The link between education, in general, and information technologies is one that does not necessarily have to be demonstrated. But it is interesting to see the specific link that is established between these two components of modern society. In recent years, part-time education forms tend to occupy an increasingly important position in the Romanian higher education from the perspective of the total number of students opting for distance learning or traditional part-time learning. This development occurred amid expansion of information technology - more and more households have Internet access and frequency of its use is increasing from year to year – in the context in which forms of part – time learning require the use of this means of information and communication. On this background more and more people over 25 years become interested in further developing their studies, including employed persons opting for further studies, increasing the share of students over 25 years in total students and the share of employed population over 25 years with higher education in total in respective age group.

II Международный конгресс ЮНЕСКО «Образование и информатика» (1996) и «Окинавская хартия Глобального информационного общества» (2000) объявили информационные технологии стратегическим ресурсом в образовании. Революционные воздействия этих документов напрямую относились к жизни людей, их образованию и работе. И вот сейчас в 2021 году актуализировалась потребность использования информационных технологий в образовании для содействия и помощи студентам шире использовать свой потенциал и реализовывать свои устремления в эпоху пандемии COVID-19. В связи с этим для укрепления студенческого потенциала необходимо уделять особое внимание высшему образованию и одновременно расширять возможность пожизненного обучения с упором на развитие навыков использования информационных технологий через систему дистанционных образовательных технологий. Информационные технологии обучения – это совокупность электронных средств компьютера, компьютерных сетей, компьютерных телекоммуникаций, других средств связи и способов их функционирования, используемых для реализации образовательного процесса. Все эти средства должны эффективно работать не только для непосредственной информатизации учебного процесса, но и для информатизации всего комплекса процессов, характерных для системы высшего образования. Помимо расширения традиционной технической помощи для эффективного функционирования дистанционного обучения, необходимо содействовать подготовке специалистов в сфере информационных технологий и разрабатывать инновационные подходы. В статье анализируются проблема применения дистанционных образовательных технологий в системе высшего образования России. Авторы рассматривают информатизацию высшего образования с его достоинствами и недостатками с учетом собственного опыта преподавания, а также ставят вопрос о необходимости развития дистанционного обучения, повышения его эффективности и дальнейших перспективах. The II UNESCO International Congress "Education and Informatics" (1996) and the Okinawa Charter of the Global Information Society (2000) declared information technology a strategic resource in education. The revolutionary effects of these documents directly related to people's lives, their education and work. And now, in 2021, the need to use information technologies in education has become more urgent to promote and help students use their potential more widely and realize their aspirations in the era of the COVID-19 pandemic. In this regard, in order to strengthen student potential, it is necessary to pay special attention to higher education and at the same time expand the possibility of lifelong learning with an emphasis on the development of information technology skills through a system of distance learning technologies. Information technologies of education is a set of electronic computer tools, computer networks, computer telecommunications, other means of communication and ways of their functioning used for the implementation of the educational process. All these tools should work effectively not only for the direct informatization of the educational process, but also for the informatization of the entire complex of processes characteristic of the higher education system. In addition to expanding traditional technical assistance for the effective functioning of distance learning, it is necessary to promote the training of specialists in the field of information technology and develop innovative approaches. The article analyzes the problem of the use of distance learning technologies in the higher education system of Russia. The authors consider the informatization of higher education with its advantages and disadvantages, taking into account their own teaching experience, and also raise the question of the need to develop distance learning, improve its effectiveness and future prospects.

Distance learning is currently one of the most topical problems at the intersection of technical and pedagogical disciplines. The widespread introduction of distance learning in secondary and higher education has revealed a significant layer of problems that should be addressed by information technologies specialists, teachers, scientists, psychologists in cooperation with officials. The article discusses the main problems that arose during the transition to distance learning, the solution of which will raise the quality of education to a new level, including after the end of the new type of coronavirus pandemic. The authors highlight the organizational, technical and social problems in the process of organizing distance learning, the totality of which can be considered as a challenge to the education system.

The rapid breakthrough observed today in the field of information and communication technologies testifies to the movement of mankind towards a new post-industrial phase of development -the information society. At the present stage, information is the main source of development of society. The penetration of information technology into almost all socio-economic spheres entails the formation of new needs and a new way of life for mankind.While noting the positive aspects of the information society, one should not forget about its negative aspects. With the development of modern society, the consumer attitude of people to the world is increasing. There is a danger of information dependence. For some people, virtual reality is often more significant than reality itself. To fully disclose the research, the scientific article used methods such as a systematic approach, historicity, comparative historical, structural, political analysis, functional and cultural analysis.At the end, scientifically grounded conclusions, recommendations and proposals on the need for spiritual and intellectual development of society weredeveloped.

<p>Amidst the different challenges facing higher education, and particularly distance education (DE) and open distance learning (ODL), access to information and communication technology (ICT) and students’ abilities to use ICTs are highly contested issues in the South African higher education landscape. While there are various opinions about the scope and definition of the digital divide, increasing empirical evidence questions the uncritical use of the notion of the digital divide in South African and international higher education discourses.</p><p>In the context of the University of South Africa (Unisa) as a mega ODL institution, students’ access to technology and their functional competence are some of the critical issues to consider as Unisa prepares our graduates for an increasingly digital and networked world.</p><p>This paper discusses a descriptive study that investigated students’ access to technology and their capabilities in using technology, within the broader discourse of the “digital divide.” Results support literature that challenges a simplistic understanding of the notion of the “digital divide” and reveal that the nature of access is varied.</p>

Before the creation of the United Kingdom Open University (UKOU) - its Charter was given in 1969 and the first students were admitted in 1971 - the full-time residential model of higher education was pervasive, with part-time and distance modes of study seen as separate and inferior. The UKOU demonstrated the effectiveness of distance learning but also, because of its success, in some ways inhibited change in the mainstream tertiary sector. As social and political pressures on the sector grew, higher education providers were forced to innovate and models of “open learning” offered ways forward. As a result, the distinction between “distance” and “face-to-face” delivery rapidly eroded during the 1990s. However, barriers still remain to a more radical approach to provision as a whole.

Abstract Over the past decade in the world there has significantly increased the process of globalization, which resulted in high demand for the profession of a translator. For future interpreters it is important to be well informed, to know innovations of the sector, which they have chosen as the major. Therefore, the translator should be able to search for information, and critically evaluate it. The article deals with the analysis of the application of modern information technology in the future translators training at the universities of the EU countries. The analysis of scientific and pedagogical literature that investigated aspects of information technology training of future translators at the universities has been made. The most widespread of information technologies that are applied during the translators’ training process have been defined, the possibilities of their application have been grounded. Countries, cities, universities of European Union where such training is carried out have been pointed out. Also it should be mentioned that the characteristic feature of interpreters' higher education in Europe is that the training program tend to a specialization profile. Their main types are: full program of higher education and independent graduate programs of specialized nature. The skills development of using computer technology makes an important contribution towards improving the quality of education during the professional activity. The change and correction of programs in accordance with the development of information technologies, informatization process, professional translators' interests are carried out in education systems. In the process of professional training there are used the methods that are aimed at the intensification of the processes of self-education and self-development. An important provision of the Bologna process is the focus of higher education establishments on educational results: knowledge and skills of the graduates should be applied and practically used.

В статье рассмотрена проблема организации дистанционного обучения на примере Microsoft Access в рамках курса информационных технологий. Автор задался целью представить авторскую методику дистанционного обучения информатике на основе универсальных информационно-технологических сред. Практическая значимость работы заключается в том, что показан способ синхронно-асинхронной организации учебного процесса, выявлены условия проектирования данного метода обучения, продемонстрирована его реализация на конкретном примере, выявлены проблемы, возникающие в процессе использования представленной модели обучения. Также приводятся мнения студентов о данной форме обучения. Теоретическая значимость работы состоит в том, что в ней обосновывается невозможность освоения в очном режиме целого ряда навыков и умений, в которых нуждаются обучающиеся. Но они могут получить необходимые знания в рамках представленной дистанционной модели обучения. Автор утверждает, что дистанционное обучение информационным технологиям является в разы более эффективной формой организации образовательного процесса, чем очное обучение. Основной новизной статьи является представленная методика обучения, основанная на использовании синхронно-асинхронной модели и универсальных информационно-технологических сред. The article considers the problem of organizing distance learning, using the example of Microsoft Access within the course of information technology. The article aims to present the author’s method of distance learning in IT ba ed on universal information technology environments. The practical significance of the work lies in the fact that the method of synchronous-asynchronous organization of training is shown; the conditions for the design of synchronous-asynchronous training have been identified; the implementation of such training is shown by a specific example; the problems that arise in the process of using the presented training model are identified. Moreover, we can see students’ opinions about this educational form; it is shown that, in general, students are positively disposed towards this format of learning. It is impossible to teach a whole range of skills and abilities necessary for students in full-time education unlike, however, using the presented distance learning model. This is the theoretical significance of the work. The author claims that distance learning in information technologies is a much more efficient form of organizing the educational process than full-time education. The novelty of the article lies in the presented teaching methodology based on the use of a synchronous-asynchronous model and universal information technology environments.

In this chapter, we consider the relationships between social identity and e-democracy in organizations that exist in the constantly changing global business and technological environment. We also consider the inevitability of organizational e-democracy in organizations undertaking information technology (IT) changes, the technology at the base of e-democracy. Through an examination of employees’ experiences of change, we investigate their perceptions of changes in effective communication during major organizational change implementation in a hospital context. While the changes were far reaching, we mainly focus on the introduction of information and communication technology (ICT). We use an empirical examination of an Australian public hospital’s IT change experience as the backdrop to assess the accuracy of the statement that there is an improvement in the autonomy within organizations as a result of IT changes. We discuss our findings in light of the implications that arise for HR practitioners.
