Implementation Governor Rules Number 34 Year 2010 a bout on the Description of Duties and Functions of the Regional Technical Implementation Unit in the Region of Banten Province in Technical Implementation Unit of the Department of Management of Regional Assets and Assets of Serang regency Suharyono,  Regional autonomy provides local authorities to make the norm of about regional organizations. Peraturan Gubernur No. 34 Tahun 2010 on Duties and Functions of the Office of Technical Implementation Unit Banten Provincial structured as public policies that govern the work system UPT UPT organization in order to run effectively. The purpose of this study was to analyze the impact of public policy on the effectiveness of the organization at the Technical Implementation Unit Office of Financial Management and Asset Serang District. This research is using qualitative approach. The object of this research is the UPT Office of Financial Management and Asset Serang district, Banten Province. Based on the interview with the Head Unit, Head of Sub Division of Administration, staff and staff PKB and BBNKB Other revenues can be concluded that the public policy that t Peraturan Gubernur No. 34 Tahun 2010 on Duties and Functions of the Office of Technical Implementation Unit Banten Provincial UPT has been run by the Department of Finance and Asset Management Serang regency well. Order Unit Office of Financial Management and Asset Serang regency in implementing public policies impact on the ongoing activities of organiasi effectively.

Described as units developing public policies in a design-oriented manner, Policy Labs are tasked to innovate to gain in policy effectiveness and efficiency. However, as public policymaking is a context-dependent activity, the way in which these novel organisations operate significantly differs. This study discusses the emergence of design approaches for policy innovation. The purpose is to map how Policy Labs in Europe introduce design approaches at distinct stages of the policymaking cycle. For this study, 30 organisations in Europe operating at various levels of government were surveyed. Based on the public policymaking process model, it investigates which design methods are Policy Labs deploying to innovate public policies. The study exposed a gap in the awareness of the utilised methods' nature. It also showed that the use of design methods is of less importance than the introduction of design mindsets for public policy innovation, namely ‘user-centredness’, ‘co-creation’, and ‘exploration’.

Objetivo: Refletir teoricamente sobre a Política Nacional (brasileira) para Prevenção e Controle do Câncer na Rede de Atenção à Saúde das Pessoas com Doenças Crônicas e articulações na formação do enfermeiro e na prática profissional. Metodologia: Reflexão teórica, por meio de questionamentos das pesquisadoras, discussões em grupo e busca na literatura. Resultados: Os trabalhadores que atuam no cuidado ao paciente oncológico possuem papel essencial na efetivação dessa política. Porém, para que sejam implementadas, é necessário que seus princípios estabelecidos façam sentido na formação e nas práticas profissionais. Conclusão: O ensino reflexivo sobre essa política na formação do enfermeiro contribui para melhorias em sua prática, assim como, práticas reflexivas e melhor qualificadas certamente impactam positivamente na formação profissional. Results: Caregivers of oncological patients have an essential role on the effecting this Policy. Property asset management can be defined as the process of decision – making and implementation relating to the acquisition, use, and disposition of real property. This definition applies to both the private and public sectors, even though in the government sector, the term itself was not in common usage until recently. Over last two decades, however, a new discipline has emerged that looks more critically at the important component of public wealth and seeks to apply standards of economic efficiency and effective organizational and resource management. Public sector property management has been regarded as a structured process that seeks to ensure best value for money in serving the strategic public sector needs and enhancing the economic development and competitiveness. There are governments that are only beginning to seek improvements in the management of publicly owned property with a goal of putting into use various types of government asset items, under the supervision of professional management, with a view to ensuring quality public services and welfare to the citizens, governments that have just recently embarked in the long term financial management reforms and strategic public sector property management reform in particular, and governments called “advanced reformers” offering their conceptual and valuable practical experience in the sphere of public property management. Starting from the concept that public authorities have to be fully accountable to the public and that the whole of government assets need and can be effectively managed, and widely accepted thesis that effective government asset management is a very important generator for creating a supportive entrepreneurial environment, and raising the competitiveness of the entire economy, in this paper we analyse the drivers of international property management reforms in the public sector and provide a comment on public sector property management in developed countries and (post) transition countries. Then we analyse the characteristics of commenced public sector property management reform in Croatia which may be considered as challenges ahead of Bosnia and Herzegovina authorities in structuring their national public sector property management reform, given the current state of play.

Nowadays, several mega-trends capture the attention of governments, academia and the public in general given their implications for the quality of life and the development of nations. This work deals with two of them: entrepreneurship and environmental protection, as a result of research aimed at analyzing the processes, actors and results of the “Entrepreneurship for Life” Program led by the Valle de Aburrá Metropolitan Area, executed during the period from 2012 to 2015, in order to contribute to the improvement of public policies on eco-entrepreneurship. The methodology of the Synergy System1, applied by the Colombian Government, was used to appraise public policies. The required information was collected through in-depth interviews with the creator of the program, the entrepreneurs who benefited from it, officials of the entities involved and experts. Then, it was complemented by the analysis of documents such as minutes, reports and other sources. Among other results, it was evident that, although the public policy on environmental entrepreneurship is still incipient, the evaluated Program met the objectives for which it was created.

Automatic recognition of judgments rendered within the course of insolvency proceedings constitutes one of the fundamental principles of the EIR, as recognition is based on mutual trust and is crucial regarding maintenance of the universality of (main) insolvency proceedings. This chapter scrutinizes the mechanism through which recognition operates pursuant to the EIR. Recognition applies only to certain judgments handed down during insolvency proceedings; therefore, we must determine which types of judgment enjoy recognition pursuant to the EIR. Discussion then focuses on the impact of recognizing foreign judgments before exploring the public policy exception, this being the only ground upon which refusal of recognition may be based. As enforcement of judgments in foreign Member States may be necessary, the manner in which the EIR ensures the enforceability of judgments handed down during insolvency proceedings will also be observed.

The right to healthcare in Brazil is seriously protected by the courts. Judicialization of everyday implementation of this public policy is a fact. One explanation may be provided by the way judges understand the effectiveness of this right. People hold subjective right to individualized healthcare benefits, and so they hold standing to sue the state in order to achieve it, regardless any consideration of public policies. Through an analysis of the jurisprudence on this issue, this paper aims to provide a critical understanding not just about what is actually happening in Brazilian courts regarding healthcare, but also to criticize it. The conclusion is that a “strong” conception of constitutionalism and fundamental rights may revel itself as “weak,” from the standpoint of general equality. Judicialization ends up empting the public debate, leading the task of solving the distribution of scarce resources to a “gowned aristocracy.”

AbstractWhile regulators, firms, and the courts must all be able to interpret regulations to best address economic and social issues, regulatory interpretation may vary greatly across parties. After introducing a framework to explain the impact of the complexity of written regulations and the complexity of the regulatory environment on regulatory interpretation, this paper utilizes regulatory examples to explore the challenges associated with regulatory interpretation. Several recent initiatives designed to improve regulatory efficacy are examined to assess potential methods available to reduce challenges associated with regulatory interpretation. When considered with the public policy implementation literature and research on networks in public policy, several implications emerge from the consideration of regulatory interpretation and recent regulatory initiatives. Regulators should pursue strategies to minimize the number of possible interpretations in the design of regulation and seek improved regulatory mechanisms to alleviate regulatory interpretation challenges. Furthermore, theoretical models should acknowledge regulatory interpretation to better assist in the design and implementation of regulation.

The impact is that many of the SMK, SMA and MA graduates have not been able to compete in the business world and in the Industrial world especially the SMK that dominates Surabaya's open unemployment rate of 11.74 percent, from the data indicating that there is a poor relationship between education and employment. The public policy model implemented in SMKs in Surabaya including SMK N 7 Surabaya is still centralized at the central of government. The impact of these policies is the implementation of policies that seem slow and not on target. The relationship between schools and business actors also does not work well if it is based on not absorbing graduates of SMK N 7 Surabaya in the fields of work around the school environment. This research intends to examine more deeply the public policy of the management of production units in SMKs and the models that can improve the management of SMK industrial units, where later than reporting these SMK production units becomes clear, it is hoped that the performance of these production units will also increase. The public policy evaluation model which is used as the basis for this research theory is to compare the results obtained with the objectives or targets of public policy determined to assess how far a public policy can produce results. Based on the research that has been done, a conclusion can be drawn that SMK N 7 Surabaya is in an unfavourable condition in using its internal strengths to overcome internal weaknesses. The public policy model in the management of the production unit of SMK 7 N Surabaya as a whole is in the good category with average scores, an average of 77.33%.
