Environmentally sound waste management is an area of Semarang city government efforts to manage the waste. The existence of good waste management, will make a sustainable environment in accordance with Act No. 18 Of 2008 on Waste Management. Research methodssociological jurisdiction is law as the law in action, described as an empirical social phenomena. The findings of the study (1) Implementationwaste management in the city of Semarang has been carried out by means of environmentally sound The program concept of 3R (Reduce, Reuse, Recycle), in cooperation with PT. Narpati Agung Lestari Karya Persada (2) Barriers to the realization of environmentally sound waste management systems, barriers: factors of population, The quality and quantity of human resources (HR) is still inadequate, operational factors. The research method is qualitative with phenomenological approach. The research design using one site involving Banjarmasin City in South Kalimantan, Indonesia. Data collection techniques used were content analysis, participatory observation and depth interviews. The analysis used in answering this research is a combination of various analytical methods to answer each of the objectives namely miles & Huberman analysis and Webbed Spider Model Analysis as the ultimate in formulating management of plastic waste through a leadership role. The results of this research found that the adaptation of environmentally sound habits in minimizing the production of plastics waste through local wisdom approaches and changing the people's mindset to live healtier. The purpose of writing this paper is to provide examples of new habits of healthy living by starting to reduce the use of plastic bags as the main source of waste generation that is not easily biodegradable in Banjarmasin City produced in every citi anywhere and is a major problem of environmental damage, including Banjarmasin City as a city of a thousand rivers, south Kalimantan Province. Effort to reduce the use of pastic bags began in stages, starting with modern retailers in the City of Banjarmasin. Through a leadership role based on local wisdom and a persuasive approach that is environmentally sound, it can provide solutions in current and future waste management. Result from this research is Banjramasin as the first City in Indonesia implemented regulation to reduction of plastic waste for modern retailers which are widely scattered throughout the City, sub-districts and villages. This is effective through regulation and direct approach to society. In the waste management that is carried out in the City of Banjarmasin includes waste reduction activities with ten activities and waste handling through five activities. As a substitute for these plastic bags, plastic bag producers are forced to use environmentally friendly plastic bags and / or purun baskets which are products of local wisdom of the people of South Kalimantan, Indonesia, all of these activities are carried out by involving the community by applying the rules without sanctions. Until this paper was written, there has never been a leader with leadership who has implemented a similar regulation as a direct effort from the role of a leader in reducing the use of plastic bags, where the use of plastic bags is the biggest contributor as a source of producing plastic waste.

One of the problems that often arise in the management of regional property is the administration of regional property. In the implementation of the Asset Administration, it is often constrained in terms of reporting the assets of certain Regional Apparatus Organizations. This is because there is no Standard Operating Procedure in terms of the Administration of these Assets, which causes delays in the preparation of Regional Government Financial Reports (LKPD). The causes of administrative side problems are incomplete documents and unclear deletion findings, financial side causes, namely budget constraints, delegation and misuse of maintenance costs, causes of bureaucracy, namely the absence of a legal umbrella, limited responsibilities of BPKAD, non-centralized procurement of vehicles, causes of human resources namely the level of employee mutation and limited human resources and the causes of limitations in the use of regional property management information systems, namely SIMDA BMD still using an off-line system and SIMDA BMD in the City Government of Jayapura has not been integrated into the financial department of BPKAD.

Life Cycle Assessment (LCA) is a decision support tool that can be used to assess the environmental performance of an integrated waste management system or to identify the system with the best performance through a comparative analysis of different scenarios. The results of the analysis depend primarily on how the scenarios to be compared are defined, that is on which waste fractions are assumed to be sent to certain treatments/destinations and in what amounts. This paper reviews LCAs of integrated waste management systems with the aim of exploring how the scenarios to be compared are defined in the preliminary phase of an LCA. This critical review highlighted that various criteria, more or less subjective, are generally used for the definition of scenarios. Furthermore, the number of scenarios identified and compared is generally limited; this may entail that only the best option among a limited set of possibilities can be selected, instead of identifying the best of all possible combinations. As a result, the advisability of identifying an integrated life cycle-based methodological approach that allows finding the most environmentally sound scenario among all of those that are theoretically possible is stressed.

The habit of Karang Joang people is throwing garbage, inherited from generation to generation. Most of treating’s their garbage are by burning it in the yard, throwing into the garden or the river. The transportation to take garbage that isn’t intensive by city officers and the lack of knowledge in managing the garbage greatly affects the pollution condition of the air, soil and water in the village. This research focuses on the patterns of society in treating organic waste and inorganic. Environmental conditions in the village to make some attention from the city government Balikpapan. Because the village is located in a protected forest manggar should be kept clean. We distributed questionnaires to 500 housewives that are living in 12 areas near the river. We interviewed one of the small shop and 5 housewives about what they buy and how dispose of waste in one day. Approximately 5-7 sachet plastics and around 200-300 grams of organic garbage. And approximately one drum of water is used for one family. Six months after distributing questionnaires and analyzing, we held a workshop with theme on the importance of eco-friendly living, composting of organic garbage, and counseling about bank of garbage program for 32 leaders in the village. Then we try to find solutions about how to build the consciousness and management in solid waste. In this study, some possible solutions have been presented by transfer environmental technologies

River and crossing service levies are transport activities using ships carried out in the river, and crossings to transport passengers, goods and or animals organized by river and crossing companies. The factor of not achieving the realization of the revenue of river transportation and crossing retribution services in the Palembang City Transportation Agency, setting unrealistic targets is constrained by a lack of legal basis so as to achieve the desired target cannot be achieved and limited authority for officers who withdraw fees due to regulatory regulations Number 35 of 2017 concerning escorts that are still in conflict with the Laws Regulations, Ministerial Regulations, Government Regulations, and Regional Regulations. The collection of retribution is also experiencing leakage or breakthrough due to the effectiveness of the imposition of sanctions and the lack of facilities and infrastructure in the field. The service is not yet prime due to limited human resources or field implementation officers. The levies collection officer is not unwilling to provide services and human resources, but also because of conflicting rules that prevent officers from carrying out a complete withdrawal. Officers move with the rules set by the City Government so that their authority is limited.

ABSTRAKSalah satu dampak dari proses pembangunan adalah pencemaran dan kerusakan lingkungan. Pertumbuhan penduduk yang pesat terutama di daerah perkotaan dengan perilaku membuang sampah yang tidak baik menyebabkan berbagai limbah yang harus diserap oleh lingkungan, terutama limbah domestik atau limbah rumah tangga. Komposisi sampah organik menempati persentase tertinggi hingga 57% di Kota Bandung, dimana limbah sisa makanan yang menempati urutan teratas yaitu sebesar 40%. Masyarakat dan pemerintah saja tidak cukup untuk mengatasi persoalan pengelolaan sampah. Keterlibatan dan partisipasi aktif perusahaan sebagai pihak swasta melalui kegiatan tanggung jawab sosial perusahaan dapat dilakukan melalui program-program yang mendukung pengolahan limbah organik berkelanjutan. Pengembangan program CSR yang baik pada suatu perusahaan sebaiknya dikaitakn dengan kebutuhan dan persoalan yang dihadapi masyarakat sekitar. Model Social Responsible Business Practice, merupakan salah satu jenis program yang bertujuan untuk mensejahterakan masyarakat, tapi juga memiliki korelasi positif dalam peningkatan produktivitas perusahaan secara operasional. Model praktik ini, memungkinkan aktivitas perusahaan yang salah satunya mencakup penyediaan fasilitas yang memenuhi tingkat keamanan dan keselamatan lingkungan dan dapat memelihara aktivitas pembangunan berkelanjutan. PT. Pertamina TBBM Bandung Group merupakan salah satu BUMN yang peduli dengan inovasi penanganan masalah sampah di Kota Bandung, melalui program BU MANIK (Budidaya Maggot dan Pupuk Organik), sejalan dengan program KANG PISMAN (Kurangi, Pisahkan, Manfaatkan) milik pemerintah Kota Bandung, yang bertujuan untuk membudidayakan maggot sebagai media utama pengurai limbah organik serta pakan ternak alami. Efektifitas program ini bergantung pada CSR PT. Pertamina TBBM Bandung Group sebagai lembaga yang memfasilitasi pelaksanaan program dan kelompok bank sampah sebagai komunitas yang diberdayakan, serta keterlibatan masyarakat dan dukungan pemerintah.Kata kunci: CSR, pengelolaan sampah, sumber daya berkelanjutan, pemberdayaan ABSTRACTOne of the impacts of the development process is environmental pollution and damage. Rapid population growth, especially in urban areas with bad waste disposal behavior, causes a variety of waste that must be absorbed by the environment, especially domestic waste or household waste. The involvement and active participation of companies as private parties through corporate social responsibility activities can be done through programs that support sustainable organic waste treatment. Social Responsible Business Practice Model, is one type of program that aims to prosper the community, but also has a positive correlation in increasing company operational productivity. This practice model allows company activities, one of which includes the provision of facilities that meet the level of environmental security and safety and can maintain sustainable development activities. PT. Pertamina TBBM Bandung Group is one of the BUMN that is concerned with the innovation of handling waste problems in the city of Bandung, through the BU MANIK (Cultivating Maggot and Organic Fertilizer) program, in line with the KANG PISMAN program (Reduce, Separate, Utilize) the Bandung city government, which aims to cultivate maggot as the main media to decompose organic waste and natural animal feed. The effectiveness of this program depends on the CSR of PT. Pertamina TBBM Bandung Group as an institution that facilitates the implementation of programs and groups of waste banks as an empowered community; as well as community involvement and government support.Keywords: CSR, waste management, sustainable resource, empowerment

The partnership between the Regional Government and the private sector is a step that the Government can take as an effort to cover up the limitations in waste management in the city of Pekanbaru. The dynamics of rapid population growth have had consequences for increasing the volume of garbage to approximately 1,100 tons per day. The Pekanbaru City Government then took steps to implement partnerships with the private sector as an effort to manage waste management. However, the involvement of the private sector in dealing with waste issues actually showed a failure in 2015. In 2018, the Pekanbaru City Government again planned to submit waste management to the private sector. Therefore, this study tries to focus on two formulations of the problem, which is why the Pekanbaru City Government again delegates the authority to manage waste in the city of Pekanbaru to the private sector? And what is the right scheme for government and private partnerships in carrying out waste management in Pekanbaru City? To answer the above questions, this research was escorted by the Reinventing Government theory of David Osborne and Ted Gaebler and also the theory of Public Private Partnership. Through the case study method, this research will explore the partnership between Pekanbaru City Government and the private sector in waste management in Pekanbaru City. The results showed that the objective of the partnership between the Regional Government of Pekanbaru and third parties in waste management in the city of Pekanbaru was to overcome the inability of the Pekanbaru City Government to provide facilities and infrastructure, garbage fleets, human resources and budget constraints. Thus, the logic of this partnership leads to one of the lines of thought offered by Osborn regarding the Catalytic Government (Steering Rather Than Rowing). The scheme of success of the partnership of Pekanbaru City Government and the private sector in waste management needs to pay attention to process factors, partner factors and structural factors. Thus, waste management in the city of Pekanbaru requires a paradigm shift, from being limited to disposal to become a focus on management and utilization.

<pre><em><span>This study aims to test and prove the influence of human resource competencies, implementing commitments, implementing regulations, and the quality of training on compliance with government regulation number 71 of 2010 regarding fixed assets. The population in this study were all financial management apparatus in the Regional Devices Organization in the City Government of Bengkulu. The data used in this study are primary data, which was obtained by distributing questionnaires to the respondents. The sample in this study amounted to 146 respondents, data analysis was performed using SPSS version 22. Hypothesis testing used multiple linear analysis. The results showed that the competence of human resources, implementing commitment, the application of regulations, and the quality of training proved to have a positive effect on compliance with government regulation number 71 of 2010 regarding fixed assets.</span></em></pre>

Decentralization is a policy for regions to maximize the functions of a regional government authority. Proportional and optimal power in mobilizing every resource in the area will make the region have independence in developing the part. The method used is a literature study; besides, the authors also use media such as newspapers, magazines, bulletins, and other sources relating to the discussion as reference material in reviewing the debate, analysis using descriptive-analytic methods. Decentralization implemented in the city of Makassar has made a very positive contribution to the people of Makassar, because, with devolution, the Makassar city government can plan its development independently for the sake of a sustainable city. The implementation of decentralization in the town of Makassar has implications for the progress of regional development; this can see in the physical event in the city and the level of economic growth.
