The focus of modern project management is increasingly shifting from the management of individual projects to the management of strategic project-oriented development of organizations. Now there is a need to pay more attention to project management as a universal tool for the development of systems at any level. The aim of the article is to study the processes of organization adaptation to constant changes through a synergetic portfolio of projects based on a strategic plan for the development and evolution of the organization. The spiral movement of systems development for studying development processes is considered: the process of transition of an organization from one stable state to another, the process of radical changes that accompanies innovation, as well as the processes of growth and development of crisis phenomena. The methodological principles of the organization evolutionary development management through the implementation of portfolio using its methods and tools are considered. It is proposed to manage the organization evolutionary development by building actions in the form of a synergistic portfolio of appropriate projects content, in order to increase the value of the entire portfolio of projects over the value of individual projects. The synergetic portfolio of projects is seen as a tool for a harmonious transition to the desired evolutionary state, by preserving the internal integrity of the organization and ensuring its sustainability. A mathematical model for estimating the desired properties and relations of the organizational synergetic portfolio of projects is proposed, which allows to determine and minimize the magnitude of the evolutionary goals inconsistency and to stabilize the current state of organization. It is determined that the two main tasks of any organization - external adaptation and internal integration - constantly push the organization to evolutionary development. The article proposes the author's approach to managing the organization evolutionary development through a portfolio of projects identifies indicators of adaptation of the organization to changes in the environment, defines the conditions for maintaining the integrity of the organization in the process of organizational changes.

The article focuses on the impact of social developments related to ‘globalisation’ on education. In line with the world systems approach as most prominently expounded by Immanuel Wallerstein the author conceptualises globalisation not as a new development, but as the current expression of a long historical process originating in sixteenth century Europe. In order to make use of world systems theory for education, the author makes a strong argument in favour of taking Bourdieu's concepts of cultural capital and the relative autonomy of the educational system into account. On this basis, the author reviews a secondary analysis based on numerous studies of national education systems with respect to the various degrees of convergence, divergence and variation. It is argued with reference to the neo-institutionalist approach of the Stanford group that convergence and standardisation in education are not questions of affirmation or rejection as much as historical processes that by no means imply a deterministic implementation of an economic rationale.

The world-systems perspective was invented for modeling and interpreting the expansion and deepening of the capitalist regional system as it emerged in Europe and incorporated the whole globe over the past 500 years (Wallerstein 1974; Chase-Dunn 1998; Arrighi 1994). The idea of a core/periphery hierarchy composed of “advanced” economically developed and powerful states dominating and exploiting “less developed” peripheral regions has been a central concept in the world-systems perspective. In the last decade the world-systems approach has been extended to the analysis of earlier and smaller intersocietal systems. Andre Gunder Frank and Barry Gills (1994) have argued that the contemporary global political economy is simply a continuation of a 5,000-year-old world system that emerged with the first states in Mesopotamia. Christopher Chase-Dunn and Thomas Hall (1997) have modified the basic world-systems concepts to make them useful for a comparative study of very different kinds of systems. They include very small intergroup networks composed of sedentary foragers, as well as larger systems containing chiefdoms, early states, agrarian empires, and the contemporary global system in their scope of comparison.

Subject. This article discusses the general principles of strategic management in relation to strategic financial management. Objectives. The article aims to substantiate and formulate the principles of strategic financial management applicable in the conditions of the Russian version of the information economy, corresponding to the current documents of strategic planning and to the current state of the financial and legal doctrine. Methods. For the study, I used a systems approach, functional and structural analysis, retrospection, forecasting, observation, and classification. Results. The article reveals significant shortcomings of the current strategic planning documents, the lack of doctrinal development, as well as the normative consolidation of general and special principles, which could contribute to solving tasks by strategic financial management effectively. Conclusions. The general principles of strategic management in the economy as a whole are applicable and can be used as the basis for strategic financial management.

Purpose. The aim of the article is substantiation of theoretical and methodological principles and development of practical recommendations for the formation and implementation of innovative technologies in the production of agricultural enterprises. Methodology of research. General-scientific and special research methods are used in the process of research, in particular methods: dialectics and scientific abstraction – in determining the essence of the innovative model of development of the agricultural sector of the economy; economic and statistical – when analysing the current state of implementation of innovative technologies in the agricultural sector of Ukraine; monographic – used in presenting the results of the study. Findings. Theoretical bases of formation of innovative mechanisms and their introduction in agrarian sector are covered. Theoretical and methodological approaches to the management of innovative technologies in the production of agricultural enterprises have been formed. Organizational and economic measures for the introduction of innovative technologies in the production of agricultural enterprises are substantiated. Originality. The mechanism of introduction of innovative technologies in agricultural production in the conditions of unfavourable investment environment in Ukraine is improved, which in contrast to the existing mechanisms provides integration of state instruments of support and regulation of the industry and implementation of state and regional programs at the expense of state and local budgets. In the paper it is offered to allocate production-technological, organizational-administrative, selection genetic, economic and social-ecological mechanisms of integration of innovation in various subsystems of agricultural sector. The production and technological mechanism is a priority in providing state support for the development of animal husbandry and processing of agricultural products. Practical value. Scientific developments will allow to form in Ukraine an effectively functioning agro-industrial complex with optimal financing based on the introduction of innovative technologies in the production of agricultural enterprises. Radical changes in the domestic economy, structural changes associated with the development of market relations, have contributed to the introduction of information technology, which has significantly changed the conditions of enterprises in various industries. This poses new challenges for companies - to seek effective development strategies aimed not only at implementing social functions, but also to find effective mechanisms for management decisions. Regarding the theoretical and methodological principles and areas of management R. Fatkhudtinov proposed an alternative classification of approaches [289]: complex, integration, marketing, functional, dynamic, reproducible, normative. But their separate practical use is impractical. It is necessary to integrate them into established approaches to enterprise management and management decisions. F. Taylor is considered to be the founder of the concept of scientific management [274]. He was the first to conclude that management work is a specialty and that an organization will benefit if each group of employees does the job it can best do. At the same time, the world of industrial production became an arena of rapid change. These and other factors have led management representatives to become more aware of the existence of external factors in relation to the organization. For this purpose, new approaches to the study of management science and practice were developed: system, process, resource, situational approach, and the result of scientific research of domestic and foreign scientists in the field of management theory and practice was the emergence of synergetic and reflective approach. At the heart of the systems (cybernetic) approach, there is an assumption that any system (object) is a set of interconnected elements that has an input, output, communication with the external environment and feedback. The development of a systems approach, which gives the specialist new opportunities for the study of management, today is a synergetic approach. The given analytical review of the basic approaches to management and acceptance of administrative decisions in economic systems has shown, that there is no uniform generally accepted theory of management. Moreover, there is an increasing differentiation of research on management problems. At the same time, the tendency of mutual integration of different schools and directions on the basis of separate common concepts is clearly manifested.

The current state of the radical left and, more broadly, politics in Scotland has its roots in the unique set of political, economic and intellectual conditions found in the 1960s and 1970s. Where mainstream accounts of the origins and development of Scottish nationalism - and its increasing popularity on the left - emphasise political and economic origins in these decades, this chapter emphasises the equally crucial intellectual developments of the period. Khruschev’s ‘secret speech’, ‘de-Stalinization’ and the Soviet invasion of Hungary in 1956 engendered a growing plurality of perspectives on the European left, and it was under these new conditions that the British left increasingly questioned Stalinist orthodoxies, and established critiques of labourism and the ‘British Road to Socialism’. The search for alternatives to the classical Marxist, social democratic and Soviet canons led to a new theoretical heterodoxy, bringing Gramscian and world-systems theories to the fore along with a more politically ambiguous conception of the ‘national question’. This chapter integrates an analysis of the intellectual development of left-wing Scottish nationalism with a consideration of the growth of its influence within the labour movement during the 1960s and 1970s.

Abstract From time to time our tiny intellectual worlds are simultaneously shaken by big ideas – ideas that, however big they are, have their expiration-date. Such is the case with the idea of the impossibility to find life outside language. In this essay, I picture what I think is the current state of the philosophy of history after the so-called linguistic turn and what I think the direction is where the philosophy of history might be headed by taking into account the important job done by linguistic theories. I regard the abandonment of epistemology and the arrival to the realm of aesthetics as a point of no return, and conclude that a new philosophy of history has to have an aesthetic character. However, due to the omnipotence of language I also detect a narrow constructive potential in linguistic theories and argue that a new philosophy of history has to have the dual task of searching for life outside language while remaining in the realm of aesthetics. As a next step, I identify Frank Ankersmit’s notion of an individual historical experience as a move towards the fulfillment of this dual task. Finally, because Ankersmit’s experience remains mute, in the second half of the essay I attempt to present an outline of the possibility of a fruitful cooperation between the philosophy of history and phenomenology. More precisely, I am trying to synchronize Ankersmit’s notion of an individual historical experience with László Tengelyi’s phenomenological experiments with experience and let Tengelyi speak where Ankersmit “stops talking”. As a result, with the help of Tengelyi, an aperture can be found in language through which experience might worm its way. Due to this fissure, experience might be regarded as an invisible driving force behind linguistic expressions, and thus behind historical writing.
