Micro, small and medium enterprises (MSMEs) are productive economic enterprises owned by individuals and entities as regulated in Law No. 20 of 2008. Culinary SMEs are sub-sectors of the creative economy that have great potential. The problems that exist in culinary SMEs are very many, especially HR problems that can affect performance. It is necessary to have human resources who have a leadership spirit who can later implement learning organizations to improve the performance of culinary SMEs. The purpose of the study was to determine the influence of leadership and learning organization on the performance of culinary SMEs in Jember Regency, either directly or indirectly. The research employed quantitative descriptive. The research location was in Jember Regency. The number of research samples was 98 respondents. The data analysis method used path analysis. The results of the leadership analysis influence in developing a learning organization. Leadership has a role in developing the performance of culinary SMEs both directly and indirectly. Learning organization influenced the development of the performance of culinary SMEs. All of the research hypotheses were accepted. Usaha mikro, kecil dan menengah (UMKM) adalah kegiatan yang berisi tentang ekonomi produktif. Adapun pemiliknya adalah satu orang maupun organisasi yang tertuang dalam Undang – Undang Nomor 20 Tahun 2008. UMKM kuliner merupakan subsektor ekonomi kreatif yang mempunyai potensi besar. Permasalahan yang ada pada UMKM kuliner sangat banyak terutama permasalahan SDM yang dapat mempengaruhi kinerja, sehingga diperlukan SDM yang mempunyai jiwa kepemimpinan yang nantinya dapat menerapkan learning organization untuk peningkatan kinerja UMKM kuliner. Penelitian ini bertujuan mengetahui pengaruh kepemimpinan dan learning organization pada kinerja UMKM kuliner di Kabupaten Jember baik langsung maupun tidak langsung Jenis penelitian menggunakan deskriptif kuantitatif. Lokasi penelitian di Kabupaten Jember. Jumlah sampel penelitian 98 responden. Metode analisis data menggunakan analisis jalur. Hasil analisis kepemimpinan mempunyai pengaruh dalam mengembangkan learning organization. Kepemimpinan mempunyai peran dalam mengembangkan kinerja UMKM kuliner baik secara langsung maupun tidal langsung. Learning organization mempunyai pengaruh dalam mengembangkan kinerja UMKM kuliner. Hipotesis penelitian ini diterima semua.

Data analysis method used in research is path analysis. Simultaneously, the research results of MSME Development and Competitive Advantage have a positive and significant effect on creative economy. Partially, the Influence of MSME Development has positive and significant influence to creative economy. Partially Competitive advantage positively and significantly influences the creative economy. The development of MSME has a positive and significant impact on competitive advantage. Indirectly MSME development positively affects the creative economy through competitive advantage

Abstract.The development of the creative economy in Indonesia is appropriate through the Micro, Small and Medium Enterprises (MSMEs) model. One of the potential cities for the development of MSMEs is Tasikmalaya City. However, the competitiveness of MSMEs in Tasikmalaya City is still considered low. The determinat variables that observed in this study are human resources, technology, managerial, institutional, promotion, and capital. The aim of the study is to analyze the competitiveness of MSMEs in Tasikmalaya City as an effort in developing the regional economy. This research uses quantitative descriptive method. Data was collected through an interview process using a questionnaire. Data is processed using Geographic Information System (GIS). The results showed that human resources were the most important factor in increasing MSMEs competitiveness (42%). In addition to improving skills in human resources, revitalization in managerial systems and easy access to technology in MSMEs are also needed.Keywords: Competitiveness; Geographic Information System; MSMEsAbstrak.Pengembangan ekonomi kreatif di Indonesia sangat tepat dilakukan melalui model Usaha Mikro, Kecil dan Menengah (UMKM). Salah satu kota yang potensial untuk pengembangan UMKM yaitu kota Tasikmalaya. Namun, daya saing UMKM di Kota Tasikmalaya dinilai masih rendah. Variabel penentu daya saing dalam penelitian ini adalah sumber daya manusia, teknologi, manajerial, kelembagaan, promosi, dan modal. Tujuan dari penelitian ini adalah untuk menganalisis daya saing UMKM di Kota Tasikmalaya sebagai upaya mengembangkan ekonomi daerah. Penelitian ini menggunakan metode deskriptif kuantitatif. Data dikumpulkan melalui proses wawancara menggunakan kuesioner. Pengolahan data dilakukan dengan menggunakan Sistem Informasi Geografis (SIG). Hasil penelitian menunjukkan bahwa sumber daya manusia adalah faktor yang paling penting dalam meningkatkan daya saing UMKM (42%). Selain peningkatan keterampilan dalam sumber daya manusia, diperlukan juga revitalisasi dalam sistem manajerial dan kemudahan akses teknologi pada UMKM. The purpose of this study was to determine the effect of working capital loans and the professionalism of human resources on the profits of small and medium enterprises. The research population of all small and medium nusiness profits in sub-district Batang kapas with sample selection full sampling as many 76 small and medium nusiness profits. Analysis method used multiple regression method. Regression results indicate that working capital loans are of significant value 0,00 < 0,05 and the profesionalisme of human resources 0,263 >0,05. Based on the results it can be concuded that working capital loans have a positive effect on small and medium nusiness profit while the profesionalisme of human resources does not affect the profit of small and medium nusiness profits.

An aims of this study was analyzed the performance of the Startup Entrepreneurs Program. The design of this study was quantitative by using a descriptive approach. This research data was secondary data obtained from the Deputy for Financing, the Ministry of Cooperatives and Small and Medium Enterprises. Data collection techniques using document studies. The data analysis technique uses quantitative descriptive. The results of this study: an increase in the distribution of aid recipients in the border areas by 91%; the realization of the number of beneficiaries of the Startup Entrepreneurs Program exceeding the target; women who received the Startup Entrepreneurs Program increased by 165% if compared to 2017; the growth in the field of business beneficiaries of the Startup Entrepreneurs Program experienced a significant increase in the culinary business sector; the quantity of labor absorption shows an increase in labor absorption of 101% compared to 2017; and the allocation of assistance for the Startup Entrepreneurs Program has been spread evenly to all provinces in Indonesia.   Penelitian ini bertujuan menganalisis kinerja Program Wirausah Pemula. Desain penelitian ini adalah kuantitatif dengan menggunakan pendekatan deskriptif. Data penelitian ini adalah data sekunder yang diperoleh dari Deputi Bidang Pembiayaan, Kementerian Koperasi dan Usaha Kecil dan Menengah. Teknik pengumpulan data menggunakan studi dokumen. Teknik analisis data menggunakan deskriptif kuantitatif. Hasil penelitian ini:adanya peningkatan sebaran wilayah penerima bantuan pada daerah perbatasan sebesar 91%; realisasi jumlah penerima bantuan Program Wirausaha Pemula melebihi target; wanita penerima bantuan Program Wirausaha Pemula mengalami peningkatan sebesar 165% apabila dibandingkan tahun 2017; pertumbuhan bidang usaha penerima bantuan Program Wirausaha Pemula mengalami kenaikan yang signifikan pada bidang usaha kuliner; kuantitas serapan tenaga kerja menunjukkan terdapat kenaikan serapan tenaga kerja sebesar 101% jika dibandingkan tahun 2017; serta alokasi bantuan Program Wirausaha Pemula sudah tersebar secara merata ke seluruh propinsi di Indonesia.

Small and Medium Enterprises (SMEs) dominate the business world in Indonesia with a high Gross Domestic Product contribution. However, SMEs are unable to compete with large industries due to uncompetitive supply chains. The logistical-crossfunctional aspect of drivers is an aspect driving a competitive supply chain. This study aims to examine the effect of logistical-crossfunctional drivers on the competitive strategy of the supply chain for SMEs in Indonesia. The case study was conducted in SMEs scattered in East Java, Indonesia. The data analysis method used PLS-SEM. The results showed that the logistical-crossfunctional aspects of SME drivers have a significant effect on the supply chain competitive strategy. The implications of the research results are used to develop supply chain strategies for SMEs with a priority scale of logistical-crossfunctional drivers such as 1) facilities; 2) sourcing; 3) information; 4) transportation; 5) inventory; and 6) pricing.

This study aims to analyze the direct influence of leadership on learning organization, the influence of learning organization on employee performance, the influence of leadership on innovation, and the influence of innovation on employee performance. The population in this study was all employees of handicraft Small and Medium Enterprises (SME) in Malang City. The sampling technique used is probability sampling with a sample size of 50 respondents. The analysis used is path analysis using SmartPLS 3.0 software. The results showed that leadership has an influence on the application of learning organization, learning organization has an effect on employee performance, leadership encourages employees to innovate, and the innovations can improve employee performance. The role of a leader to encourage employees to continue learning and innovating in SMEs will create a good impact on the performance of employees and SMEs.

This study aims to (1) describe the competence of Human Resources (HR), intellectual capital and the performance of Micro, Small and Medium Enterprises (MSMEs) engaged in the production of Sasirangan, a typical cloth of South Kalimantan (2) Analyze the influence of the level of competence of Human Resources ( HR) and intellectual capital on the performance of Sasirangan MSMEs. (3) Analyzing the competence of Human Resources (HR) and intellectual capital have a dominant effect on the performance of Sasirangan SMEs. Associative research method on 40 respondents taken by total sampling method. The data analysis technique used multiple linear regression. The results showed that the competence of Human Resources (HR) and intellectual capital had a positive and significant effect on the performance of MSMEs. Between these two variables, intellectual capital has a more dominant influence on Sasirangan MSMEs.

AbstractHuman resources are the most significant resource of a company; this is especially true for small and medium enterprises (SMEs) in which they create the company’s competitive advantage because of their uniqueness. Human resources manage other resources and are responsible for the efficiency and success of the organization. The main goal of this research is to determine whether and to what extent the recruitment and selection of human resources are in correlation with the performance of SMEs. The research was conducted in SMEs in the Herzegovina Region in the Federation of Bosnia and Herzegovina in April 2019. An original questionnaire was created for the survey, within which top managers views on recruitment and selection of human resources were collected as well as the four-perspective performance of the business based on the Balanced Scorecard model. SPSS 20.0 was used for data analysis. Descriptive measurements used for data analysis include mean, standard deviation, and mode. The Kolmogorov-Smirnov test was used to test distribution normality. To test the correlation of variables and to determine the significance of differences, the Pearson correlation coefficient and t-test for independent samples were used. The level of significance was set to p = 0.05. The research results showed the correlation between the studied variables and the correlation of recruitment and selection of human resources and the performance of SMEs viewed from all four perspectives. A limitation of the research is the sample size and the sampling method. The results can be applied in the human resource management of SMEs.
