Introduction. The transition to an innovative development model requires a dramatic increase in the share of innovative products and services by activating innovative entrepreneurship, introducing organizational innovations. One of the effective ways of modernizing the economy is the implementation of the attractor of integrated development of innovation infrastructure at four levels: macro level (national innovation system, free economic zones, venture financing); meso-level (creation of business incubators, technoparks, hacking, coworkings); micro-level (funds attraction, outsourcing, intrapreneurship) and nano-level (freelancing; crowdsourcing).The hypothesis of scientific research is based on the assumption that a new understanding of the priorities of educational and innovation policy and the creation of an appropriate institutional environment for the development of the ecosystem "education – science – business" will promote the establishment of equivalent relations between market actors in accordance with national priorities and world trends in scientific and technological development.The purposeof the research is to provide a comprehensive substantiation of the theoretical and methodological foundations of the formation of a management system of cluster interaction of interactive tools of the innovation chain of knowledge on a new basis, providing the attractor of innovative development of innovation and technological centers of coworking as a platform for the development of educational clusters.The methodology of the research is based on the general scientific methodology – philosophy and system approach, as well as on interdisciplinary methodological approaches – institutional, resource, network and cluster, used in socio-economic sciences.Results. A new approach to the formation of institutional forms of the implementation of innovative entrepreneurship, as well as mechanisms for the formation and functioning of small cluster business structures on the basis (with participation) of university units, allows to provide an efficient transfer of knowledge from the system of education to entrepreneurship in order to provide innovative development as the most entrepreneurial institution of higher education, and cluster action zone.Conclusions. An integrated combination of the proposed approaches to business organization provides introduction of innovative directions of economic activity, creation of additional workplaces, reduction of unemployment, poverty reduction and formation of a stratum of potentially innovative-active people who can create their own business for improving the quality and standard of living of the population.

Research background: The modern social, political and economic challenges of the Fourth Industrial revolution and development of the Network Society actualized the problem of maximizing of effectiveness of innovative policy analysis as one of the key factors of economic and political competitiveness of national states, regions, cities and urban agglomerations in Global World. Purpose of the article: The study focuses on the impact of networking on the effectiveness of national innovative development in the context of globalization. In this vein, the main ways of network interaction are considered and the network model of innovation policy is analyzed. Methods: Modern innovation policy is a synthesis of scientific, economic, industrial, and partly regional policy of the state, aimed at the formation and maintenance of an adequate institutional environment for the process of creating, disseminating and introducing innovations. Thus the key feature of the research methodology is the combination of the New Institutional Approach and the Network Theory. Findings & Value added: The study provides a detailed analysis of international experience in the field of open innovation and innovative development based on network interaction. Moreover, the authors present the classification of countries that are leaders in the process of building information (communicative) and network infrastructure. Particular attention is paid to issues of network interaction at the global level and the case of Russian innovation system in this context.

PurposeThe goal of the research is to analyze the university development trends in the national innovation system. The paper presents a review of the formation of innovative development strategies and the place of a university in them. The structure is based on the analysis of foreign trends of the transformation of universities and the examination of the efficiency of the interaction between the university, industry and the state. Russian experience in the transformation of universities is presented.Design/methodology/approachResearch methodologies include methods of statistical and comparative analysis and synthesis. The information analysis base of the research is composed of the reports of the World Intellectual Property Organization at year-end 2019, as well as global comparative assessments of the status and development of innovation activities by the Global Innovation Index and Global Competitiveness Index, which are calculated according to the methodology of the World Economic Forum and others.FindingsIn the course of research, the authors put forward a new model of universities within the framework of the national innovation system, which is based on the “triple helix model of innovation” implemented by universities, industry and the state. The logic and structure of the research are set forth in the following way. First, a review of the global practice of the formation and implementation of state innovation policy is given, with the university being a key link, the foreign experience in the transformation of universities is analyzed and the efficiency of the interaction between the university, industry and the state is examined. Furthermore, consideration is given to the Russian experience in the transformation of universities. In conclusion, the main findings of the research are presented.Practical implicationsResults testify that goals and objectives that can be solved by achieving indicators in the world rankings are important for improving competitiveness of education, but they are only efficient if they conform to management decisions that are taken for achieving them and coincide with strategic goals and directions that should be implemented within the framework of the national innovation and academic system.Originality/valueResearch hypothesis is as follows: modern age is characterized by the rapid development of digital technologies and globalization processes, which transform technologies and cultural patterns into techniques and methods of working with information. Despite the fact that a university is the center for the development of society and culture, which serves as an axiological core, it is subject to the transformation, which is mainly manifested in instrumental changes and the expansion of the social procurement range. The modern educational system is yet to find a contemporary conceptual framework of a university that would satisfy the up-to-date requirements of the global information society in an age of digital revolution and dominate in the educational services market.

The research deals with studying the factors impeding formation and functioning the innovation and investment system in Ukraine including the following: lack of innovations funding sources; imperfection of infrastructure for innovations creation and implementation; lack of necessary information on market prospects of the existing ideas and knowledge as well as advisory support of the project running from the idea to the commercialization stage; lack of established communication between scientists and business representatives. In addition, the industry is not institutionally prepared for running these processes, there is no system ensuring the innovative interest of producers. It is justified that for innovation changes, management system modernization at all levels, the development of integrated decision-making system in order to gain a competitive advantages at both the level of products generated and the industry in general are necessary along with other important factors. Also, the efficiency of public management of innovation processes is justified.It has been proved that the main directions of formation of an effective mechanism for public management of innovative development of agriculture should be: development of the institutional environment of the innovation system; state support of innovative activity, improvement of the system of development and support of small and medium business; facilitating the implementation of a public-private partnership mechanism; creation of agrarian clusters; active educational activities aimed at engaging community residents to participate in the decision-making process for the development of their territories and to realize the need to solve problems on their own.It is suggested that regional agricultural universities, together with rural communities and other public organizations of technological platforms (with the support of the state), where Agrarian business and the state, UTC, can become potential customers of innovations are proposed. On the one hand, business, UTC and the state make a request to solve their problems, and on the other, scientists, students, inventors offer innovative solutions that are further scaled and become the basis for their own innovative business.

Introduction. The role of the importance of higher education in the formation of human capital as a strategic resource of social progress and sustainable development of the country determines the relevance of studies that allow assessing the interdetermination of education and economic growth. The purpose of the article is to identify approaches to assessing the effectiveness of investments in higher education and modeling their impact on the economic growth of post-Soviet countries. Materials and methods. The methodological basis of the study is testing the author's hypothesis and econometric modeling of the influence of macroeconomic indicators characterizing the state of the higher education system on the resulting indicator of gross domestic product per capita as an indicator of economic growth according to data from 15 post-Soviet countries. Methods of economic analysis, statistical and econometric methods were used. For empirical analysis, we used statistical data from the Federal State Statistics Service of the Russian Federation, the World Bank, and the United Nations. Results. The research hypothesis about the positive impact of spending on higher education on the economic growth of the post-Soviet countries has been confirmed. The greatest response to GDP per capita is observed from the indicators "Spending on research and development" and "Admission of high school graduates to higher education". Prediction of the obtained models shows the possibility of a significant increase in GDP per capita with an increase in spending on higher education with a corresponding congruent development of the institutional environment of the post-Soviet countries. Taking into account the identified factors makes it possible to determine priorities for a balanced education and innovation policy in the post-Soviet countries. Conclusions. Empirically substantiated the need to increase investment in the higher education sector to accelerate economic growth and level economic inequality, which must be taken into account when implementing policies in the context of structural reforms in higher education in post-Soviet countries and determining the amount of investment in higher education.

The huge potential of innovations to achieve the goals of sustainable development is indisputable, but at the same time the task of orienting the innovation process to its most problematic areas, which is a threat to national security, arises. This issue is relevant in the context of the formation of mechanisms of interaction between the state, business and society and is an urgent scientific and practical problem. Based on the above, the purpose of the study is to analyze the main components of innovation development strategies in the framework of national strategies for sustainable development. In the study, the author improved the scheme of the relationship between development and security, which is focused on achieving development and security goals through appropriate innovation policies and development management. Taking into account the importance of innovative development, as well as the national characteristics of the relationship between it and the goals of sustainable development, a practical approach to the coherence of innovation policy for sustainable development is proposed. It is determined that for the implementation of the coherence of innovation policy for sustainable development, an analytical component is important, which will link the goals of sustainable development and indicators of the innovation system as the basis for their achievement. To determine the impact of innovative development on the sustainable development of Ukraine, the impact of the indicator of goal 9 on the other 16 goals is determined. The components of the national system «sustainable development – security» are identified and evaluated on the basis of Sustainable Development Report 2019. As prospects for using the developed methodology of institutional innovation (creating institutional conditions for innovative priorities of sustainable development) it is proposed to consider it in the context of achieving sustainable goals development (systematic integration of economic, social and environmental aspects of sustainable development) at the regional level.

The article is devoted to the formation of a sustainable model of interaction between business structures and higher education institutions for the formation of regional competitive advantages. The factors that determine the competitive quali-ty of the regional sphere of intellectual and educational services were identified and the content of the main strategies for the development of higher education in-stitutions in the conditions of regional competition was provided. The content and specific features of the competitive advantages of the region are due to the fact that the modern regional economy is represented by a complex system of territorially integrated production complexes of various industries, spheres and sectors of the economy. It is determined that the interaction of intellectual-educational and production systems as basic spheres of formation and development of competitive advantages of the region is characterized by a multiplier effect arising on the basis of cluster integration of industrial, intellectual-educational and infrastructural spheres within the given territory. The growth of the competitiveness of the regional economy is associated with the realization, first of all, of innovative competitive advantages, although the realization of traditional competitive advantages is also important. It is proved that the innovative development of the regional economy (as determined by competitive advantage) is due to the globalization of the world economy, increased competition, reduced opportunities for extensive development and involves the formation of large universities of innovation and research type as generators of innovation in the regions. It is proved that competitive advantages are concentrated in those regions that intensify innovation in regional education, form a regional economy based on knowledge and communication technologies, accelerate the innovation cycle through the widespread dissemination and transfer of knowledge-intensive technologies and intellectual property generation. Stimulating innovative breakthrough, form of cooperation between universities and employers, creation of corporate universities: concluding an agreement on opening additional programs that reflect the direct order of the enterprise, and the university's task is to implement the order (by creating a specialized scientific infrastructure around universities.

Introduction. An effective national innovation system is a key mechanism for modernizing the economy and forming a qualitatively new competitive economy based on innovation. One of the factors that can increase competitiveness is the active use of innovative technologies that will lead to the formation of scientific and technical, production, financial, social activities in a new institutional environment. Purpose. The article evaluates the dependence of competitiveness on the type of innovation, and proposes a scheme for evaluating the effectiveness of management innovations of the port industry. Method (methodology). The following methods were used to achieve this goal: logical generalization, analysis, grouping. Results. Competition has shifted to innovation in recent decades. The processes of economic transformation affect the competitive behavior of port enterprises, forcing them to become responsive to market signals, proactive and flexible because when the rate of change occurring outside the company exceeds the rate of change occurring inside it, then such situation leads to industrial death. In the modern concept of innovative development of port enterprises, technology, the scale of investment in research is a central endogenous component. The emphasis of key resources in development is transferred from the production space to the availability of mobile finance and human intelligence, a new type of enterprise arise. Conclusions. The port industry will face a new quality competition – digital competition, when companies will compete not only in price and service, but also in the level of digitalization. Namely: how user-friendly interfaces, user offices, whether B2B data synchronization is available, whether it is possible to track cargo, passengers, collect and process data online. All this will give businesses access to qualitatively new solutions. Digitalization and competition are interconnected things that affect the innovative development of the port industry today and will be leading in the near future.

Topicality. The inconsistency in carrying out scientific and technical and innovation policy during the years of Ukraine's independence has led to a significant technological lag behind the developed countries of the world. As a result, the low level of competitiveness of domestic industrial enterprises has become. In such circumstances, considerable importance is the creation of proper conditions for formation of an integrated national system to effectively transform new knowledge into new technologies, products and services that find their ultimate consumers. Aim and tasks. The aim of the article is to study, evaluate and identify the strengths and weaknesses of the country in providing the prerequisites for the innovation development of Ukrainian industrial enterprises. Research results. The article analyzes the main prerequisites for the formation of innovation system in Ukraine revealed strengths and weaknesses of the country's position in ensuring these prerequisites for innovative industrial development. The main directions of improvement of the components of the national innovation system are determined. Conclusions. The results of the analysis of the effectiveness of the national innovation system testify that in Ukraine, unfortunately, satisfactory prerequisites for the innovative development of industrial enterprises have not yet been formed. Having educated and professionally trained people who can create, share and use knowledge inspires some optimism, because intellectual capital of Ukraine - a point of growth for the economy. About that. in the conditions of an open market and borders, in the absence of economic freedoms and satisfactory social standards, our human capital will be the point of growth for foreign economies. The success of the modern state is defined by the ability to generate and commercialize knowledge and information as well as reforms to create an innovative economy and particularly for the innovative development of industrial enterprises should be a priority in most economic strategy.

The article considers innovative processes taking place in modern socio-economic conditions in the system of higher and secondary professional education in the Russian Federation. The study points out negative factors that prevent the formation of innovative processes in the economy. They identify innovative ways of development in the system of higher and secondary professional schools and essential differences in the definition of significant trends of development. The study has defined a socially-oriented model as the most progressive model of innovative development of higher education institutions. It is the social-oriented model that allows us integrating scientific-research and professional-oriented assets creating an innovative environment in higher education. Other processes are typical for secondary vocational education, the main purpose of which is defined as providing the middle level of the Russian economy with highly skilled workers and specialists. The study has revealed that there are approach processes of the secondary vocational education system with production. Business structures are taking more active part in the organization of the educational process every year. The subject of scientific work is a set of theoretical and methodological issues of development of institutional support for innovation based on the analysis of modern experience of developed countries and the possibilities and directions of its application in the Ukrainian practice of financial and economic processes. The object of study is a system of institutions operating in the innovation sphere of the economy, taking into account the influence of incentives. The scientific novelty lies in the development of theoretical provisions and the development of recommendations of a practical nature for the development of a modern system of institutional support and stimulation of innovative development of economic entities. It is indicated that the level and results of innovation do not meet the needs of Ukraine's economy, do not provide economic growth. In this regard, the author proposes to improve the situation through the introduction of borrowed practices of the necessary institutional norms of highly developed countries, which will address a number of pressing issues. They concern both the reform of the existing domestic system of public administration and the formation of an institutional framework to support and stimulate innovative development in Ukraine in general. Institutional reform of the system of accumulation, dissemination of knowledge, their transformation into an innovative product and intellectual capital must take place, and vice versa. To do this, the article analyzes the concept of institutions and innovation, systematizes the list of institutions of innovative development and identifies features of modern changes in the institutional environment of the economy; the world experience is analyzed and the directions and measures of realization of institutional bases of stimulation of innovative activity are defined.
