The object of study is a system of institutions operating in the innovation sphere of the economy, taking into account the influence of incentives. The scientific novelty lies in the development of theoretical provisions and the development of recommendations of a practical nature for the development of a modern system of institutional support and stimulation of innovative development of economic entities. It is indicated that the level and results of innovation do not meet the needs of Ukraine's economy, do not provide economic growth. In this regard, the author proposes to improve the situation through the introduction of borrowed practices of the necessary institutional norms of highly developed countries, which will address a number of pressing issues. They concern both the reform of the existing domestic system of public administration and the formation of an institutional framework to support and stimulate innovative development in Ukraine in general. Institutional reform of the system of accumulation, dissemination of knowledge, their transformation into an innovative product and intellectual capital must take place, and vice versa. To do this, the article analyzes the concept of institutions and innovation, systematizes the list of institutions of innovative development and identifies features of modern changes in the institutional environment of the economy; the world experience is analyzed and the directions and measures of realization of institutional bases of stimulation of innovative activity are defined.

Introduction. The transition to an innovative development model requires a dramatic increase in the share of innovative products and services by activating innovative entrepreneurship, introducing organizational innovations. One of the effective ways of modernizing the economy is the implementation of the attractor of integrated development of innovation infrastructure at four levels: macro level (national innovation system, free economic zones, venture financing); meso-level (creation of business incubators, technoparks, hacking, coworkings); micro-level (funds attraction, outsourcing, intrapreneurship) and nano-level (freelancing; crowdsourcing). The hypothesis of scientific research is based on the assumption that a new understanding of the priorities of educational and innovation policy and the creation of an appropriate institutional environment for the development of the ecosystem "education – science – business" will promote the establishment of equivalent relations between market actors in accordance with national priorities and world trends in scientific and technological development. The purposeof the research is to provide a comprehensive substantiation of the theoretical and methodological foundations of the formation of a management system of cluster interaction of interactive tools of the innovation chain of knowledge on a new basis, providing the attractor of innovative development of innovation and technological centers of coworking as a platform for the development of educational clusters. The methodology of the research is based on the general scientific methodology – philosophy and system approach, as well as on interdisciplinary methodological approaches – institutional, resource, network and cluster, used in socio-economic sciences.Results. A new approach to the formation of institutional forms of the implementation of innovative entrepreneurship, as well as mechanisms for the formation and functioning of small cluster business structures on the basis (with participation) of university units, allows to provide an efficient transfer of knowledge from the system of education to entrepreneurship in order to provide innovative development as the most entrepreneurial institution of higher education, and cluster action zone.Conclusions. An integrated combination of the proposed approaches to business organization provides introduction of innovative directions of economic activity, creation of additional workplaces, reduction of unemployment, poverty reduction and formation of a stratum of potentially innovative-active people who can create their own business for improving the quality and standard of living of the population.

The research deals with studying the factors impeding formation and functioning the innovation and investment system in Ukraine including the following: lack of innovations funding sources; imperfection of infrastructure for innovations creation and implementation; lack of necessary information on market prospects of the existing ideas and knowledge as well as advisory support of the project running from the idea to the commercialization stage; lack of established communication between scientists and business representatives. In addition, the industry is not institutionally prepared for running these processes, there is no system ensuring the innovative interest of producers. It is justified that for innovation changes, management system modernization at all levels, the development of integrated decision-making system in order to gain a competitive advantages at both the level of products generated and the industry in general are necessary along with other important factors. Also, the efficiency of public management of innovation processes is justified. It has been proved that the main directions of formation of an effective mechanism for public management of innovative development of agriculture should be: development of the institutional environment of the innovation system; state support of innovative activity, improvement of the system of development and support of small and medium business; facilitating the implementation of a public-private partnership mechanism; creation of agrarian clusters; active educational activities aimed at engaging community residents to participate in the decision-making process for the development of their territories and to realize the need to solve problems on their own.It is suggested that regional agricultural universities, together with rural communities and other public organizations of technological platforms (with the support of the state), where Agrarian business and the state, UTC, can become potential customers of innovations are proposed. On the one hand, business, UTC and the state make a request to solve their problems, and on the other, scientists, students, inventors offer innovative solutions that are further scaled and become the basis for their own innovative business.

The article presents the results of a study of the state role in the modern process of innovative development. It relies on academic literature and research to evaluate government measures, such as creating the necessary environment, subsidies and various tax incentives. The analysis of the indirect impact on the innovative development of the country is made through the education and training of scientists and researchers, creation of institutions, as well as supporting the structure for the commercialization of innovation. The synthesis of estimates of the effectiveness of government intervention in the innovative development of the economy is used. A comparative analysis revealed the features of the innovation system in Russia: in comparison with developed countries, unique conditions were created for business development through a comprehensive fiscal policy, however, private sector interest in innovation remains low. Therefore, priority directions in development remain measures to improve the business climate, increase the investment attractiveness of the country and promote competition. With a high degree of involvement of domestic universities in R&D, the relationship with the private sector remains poorly developed, which impedes the commercialization of projects under development, which also leads to the leakage of personnel from the country and reduces the competitiveness of domestic enterprises. The state should create the necessary conditions for the development of an innovative economy and actively work to eliminate these barriers, primarily by stimulating business activity and internal competition. In the future, it is necessary to develop sectors that already have serious competitive advantages, such as oil and gas, mining, agriculture, as well as the banking sector, transport, food processing and electricity, and also focus on development choices full-time promising areas with personnel potential.

The purpose of the article is to study economic phenomena and processes in Ukraine in order to substantiate the need to intensify innovative activity on its territory and to search for promising opportunities to increase the competitiveness of Ukrainian enterprises during the political and economic crisis. Measurement of the level of innovative development of Ukrainian enterprises was carried out using data for a nine-year period of time (2010, 2011, 2012, 2013, 2014, 2015, 2016, 2017, 2018, 2019). Methodology. The use of economic, abstract and logical research methods through methods of analysis, synthesis and graphical presentation made it possible to assess the level of innovative development of Ukrainian enterprises for the main international rating and macroeconomic indicators. Results. The content of the concept of “innovative activity” was clarified, which made it possible to highlight the main directions of innovative development of enterprises in the country. A methodology for conducting a step-by-step assessment of the level of innovative development of enterprises in Ukraine through the criteria that determine the profile of the National Innovation System of Ukraine is proposed. According to the results of the assessment, it has been found that during the analysed period, Ukraine’s positions in The Global Competitiveness Index in the context of individual rating indicators do not have stability and are positioned at the level of underdeveloped countries. At the macroeconomic level of Ukraine, this is confirmed by the annual decrease in the part of expenses for the implementation of innovative developments in the structure of GDP expenditures to a critically low level. In the process of assessing the costs of performing innovative developments by type of work, it has been found that the most funded type in Ukraine is scientific and technical (experimental) developments. Practical implications. The results of the assessment confirm the drop in the level of innovative activity of Ukrainian enterprises, the low efficiency of the National Innovation System, and explain the passive role of the state and the further lag of the country in technological development from the developed countries of the world. In such conditions, there is the need to attract consulting companies to increase innovative activity. Value/originality. A methodology for assessing the level of innovative development of Ukrainian enterprises has been formed according to the results of which it is proposed to use consulting as an effective tool of the National Innovation System in order to increase the competitiveness of Ukrainian enterprises.

Innovative development of the countries of the world is based on the use of conditions of development and a set of measures technical, industrial and commercial in nature, which are emerging or improving existing industrial processes and equipment. The level of such development can be estimated using international indices. Assessment of their dynamics, variations, calculated coefficients of differentiation determined the need to align models of regulation of the economy, which, as the experience of highly developed countries, should be based on maintaining a high level of innovation of the economy. The purpose of the research is to study the world innovation development and develop recommendations for enhancing innovation activities of countries in the context of modern globalization transformations. The study used the dialectical method of scientific knowledge, as well as general scientific and special methods of research: methods of theoretical use of the generalized and abstract-logical state - for the current state of modern innovative development of the industrial level; statistical methodology of systematization, grouping, methods of the Commission of Variants, Concentrations and Technologies - to select the code and unevenness of innovative development of the world for the value of the GII index; systematic approach - for specific tasks of international innovation activity and sending recommendations for activation of innovative activity in the field of modern global transformations. The tasks of international innovation activity in the context of modern globalization transformations should be based on human capacity building in the sphere of innovations, technological modernization of key sectors of the economy, introduction of innovations in all spheres of public administration, increase of openness of national innovation system, development of interstate innovation clusters. Method (methodology). The following methods were used to achieve this goal: logical generalization, analysis, grouping. Results. Competition has shifted to innovation in recent decades. The processes of economic transformation affect the competitive behavior of port enterprises, forcing them to become responsive to market signals, proactive and flexible because when the rate of change occurring outside the company exceeds the rate of change occurring inside it, then such situation leads to industrial death. In the modern concept of innovative development of port enterprises, technology, the scale of investment in research is a central endogenous component. The emphasis of key resources in development is transferred from the production space to the availability of mobile finance and human intelligence, a new type of enterprise arise. Conclusions. The port industry will face a new quality competition – digital competition, when companies will compete not only in price and service, but also in the level of digitalization. Namely: how user-friendly interfaces, user offices, whether B2B data synchronization is available, whether it is possible to track cargo, passengers, collect and process data online. All this will give businesses access to qualitatively new solutions. Digitalization and competition are interconnected things that affect the innovative development of the port industry today and will be leading in the near future.
