Research background. Modern trends in world politics and international relations dictate new schemes for establishing links between regions and encourage states to constantly improve them. One such form is economic cooperation between regions, whose development strategies are gradually being introduced in countries around the world. Since Ukraine signed an association agreement with the European Union, in most economic and legal issues it relies on the experience of the European countries. In addition, worthy of attention is the analysis of the current state of the regional development in Ukraine and on its basis the formation of the basic principles for interregional cooperation. Such experience and identifying main economic trends in the formation of economic cooperation between different regions can help Ukraine to introduce this process in practical terms and possibly avoid the most popular problems in this area. Purpose of the article. The provisions of the article provide a systematic estimation of the regional development of Ukraine based on the calculation of the Spearman coefficient from 2006 to 2016. On the basis of these calculations, the main preconditions for the economic development of interregional cooperation are analysed and the basic principles of such cooperation for the regions of Ukraine are formed. Methodology/methods. This work is based on the generalization of the official methodological information of the following Ukrainian regions that are the most interested for the economic foundations of the interregional development. Ukraine has a new decentralization reform for the regions, which will be able to give impetus to the economic development and increase the effectiveness of the interregional ties. Nevertheless, since this process is quite new for our country, it is critically important to study foreign experience in this field. In the future, as a result of such studies, it would be possible to develop economic and legal mechanisms for introducing the best world practices in the Ukrainian legal field. Value/originality. The provisions of the article solve an important theoretical and practical task – firstly for Ukraine – contribute to the formation of the interregional cooperation institution since by this time there is no unanimous opinion on the legislative level or on the scientific one. It seems possible, through such studies, to create the real mechanisms for the regional development in Ukraine and their cooperation with each other. Most Ukrainian and world economists view the development of the regions as such in themselves, no one examines it through the prism of economic development of interregional cooperation. We support and use this approach, because it is very important, as it provides an opportunity to comprehensively analyse the current state of the meso-level in Ukraine. For the first time in Ukraine, the results of the formation development at the regional level in the context of interregional cooperation are presented in the detailed description that could give the opportunity to Ukrainian economists for the next step in this scientific field. Practical implications. The results of this article will form the basis for the assistance to various regions in Ukraine in the matter of strategic planning and their cooperation since no clear and detailed actions for them have yet been recorded. In addition, this work is relevant for representatives of state authorities and scientists who deal with issues of the regional economy because no one in Ukraine has ever considered these issues in the context of interregional cooperation.

Interregional cooperation is a complex system of interconnected processes, which has begun to develop for a very long time and in the last five years, and has become relevant. This fact is also confirmed by the fact that the Association Agreement between Ukraine and the European Union includes a norm on the comprehensive development of interregional cooperation in the strategic perspective and, in most economic and legal issues; it relies on the experience of the European countries, such as Germany and Italy. Studying the world experience and identifying common economic and legal trends in the partnership implementation between regions could help Ukraine to introduce this process in practical terms and possibly avoid the most popular problems in this area. The sphere of interregional cooperation is not only economic sphere; it is a consolidation of the social sphere, economic and ecological, which is the embodiment of sustainable development of each region and the country as a whole. Value / originality. The research presents an analysis of interregional partnership in some European countries (Germany and Italy). The work compares the experience of interregional dispute implementation between the countries based on the strategic documents in this area that are related to sustainable development. Specific statistical and methodological examples of socio-economic development of the above-mentioned countries are presented in the process of establishing interregional ties. The comparative analysis of strategic subregion elements of interregional cooperation are presented and the results of the analysis by means of interval estimation are ranked. Recommendations on implementation the European experience in interregional cooperation for sustainable development in Ukraine are given. For the first time in Ukraine, the sphere of interregional partnership is analyzed not only in the light of the economy, but also through a comprehensive consideration of its economic and legal preconditions. It is expedient to use this approach, because it could be used for calculating not only the economic trends of the development of this sphere of cooperation, but also for paying attention to its legal regulation (due to the Association Agreement between Ukraine and the EU, in which interregional cooperation is one of the central places for sustainable development). Subsequently, based on these results, it would be possible to develop practical recommendations for the harmonization of Ukrainian legislation in accordance with EU legislation, which would include the economic mechanisms for the functioning of interregional cooperation and sustainable development in Ukraine.  Keyword Set: World experience, economic and legal foundations, interregional cooperation, development, strategy

The status and prospects of development of trade and economic relations between Ukraine and China are considered. It is proved that bilateral cooperation in the trade and economic sphere has made significant progress. In 2012–2017, China was the second largest trading partner of Ukraine after Russia. However, the problem of imbalance in imports and exports between Ukraine and China has not yet been resolved. In addition, the scale and number of projects in which Ukraine attracts Chinese investment is much less than investments from European countries and the United States. It is justified that trade and economic cooperation between Ukraine and China is at a new historical stage. On the one hand, Ukraine signed the Association Agreement with the European Union, and on January 1, 2016, the rules of the free trade zone between Ukraine and the EU entered into force. This helps to accelerate the integration of Ukrainian economy into European one. On the other hand, the global economic downturn requires the introduction of innovations in the model of cooperation. The Chinese initiative “One belt is one way” is one of the variants of the innovation model of cooperation. Its significance is to unite the Asia-Pacific region with the EU in order to join the Eurasian Economic Union, create a new space and opportunities for development and achieve prosperity with the Eurasian countries. All this forms unprecedented opportunities for development of bilateral economic and trade relations. It seems that to fully open the potential of Ukrainian economy and expand bilateral trade and economic cooperation, it is necessary to take into account such proposals as the establishment of the Sino-Ukrainian industrial park, the promotion of cooperation in the field of electronic commerce, the formation of the Sino-Ukrainian free trade zone and enhanced interaction within multilateral mechanisms (for example, the Shanghai Cooperation Organization and the interaction of China and the countries of Central and Eastern Europe in the 16 + 1 format).

Self-realization of the individual in the conditions of using the policy of “social quality” as a modern tool of public administration in a transitional society is largely related to overcoming the existing limitations of the individual in acting in such a society and economy transitioning to a market character. Given that, in particular, in Ukraine the market is hybrid (and this is especially important), the existing limitations in self-realization of the individual must be overcome, including, and perhaps primarily, through transformations in the processes of socialization, which differ from European practices and institutions that ensure its implementation. Thus, it is a matter of overcoming not only and not so much the natural selfish interests of the individual, but the existing gap in skills, which are an invisible asset to ensure the endogenous nature of economic growth. It is shown that there is an inverse relationship between the formation of socialization and the policy of “social quality”, which is characterized by the dialectic of interaction between the individual and the group and which is a process of increasing the degree of socialization. The latter, due to interdependence, will serve to increase the effectiveness of interaction between the individual and the group, which expands the possibilities of self-realization of the individual in terms of European policy of “social quality” as a tool of public administration, whose successful application causes new challenges and content of the so-called secondary sociology. The logic of Ukraine's current development shows that new approaches are needed to achieve the social development goals set out in the Association Agreement between Ukraine and the European Union and to minimize the potential risks and threats that accompany current reforms in Ukrainian society. They should introduce new forms of public administration to create policy interrelationships of all dimensions, as proposed, in particular, by the social quality approach to socialization, the nature of which has been revealed in the author's previous publications. As a result, the socio-cultural (social) dimension will fundamentally change, the structure of which must include the transformational processes of socialization of a person, thanks to which they will learn the basics of life in the new social reality and intensify their social and economic interaction on the basis of self-realization, thereby contributing to the success of state policy of social quality and achieving stable socio-economic development.

The article examines trends in the development of legal regulation of information security in Ukraine in the context of the implementation of the Association Agreement between Ukraine and the European Union. The current information legislation and regulations on information security are analyzed. The tendencies in the legal regulation of information security that took place at the initial stage of the formation of information legislation are revealed. Based on the factors that took place before the adoption of the Doctrine of information security of Ukraine, the laws of Ukraine “On the basic principles of ensuring the cybersecurity of Ukraine”, “On the national security of Ukraine”, in the context of the current legislation, based on the methodology of legal forecasting, it is concluded that in the future the development of normative legal information security will be developed on the basis of by-laws, mainly at the departmental level.

The global economic development is, to a great extent, dependent on access to large amounts of cheap energy sources. The growing social awareness of ecology and the enormous damage to the Earth’s ecosystem due to the production of energy from conventional sources have forced fundamental changes in the energy sector. Renewable energy is considered to be an opportunity for such changes. The current state of the art allows such changes to be made without restricting economic development. Therefore, activities related to the energy transition are being taken all over the world. The European Union has definitely managed to achieve the most tangible effects in this regard. This article presents the findings of the research aimed at presenting the current state of renewable energy in the European Union and analyzing the changes reported in this sector in the last decade. The research was carried out using a selected set of 11 indicators characterizing renewable energy in individual countries. These indicators were selected on the basis of literature review and own studies of the state of renewable energy and its development prospects. Based on these indicators, changes in the energy structure of individual European Union countries between 2008–2018 were determined. The study is divided into two main stages. The principal components analysis (PCA) was used for the first analysis. In turn, the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) was adopted to assess the level of renewable energy development in the European Union countries. Both these methods and the extended statistical analysis were applied to determine the state of renewable energy development in the European Union countries in the studied period and to divide the Member States into classes with different levels of development. The results of the study showed that the EU countries are characterized by significant differences in the development of RES during the period in question. The unquestionable leaders in this respect are Sweden, Austria, Finland, and Latvia. Based on the findings, it is possible to evaluate the effects of activities related to renewable energy development and to prepare assumptions for future activities. Additionally, both the research and its findings broaden the knowledge of the directions of renewable energy development in individual European Union countries. This is particularly important in the context of changes related to the need to reduce harmful substance emissions and the implementation of the European Green Deal idea.

The article provides a general overview of the course of forming Ukraine’s legal and policy basis for cross-border cooperation in connection with economic development. Specific attention is given to its cross-border cooperation with the neighbouring Eastern European countries in the frameworks of bilateral treaties, the Madrid Outline Convention and the EUUkraine Association Agreement. Their cooperation within four Euroregions, supported by the EU European Neighbourhood Instrument, is observed. The complex of cross-border cooperation advantages, shortcomings of their realisation and the current prospects for cross-border cooperation advancement in the light of sustainable development are characterised.

The article considers the prospects of tourism development in five countries of Central Asia: Kazakhstan, Uzbekistan, Kyrgyzstan, Turkmenistan and Tajikistan. The author analyzes cultural, social and economic aspects of the tourism industry in the region. The main directions of activity of international organi-zations in the framework of tourism promotion programs are given. Central Asia has a huge potential for the tourism development. The study of the current state of tourism in Central Asia is becoming increasingly important. Tourism resources have every chance to become part of the national wealth of the countries of this region. In the group of factors determining socio-economic development of the countries in the region are natural resources, the level of production and investment, social infrastructure, management quality, international competitiveness, etc. The need for the regional development management system is conditioned by regionalization processes inherent to the current economic situation, oriented to ensuring positive national economic dynamics and maximum using the region’s potential. The studying problem of regional development makes it possible to justify, as one of the directions of its solution, the use of cluster technologies oriented to those branches of the economy that can become a vector of regional development. According to experts, the tourism industry is one of the most profitable sectors of the economy of the region. This industry covers numerous sectors of the economy and various links between them. The main tourist routes in the present time, covering many objects of the Great Silk Road, do not offer a more detailed study of the local historical, architectural and archaeological heritage. The lack of infrastructure facilities is the reason for this. This fact forces us to search solutions, which will provide a comfortable environment for both tourists and researchers. At present, the Central Asian countries occupy a very modest place in the world market of tourist services. According to many experts, the demand for sanatorium, tourist and excursion services has decreased due to the transition period, and the existing network of tourist institutions, boarding houses, rest homes needs reconstruction. After the disintegration of the Soviet Union, tourism in the Central Asian republics began to develop independently, without common approaches and concepts. In many respects this is determined by the fact that the new states have chosen their own models of socio-economic development, different from each other. The different level of political freedoms, economic development features determine the current state of the tourism industry in various countries of Central Asia. The perspective of tourism development in this region is quite difficult, but an interesting task, necessary for familiarizing humanity with the most interesting culture of peoples inhabiting Central Asia and developing the economies of countries.

Foreign policy as one of the key areas for the functioning of sovereign states is designed to protect their national interests and promote maintenance of the welfare of the population. For Ukraine, such vectors of foreign policy as European, Euro-Atlantic, Eurasian, Middle Eastern, and Asian are traditionally important. One of the main vectors of Ukraine's foreign policy at the current stage is integration into the European Union. At the same time, an extremely important task for Ukrainian diplomacy is countering Russian aggression, protection of the population in the East of the state and in the Crimea and the soonest possible resolution of the conflict in the Donbas region. Consequently, this topic is of considerable interest, and it is worth examining in detail the current state of Ukraine's foreign policy, in particular, in view of the current challenges of global and regional security. Analysis of foreign and Ukrainian sources on this topic indicates the interest of researchers in matters of foreign policy of Ukraine, as well as international conflicts and their settlement. The purpose of this article is to study the current state of Ukraine's foreign policy in the context of the current challenges of global and regional security. Based on the analysis, it was determined that at the current stage there is sufficient potential for further development of Ukraine's foreign policy, in particular in view of the current challenges of global and regional security. On the basis of the analysis, one can arrive at conclusions that among the successes of Ukraine's foreign policy in recent years one can mention withstanding Russian aggression, introduction of a visa-free regime with the European Union, further deepening of cooperation within the framework of the EU-Ukraine Association Agreement and deepening of Euro-Atlantic integration. At the same time, it is necessary to strengthen the effective use of the foreign policy resource to efficiently respond to the challenges of global and regional security. There are further prospects for research related to the effective resolution of international conflicts at the current stage.

Nowadays in Ukraine there is no single view on understanding of the strategy of development of energy safety, which profoundly and negatively affected the general state of national safety of the country. The purpose of the article is to analyze the current state of legal security of energy safety in Ukraine, check it for compliance with its obligations under the Association Agreement with the EU and other EU acts that proclaim the standards in the field of energy safety. This paper refers to the experience of the EU energy safety legislation. The main goal of this paper is to make a survey of the current state of the economic relations between Bulgaria and Serbia and to outline some recommendations for their future development. The analytical framework is based on a desk research of the economic cooperation between both countries and a study of several European projects in which they participate. Statistical data and information from official documents of the governments of Bulgaria and Serbia, as well as documents of the European Union have been used. The author does not aim to make just a comparative analysis but rather to look for the points of intersection of the mutual interests of both countries. The findings of the research enable the evaluation of the depth of economic cooperation between Bulgaria and Serbia and give grounds for conclusions about the prospects for expanding of their economic ties.
