcoming of Tanah Toraja Society in Kolaka. This study uses qualitative method with phenomenological approach, in which the data collection method uses the participant observation and in-depth interviews by setting informants. The results of social interaction between Tator people and local communities basically run well, although sometimes hidden conflicts appear on the Tolaki Mekongga as local ethnic favoritism Tator in everyday life who are likely to be exclusive and luxurious, especially in the traditional rituals.

The purpose of the study is to examine the factors that impact the intention of Saudi citizens to use a mobile government smartphone application (Absher). Saudi Arabia seeks to invest and develop the infrastructure of the government’s mobile services, to be one of the leading countries in the region. Smartphone applications backed by mobile technologies have changed mobile services use which permit anywhere at any time access. Drawing on technology acceptance theories and relevant literature, this study developed and tested a structural model that integrates factors perceived usefulness, perceived ease of use, perceived privacy and trust in order to investigate the predictors of Absher use intention in the Saudi Arabia. The proposed model is tested using structural equation model (SEM) on data collected using an online questionnaire. Statistical analysis revealed that intention to use Absher was significantly associated with perceived trust, security and privacy, ease of use, and usefulness. Drawing on the technology acceptance model and trust theory, this study develops and empirically examines a model for users' intention to use mobile government services. This study contributes to the marketing literature by examining the impact of PU, PEOU and trust on mobile government services acceptance in developing countries.

Governments are seeking to benefit from information technology by incorporating various government services online for the benefits of the citizen. The Malaysian government as part of its Multimedia Super Corridor (MSC) project introduced e-filing in 2006, which is the process of filing taxes using the Internet as one of the e-government services. This is an exploratory study to model the determinants of intention to use an Internet tax filing system. The authors used 4 variables as predictors or intention to use which were perceived usefulness, perceived ease of use, perceived risk, and facilitating condition. Data was collected from 100 respondents using non probability purposive sampling via a structured questionnaire. As hypothesized, perceived ease of use, perceived usefulness, and facilitating condition were positively related to intention to use. The findings show that perceived usefulness has the strongest influence on intention to use (ß = 0.341), followed by perceived ease of use (ß = 0.278) and facilitating condition (ß = 0.234). As hypothesized, perceived risk was negatively related (ß =-0.223) to intention to use indicating that users are concerned by the risk involved in filing taxes online. The regression results show that the four variables can explain 52.2% of the variation in intention to use which indicates good explanatory power. Understanding these factors can extend the knowledge, which can lead to better planning and implementation of e-Filing in Malaysia.
