Since the introduction of school guidance and counseling services in Papua New Guinea (PNG) schools in the 1970s little has changed. A limited number of Guidance Officers (GOs) each look after a large number of secondary schools. Consequently they only have time to administer a bank of Australian Council for Education Research (ACER) aptitude tests to grade 11 students and provide limited career guidance to year 12 students. This means that more than one million school aged children in PNG miss out on adequate guidance and counselling services, with any support they do receive being provided by untrained school personnel. This comparative study using a transformative paradigm research approach will explore guidance and counselling service in PNG and Australia with a particular focus on services available to schools in Goroka (PNG) and in Townsville (Queensland, Australia). Townsville has been identified as an ideal location because of Australia’s political history and its legacies in many systems of government (including the education system), economic practices and social life in PNG. Another factor is the researcher’s location as a post graduate student at the James Cook University in Townsville. The study will utilise a mixed methods comprising of autoethnography, survey, and interview. Through autoethnography the researcher intends to investigate his own experiences working in guidance and counselling services in PNG. Next is the use of a survey questionnaire to gauge care-givers’ views about the scope and type of services currently provided in PNG and in Queensland schools. Finally, several pertinent individuals in PNG and the State of Queensland will be interviewed about guidance and counselling services in the respective countries with a view to exploring how services will need to change to better meet anticipated future requirements. The information is then distilled to make recommendations as to how guidance and counseling services in PNG schools might be transformed.

In a transition economy, there is an increasing need for vocational training and career counseling for workers to cope with changes in the job market. This study seeks to enhance career guidance services by means of an information and communication technology-based (ICT-based) career information and guidance system. Although electronic learning (e-learning) has received much attention from researchers in the recent decade, the number of studies on how to make use of ICT in helping individuals acquire relevant information and advice that supports a career change and development is relatively small. Undoubtedly, an effective ICT application will improve the efficiency and effectiveness of career decision processes and enhance the quality of counseling services that assist human development in a transition economy. The study aims at revealing the perspectives of training providers in offering counseling services to individuals, through an ICT-based career information and guidance system, prior to the enrollment of on-the-job training or retraining programs. Data collected through semi-structured interviews were analyzed based on a constructivist grounded theory approach. Findings from participants from five institutions showed positive views on the use of ICT-based means that enables the collaboration of career counselors, educators, and professionals from different industries for providing tailor-made career guidance services. Further, functional requirements of the system and potential factors influencing system acceptance were discussed.

This paper explores the relative impact of four career counselling interventions on six outcome measures for final year students in a Brisbane high school. The six measures used were: vocational identity, degree of decidedness, number of jobs listed, congruence of expressed (occupational choice) and measured interests, internal consistency of expressed interests and the occupational status of the most preferred occupation. Comparison of pre- and post-test measures showed that for the low identity group, there was an increase in vocational identity, congruency, and a listing of fewer jobs after the intervention. It was concluded that no changes were accounted for by individual counselling interventions. However, there seemed to be some evidence that changes resulted from a group career guidance program in which all students participated. The changes noted indicated that students gained in vocational awareness and maturity and showed greater selectivity in career decision making over time. Differences were found between male and female students in career related attitudes and career choices. Several applications of the findings for current practice were considered including the use of the My vocational situation and Career information survey instruments for streamlining service delivery and prioritising student access. The need for further research to resolve some of the issues raised by the study was discussed.

The field of transition—and the Division on Career Development and Transition (DCDT)—was built upon a foundation established by theories of career development that emerged in the 1950s and 1960s and paved the way for the work/study movement of the 1960s and the vocational and career education for students with disabilities movement that dominated the 1970s and, eventually, the transition services movement. Today’s leaders in vocational psychology and career guidance suggest that market and global economic forces associated with a postmodern world have created a crisis in career development models and methods. This article discusses the evolution of how career development has been understood, and the potential importance of a life design framework and its emphasis on career construction, rather than career development, for the future of transition services.
