The subject of the research is the formation and development of the system of professional training of public servants in Ukraine. The relevance of this study is due to the fact that one of the most important tasks of the development of the public service institute in modern conditions is its professionalization, which is carried out primarily through the system of professional training of public servants. Methodology. The paper uses a historical approach, which has made it possible to study the process of formation and development of the system of professional training of public servants in Ukraine. Based on the method of systemic analysis, the current system of professional training of civil servants in Ukraine, its legal framework and strategic priorities for its reform are considered. Results. The purpose of the article is to analyze the process of formation and development of the system of professional training of public servants and ways to increase its efficiency in Ukraine in modern conditions. To achieve this goal, the following research objectives are set: to consider the evolution of the system of professional training of public servants in Ukraine; to analyze the development of the system of professional training of public servants in independent Ukraine; to determine the main directions of its reform in the modern conditions of state formation. The main stages of formation and development of the system of professional training of public servants in Ukraine are justified. The organizational, legal, and economic aspects of formation and development of the system of professional training of public servants in Ukraine, as well as regulatory bases of formation and development of competence of public servants are analyzed. It is established that its financial and resource provision is important for the development of the system of professional training of public servants. Emphasis is placed on the need for continuous professional training of civil servants for their mobility, prompt and effective response to societal challenges in a paradigm of public administration, local government reform and decentralization of power in Ukraine through the development of formal, non-formal and informal education. It is concluded that ensuring the effective operation of public servants directly depends on increasing the level of their competence through professional training. The strategic principles of development of the system of professional training of civil servants are analyzed and the ways of increasing the efficiency of the existing system of professional training of civil servants, heads of local state administrations, their first deputies and deputies, local self-government officials, and deputies of local councils are determined, and the new model of the system of professional education of public servants, which based on European principles and standards for the development of adult education for life, are proposed.

The article considers the organizational and legal principles of advanced training of civil servants (PKDS). The classification of normative-legal documents regulating the issues of PKDS is covered. It is determined that advanced training is one of the forms of additional professional training. The essence of the concept of advanced training of civil servants is revealed (the process of updating knowledge and improving the skills of civil servants in order to master new ways of solving professional problems). It was found that the main organizational mechanism for managing the system of additional professional training of public services is the mechanism of state procurement for PKDS. Peculiarities of PKDS organization in educational institutions of higher professional or additional education are highlighted. Types of programs and terms of advanced training are considered. It is noted that professional development according to professional programs helps civil servants to improve and update professional knowledge, acquire skills. A list of competencies inherent in civil servants of Ukraine as a result of appropriate professional training has been formed. Developed on the basis of a systematic approach, the organizational and legal mechanism for ensuring PKDS, which includes the following components: legal documents governing the training of civil servants; elements of the advanced training system; purpose, tasks, principles and functions of professional development; external and internal factors affecting the PKDS system. Measures are proposed to improve the organizational and legal framework of the PKDS system (establishing legal consequences for civil servants who have improved their skills; creating an effective system of incentives for additional professional education that combines personal, collective and public interests; adoption of regulations that provide direct connection of advanced training of the civil servant after training with his official promotion, official status, establishment of allowances to salaries after confirmation (in particular, by the attestation commission) of his new, higher qualification).

The purpose of the paper is to study and substantiate models of formation and development of competencies of civil servants and public servant of local government in the process of professional training theoretically. An analysis of the research on the issues of professional competence of civil servants and officials of public administration bodies has shown that researchers focus on the conceptual construct and typology of professional competence. The models of formation and development of competence in the process of professional training have not been sufficiently thoroughly investigated, which led to the choice of the area of this research. The most effective models of formation and development of professional competence of civil servants and public servant of local self-government are substantiated on the basis of analysis and synthesis of modern scientific concepts of professional training. The main components of professional competence have been identified. Emphasis is placed on formation and development of conceptual, communication and professional skills, as competence is implemented only in the skills being critical for the practical activity. Models of professional training have been offered. This is recommended for use in educational institutions. The findings can form the basis of further theoretical and applied research related to the study of models of formation and development of competences of civil servants and public servant of local government in the process of professional training.

The purpose of the study is to substantiate the need to support the system of professional training of public servants as a necessary condition for the modernization of public service. The methodological basis of the work is a socio-cultural approach in combination with the methods of sociological diagnostics – questionnaires and observation. Substantiated conditions for the implementation of the professional project of civil servants in Ukraine. It is emphasized that maintaining an integrated system of vocational training has significant advantages, such as: ensuring the appropriate level and quality of educational programs, the formation of vocational education and research environment, taking into account the educational needs of public servants. Application of research results: Emphasis is placed on the need to amend the Concept of reforming the system of professional training of civil servants, heads of local state administrations, their first deputies and deputies, local government officials and deputies of local councils to preserve the priority of the National Academy of Public Administration and its regional institutes. Іn the integrated system of professional training of public servants. It is proved that the integral implementation of the professional project of public servants is possible only if the system of elite education is preserved.

This article describes characteristics of development, problems and general defi ciencies of Russian system of additional training for civil servants, the role of public service institution in society, statistics on the organization of additional professional education among civil servants, analyzes criteria and unifi ed approach to evaluating the quality and results of learning. The basic trends in development and update of the system of additional vocational training in Russia are substantiated. Formation, strengthening and further development of public service in the Russian Federation are reviewed, considering application of additional professional education (upgrading of skills, retraining, and internship) as the most mobile system, able to reduce tension needs of the state apparatus in qualifi ed personnel in a short time. Experience of eff ective system of training and retraining of civil servants of the Central Offi ce of the Federation Council forfocal areas of additional professional training is exemplifi ed.

The paper presents the experiences of Serbia and selected European Union countries in the field of professional development of civil servants as one of the most important factors in the reform processes of professionalisation and depolitization of the public sector. The performed comparison showed that the professional development of public servants in the observed countries has certain similarities, but also differences.Similarities relate firstly to the already established general consent to the treatment of this area as an important development factor for each state, then in the organization of management of professional development, as well as the technology of that performance with the accompanying evaluations. It was noted that the professional development of civil servants in the Republic of Serbia is still not being given the necessary attention in higher education, while significant improvements have been made in terms of improving the form of professional development through training and seminars.As for the technology of the observed professional development, it is in Serbia in the stage of constitution, and the expectations are that the latest amendments to the laws will improve this area. The significance of this contribution should be achieved through the work of the National Academy of Public Administration, as newly established centralized institutions entrusted with all expert and related executive and other state administration tasks related to the preparation, organization, monitoring and evaluation of the program of professional development of employees in public administration.

Currently, the mining industry should be transferred to a risk-based approach in providing state supervision of industrial safety. “Regulatory guillotine” provides for the abolition of all current regulatory and methodological documents in the industry. However, vital risks should be identified and methods of their assessment and safety management based on these assessments should be proposed. The regulatory framework should become more logical and concise. However, the specifics of the mining industry requires not only a reduction in the volume of documents, but also a serious study in terms of ensuring systematic safety requirements, harmonization of industry and industry standards. In the context of a risk-based approach, all control activities go to the level of production units, while the role of personnel qualification is growing, since organizational risks are prevailing in the mining industry. Therefore, training should be one of the important tasks of the reform of the supervision of industrial safety. It will not work out only through the system of additional professional education, because In this system, personnel are mainly trained at the top managerial level, and the lower and middle levels of mining management are carried out by university graduates. This, in turn, requires an increase in the level of professional training of mountain university graduates, which is difficult to implement in the current system of basic engineering education. The current law” on education “ implements a system of constant quality reduction, which requires its adjustment.

The main aim of this chapter is to describe the organizational and methodological foundations of professional education for public servants using modern educational methods. Its scientific novelty is in the description of teaching a foreign language to students of specialities in public administration. It has a character of theoretical representation of the existing methods of teaching a foreign language to students specializing in public administration in Ukraine. It is concluded that foreign language teaching in the process of training public servants is not a key subject, but it does not solve the problem of the need to master it. In this connection, teachers have to highlight certain aspects in the methodology so that professional training coincides with the native language. It is necessary to pay attention to the general language training, and only then introduce professional vocabulary. The relevance of this research is to share an existing experience with colleagues from other countries.

The legal aspects of formation and development if integral competence of local council deputies are analyzed in the article.There has been defined the concept of "integral competence of local council deputies such as knowledge, skills, capacities, and sometimes - other important qualities, ways and methods of their implementation into the activities of the local council deputies which are necessary for the successful and responsible fulfillment of their tasks and responsibilities. It has been determined that the profile of integral (pro-active, business-like) competence of local council deputies in Ukraine includes law-making, administrative and jurisdictional (organizational, executive, administrative, coordinative), control and supervisory, informational and analytical; economic (budgetary and planning, etc.), value-oriented (moral and ethical), social and psychological with communicative and consulting competences. The profile is designed mainly for the creative type of activity. The necessity to develop knowledge, skills and capacities of local council deputies to solve urgent problems of local self-government related to decentralization reform has been substantiated.It has been proved that the local council deputy must be highly professional in his/her field, capable to control changes, develop leadership skills, take risks, meet challenges of today. It has been emphasized necessary to provide continuous professional training to local council deputies for their mobility, prompt and effective response to the challenges of society in the context of development the paradigm shift within the state administration and local self-government.It is concluded that ensuring the effective activity of a local council deputy depends directly on his level of integral competence increasing through the vocational training. Leadership is an important component of integral competence. Leadership features include open-mindness and responsibility for self-actualization. The legal bases of formation and development of integral competence of the local councils deputies. There has been investigated defined by the Constitution of Ukraine, laws of Ukraine "On local self-government in Ukraine", "On the status of the local councils deputies " - concerning the content of the profile of integrative competence of local councils deputies in Ukraine, based on the distinguishing of empowerment and competences of the local self-government body; legislation defining the strategy and main directions of the further development of life-long adult education in Ukraine by means of formal, non-formal and informal education, namely: the National Doctrine of Education Development, the National Strategy for Education Development in Ukraine until 2021, the National Qualifications Framework, the laws of Ukraine “On Professional Development of Employees”, “On Employment of the Population”, “On Higher Education”, “On Education”. It is proved that the existing system of vocational training, based on European standards of education development, plays a key role in the process of the integral competence formation for the local councils deputies, and insurance of their continuous professional training. The have been analyzed the legal foundations of the vocational training system for the local councils deputies, which are defined by the Concept of reforming the system of vocational training for civil servants, heads of local state administrations, their senior deputies and deputies, local self-government officials and of local councils deputies under the date of December 1, 2017 No. 974-p , the plan of actiors for its implementation, as well as the corresponding Regulations on the vocational training system.

Topicality of the Paper is determined by the dynamic and considerable changes that influence the fulfilment of the State Border Guard professional activities which in turn impose additional requirements to the professional training of border guards. The quality of the State Border Guard work reflects in its implemented functions that also results from the proficiency and professionalism of the personnel. The aim of this Paper is to analyse the current system of border guards’ professional training, regulatory aspects as well as gathered statistical data regarding the issues of presented topics. Authors of the Paper bring forward several suggestions that in future could satisfy the central demands in the field of border guards` professional education and could be successfully implemented in the Basic concepts of the State Border Guard`s personnel training.

Professional dynamism, as a characteristic feature of modern society, requires updating the forms and methods of training specialists. In the current system of training is increasingly in demand training procedure, adaptive to different conditions of the educational process, including using distance learning technologies and e-learning. In the system of professional training of specialists, virtual simulators and simulators are actively used, focused on the formation of stable behavior models in the professional environment. The question of pedagogical aspects of the use of these teaching tools in the system of professional training becomes relevant. The paper defines the prerequisites for the use of these tools in training, sets goals and objectives, describes interaction models, and defines the classification of educational tasks. The author highlights the levels of simulation based on the degree of immersiveness and interactivity of the environment, methodological approaches and methods of organizing educational activities of students. The paper summarizes the experience of using simulators and virtual simulators in the system of professional training of specialists, lays the conceptual foundations for building a simulation model of training.
