AbstakImplementasi kebijakan tata ruang di Kabupaten Pandeglang mengalami berbagai kendala, diantaranya terjadi konflik antar aktor baik berupa aktor pemda pandeglang, masyarakat, tokoh, pihak swasta, pemerintah pusat dan aktor politik. Kondisi tersebut menuntut adanya strategi pengembangan perdesaan yang yang spesifik mengingat Kabupaten Pandeglang merupakan wilayah perdesaan dan memiliki potensi SDA yang besar. Penelitian ini merupakan penelitin desktiptif dengan Pendekatan Kuantitatif. Data yang digunakan adalah data primer berupa angket dengan metode purposive sampling, berjumlah 18 pakar. Hasil penelitian menunjukkan bahwa Pembangunan kawasan perdesaan di Kabupaten Pandeglang perlu memprioritas strategi dengan urutan sebagai berikut: perencanaan kawasan perdesaan yang partisipatif dan aspiratif; pembukaan isolasi wilayah melalui pembangunan infrastuktur antar perdesaan; peningkatan kualitas SDM; pemberdayaan masyarakat; kemitraan dan dukungan modal pemerintah, swasta untuk usaha masyarakat; revitalisasi kelembagaan masyarakat; pembangunan kawasan berbasis potensi unggulan yang adaptif ekologi dan sosial. Ketujuh strategi tersebut saling melengkapi sehingga perlu diprogramkan yang didukung oleh regulasi khususnya di tingkat kabupaten berdasarkan program tersebut disusun anggaran sesuai kebutuhan (Money follow programe). Selain itu, Implementasi strategi juga perlu dilakukan dengan partisipatif dengan melibatkan seluruh pemangku kepentingan. Pembagian antar sektor ini perlu memperhatikan dinamika politik lokal. Abstract The implementation of spatial policies in Pandeglang Regency experienced various obstacles, including conflicts between actors in the form of regional government officials, communities, leaders, the private sector, the central government and political actors. This condition requires a specific rural development strategy considering Pandeglang District is a rural area and has a large natural resource potential. This research is a descriptive study with a Quantitative Approach. The data used are primary data in the form of questionnaires with purposive sampling method, totaling 18 experts. The results of the study indicate that the development of rural areas in Pandeglang District needs to prioritize the strategy in the following order: participatory and aspirational rural area planning; opening of regional isolation through inter-rural infrastructure development; improving the quality of human resources; community empowerment; partnership and government capital support, private sector for community businesses; revitalizing community institutions; superior potential area development that is ecologically and socially adaptive. The seven strategies complement each other so that it needs to be programmed which is supported by regulations, especially at the district level based on the program, the budget is prepared as needed (Money follow program). In addition, the implementation of the strategy also needs to be done in a participatory manner involving all stakeholders. This division between sectors needs to pay attention to the dynamics of local politics.

Kondisi ekonomi masyarakat khususnya di perdesaan masih sangat rendah, hal ini akibat karena pembangunan jalan sebagai salah satu sistim jaringan yang berfungsi untuk menghubungkan antara satu wilayah dengan wilayah lainnya, atau antara desa dengan desa lainnya, belum dilaksanakan secara prioritas sesuai dengan prinsip bottom-up, yaitu aspirasi kebutuhan prioritas masyarakat yang diusulkan ke pihak pemerintah daerah perlu diwujudkan. Melalui Program Nasional Pemberdayaan Masyarakat-Pembangunan Infrastruktur Sosial Ekonomi Wilayah (PNPM-PISEW), yang telah digulirkan oleh pemerintah pusat yang saat ini mulai dirasakan oleh masyarakat. Rumusan masalah Bagaimana Pengaruh  Pembangunan Infrastruktur Jalan pada aspek Keterbukaan isolasi, aksesibilitas dan partisipasi masyarakat  desa terhadap pengembangan ekonomi masyarakat? Tujuan penelitian adalah menganalisis Pengaruh  Pembangunan Infrastruktur Jalan pada aspek Keterbukaan isolasi, aksesibilitas dan partisipasi masyarakat  desa terhadap pengembangan ekonomi masyarakat Kecamatan Sinjai Selatan dan Kecamatan Tellulimpoe Kabupaten Sinjai. Jenis penelitian merupakan deskriptif analisis kualitatif melalui jawaban responden yang diambil diwilayah penelitian didua Kecamatan, selanjutnya tabulasi data diproses dengan menggunakan Skala Likert dan metode Prosentase. Hasil pembahasan yaitu bahwa ketiga variabel infrastruktur, aksesibilitas dan partisipasi masyarakat, terhadap pengembangan ekonomi masyarakat desa khususnya di dua kecamatan. Hasil yang diperoleh melalui metode Skala Likert, maka ketiga variable terukur dalam skala Baik, sebelum program jalan terbangun pendapatan petani antara 1,5-2 juta rupiah perbulan, dan setelah terbangunnya jalan nilai ekonomi dari tahun ke tahun meningkat kurang lebih 3 juta rupiah perbulan pada tahun pertama operasional jalan The economic condition of the community, especially in rural areas, is still very low, this is due to road construction as a network system that functions to connect one region to another, or between villages and other villages, has not been implemented in priority according to the bottom-up principle, that is, the aspirations of the community's priority needs proposed to the local government need to be realized. Through the National Program for Community Empowerment - Regional Socio-Economic Infrastructure Development (PNPM-PISEW), which has been rolled out by the central government which is now beginning to be felt by the community. Formulation of the problem How are the Effects of Road Infrastructure Development on aspects of openness of isolation, accessibility and participation of rural communities to the economic development of the community? The aim of the study was to analyze the effect of road infrastructure development on aspects of openness of isolation, accessibility and participation of rural communities in the economic development of the community of South Sinjai Subdistrict and Tellulimpoe District, Sinjai District. This type of research is descriptive qualitative analysis through respondents' answers taken in the research area in two subdistricts, then the tabulation of data is processed using a Likert Scale and Percentage method. The results of the discussion are that the three infrastructure variables, accessibility and community participation, on the economic development of rural communities, especially in the two sub-districts. The results obtained through the Likert Scale method, then the three measured variables are on a Good scale, before the road program is built the farmers' income is between 1.5-2 million rupiah per month, and after the construction of the road the economic value from year to year increases by approximately 3 million rupiah per month first year of road operations

This study aims to determine 1) the factors of geography that support the development of coastal tourism in the village Cikoang love.2) Obstacles encountered in the development of beach tourism in the village Cikoang love.3) The extent SWOT analysis of the development of coastal tourism in the village love Cikoang in the future.The population of tourists, managers and the public.The data presented in the form of primary data taken from the questionnaire "Development Geography Tourism Object Love Beach In the village of the District CikoangMangarabombangTakalar".Samples were taken by accidental sampling method and purposive sampling method.Analysis of the data used is descriptive qualitative analysis and SWOT analysis.The results showed that the development of appropriate strategies in the development of business attraction Love Beach is a strategy Weaknesses - Opportunities.The conclusion among other aspects of geography that supports the development of tourism, among others: the location, morphology, hydrology, land pengggunaan, tourists, income level, education, employment, and facilities.Additionally necessary facilities and infrastructure development, promotional activities more aggressively again, as well as to cooperate with relevant parties in terms of the development of Love beach tourism

Society faces numerous problems due to high population growth where housing along with other settlements is a notable concern. Horizontal expansion of housing on cultivable land in rural area reduces the availability of land for cultivation. The study is a combination of both quantitative and qualitative in nature based on primary data, carried out in a village in Comilla, an eastern district of Bangladesh during April 2012. The study finds that the households receive returns both in cash as well as in kind from new homesteads made on cultivable land. The cash benefit received by households at new place is Tk. 156238.14 on an average per year in 2011 price and on an average the cash investment per year in 2011 price (inflation adjusted) for housing is Tk. 213108.1818 (weighted average). This clearly indicates a cash loss from housing on cultivable land from household’s perspective. However, statistically the cash investment for housing in rural area is not significantly different from the cash return received by the households at 5% level of significance. Thus it becomes an important question whether the household’s choice of making new home on cultivable land is a rational choice or not. Further, the amount of money each household spent for housing could have been used for a higher cash return through some alternative investments. The study reveals, households derive positive utility (non cash returns) from new homes notwithstanding cash loss and other investment options forgone. The study further argues that if the government or any authority is to take some steps regarding the declining trend of cultivable land in rural areas, the perspectives of the households must be considered with great attention.

The government faces quite big constrains in the implementation of rural development due to the aspects of Geography, Topology, Demography, infrastructure availability, poor human resources, and relatively low rural institutional capability. One of the very important attempts which needs to be carried out by Central Government and Local Government is to encourage, promote, develop and actualize the power and ability of the rural communities themselves. The power and ability sourced and found in the rural communities themselves is defined as “Community Participation”. This study  used the primary data obtained through interviewing the respondents (local community) and the secondary data obtained from the data of Subdistrict Government of Teluk Mengkudu, Statistic Coordinator of Teluk Mengkudu Subdistrict, Community Empowerment and Rural Government Board of Serdang Bedagai District. The result of this study showed that, based on the result of regression equation, the coefficient value of village competition was 0.6071 with sig.t = 0.000. Since the value of sig.t was < α (0.05), Ho was rejected and H1 was accepted. Thus, village competiton had a significant influence on the initiatives of the community in developing their village in Teluk Mengkudu Subdistrict. Then, from the other regression equation, it was found out that the coefficient value of village competition was 0.3278 with sig.t = 0.0156. Since the value of sig.t was < α (0.05), Ho was rejected and H1 was accepted. Thus, village competition had a significant influence on the active participation of the community in developing their village in Teluk Mengkudu Subdistrict. The positive sign of coefficient value of village competition showed that if Village Competition is increasingly enhanced, that intiative of the community in developing their village in Teluk Mengkudu Subdistrict is also increasingly increased or both variables had unidirectional relationship. The conclusion drawn from the result of this study is that Village Competition is one of the activities done by both Central Government and Local Government in theirn attempt to educate their people to increase their initiatives and active participation to develop their villages.

Tanzania cities and towns are rapidly urbanizing. This urbanization is manifest of rural-to-urban migration as well as natural population increase. The perceived lack of opportunities in rural areas has been identified as the main push factors for Tanzanians to move from rural areas to urban cities and towns. Urban management practice will increasingly need to account for direct and indirect impacts of urban growth in Tanzania cities and towns. The objective of this paper is to pinpoint the challenges and opportunities of the urban growth in cities and towns in Tanzania.The discussion of this paper is mainly based on critical review of the literature and original data derived from Baruti settlement in Dar es Salaam City. The review of the documents whether published or not published depended on its status to provide a critical analysis of urban growth challenges and opportunities in Tanzania. The Primary data were gathered using 79 using semi-structured interviews with both open and closed ended questions. The questionnaires were administered by the researcher through face-to-face sessions with the respondents. A purposive sampling technique was adopted in this study. The reason for selecting the purposive sampling technique was based on the respondents’ involvement in urban development project. The quantitative data collected through the use of questionnaire to supplement qualitative data were summarized and organized by using spread sheet template for detailed analysis. The critical qualitative analysis was built on both the secondary and primary data sources to addresses the research questions. A descriptive technique for data analysis was adopted where findings were represented in tables, graphs and texts.While unperfected urbanization surpass the way inhabitants interact and live in cities and towns, urban management addresses the social, economical and environmental challenges that emerge with the continued urbanization in Tanzania cities and towns such that human activities could be more socially liable, economically sound and environmentally friendly over a long period of time in the future.

ABSTRAKKesejahteraan masyarakat menunjukkan ukuran hasil pembangunan masyarakat dalam mencapai kehidupan yang lebih baik yang meliputi peningkatan kemampuan dan pemerataan distribusi kebutuhan dasar seperti makanan, perumahan, kesehatan, dan perlindungan; kemudian ditambah dengan peningkatan tingkat kehidupan, tingkat pendapatan, pendidikan yang lebih baik, dan peningkatan atensi terhadap budaya dan nilai - nilai kemanusiaan; serta, memperluas skala ekonomi dan ketersediaan pilihan sosial dari individu dan bangsa terutama di wilayah pedesaan. Untuk itu perlu adanya andil pemerintah pusat maupun daerah dalam penyaluran dan pengelolaan anggaran atau Dana Desa secara efektif.Dalam penelitian ini bertujuan untuk mengetahui seberapa besar tingkat efektivitas Dana Desa serta bagaimana dampaknya secara langsung terhadap tingkat kesejahteraan masyarakat yang ada di Kecamatan Pineleng. Data yang di gunakan dalam penelitian ini adalah berupa data sekunder Dana Desa Tahun 2015 sampai Tahun 2017 dan data primer yang di ambil secara langsung melalui kuisioner. Dan analisis yang dgunakan adalah analisis statistic deskriptif.Berdasarkan hasil penelitian ini menunjukkan bahwa Dana Desa yang ada di Kecamatan Pineleng berkembang secara efektif dengan nilai diatas 100 persen yang menyatakan bahwa Dana Desa memiliki tingkat Efektivitas serta memiliki dampak yang positif sesuai dengan hasil penyuluhan secara langsung kepada masyarakat di Kecamatan Pineleng. Kata Kunci : Tingkat Kesejahteraan Masyarakat dan Dana Desa ABSTRACTPublic welfare show result size the community development in achieving a better life which includes increased capacity and equity distribution basic needs such as food , housing , health , and protection; then added with increased the lives of , income levels , better education , and improving atensi on culture and value  and human value , extending economies of scale and the availability of social choice of individuals and nation especially in rural areas. Therefore it needed certainly made my share of the central government and the regions within distribution of funds and the management of the budget or funds the village have effective .In research aims to understand how big the effectiveness village funds and how it had directly against the level of community welfare in sub-district pineleng.The data in use in this research was in the form of secondary village funds 2015 up 2017 and primary data in extract directly through kuisioner.And analysis is analysis dgunakan statistic descriptive.Based on the results of the research indicated that existing in kecamatan village funds pineleng progressing in a effective with the value of above 100 percent expressing that the funds villages have the effectiveness as well as having have a positive impact in accordance with the results counseling directly to the community in kecamatan pineleng. Key word : The level of community welfare and village funds

Aceh as one of the special autonomous regions which has a large enough budget compared to other regions makes the Aceh regional government have more useful programs to help alleviate poverty with a variety of superior programs, many regional potentials from various sectors that can be developed. The purpose of this study is to analyze the implementation of community empowerment programs through the Aceh Kreatif program so far and how the conditions of opportunities and challenges can be utilized by local governments in developing products and services from community empowerment through the Aceh Kreatif program. The research method used is a qualitative method. descriptive with the literature study technique The Aceh Creative Program is one of the 15 flagship programs of the Aceh government which indeed aims to improve the community's economy by emphasizing innovation creativity and utilizing local potential that is spread throughout the region from cities to villages in Aceh, contained in Aceh Qanun No.1 of 2019 concerning the Aceh Medium Term Development Plan (RPJM) for 2017-2022. The performance of the implementation of community empowerment through the Aceh program can be said to be good. 115 Bumdes are developing and getting turnover and obtaining PAG, several businesses were born in the village from community empowerment through the Aceh Kreatif program. Communication of the implementing agency is carried out through Focus Group discussions (FGD) then coordination meetings which are held regularly at the beginning of the year. In addition, the PMG Aceh Office conducts monitoring and evaluation of several gampongs in Aceh. Opportunities and challenges faced include central government support, competition, advances in science and technology, limited advice and infrastructure, as well as the quality and quantity of human resources.

This research aims to analyze the implementation of local regulations regarding Bali province Number of 16 2009 about Spatial Plan Area of Bali in the mastery and the utilization of the coastal area associated with mastery and authority utilization over the coastal areas as well as analyzing the related strategies of mastery and the utilization of the coastal area. The type of research used in the form of empirical legal research, using the approach the approach to legislation, a legal concept analysis approach, the approach of anthropological approach and the case law. The data source of this research was obtained from primary data and secondary data, collected with the stages through the interview techniques and engineering studies and subsequent documents processed and analyzed qualitatively with systematic way, classified in the pattern and themes, classified, connected between each other, to understand the significance of data interpretation in social situations, and the interpretation of the overall data quality. Research results show that the authority of the mastery and the utilization of the coastal area after the passage of the ACT Government is the authority of the Central Government and the regional Government of the province which is practically given delegates to the district/city Governments overseeing the mastery and its utilization by local community. Setting against the mastery and the utilization of the coastal area of Bali should be established with local regulations, and as it is known that these provisions (RZWP3K settings) are still in the drafting stage so that the top recommendations submission of mastery and the utilization of the coastal area in the province of Bali has yet to be implemented effectively.

National development in education is essentially carried out in order to improve the quality of human resources. In practice, this is established in a series of programs and activities involving the central and regional governments related to authority and funding capacity. One of the efforts to reduce fiscal inequality in education, the central government allocates special allocation funds (DAK). This transfer fund is needed because up to 2019 efforts to improve access and quality of education services through the fulfillment learning facilities and infrastructure standards. This paper analyse the planning and implementation of the DAK 2019 for physical assignment in education from the perspective of development evaluation. This study uses a mixed method with numerical data even secondary and primary. Data collection was obtained through discussion and questionnaires. The content analysis method is used to find gaps in central-regional planning. The study also analyse news analysis by using Intelligent Media Monitoring (IMM) tool. The results of the study found several obstacles, including: 1) Disparity in the ability of human resources in preparing proposals as well as differences in information accessibility between vocational high school (SMK) managers in urban and rural areas; 2) Budget planning is not optimal in the DAK proposal; 3) Student Practice Room (RPS) is not optimal due to the unavailability of practical equipment and equipment; 4) Determination of the allocation does not fully reflect the magnitude of the needs of school accreditation; 5) Lack of transparency and public audits in the management of DAK of Education Sector.

As stated in the 2020-2024 National Mid-Term Development Plan, to support efforts to achieve the development goals of rural areas, namely reducing the number of underdeveloped villages to developing villages by 7000 villages, and increasing the number of villages developing into independent villages by 3000 villages. To reach a developed village, an effective strategy is needed. The research objective was to identify an effective strategy towards a developed village in Pakuhaji Village by using the SOAR model application. This research uses descriptive qualitative research methods. This type of data consists of primary data obtained through observation and interviews with the Pakuhaji Village Officials as many as 10 respondents. Meanwhile, secondary data is obtained from report documents, regulations, as well as research results related to the strategy to upgrade the status to a developed village in Pakuhaji Village. The results of this study indicate that the status of Pakuhaji Village has a Build Village Index value of 0.6784, a developing village status with a Social Resilience Index of 42.7 percent, and Economic Resilience Index of 27.8 percent, and an Environmental Resilience Index of 29.5 percent. After analyzing Strengths, Opportunities, Aspirations, and Results (SOAR), a strategy can be found to reach a developed village in Pakuhaji Village. Several strategies can be carried out, namely, 1) Building human resources by increasing community empowerment through efforts, developing entrepreneurship-based non-formal education. 2) Developing village economic enterprises to meet community needs through efforts.
