Major Problems and Ways of Improving Additional Professional Education for Civil Servants in Russia

This article describes characteristics of development, problems and general defi ciencies of Russian system of additional training for civil servants, the role of public service institution in society, statistics on the organization of additional professional education among civil servants, analyzes criteria and unifi ed approach to evaluating the quality and results of learning. The basic trends in development and update of the system of additional vocational training in Russia are substantiated. Formation, strengthening and further development of public service in the Russian Federation are reviewed, considering application of additional professional education (upgrading of skills, retraining, and internship) as the most mobile system, able to reduce tension needs of the state apparatus in qualifi ed personnel in a short time. Experience of eff ective system of training and retraining of civil servants of the Central Offi ce of the Federation Council forfocal areas of additional professional training is exemplifi ed.

Introduction: modern conditions for the development of society necessitate the further development of the content of vocational education. When studying the content of vocational education, it is necessary to take into account the requirements of the economic and social development of the country, scientific and technological progress, the goals and objectives of vocational education, and the strategic guidelines of vocational and pedagogical education. Equally important is the process of the emergence and development of new features in the content of vocational education. Materials and methods: research methods are related to the content and qualitative features of the content of curricula and programs. The study uses the following methods of scientific research methods of theoretical research (analysis, synthesis, induction, deduction, abstraction, synthesis, comparison, etc.); observation: direct (direct), indirect (indirect); pedagogical experiment: analysis of students' written and graphic works; interviewing, interviewing, questioning; monographic study of the work of teachers, industrial training masters, students. Results of the research: social and scientific and technical progress cause significant changes in the work activities of workers and specialists. Trends in changing the content of labor on the basis of intersectoral and sectoral integration are due to the further development of a diversified national economy, the use of similar means of labor, the similarity of machines and devices, the typification of technological processes, and the general scientific foundations for the production of the final product. The requirements for a skilled worker and specialist, the main trends in the content of his work, the historical and logical analysis of the content of vocational education make it possible to single out the following changes in the content of education: an organic combination of humanitarian polytechnic and vocational education; strengthening theoretical training in the general structure of the content of vocational education; increasing the role of engineering and technical knowledge in the professional training of workers and specialists; consistency, continuity and phasing of the content of industrial training in the field of specialization, which ensures the ratio of the main and special parts; providing comprehensive interdisciplinary relations in the construction of curricula and programs; the increasing role of polytechnic knowledge, skills on the basis of scientific and technical community in modern production; combination of professional knowledge and professional and technological skills in the form of professional competencies; the increasing role of the scientific basis of production in all cycles of academic subjects. Discussion and conclusions: a study of the content of vocational education revealed factors affecting the development of content (scientific, technical and social progress, analysis of labor activity, trends in the development of vocational education, Federal State Educational and Professional Standards), requirements for the content of theoretical and vocational education, identify the principles of industrial training.

Subject. The article addresses problems and prospects for the banking supervision development in the Russian Federation under modern conditions. Objectives. We review the essence and methods of organization of the banking supervision, and identify the main problems and prospects for its development. Methods. To provide valid, reliable and reasoned recommendations, we apply normative and integrated approaches to the study of the banking supervision effectiveness in the current circumstances. Results. The paper investigates main problems and development prospects for the Russian banking supervision. The essential importance of supervision comes from the main role of the banking system in maintaining accounts of economic entities and making settlements. Even minor failures or delays in operations can lead to negative outcomes and disastrous consequences for the entire monetary system and the national economy. Therefore, we highlight issues that require attention, and make proposals for further development of the banking supervision. Conclusions. In the context of dynamically developing economy, the banking practice is becoming more complex. As a result, there is a need for new financial instruments that can reduce risks, increase the speed and efficiency of operations and document flow, and help achieve the world levels of introduced standards.

The article deals with the problem of improving the quality of professional training of cadets of military educational institutions of higher professional education of the National Guard troops of the Russian Federation (hereinafter referred to as military universities of the VNG RF), the solution of which determines the level of security of the Russian Federation. In connection with the changes that have occurred in the educational process on the basis of the requirements of the Federal State Educational Standard of Higher Education 3 ++, as well as in the structure of the troops, the need to revise the content of military education, as well as the choice of more effective methods for its implementation, has been identified. After analyzing the current state of affairs, the possibilities of frame methods were studied, the main advantage of which is the intensification of the educational process through the structuring of educational information. The authors have developed frame schemes, the effectiveness of which has been tested experimentally. All this made it possible for the teacher to devote more time to explaining the educational material of a lesson, eliminating the excessive amount of information, and for the cadets - to study the subject in more detail, to comprehend the information received, and then apply these methods in their future professional activities when training the personnel of their unit in the army.

The paper analyzes the problems of ensuring a fair and cost-effective balance of interests of the parties to an employment contract in the development of various forms of atypical employment, including those revealed through the analysis of the norms on the provision of labor to employees (personnel). There are gaps in the legislation regarding the equal level of remuneration of transferred employees in comparison with the regular staff of the receiving party; the lack of opportunities to participate in collective-contractual setting of working conditions; inability to implement the employee’s right to training and additional professional education. The author examines the legal position of the Constitutional Court of the Russian Federation expressed in the decision of 19.05.2020 No. 25-P "On constitutionality test of Art. 59 part 1 para. 8 of the Labor Code of the Russian Federation in connection with the complaint of I. A. Sysoev" regarding the conclusion of a fixed-term contract with transferred to other employers’ workers. The author concludes that the norms of Chapter 53.1 of the Labor Code of the Russian Federation do not provide a fair and cost-effective balance of interests of the parties to the employment contract in the development of atypical employment. They may seem effective and useful to employers who use their own employees’ labor to minimize staff costs, but this efficiency is imaginary as it is based on short-term benefits and savings on the development of the organization in the future. In this regard, further development of both legislation and law enforcement practice should be based on ensuring a truly equal status of the regular employees and employees engaged by the employer under the contract for the provision of labor to employees (personnel). In the course of the research, the need to make changes to the Labor Code of the Russian Federation is justified.

Introduction. The relevance of foreign confessional and regional studies is due to the influence of the religious factor on mentality, traditions, and culture of the population, as well as on the legal, social and economic components of society, which determines the specifics of the development of international relations. The objective of the study is to expand and introduce into scientific circulation the approaches and methods of applying scientific tools for research in the field of foreign confessional space. Materials and Methods. Data from financial reports of foreign religious organizations were used as the research materials. Basing on these and employing mathematical and statistical methods, the initial data were processed, which made it possible to identify territorial features as well as the specifics of economic and social activities within the confessional space of countries considered and religions widespread in them. Results. The study conducted made it possible to identify the specifics of comprehensive foreign research in the field of confessional space, which has been objectified into a scientific direction promising for further development. Great opportunities in the study of confessional space open up when adopting institutional and territorial as well as religion and landscape based approaches taking into account the specifics of the initial factual and statistical information available at the present stage. The former approach is more recommended for countries and regions where Christianity with a rigid territorial structure dominates, and the latter – for cases where the role of territorial setup is not significant for the functioning of religious organizations. Discussion and Conclusion. Further development of Confessional Foreign Regional Studies should be based on the strengthening of interdisciplinary linkages and the adoption of mathematical and statistical research methods. The results of the study can be used in the context of interfaith contacts, which are increasing in importance. Consideration of the models of functioning of the confessional space of foreign countries is advisable when developing a strategy for the development of the state-religion relations in the Russian Federation, and can also be taken into account by leaders of religious organizations represented in Russia.

The role of advanced professional library and information education as an essential part of continuous education system and its importance in educating new generation of library professionals are substantiated. The author reveals the role of the advanced professional education as an efficient site to apply and generate new ideas, to promote innovative experience and professional communicationsб and to modernize librarianship. She concludes that the main task of modern advanced library and information education is to assist librarians’ professional socialization. The methodological basics of the advanced professional training are characterized: teaching innovativeness, integration with library practice, social transparency and dynamic character. The author describes the mechanism for the transfer from the discrete stage of the advanced professional education to a systematic approach: the vertical-horizontal interaction of the advanced professional training structures, consistency and continuity of the educational process, education quality control, efficient combining online and offline education. The author emphasizes that the key factor for improving advanced education is to engage practicing professionals who master innovations introduction technologies. The need for public professional accreditation and certification for alternative education programs (including that of libraries), and systematic monitoring of the education system is proved.

The presence of professional highly qualified personnel in the civil service, together with modern information technologies, is possible thanks to the existence of a democratic state governed by the rule of law. The professional activity of civil servants acts as a subsystem within the civil service system. The study of the peculiarities of personal and professional development of the individual in the civil service will contribute to the disclosure of the psychological mechanisms of this process, the resolution of a number of pressing questions about the methods and possibilities of optimizing professional and personal development, which in turn will contribute to improving labour efficiency. To study the features of personal and professional development of the individual in the Russian Federation Civil Service. Survey among civil servants and comparative analysis of the results obtained in all study groups; statistical processing of the results. 120 respondents took part in the study: federal-state civil servants (40 people) and civil servants of other types (80 people). The main problems and features of personal and professional development of the individual in the civil service of the Russian Federation are identified and the main directions of optimization of the studied process are determined. The process of personal and professional development of civil servants, as will be shown in this study, is an overall result of the professional education and additional professional education, including retraining, advanced training, and internships. The main directions of optimization of the studied process are the following: improving scientific, methodological, and organizational support; increasing the motivation for professional activity and career advancement; improving the efficiency of additional professional education; developing a program for personal and professional self-development; introducing additional forms and technologies for improving professional skills of state civil servants.

Under the conditions of administrative reform, implemented within the ideology of public management, the issues of assessing the effectiveness of the institution of public service turn out to be one of the systemic. The priority established by the state in favor of the introduction of key performance indicators (KPIs) in the professional evaluation of civil servants requires thinking about its impact on the formation of human resources capacity. The purpose of the article is to evaluate the mechanisms of implementation of a comprehensive assessment of the professional activities of civil servants in the constituent entity of the Russian Federation (based on the materials of the Omsk region). The methodological basis of the study is a systematic methodological approach and methods for assessing the personnel potential of public service. The novelty of the work lies in the involvement of the source base of the Omsk region as one of the typical regions of the Siberian Federal District. The results of the study are of particular value for the summarization of the practice of implementing the mechanism of comprehensive professional evaluation of civil servants in the constituent entities of the Russian Federation.

This article is dedicated to examination of the role of Parliamentary Assembly in development of the Union State. The goal is to trace the parliamentary activity in the Union State throughout the entire time of its existence, the objectives that were pursued, their transformation, and change of conditions for their accomplishment. This topic is especially relevant in the current context. A new milestone has passed in the history of Union State: December 2019 marked twenty years since its creation. Agreement on the formation of Parliamentary Assembly of the Community of Belarus-Russia Union State was signed earlier, in 1996. The novelty of this works consists in comprehensive and detailed analysis of different stages in formation of Parliamentary Assembly, which allows describing their role in further consolidation of the Union State. The scientific problem of this article can be articulated as follows: Parliamentary Assembly is not just a legislative institution that formulates the agenda for development of the Union State; it is also a platform for a continuous dialogue between Russia and Belarus. Therefore, examination of this government institution in an urgent scientific problem that allows revealing the key aspects of evolution of the Union State. As the resources for this article, the author explored the legislative acts of the Republic of Belarus and the Russian Federation, legal information from official portals of the Union State and the Parliamentary Assembly. This underline the need for further development of parliamentarism in Russia-Belarus Union State for the purpose of improvement and strengthening of relations between the countries in the current conditions of international transformation. The article is based on most relevant documents pertaining to Russia-Belarus relations for the period from 1991 to the present.

Purpose of the study: The purpose of this work is to consider the possibilities of hermeneutics in developing the skill of understanding a musical text as one of the main mental abilities of musician-performers. Methodology: The study is based on the method of hermeneutics, the method of analyzing a musical text, which is widely used in the humanities and social sciences in general and plays an essential role in art criticism. Unlike other methods, text analysis uses the point of view of the author of the text. Interpretative and content analysis are the two primary forms of textual analysis of cultural artifacts. Interpreting textual analysis seeks to go beyond the surface of the meaning and explore the hidden "message" of the author. Main Findings: The main findings of the study are that the role of musical hermeneutics is important in the professional training of contemporary performers in connection with the need to develop their ability to understand a musical text and form a culture of interpretation. Applications of this study: This research can be used in musicological analysis and the process of professional education of musician-performers and theorists. The novelty of the work consists in proving the effectiveness of the method of musical hermeneutics in the formation of a culture of interpretation in performers. Novelty/Originality of this study: The method turned out to be effective for not only the theory of literature, hermeneutics, and semiotics, but also for musicology and the work of composers and performers directly working with intertexts.
