Decentralization is a policy for regions to maximize the functions of a regional government authority. Proportional and optimal power in mobilizing every resource in the area will make the region have independence in developing the part. The method used is a literature study; besides, the authors also use media such as newspapers, magazines, bulletins, and other sources relating to the discussion as reference material in reviewing the debate, analysis using descriptive-analytic methods. Decentralization implemented in the city of Makassar has made a very positive contribution to the people of Makassar, because, with devolution, the Makassar city government can plan its development independently for the sake of a sustainable city. The implementation of decentralization in the town of Makassar has implications for the progress of regional development; this can see in the physical event in the city and the level of economic growth.

This paper provides the organizational structure of institu-tional investment in the city of Bandung.Dalam Undang-Undang Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah dise-butkan mengenai urusan wajib dan urusan pilihan, dimana salah satu urusan wajib ini adalah pena-naman modal, kemudian dalam Peraturan Pemerintah Nomor 38 Tahun 2007 tentang Pembagian urusan antara pemerintah pusat, pemerintah provinsi, dan pemerintah kabupaten/kota, salah satu kewenangan pemerintah daerah adalah dalam bidang penanaman modal, di pemerintahan Kota Bandung, penanaman modal yang merupakan urusan wajib dan salah satu kewenangan pemerintah daerah ditempatkan dalam struktur organisasi Bappeda Kota Bandung yaitu pada Bidang Pena-naman Modal, ini tentu saja berseberangan dengan UU No. 32 Tahun 2004/UU No. 23 Tahun 2014 dan Peraturan Pemerintah No. 38 Tahun 2007. Artikel ini berisi tentang struktur organisasi kelem-bagaan penanaman modal di Kota Bandung.

The study aims to determine the extent of policy effectiveness that comes from the polarization of executive and legislative relations can affect the welfare of the people of Cilegon city. To get the achievement and progress for the improvement of people's welfare, it is necessary to analyze policy concerning politic and law policy to be reviewed to document, observation and interview. thereby facilitating an analytical, constructive, explorative and documentative study. this is often called the data triangulation method. method is merging various methods of data collection. The research was conducted in Cilegon city using Qualitative research with Grounded Theory approach. data collection techniques is by data triangulation method. this is often called a method that combines various methods of data collection, such as observation, interviews and documentation. of this research is expected to increase the productivity of policies and efficiency of planning programs in the field of politics and law formulated by the regional government of Cilegon city can improve people's welfare. The results achieved from this research is the political policy of law conducted by the City Government Cilegon can encourage the improvement of the welfare of the people, this can be seen from the legislation product endorsed by Parliament Cilegon in quality and quantity is very good so that the product can be implemented properly by executives and provide juridical strength for the City Government Cilegon in improving economic development, as seen from indicators of improving the welfare of the people themselves. The political policy of law that is processed and in synergy between the existing government institutions in Cilegon City, indicates the strong and strong commitment of these institutions to encourage and improve the welfare of a just and equitable people.

The purpose of this study was to find out, explain how the implementation of an integrated community-based child protection program, as well as the factors that support and inhibit integrated community-based child protection programs. This research was conducted at the Department of Population Control and Family Planning, Women's Empowerment, Child Protection in Palangka Raya City using qualitative methods. The results of this study indicate that the Implementation of the Community Based Integrated Child Protection Program (PATBM) in the Department of Population Control and Family Planning, Women's Empowerment, Child Protection in Palangka Raya City includes the integrated community-based child protection program that has been running and on target, a community-based integrated child protection program is useful and accepted in the City of Palangka Raya, during the implementation of an integrated community-based child protection program there has been a decrease in the number of violence, Resources Implementation of integrated community-based child protection programs both in terms of human resources and budget is still lacking and inadequate, integrated community-based child protection program received a good response from the people of Palangka Raya City, and strategy undertaken by the Population Control and Family Planning Office, Women's Empowerment, Child Protection in Palangka Raya City in implementing a community-based integrated child protection program is to carry out socialization and training activities for activists or cadres of Integrated Community Based Child Protection in the City Government Palangka Raya.

The purpose of this study is to identify and describe the impact and behavior of the community on post-disaster economic conditions in the city of Palu and to know the local government's public policies in handling these cases. Using qualitative methods with a case study approach, literature study, and secondary data processing from various social elements. In addition, data collection was carried out by interviewing informants who felt the direct impact of the earthquake, tsunami and liquefaction in Palu, Sigi and Donggala. The results showed that the post-disaster impact felt by the people of Palu City was generally in the "severe" classification. The socio-economic conditions of the people of Palu include several aspects, ranging from the geographical conditions that are in disaster-prone zones, to the extremely poor health conditions after the disaster. The conclusion of this research shows that the escalation of natural disasters in the city of Palu is considered quite large because it consists of three types of disasters, namely the Earthquake, Tsunami and Liquifation in the same time period. Palu City is the capital of the Province as well as the economic and administrative center of Central Sulawesi Province. Damage to warehousing infrastructure coupled with massive looting from unscrupulous people in logistics supply warehouses resulted in goods that were supposed to be distributed both to the city and the district finally unable to be implemented.Tujuan penelitian ini yaitu mengidentifikasi dan mendeskripsikan evaluasi dampak dan perilaku masyarakat terhadap kondisi perekonomian pasca bencana di kota Palu dan mengetahui kebijakan publik pemerintah setempat dalam menangani kasus tersebut. Menggunakan metode kualitatif dengan pendekatan  studi kasus, studi literature, dan pengolahan data sekunder dari berbagai elemen sosial. Selain itu pengambilan data dilakukan dengan cara wawacara kepada narasumber yang merasakan dampak langsung dari bencana gempa,tsunami dan likuifaksi di Palu,Sigi dan Donggala. Hasil penelitian memperlihatkan bahwa dampak pasca bencana yang dirasakan oleh masyarakat Kota Palu secara umum berada pada klasifikasi “berat”. Kondisi sosial ekonomi masyarakat kota Palu meliputi beberapa aspek, mulai dari kondisi geografis yang berada pada zona rawan bencana, kondisi kesehatan sangat memprihatinkan pasca bencana. Kesimpulan penelitain ini menujukkan bahwa eskalasi bencana alam kota Palu dinilai cukup besar karena terdiri dari tiga macam bencana yaitu Gempa Bumi, Tsunami dan Liquifasi dalam kurun waktu sama. Kota Palu merupakan ibukota Provinsi sekaligus sebagai pusat ekonomi dan pemerintahan Provinsi Sulawesi Tengah. Rusaknya infrakstruktur pergudangan ditambah dengan adanya penjarahan yang massiv dari oknum masyarakat pada gudang-gudang suplai logistik mengakibatkan barang yang semestinya didistribusikan baik ke kota ataupun ke kabupaten akhirnya tidak dapat dilaksanakan.

<p>One of the applications of e-government in Indonesia is the Assessment Information system implemented in the city of Bandung since 2014 where. This e-government innovation is technology-based which makes assessment instruments for leaders and the people of Bandung to assess the performance of the sub-district and village heads. It's just that the lack of community participation makes this application not work according to its function, with qualitative research methods and using the theory of the author's vision to see the readiness of the apparatus and society in implementing this program. This research shows that the performance of the SIP application has not provided the maximum expected output. The not optimal SIP application is due to several factors. <p>Whangarei City has a dying Commercial Centre. This has resulted from population shifts that have occurred over time. Significant issues have driven movement of people toward much larger cities (seeking better economic, cultural and social outcomes) and more spacious urban fringes (seeking improved environmental outcomes). The Whangarei CBD incorporates both the dying Commercial Centre and a thriving Town Basin which is the centre for Arts and Recreation within the city. The two areas are a juxtaposition. The investigation reveals reasons why two such contrasting areas exist and defines a design solution that seeks to resolve this and leverages the success of the Town Basin to revive the Commercial Centre. The aim of this thesis is to investigate ways that architecture can be used to invigorate Whangarei’s dying Commercial Centre by creating a place of activity, engagement and informal learning and by re-establishing the important connection Whangarei has with its river as well as other positives within the city.   Thesis objectives:  • Identify the reasons for the decline of the Commercial Centre and the success of the Town Basin and how a connection can be established between the two.  • Establish a beating heart within the dying Commercial Centre and provide a life source in the form of people movement into the centre from all parts of the city.  • Provide dynamic spaces which encourage informal learning, social interaction, playfulness and creativity that will engage the people of Whangarei including youth and children.  • Use the natural environment as a means of engaging people of all ages by weaving together water, a restored ecology and architecture.</p>

One of the problems that often arise in the management of regional property is the administration of regional property. In the implementation of the Asset Administration, it is often constrained in terms of reporting the assets of certain Regional Apparatus Organizations. This is because there is no Standard Operating Procedure in terms of the Administration of these Assets, which causes delays in the preparation of Regional Government Financial Reports (LKPD). The causes of administrative side problems are incomplete documents and unclear deletion findings, financial side causes, namely budget constraints, delegation and misuse of maintenance costs, causes of bureaucracy, namely the absence of a legal umbrella, limited responsibilities of BPKAD, non-centralized procurement of vehicles, causes of human resources namely the level of employee mutation and limited human resources and the causes of limitations in the use of regional property management information systems, namely SIMDA BMD still using an off-line system and SIMDA BMD in the City Government of Jayapura has not been integrated into the financial department of BPKAD.

Abstract - Currently, every organization seeks to maintain performance in order to win the competition, and find out the progress of the organization can be seen by paying attention to financial performance, this study tries to examine and assess the financial performance of the Jakarta City Government for the 2015-2019 budget period by utilizing the results of the review of the Original Income ratio. Regions (PAD), as well as the effectiveness ratio of PAD in the report regarding the realization contained in the Regional Budget (APBD) of the Regional Government of the City of Jakarta. By utilizing a data source in the form of a Budget Realization Report for the 2015-2019 budget period which is based on the Regional Government Financial Report (LKPD) of the Jakarta City Government. This study uses a mixed-method approach technique, namely the researcher tries to analyze financial data to further attempt to describe the existing findings. From the research results, it is known that the calculation of the effectiveness ratio is by dividing the amount of realization of PAD compared to the target PAD set based on the real potential in the region, or in other words, the effectiveness ratio of PAD is obtained by making a comparison between real revenue in PAD to achieve PAD ). From data processing, it is known that the percentage of effectiveness of PAD in the City of Jakarta for the 2015-2019 budget year has reached an average level of achievement of 95.4% of the determined amount or it can be said that it has reached the category of effective criteria.

<p align="center"><strong>ABSTRAK</strong></p><p> </p><p>Tulisan ini membahas tentang strategi kota Pekalongan dalam <em>mempromosikan city branding “World’s City of</em> <em>Batik”. </em>Metode yang digunakan adalah kualitatif deskriptif, dengan teknik pengumpulan data yaitu telaah<em> </em>dokumen, wawancara dan studi pustaka. Hasil dari tulisan ini adalah (a) menghasilkan pemaparan tentang aset kota yang dimiliki oleh kota Pekalongan, yaitu budaya <em>(cultural)</em> yang diwakili oleh pariwisata berbasis batik dan kemudahan <em>(amenity)</em> termasuk fasilitas yang tersedia di kota Pekalongan. Aset kota ini merupakan salah satu penguat <em>branding</em> kota. (b) strategi <em>branding</em> yang dilakukan pemerintah kota meliputi strategi visual dan strategi promosi. Strategi visual yang dilakukan di antaranya penciptaan identitas visual yang merepresentasikan karakter kota Pekalongan seperti logo, <em>tagline</em>, warna dan tipografi. Identitas visual ini nantinya dikomunikasikan dalam berbagai media promosi seperi <em>merchandise,</em> spanduk, poster, leaflet, dan sebagainya. Strategi promosi yang dilakukan oleh pemerintah kota yaitu dengan mengadakan festival tahunan Pekan Batik, membuat labelisasi batik, <em>landmark</em>, zebracross batik. Selain logo <em>branding</em>, kota Pekalongan secara konsisten menggunakan motif batik khas Pekalongan, yaitu Jlamprang dalam media promosi.</p><p> </p><p><strong>Kata kunci</strong>: City Branding, Pekalongan, Batik.</p><p> </p><p> </p><p align="center"><strong><em>ABSTRACT</em></strong></p><p> </p><p><em>This paper discusses about the strategy of Pekalongan city in promoting the city branding “World’s City of Batik”. The method used is qualitative descriptive, with data collection techniques namely document review, interviews and literature study. The results of this paper are (a) an explanation of the city assets owned by Pekalongan city, it is the culture represented by batik-based tourism and convenience (amenities) including available facilities in Pekalongan. This city asset is one of the city’s branding boosters. (b) the branding strategy carried out by the city government includes visual and promotion strategies. Visual strategies carried out include the creation of visual identities that represent the character of Pekalongan city such as logos, taglines, colors and typography. This visual identity will be communicated in various promotional media such as merchandise, banners, posters, leaflets, and so on. Promotional strategies carried out by the city govern-ment include an annual Batik Festival, making batik labels, landmarks, and zebra cross batik. In addition to the branding logo, Pekalongan city consistently uses typical batik motifs of Pekalongan, namely Jlamprang in promotional media.</em></p><p> </p><p><strong><em>Keywords: </em></strong><em>City Branding, Pekalongan, Batik.</em></p>
