The spread of the Coronavirus Diseases 2019 called the COVID-19 outbreak, which began in December 2019 from one of the countries in Asia. That is increasingly widespread, and the pandemic scale has reached almost all parts of the world. In Indonesia, the spread of COVID-19 has infected up to 307,120 people, with 11,253 deaths (BNPB, 2020b). This situation illustrates that the spread of the coronavirus is massive and with enormous casualties. Until now, no treatment can cure this coronavirus. COVID-19 is increasingly spreading to all regions in Indonesia, and rural areas are no exception. The problems experienced by rural communities are the lack of public awareness of the COVID-19 pandemic and the health protocols that the government has set to break the chain of the spread of the coronavirus. On the one hand, the village community strives to maintain the family's economy by carrying out activities outside the home even though it is at significant risk. Seeing this situation, the desire to carry out social service programs moved to concern and realization of community service activities, especially in rural areas. Activities in a joint effort with the community to strengthen the community's mindset towards preventing the spread of COVID-19 are through the making of appeal banners in several locations that are often passed by the community, spraying disinfectants into people's homes, sticking stickers, and socializing health protocols as a form of changing the mindset of people who still do not believe it. All of these activities received the support and enthusiasm of the village community, totaling 2,325 people, and were able to change the previous mindset.

One of the government programs is by providing a budget. Funds in the field of community empowerment are used to support capital for the formation of Village Owned Enterprises (BUMDes). Where in accordance with the objectives of BUMDes, namely optimizing the management of village assets and the potential of existing villages, to support the village economy, and improve the welfare of the village community. But unfortunately, until now the role and function of my BUMDes has not been effective and cannot be felt by the community. This is due to the incompetence and lack of professionalism of human resources managing BUMDes and the lack of integration of the businesses managed by BUMDes with the existing village potential so that it seems as if BUMDes stands only as a formality without supporting the economic potential of rural communities. The purpose of this study is to create a strategic concept in the management of BUMDes so that it runs more effectively and according to targets so that it can support the economy of rural communities through the development of human resource knowledge in managing BUMDes that is integrated with the economic potential of rural communities. So that BUMDes and Village Basic Pontesials are integrated in a business institution that supports the village economy for the welfare of the village community. This solution can help rural communities in strengthening their economy and provide knowledge views and open insight to BUMDes managers so that they can develop BUMDes into businesses that are in synergy with the community. Village development is one of the goals for equitable distribution of national development which has long been scheduled by the government, this is because villages still dominate poverty in Indonesia. One of the efforts made by the government for the welfare of rural communities is by establishing village-owned enterprises throughout Indonesia. The establishment of the Singajaya BUMDes was in accordance with Pemalang district regulation No. 9 of 2007 concerning Guidelines for the Establishment of Village-Owned Enterprises. The establishment of the Singajaya BUMDes aims to participate in village development and provide services to the community in its management carried out by the village government and the community. The existence of the Singajaya village-owned enterprises (BUMDes) is expected to be able to improve the village economy to create community welfare. The purpose of this study was to determine whether the role of the Singajaya BUMDes was optimal for the welfare of the village community or not. This research is a qualitative research with a descriptive approach. The results showed that the Singajaya BUMDes has played a role in improving the welfare of the community, but it has not been optimal in its implementation, the factors that become obstacles in running a business are limited human resources, weak managerial capacity and low capital. So the government's role is needed to conduct socialization and provide training and assistance to the community regarding the management of the Singajaya BUMDes so that it can be carried out properly and professionally.

The results of the regression analysis show that the effect of BUMNag Bah Lias on ime is only 10.4% if there is an additional unit of labor. Based on the relationship between labor and opinion, it still shows low results, namely only 0.1 because the number of workers in BUMNag Bah Lias is relatively small and based on the coefficient of determination it is found that the effect of labor on BUMNaG Bah Lias is only 1%. The Indonesian government is currently carrying out overall development both in terms of infrastructure and economically for every corner of the region such as in rural areas. This is evidenced by the assistance in the form of village funds which are given annually by the government. Another proof of rural development is the four development programs launched by the Ministry of Village, Development of Disadvantaged Areas and Transmigration, one of them is the development of Village Enterprises (BUMDes). BUMDes are expected to be the main economic foundation for rural areas so that BUMDes can be a source of income for rural development. This study aims to provide information about the role of BUMDes in managing village funds to improve the prosperity of the Banyuanyar Village community, Ampel District, Boyolali Regency. This study uses a qualitative method by collecting data using analytical triangulation techniques. The results of the study show that BUMDes have performed their roles quite well in the welfare of society. The constraints of BUMDes in Banyuanyar Village refer more to the lack of human resources that can process the village's potential and are still skeptical of the village community about BUMDes itself.
