<p><strong>ABSTRACT</strong></p><div><p>Plant utilization is an option for medication including plant utilization that carried out by the community of Talang Seluai village. This research had been done in Talang Seluai Village, ulu ogan district, ogan komering ulu area, South Sumatra province, to list medical plant and  medical traditional recipes. This research was conducted in october to december 2016.This research was done by descriptive research using a qualitative methodology. The qualitative research was conducted by interview semi-structural which based on a list of questions. It resulted that the plants of which is used medicinally by the village community of Talang seluai there were 26 species in 18 families, which there was one no identification plant, Yakhian, its belongs to Leguminosae. Lamiaceae is the most used plant among the others. Leaves was the most used part of those plants. Garden was the most collected among the plants and boiled in the water was the most drug processing used. At Talang Seluai, there were 6 traditional drug recipes which consist of two internal drugs (diarrhea and rheumatic medicines) and four external drugs (rheumatic, inflammation, wound and skin medicines).</p><p> </p><p><strong>ABSTRAK</strong></p></div><p>Penggunaan tumbuhan merupakan salah satu pilihan untuk pengobatan yang dilakukan oleh masyarakat desa Talang Seluai. Penelitian ini bertujuan untuk mengiventarisasi tumbuhan obat dan mengkaji ramuan tradisonal yang digunakan masyarakat Desa Talang Seluai Kecamatan Ulu Ogan Kabupaten Ogan Komering Ulu Provinsi Sumatera Selatan. Penelitian dilakukan pada bulan Oktober sampai dengan Desember 2016. Penelitian ini merupakan penelitian deskriptif dengan menggunakan metode kualitatif. Penelitian kualitatif dilakukan dengan teknik wawancara semi struktural yang berpedoman pada daftar pertanyaan. Hasil penelitian menunjukkan bahwa tumbuhan yang digunakan sebagai obat oleh masyarakat Desa Talang Seluai berjumlah 26 jenis dalam 18 suku tumbuhan, dimana terdapat satu tumbuhan yang tidak terdeteksi jenisnya yaitu Yakhian dari suku Leguminoseae. Suku tumbuhan yang paling banyak digunakan adalah Lamiaceae. Daun adalah bagian tumbuhan yang paling banyak digunakan. Cara pengolahan tumbuhan paling banyak direbus dan diperoleh dari perkarangan rumah. Di Desa Talang Seluai juga terdapat 6 macam ramuan yang digunakan masyarakat untuk pengobatan yang terdiri dari dua ramuan obat dalam (obat diare dan obat rematik) serta empat obat luar (obat rematik, obat bengkak, luka bengkak dan penyakit kulit/ kudis).</p>

The purpose of this study was to identify and describe the role of the Village Community Empowerment Institution (LPMK) in accommodating and channeling community aspirations in the development of Mamasa Village, Mamasa Regency. The method to be used is qualitative research with descriptive research type. The results showed that the role of LPMK in accommodating and channeling community aspirations was still not optimal. LPMK did not schedule the right time to hold a meeting with each head of the ward, so the aspirations by each head of the ward were not effective.

The purpose of this research is to find out how the Responsibility of Village Fund Allocation in Tambat, Tanah Miring District, Merauke Regency. Theoretical Benefits, as reference material for research in the field of future accountability. In discussing and reviewing the issue of implementation, the accountability of village fund allocation in Tambat Tanah Miring District Merauke Regency the author uses a qualitative research method, namely data collection can be from interviews, observation notes, photo taking, audio and video recording. This type of descriptive research is a research that is sought to observe problems systematically accurate funds regarding the facts and characteristics of certain objects, with the number of informants as many as 13 people.The results of this study indicate that the accountability of village fund allocation in the implementation of village funds in Tambat, Tanah Miring District, Merauke Regency, runs well but there are still a number of problems that occur, planning, realization of the program and not in accordance with the details and calculations in the RAB. Kampung, Implementation of Village Fund Allocation conducted by Kampung Tambat Officials has not gone well and has not been carried out in accordance with the procedure because the village head of Tambat was considered not transparent regarding Village Fund Allocation to the people of Tambat Village, Reporting indicators, Village Fund Allocation has not been implemented properly due to reports what has been made is not maximal with what is done in Tambat and indicators, the accountability of the village head regarding the Village Fund Allocation also does not work with planning, implementation and reporting, this is evidenced by the making of the first report and the answer to ADD ADK, PROSPECTS made by other parties not by village officials have not been implemented with the reality that happened at Tambat.

The concept of development in Indonesia is an effort to increase equitable distribution of development and its results through sectoral policies and community performance, especially in rural areas. To prosper the village community, the government issued a special budget for villages through the Village Fund Allocation (VFA) to increase community independence, including the Sumber Boga Village. The amount of VFA for Sumber Boga Village naturally should be followed by an increase in the welfare of the community. This study aims to analyze the effect of the management of VFA on the welfare of the community in Sumber Boga Village, Masni District, Manokwari Regency. The type of research used is qualitative and descriptive research using 88 heads of families as respondents obtained using purposive sampling technique. Regression analysis was carried out and the results show that either partially or simultaneously, all independent variables affect people's welfare.

Abstrak Reformasi kebijakan tentang desa dapat terlihat jelas dalam undang-undang Nomor 6 Tahun 2014 tentang desa. Masyarakat desa selama ini lebih sering hanya menjadi penonton dalam pelaksanaan pembangunan di daerahnya. Namun melalui undang-undang nomor 6 tahun 2014 ini masyarakat diberikan kewenangan pengakuan terhadap hak asal usul (rekognisi), penetapan kewenangan berskala lokal dan pengambilan keputusan secara lokal untuk kepentingan masyarakat desa (subsidiaritas), keberagaman, kebersamaan, kegotong-royongan, kekeluargaan, musyawarah, demokrasi, kemandirian, partisipasi, kesetaraan, pemberdayaan dan keberlanjutan. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif. Pemilihan metode penelitian kualitatif dalam penelitian ini dengan maksud agar dalam proses pencarian makna dibalik fenomena dapat dilakukan pengkajian secara komprehensif, mendalam, alamiah, dan apa adanya serta tanpa banyak campur tangan dari peneliti. Dengan metode kualitatif ini dapat di analisis mengenai pendekatan collaborative governance dalam mewujudkan kemandirian desa. Hasil penelitian ini menunjukkan bahwa di kabupaten Sidoarjo sudah ada beberapa kegiatan yang mendukung collaborative governance dalam mendorong terwujudnya kemandirian desa. Beberapa kegiatan tersebut diantaranya adalah terbentuknya Badan Koordinasi Antar Desa (BKAD), Program Kawasan Perdesaan (PROKADES), Desa Melangkah, dan Start Up Desa. Kata Kunci: Kemandirian Desa, Collaborative Governance, Recognisi, Subsidiaritas, Undang-undang Desa.   Abstract Policy reforms on villages can be seen clearly in Law No. 6 of 2014 about villages. The village community has only been a spectator in the implementation of development in their area. However, through law number 6 of 2014, the village community is given the authority to recognize the rights of origin (recognition), recognition of local scale authority and decision making locally for the benefit of the village community (subsidiarity), diversity, togetherness, mutual cooperation, kinship, deliberation, democracy, independence, participation, equality, empowerment and sustainability. This study uses qualitative research methods with a descriptive approach. The selection of qualitative research methods in this study with the intention that in the process of finding the meaning behind the phenomenon can be carried out comprehensively, deeply, naturally, and as it is and without much interference from researchers. This qualitative method can be analyzed about collaborative governance approaches in realizing village independence. The results of this study indicate that there are already several activities in Sidoarjo regency that support collaborative governance in encouraging the realization of village independence. Some of these activities include the establishment of an Inter-Village Coordination Board (BKAD), the Rural Area Program (PROKADES), Desa Melangkah, and Start Up Villages. The purpose of this study was to determine the principle of language politeness in the discourse of husband-wife dialogue in the village community. The sources of data in this study were the husband and wife community of the Tonronge Village, Baranti District, Sidenreng Rappang Regency. This type of research used qualitative descriptive research to clearly describe the form of the principle of language politeness. Data collection techniques consisted of observation, recording, tapping techniques, and documentation. The results showed that the principle of language politeness in society in the discourse of husband-wife dialogue in the community reflects the implementation of the cultural values of "siri" as a central value. The use of special vocabulary, such as taalani (please get it), ta (yours), iye (yes), ki (you) shows politeness in language.

Village-Owned Enterprise (in Indonesia commonly referred to BUMDes) has a goal to develop the economy of the village community. Wologai Tengah Vil-lage in Ende Subdistrict, Flores Regency, East Nusa Tenggara Province, Indo-nesia is one of the traditional villages that have a tourist attraction, especially in terms of traditional houses and various rituals. One of the advantages of Wologai Tengah Village is the ability of its traditional leaders (Mosalaki) and village officials to mobilize village communities. This research aims to explore the understanding of village officials and traditional leaders in realizing the village accountability and the philosophical value of local wisdom of traditional village by supporting the accountability of BUMDes. The qualitative research method was selected in this study with informants consisting of traditional leaders, village officials, government representatives, and local village communities. Data were obtained through direct interviews and Focus Group Discussion attended by resource persons related to the BUMDes. In terms of village accountability, traditional leaders and village officials have a strong will in preparing financial reports and budget of BUMDes. The problem faced in realizing village accountability is the inadequate capacity of human resources to prepare financial reports and budgets of BUMDes.

The purpose of this study was to identify and describe the role of the Village Community Empowerment Institution (LPMK) in accommodating and channeling community aspirations in development in Mamasa Village, Mamasa Regency and the role of the Village Community Empowerment Institution (LPMK) in increasing community participation in development in Mamasa Village, Mamasa Regency. The type of research used is descriptive qualitative research. The results of the study indicate that the role of LPMK in accommodating and channeling community aspirations has not been maximized. LPMK does not schedule the right time to hold a meeting with each head of the environment, so it is not effective in conveying the aspirations of each head of the environment to LPMK.

Abstract:  This research aims to determine and test the effectiveness of the role of the village government in creating a Tourism Village strategy to build competitive advantage in the Era of Industry Revolution 4.0 and to find out the factors that hinder and influence the role of the village government in managing the village of Blimbingsari Tourism Village which is a Special Interest Tourism Village (Spiritual). This research used descriptive qualitative method. The informants in this research were the Headman of Blimbingsari, Village Secretary, BUMDes Treasurer, Secretary of the Tourism Committee, Homestay Owners, Village Community Leaders and Academics. The technique of data collection is done by using triangulation technique (combined), the results of qualitative research emphasize the quality of the meaning of good research.The research results obtained by researchers from interviews, observations, and documentation are the role of the Blimbingsari Tourism Village Government to be carried out well. The Blimbingsari Tourism Village Government has a good role as a stabilizer, innovator and motivator. The provision of internet infrastructure and human resource development is a factor in the development of Blimbingsari tourism village in building competitiveness in the era Industry Revolution 4.0. Abstrak: Penelitian ini bertujuan untuk mengetahui dan menguji efektifitas peran pemerintah desa dalam menciptakan strategi Desa Wisata untuk membangun keunggulan bersaing di Era Revolusi Industri 4.0 serta mengetahui faktor-faktor yang menghambat dan mempengaruhi peran pemerintah desa dalam pengelolaan desa Desa Wisata Blimbingsari yang merupakan Desa Wisata Minat Khusus (Rohani). Penelitian ini menggunakan metode deskriptif kualitatif. Informan dalam penelitian ini yaitu Perbekel Desa Blimbingsari, Sekretaris Desa, Bendahahara BUMDes, Sekretaris Komite Pariwisata, Pemilik Homestay, Tokoh Masyarakat Desa dan Akademisi. Teknik pengumpulan data dilakukan dengan teknik triangulasi (gabungan), hasil penelitian kualitatif lebih menekankan pada kualitas makna penelitian yang baik.Hasil penelitian yang didapat peneliti dari wawancara, observasi, dan dokumentasi adalah peran Pemerintah Desa Wisata Blimbingsari dilakukan dengan baik. Pemerintah Desa Wisata Blimbingsari memiliki peran yang baik sebagai stabilitator, innovator dan motivator. Pengadaan infrastuktur internet dan pengembangan sumber daya manusia menjadi faktor pada pengembangan desa wisata Blimbingsari dalam membangun daya saing di era Revolusi Industri 4.0.

The permas oral tradition is the ancestral heritage of the Mundeh Traditional Village community, which has a lot of local wisdom, policies, and life philosophies that are expressed in the form of performing arts and traditional ceremonies. It is found is a characteristic of the socio-religious which keeps the local wisdom. In this regard, this paper raises the permas oral tradition which shows how the community through the function of the permas oral tradition can preserve its culture, carry out rituals, educate ethics, and teach children to meet the daily needs of natural resources in the village. the. The method used in this research is qualitative research methods. Alan Dunde’s theory of function is used as the basis for analyzing the function because the analysis is not only limited to the language that is the medium of expression but also explores the cultural phenomena that are stored in a tradition through understanding the context. The findings of this study are that the people through the oral tradition of permas can educate people from an early age to manage nature without destroying nature, economically they can support themselves from nature in that environment with socio-cultural institutions that run harmoniously.

In an effort to improve the welfare of the community as a non-governmental organization and see the potential it has, as well as the needs of the community, the presence of "SETANGA LESTARI" BUMDES in Sebente Village Teriak District is the government's support in the effort to empower rural communities for a better life. The purpose of this research is to find out the role of Village-Owned Enterprises (BUMDES) in efforts to improve the local economy, knowing what the problems and obstacles faced by the Village-Owned Enterprises, in Sebente Village, Teriak District, Bengkayang Regency. Descriptive qualitative research, with various stages including finding literature that is in accordance with the problem and the topic in accordance with the object to be studied, field observations, permission to related parties to complete the instrument until the completion stage, the data is analyzed, and the next stage the data is reduced, then validated so that research is perfect. The results of the study concluded that the BUMDES had not yet had a positive impact on improving the welfare of the village community, as there were still some people in the preprosperous category.
