The purpose of the paper is to study and substantiate models of formation and development of competencies of civil servants and public servant of local government in the process of professional training theoretically. An analysis of the research on the issues of professional competence of civil servants and officials of public administration bodies has shown that researchers focus on the conceptual construct and typology of professional competence. The models of formation and development of competence in the process of professional training have not been sufficiently thoroughly investigated, which led to the choice of the area of this research. The most effective models of formation and development of professional competence of civil servants and public servant of local self-government are substantiated on the basis of analysis and synthesis of modern scientific concepts of professional training. The main components of professional competence have been identified. Emphasis is placed on formation and development of conceptual, communication and professional skills, as competence is implemented only in the skills being critical for the practical activity. Models of professional training have been offered. This is recommended for use in educational institutions. The findings can form the basis of further theoretical and applied research related to the study of models of formation and development of competences of civil servants and public servant of local government in the process of professional training.

In legal documents of the Ministry of Education and Science of Ukraine, there is emphasized the need to find ways to improve the level of professional knowledge, skills, abilities and new forms of training in educational establishments, which, in its turn, necessitates the transformation of training strategy. The need to respond to dangerous natural, human-made, anthropogenic, epidemiological and social factors requires highly qualified professionals ready to work in extreme conditions. Therefore, the importance of filling existing gaps in the theory and practice of vocational education determines the need for conceptual justification, development and testing of an improved pedagogical system of civil security professionals’ advanced training. The paper considers the theoretical foundations of the organization of advanced training of specialists in civil security, summarizes the main problems of professional development within the institutions and educational establishments. The content and features of their professional training in order to ensure the safety of people in emergencies is analyzed as well. It is found out that the readiness of civil security specialists to carry out their professional activities is an individual feature that includes professional motives, a set of special knowledge, skills and abilities of civil security professionals, which in integration ensure their ability to perform professional tasks and provide their further professional development. The author outlines the conceptual provisions for improving the advanced training of civil security professionals in institutions and educational establishments for the formation of positive motives for educational activities, the appropriate level of professional competence and approaching the ultimate goals of education. The content of the concept of specialists in civil security advanced training is determined (relevant methodological approaches, didactic principles, goals, objectives, pedagogical conditions are outlined as well). The purpose of forming the concept of advanced training of civil security specialists in postgraduate education should be directed towards the individual needs for personal and professional growth, as well as to meet the needs of the state in highly qualified and professional specialists capable of responsible performing of the job functions related to solving problems in order to ensure the safety of life and activities of people. The proposed conceptual framework helps identify the main components of the advanced training system for civil security professionals, resolving a number of contradictions, the main of which is the contradiction between the public demand for highly qualified professionals prepared for the challenges of modern society and the current training system which at present does not fully meet these requirements.

The article substantiates the purpose, stages, content, algorithm and methods of implementation. The entry of Ukrainian higher education into the European space determines the need for specialists with integrated specialties. The purpose of the article is to investigate the purposefulness of the formation of managerial competence in future professionals in the social sphere to ensure the educational and methodological process in higher education institutions. Methodology – general industry, research, information, diagnostic, subject methodical. Thus, there is a need to modernize professional and human resources. Therefore, the issue of scientific understanding of quality training of social workers in management, i.e., leadership of small and large groups of people, their ability to be highly qualified professionals with established managerial competence. Modern approaches to understanding the process of formation of managerial competence in future professionals in the social sphere, which is determined by the focus on the object of management, taking into account its specifics and the nature of development in the socio-educational environment. Based on the analysis of scientific sources, the essence and content of the concept of "managerial competence" are revealed. The understanding of professional training as an important component of managerial competence of future specialists in the field of management is highlighted, in particular, that professional training is a set of knowledge, skills and abilities, mastery of which allows a person to work as a specialist or a skilled worker qualifications. The main purpose of the formation of managerial competence in future professionals in the social sphere is to achieve a high level of its main components and ensure the manageability of the educational and methodological process. Based on the analysis of pedagogical, methodological, philosophical research of the essence, content and structure of managerial competence in social specialists, the founders revealed as a component of professional competence of a social specialist, a dynamic integrated systemic education, which is manifested in management. In turn, management activity is the result of managerial training of a social worker to evaluate his or her professional activity. Professional training of future social professionals for management is a necessary component that requires clarification of the concept of "professional training of social professionals" in order to form managerial competence for effective performance of professional duties and opportunities for successful work in the chosen profession.

The purpose of the study is to substantiate the need to support the system of professional training of public servants as a necessary condition for the modernization of public service. The methodological basis of the work is a socio-cultural approach in combination with the methods of sociological diagnostics – questionnaires and observation. Substantiated conditions for the implementation of the professional project of civil servants in Ukraine. It is emphasized that maintaining an integrated system of vocational training has significant advantages, such as: ensuring the appropriate level and quality of educational programs, the formation of vocational education and research environment, taking into account the educational needs of public servants. Application of research results: Emphasis is placed on the need to amend the Concept of reforming the system of professional training of civil servants, heads of local state administrations, their first deputies and deputies, local government officials and deputies of local councils to preserve the priority of the National Academy of Public Administration and its regional institutes. Іn the integrated system of professional training of public servants. It is proved that the integral implementation of the professional project of public servants is possible only if the system of elite education is preserved.

The article reveals the issues of professional motivation of graduates of institutions of higher education to self-realization in life, the need for interaction between employers and institutions of higher education, which trains specialists for a particular sphere and not always cope with providing them with the knowledge that affects the development of competencies necessary for the performance of official responsibilities at a particular place of work. The emphasis has been placed on the importance of vocational guidance measures for professional motivation, interaction between employers and institutions of higher education. The importance of acquiring professional competence by students for professional self-realization in the future, application of innovative technologies in their teaching, involvement in situational modeling and project development have been highlighted. It has been emphasized that the component of the student's educational motivation can be orientation to international relations, the state's course on academic mobility. The publication outlines the positions of modern scholars on the difficulties of self-realization in the professional sphere, which are influenced by external and internal factors. It has been noted that in the structure of readiness for professional activity, there are motivational, emotional-volitional, orientational components. It has been emphasized that insufficient level of professional training of graduates is explained by the emphasis on their attention only on the material and social advantages of the chosen profession. The focus is on the need for youth to find appropriate bases of practice that will satisfy the institution of higher education, students and employers. It has been noted that an important role for the employer plays a potential employee's possession with new information technologies. It has been explained that today it is important to rethink the role of scientific designing, counseling, directing students to self-realization and scientific guidance from teachers as mentors, tutors. It has been emphasized that the modernization of the educational branch focuses on the recognition of the diploma of the graduate of the institutions of higher education as evidence of real professional qualifications.

This paper aims provides how the actual issue of neutrality of Indonesian bureaucracy, especially on the Civil Servants of local government related to the Local election process. The important position of civil servants as public servants with its network touches many aspects of community life makes people as dependent on the bureaucracy existence. At the same time,bureaucracy seems under the politicians' interests due to their position in the system of regional government. This study also simultaneously shows how the concept of neutrality implements in Indonesian bureaucracy associated with the Indonesian political system, including in the context of the regional government.

The article is devoted to the formation method of the education content of future associate specialists in the construction and engineering fields in terms of competency that is indicated in the standard. The goals of the professional training of a future associate specialist are defined in accordance with the outcome of the education process and are displayed in the education content. The general purpose of education, particularly professional is defined by the society, it is declared in educational standards and displayed in educational programs, curriculum, syllabuses of training programs, etc. The formation of professional competence of a technical college graduate requires optimization of educational process taking into consideration initial vocational, educational, and personal potential, implementation of the most acceptable (scientifically based and didactically feasible) choice of education methods and technologies, as well as compliance with didactic laws and principles. The article analyzes the requirements for designing of training content, the main components of the formation of the content of education, the principles of designing the content of competence-oriented training of future junior specialists. The implementation basis of the competence approach is the usage of pedagogical techniques or methods that guarantees the achievement of the planned educational results (consequently, these planned results should be clearly and specifically reflected in the standards of education). Such technologies should envisage learning with action: students perform not artificial, but real practical tasks (projects), gain experience, learn both from teacher, and each other, solve puzzling production and technological cases.

The aim of the article is to determine the specificities of the remuneration of civil servants in the Federal Republic of Germany. The subject of the study is the remuneration of civil servants in the Federal Republic of Germany. Methodology. The study is based on the use of general scientific and special-scientific methods and techniques of scientific knowledge. The dialectical method enabled to interrogate the development of the institution of the remuneration of civil servants in the Federal Republic of Germany. The comparative legal method enabled to compare doctrinal approaches to this issue. The system-structural method enabled to determine the elements of the remuneration of civil servants of the Federal Republic of Germany. Methods of analysis and synthesis helped study certain parts of this institute to formulate further conclusions about its most optimal functioning. The logicsemantic method was used to determine the content of the principles of “ensuring a decent standard of living for a public servant,” “equality of public service actors” and “allowance/supplies”. The normative-dogmatic method enabled to analyse the content of legal regulations of the domestic legislation and the legislation of the Federal Republic of Germany on the issue. Practical implications. The determination of the specificities of the remuneration of public servants in the Federal Republic of Germany enabled to make recommendations for improving the remuneration system of this category of employees in Ukraine, as well as identify problematic issues that require further consideration and research. Relevance/originality. The author’s definition of the concept of “remuneration of public servants” is proposed and the specific features of this institute, insufficiently studied before, are analysed. The article analyses the specificities of the remuneration of public servants. Their list is determined and the content of each of them is disclosed. The specificities of the remuneration of public servants are substantiated in comparison with other categories of employees. The study of the positive experience of Germany enabled to suggest: to adopt a special legal regulation on the remuneration of public servants in Ukraine, that is, the Law of Ukraine “On Remuneration of Public Servants”; to provide in the norms of the Law of Ukraine “On Public Service” the allowances for the professionalism of a public servant; to provide public servants with the opportunity to carry out another paid activity subject to the special permission of the head of a state body.

The main purporse is to determine the main aspects of professional competence among students of physical culture and sports. The pedagogical practice of future physical culture teachers is an integrating and core component of the personal and professional formation of a future specialist, which provides for the formation of his professional competence through mastering various types of activity, leads to professional self-improvement, student self-knowledge in various professional roles in the real conditions of a general education school. Among the main tasks facing the system of higher pedagogical education, an important place is occupied by the task of training a competence-based specialist of a wide profile, further strengthening of fundamental education and bringing it closer to research and practical professional activity, therefore, the goal of training should provide for an optimal combination of theoretical knowledge and creative abilities of future teachers, which would allow them, after graduating from an educational institution, to independently raise the level of their education and professional training, to find fundamentally new solutions to the problems of science and practice. The study was carried out using the following theoretical methods: systems analysis and synthesis, induction and deduction, comparison, classification, generalization and systematization, idealization and abstraction. Problem setting. The civil servant is one of the main objects of public service reform and, at the same time, its subject. This is due to the fact that civil servants, as representatives of the senior public service, are the main actors in the formation of reform policy in the field of public service, as well as, subject to regulatory legislation, catalysts for its implementation. At the same time, transformational changes affect the legal status of public servants, which in turn affects the formation of their rights and responsibilities. Recent research and publications analysis. It was found that the issue of the rights of public servants is insufficiently covered in recent research, which has led to the relevance of the selected issues. Highlighting previously unsettled parts of the general problem is to reveal the essence and content of the rights of public servants as a fundamental component of their legal status. Paper main body. Research has shown that the legal status of a public servant should be understood as a system of rights granted to him, as well as a set of responsibilities imposed on him, including certain incentives, prohibitions and restrictions, as well as measures of legal liability for non-compliance or improper level of performance of professional duties assigned to him in accordance with the job description. The essence of the concept of “rights of a public servant” should be understood as a set of certain material, economic and social benefits that are guaranteed to the official and ensure the realization of his natural rights in the course of professional activity. Conclusions of the research and prospects for further studies. It is concluded that the rights of a public servant can be disclosed as a set of certain material, economic and social benefits that are guaranteed to the official and ensure the realization of his natural rights in the course of professional activity. There are three levels (aspects) of the rights of civil servants, namely: private law; Labor Law; public law. Thus, private law ensures the freedom and autonomy of the individual, the independence and autonomy of the individual. Labor relations arising in the activities of public servants are an element of the general system of labor law. At the same time, public servants perform their job functions personally and must obey the rules of official discipline, which are established at both the local and state levels. In the course of using the labor of public servants, labor relations arise, which, however, are characterized by the peculiarity of official functions and the level of responsibility for decision-making of state importance. Prospects for further research are the analysis of the state of protection of the rights of civil servants in modern Ukraine, the study of improving the organizational protection of the rights of civil servants and compliance with the rights of civil servants as an optimization tool for building an effective state in Ukraine.
