ResumoA literatura especializada acerca do capital social parte, de modo quase generalizado, da constatação empírica de que as variáveis econômicas não são suficientes para produzir modelos de desenvolvimento local que sejam socialmente justos e ambientalmente sustentáveis; reafirma, quase de forma consensual, que as redes de compromisso cívico, as normas de confiança mútua, os recursos advindos das redes sociais, a riqueza do tecido associativo e as instituições políticas têm impacto direto no incremento qualitativo da comunicação entre indivíduos e atores sociais, na produção de formas mais intensas de interação social e na redução dos dilemas da ação coletiva em torno das estratégias de desenvolvimento local. No entanto, um dos elementos críticos do debate sobre as relações entre capital social e desenvolvimento local diz respeito ao próprio conceito de desenvolvimento.Palavras-chave: Desenvolvimento local. It goes without saying that one of the critical elements of the current debate on the relationships between social capital and local development concerns the local development concept itself.Keywords: Local development. Resumen: Con ocasión de la crisis del COVID-19 se han publicado distintos análisis y reflexiones sobre el impacto que ésta puede tener sobre sobre la forma y la dinámica territorial a medio y largo plazo, así como sobre las posibilidades de desarrollo de los distintos territorios. Muchos de ellos subrayan la oportunidad que la crisis puede representar para reconsiderar drásticamente, desde cero, el paradigma actual de producción y consumo, así como el modelo territorial predominante. Aunque la duración temporal de la crisis sanitaria es un factor fundamental en la consolidación de estas nuevas tendencias, la situación actual y evolución probable de la pandemia a escala global nos lleva a afirmar que, hasta cierto punto “la vida después del COVID-19” será “la vida con COVID-19” (OCDE, 2020), de ahí la necesidad de reflexionar sobre las consecuencias a largo plazo, y de proponer un nuevo enfoque de desarrollo territorial que tenga en cuenta las diferentes necesidades y los cambios planteados por el nuevo contexto. En las páginas siguientes recogemos algunas de las ideas principales de estas aportaciones, centrando el análisis en algunos de los temas más estrechamente relacionados con el paradigma del desarrollo local: las economías locales, la sostenibilidad ambiental y social, el modelo territorial y la formación del capital social.   Palabras clave: COVID-19, desarrollo local,” Economía Fundamental”, cambio productivo, forma urbana, capital social.   Abstract: With the COVID-19 crisis, various analyses and reflections have been published on the impact it may have on the shape and dynamics of the territory in the medium and long term, as well as on the development possibilities of the different territories. Many of them underline the opportunity that the crisis may represent to drastically reconsider, from scratch, the current paradigm of production and consumption, as well as the predominant territorial model. Although the temporal duration of the health crisis is a fundamental factor in the consolidation of these new trends, the current situation and probable evolution of the pandemic on a global scale leads us to affirm that, to a certain extent, "life after COVID-19" will be "life with COVID-19" (OECD, 2020), hence the need to reflect on the long-term consequences, and to propose a new territorial development approach that takes into account the different needs and changes posed by the new context. In the following pages we gather some of the main ideas of these contributions, focusing the analysis on some of the issues most closely related to the local development paradigm: local economies, environmental and social sustainability, the territorial model and the formation of social capital.   Keywords: COVID-19, local development, “Basic Economy”, productive change, urban form, social capital.

O estudo identifica ásredes como un elemento destacable no substrato do tecido asociativo para odesenvolvemento local, as organizacións comunitarias, como formas de ralacionamentofortalecidas como principio de xestión colectiva e cooperación, e, por último, a confianzacara ás organizacións nas súas actuacións e intervencións nos procesos dedesenvolvemento comunitario, onde os actores locais xogan un papel relevante nosprocesos de desenvolvemento local das comunidades rurais. Así, o estudo conclúe facendoespecial énfase nas dimensións como mecanismos e elementos que determinan odesenvolvemento local baseados na construción de relacións no capital social e odesenvolvemento local comunitario. The research studies the dimensions of social capital in the context of rural communitiesand their local development, given the potential and resources in the territories. Theapplied methodology is based on the theoretical revision of the different approaches andthe dimensions of social capital in this area. The study identifies networks as a prominentelement in the substrate of the associative fabric for local development, communityorganizations, with strengthened relationships as a principle of collective managementand cooperation, and finally, the trust in organizations, in their actions and interventionsin community development processes, where local actors play a relevant role in the localdevelopment processes of rural communities. Thus, the study concludes with a specialemphasis on dimensions as mechanisms and elements that determine local developmentbased on building relationships in social capital and local community development.

Resumo O capital social é a soma dos recursos reais e potenciais de uma rede de relacionamentos de uma unidade individual ou social. O objetivo com a presente pesquisa foi entender como o capital social contribui para o desenvolvimento do turismo rural na Associação Rota das Salamarias, localizada na região Norte do Rio Grande do Sul. A pesquisa caracteriza-se como qualitativa, tendo como abordagem o estudo de caso, e quanto ao propósito pode ser definida como descritiva. Para a coleta de dados realizaram-se entrevistas semiestruturadas. Posteriormente, as entrevistas foram integralmente transcritas e realizou-se análise de conteúdo. Entre os principais resultados obtidos se destaca o fato de o turismo rural ser uma estratégia de desenvolvimento local que contribui para a geração de renda e para a manutenção das famílias em suas propriedades, fortalece o empreendedorismo familiar e amplia a relação entre as famílias que compõem a Rota. Também, identificou-se a relevância do crescimento econômico e do capital social reconhecido no formato de interação social proporcionado pela referida Associação, visto que essa coesão social fundamenta a construção de vantagens competitivas sustentáveis, dado que o conhecimento é adquirido e transmitido a todos que fazem parte da rede de parceiros, gerando riquezas para as propriedades e para a região da qual fazem parte.Palavras-chave: Capital social. Vantagens competitivas. Abstract Social capital is the sum of the actual and potential resources of a network of relationships of individual or social unit. The aim of this research was to understand how the social capital contributes for the development of rural tourism in Rota das Salamarias. The research is characterized as qualitative, with the approach of the case study, and regarding the purpose it can be defined as descriptive. For data collection semi-structured interviews were carried out. Subsequently, the interviews were fully transcribed and the content analysis was performed. Among the main findings stands out  the fact that rural tourism is a local development strategy that contributes for the income generation and for the maintenance of families in their properties, strengthens the family entrepreneurship and expands the relationship between the families that make up the route. Also, it was identified the importance of economic growth and the social capital recognized in the interaction format provided by that Association, since this social cohesion supports the building of the sustainable competitive advantages, since knowledge is acquired and transmitted to everyone who is part of the network of partners, generating wealth for the properties and for the region to which they belong.Keywords: Social capital. RESUMENEl artículo muestra los principales resultados de la investigación Percepción de la Población Pobre de Santiago sobre el Mercado Laboral en Chile, realizada durante 9 años consecutivos desde 2003, por la Escuela de Administración y Economía de la Universidad Católica Silva Henríquez. El estudio incluye antecedentes sobre las concepciones de empleo y desempleo de este grupo de la población, así como la identificación de quienes –a su juicio– serían los responsables de que las personas pobres obtengan un trabajo y la calificación que le asignan a su gestión. También contempla sus percepciones en torno al apoyo del Estado, nivel de desempleo, influencia del capital social, respeto por los trabajadores, igualdad de oportunidades, poder de los sindicatos, entre otros aspectos, además del nivel de desempleo familiar y tipo de problemas laborales que han enfrentado.Palabras clave: mercado laboral, pobreza, percepciones, equidad.Este estudio ha sido realizado en el contexto de la investigación “Percepción de la población pobre de Santiago sobre las condiciones de acceso, equidad y satisfacción en la obtención de bienes básicos y públicos – año 2011: visión evolutiva desde el año 2003”, que es parte del Programa de Investigación de la Escuela de Administración y Economía de la UCSH. The study includes background on the concepts of employment and unemployment in this group of the population, and the identification of those who, in his opinion, would be responsible for the poor to get a job and the rating assigned to their management. It also includes their perceptions of the support of the state, unemployment, social capital influence, respect for workers, equal opportunities, union power, among other things, besides the level of unemployment and type of family labor problems they have faced.Keywords: labor market, poverty, perceptions, equity.

This article aims to build a network for the exchange of knowledge between the government and production, community and university sectors for sustainable local development. To achieve this, the authors relied on the concepts of sustainable local development, social capital, the relationship between sectors or intersectorality, networks and interdisciplinary and transdisciplinary knowledge. Regarding the methodology, the abductive method was used. Under a documentary design, the research techniques were a content analysis of theoretical documents and the deductive inference technique. The construction of a knowledge exchange network for sustainable local development stands out as the result. It is concluded that knowledge networks for sustainable local development have positive implications in the establishment of alliances and links between the sectors that make up society.

The role that psychological variables play in depression among elderly urban residents has received little research attention. Therefore, the purpose of this study was to examine the relationships between social capital, social capital satisfaction, self-esteem, and depression among elderly urban residents. We used the responses provided by 701 elderly persons to scales assessing social capital (i.e., network, trust), social capital satisfaction, self-esteem, and depression, as part of the Korea Welfare Panel Study (KOWEPS). We conducted a confirmatory factor analysis and tested the validity of a proposed statistical model using structural equation modeling (SEM). The results showed that trust in social capital, social capital satisfaction, and self-esteem were significantly related to depression. Further, social capital satisfaction and self-esteem fully and partially mediated the relationship between trust and depression, respectively. These findings serve as an empirical base upon which social welfare policies can be founded that benefit elderly urban residents with weak social capital, low social capital satisfaction, and poor self-esteem.

AbstractThe article approaches the topic of social trust from an evolutionary perspective. It begins by summarising the most influential approaches that have defined specific and social trust and ascertains what causes differences in degrees of trust and how the potential risk of deception might be lowered. It then notes that the basis of morality had already been formed during the era of prehistoric man, who was able to create coalitions against aggressors and to socially control the behaviour of deviants. It points out, however, that having a certain predisposition to behaving cooperatively or an increased sensitivity to recognising and not tolerating behaviour aimed at abusing cooperation is not a sufficient guarantee of the fact that people will always (or at least in the majority of situations) favour cooperation over deception. One of the reasons for this is a tendency to favour short-term gains over long-term ones. The article argues that establishing norms (moral, social and legal) produces a higher level of social trust because it not only “encourages” individuals to behave in certain ways in particular situations but also works as a sanction which “discourages” the individual from socially deviant behaviour. The article then focuses on a debate about the causal relationship between social trust and social capital. It discusses the suggestion that political institutions, government and the judiciary may reduce rather than raise levels of social capital and consequently also the level of social trust. This is partly because of their powerful position and the consequent scope for corruption and partly because of the fact that even when attempting to act honestly, representatives of these institutions cannot sufficiently reflect upon dynamic change at the local level. Finally, the article ends by adopting the position that social trust is built primarily from bottom up and so it is risky to continually doubt the very existence and usefulness of social norms and morality and to be governed simply by legal norms.
