BACKGROUND AND OBJECTIVES. To build an effective market economy and democratic society, Ukraine needs to create a platform for dialogue between the government, business and civil society. Social responsibility of business is one of the key factors for building such a dialogue. The main problem of modern information support of social responsibility of business is the lack of a mechanism for its formation, which served as the basis for the improvement of methodological foundations for the formation of information support of social responsibility of business.METHODS. The proposed system of parameters and criteria is the basis of a survey (using the method of hierarchy analysis), to assess the state of information support for social responsibility of business in the enterprises of the Kyiv region (Ukraine).FINDINGS. A conceptual approach to the development of social responsibility in business has been formed, the implementation of which is based on the development of a methodological framework in three areas. The first one is implemented in the work by adapting the provisions of international standards of social responsibility. The second direction is represented by the development of the mechanism of formation of information support of social responsibility of business, which provides, on the one hand, monitoring in the implementation of quality assessment of information support of social responsibility of business, and, on the other hand, optimization of the process of formation of information on social responsibility of the enterprise for stakeholders. The third direction of the conceptual approach is implemented in the work through the formation of the relationship between financial and social reporting indicators, which promotes consistent disclosure of non-financial and financial information in social reporting for stakeholders, which in the context of the COVID-19 pandemic is of particular importance.CONCLUSION. The formation of information support for social responsibility of business should be seen as a combination of three pillars: theoretical, structural and process. The implementation of the mechanism is aimed at unifying the structure and content of social reporting and meeting the information needs of stakeholders, the implementation of international standards of social responsibility of business, based on the results of evaluation of their provisions and the development of terminology of the fundamental categories of the "open society". Implementation of the methodological approach will allow to form the enterprise's development priorities in terms of social responsibility of business, minimise conflicts of stakeholders and ensure the formation of interrelation between financial and social reporting indicators.

Volunteering is actively developing in the Russian Federation and around the world. Society that takes part in volunteer projects has a high level of civic identity, morality and forms humanistic values among young people. Volunteer movement is a tool to reduce the level of antisocial and extremist behaviour.Approximately 15% of the population of the Russian Federation is involved in volunteering activities at the present time. Thanks to the volunteer organizations created in educational institutions, the government creates positive image of a volunteer. At the same time, there is a problem of public distrust in this type of activity due to the lack of awareness of volunteer organizations and their projects. Organizers of the volunteer movement face the problem of lack of information about volunteering that entails the difficulties in setting goals and objectives of the volunteer organization. It is necessary to identify the information needs of volunteers, as well as to create an information field where they can meet these needs.There is no resource with comprehensive information about volunteering activity in Russia. Information needs of participants in such type of projects cannot be fully met. The main source of information is the portal “Volunteers of Russia”. It allows you to get e-book of a volunteer, register a volunteer organization, create an event and apply for participation in an existing project. However, the system has a number of factors that make it difficult to keep accurate records of volunteer activities; it is more designed to attract attention to projects.In 2018—2019, the study was conducted using the online survey (questionnaire). The survey involved volunteers (451 respondents) and their leaders (43 respondents) of the St. Petersburg Volunteer Movement “Our Future is in Our Hands”. The purpose of the study was to identify the information needs of volunteers and their managers. The survey results led to the conclusions: the availability of information resources on volunteering is not too high; the most interesting information is related to the experience of implementing volunteer activities, project development and management, the development of supra-professional skills. Volunteers prefer to use electronic documents.It is necessary to develop special programs and organize training courses on the formation of information culture of volunteers, to create a wider range of information resources for volunteers. One of the possibilities is to create a unified public resource that reflects different aspects of volunteering activities. It is important to form a comprehensive information support for volunteers.

In present-day Ukraine, a large number of families and individuals are beneficiaries of programs for social support of the population. Economic and political crises, reforms in tariff and social policies, added by the pandemic of coronavirus infection in the latest time, result in the worsening life standards of a considerable share of the population in certain periods of time. In was in 2015–2018 that in some of the quite populated localities social programs covered as many as 70% of the population. This triggered a respective growth in the social support from the central and local budgets. Such situation aggravated the problem of targeting of the government social support, decreasing the number of cases when a social aid is assigned in an improper or baseless manner, and the scopes of fraud in this sphere. One of the ways for reforming the system of social support in the present days is to adopt the method of assigning all the categories of support with consideration of incomes and property status of applicants. The property status of families or individuals can be quite accurately measured given the access to the registers containing data on houses, land plots, transport vehicles etc. either possessed or disposed by them. However, given a high level of employment in the informal sector, large scales of the shadow economy and external labor migration, assessment of the actual income level of families constitutes a serious problem. Quite often the stated incomes do not correspond with actual ones, and applicants do not have stimuli to disclose their real life standards.  The article’s objective is to expose a methodological approach to operational assessment of potential incomes of applicants and recipients of social support. Approaches based on statistical models of correlation between life standards and sets of households’ or individuals’ characteristics have been constructed and used in many developing countries where the conditions for formation of the population incomes are similar to the ones in Ukraine. The article highlights methodological foundations for building up the models for operational assessment of the population income, with due account to issues of information support to modeling and use of income assessment results. Examples of computations by the proposed models are given.

Are the accounting reports to be prepared on a yearly basis suitable for indicating problems, possibly for informing the stakeholders about the declining phase of an enterprise? The information needs of the various market operators are different thus the question is whether the management of an enterprise or possibly the owners place an emphasis on the adequate information. We examine the issue of social responsibility from a special approach in which, in addition to the corporate lifecycle models, there is a focus on the information content of the Hungarian and international accounting reports, moreover the content of the further report that is to be prepared but does not form a part of the accounting report. The aim of our research is to compare the notes and the further reports which meet the Hungarian, Rumanian, Slovakian and international standards and corroborate the quantitative data of the accounting report. By paralleling the notes and the further reports, we draw attention to the fact that one of the most important accounting principles i.e. the going concern concept, which the other principles are based on, will be (or will likely be) affected insofar as content of the enterprises’ reports does not comply with the legislation. In addition to the addressees of accounting, the authors point at the issue of social responsibility based on those similarities which can be observed in the relations of the value-oriented corporate governance. Subject. The article considers the need to study the financing of investment and innovation processes and creating an effective system of project financing. Objectives. The purpose is to search for new opportunities to enhance the competitive advantages of enterprises of the dairy subcomplex, to ensure their financial stability and steady position in specialized agricultural food-product markets. Methods. The study draws on the theoretical and methodological approach to the impact of project management of innovation and investment activities on improving the efficiency of the project financing system and financial stability of enterprises operating in the dairy subcomplex. Results. The findings show that four levels can be distinguished in the formation and improvement of the system of project financing and the management of innovation and investment activities, depending on the depth of transformation. The principle that provides the integration of the said system with the current model of management of the dairy subcomplex enterprise is defined as a driver. The paper offers a number of levels of the system transformation to gain competitive advantages. Conclusions. I present a mechanism for creating and improving the system of project financing and the management of innovation and investment activities, and a mechanism for interaction of the network of automated information systems, intended to make management decisions, with the automation of information support to innovative solutions.

This study aims to analyze the relevance of the �health emergency� status to the existing legal theory and condition as well as to identify the validity of the Circular Letter of the Rector of State Universities. To this end, this study applied the statute and conceptual approach. The study was conducted by inventorying primary and secondary legal materials to obtain a proper and critical review of the legal issues under study. The results showed that the determination of the �health emergency� status by the government was inappropriate due to the uncertainty of the regulations issued by the government to determine the current condition. Thus, the status of the COVID-19 pandemic is a �legal emergency� status. Further, the Rector�s policy through the Circular Letter is valid judicially, sociologically, and philosophically. The determination of the �legal emergency� status can be done by issuing a Perppu without a �state of emergency� from the President. Finally, it is suggested to firstly get an approval from the Ministry of Education and Culture regarding the issuance of the Rector�s Circular Letter. Besides, further study is needed as this study was conducted during the COVID-19 pandemic.�Keabsahan Surat Edaran Rektor Perguruan Tinggi dalam Pandemi Covid-19Tujuan dari penelitian ini adalah untuk menganalisa relevansi status �darurat kesehatan� dengan teori hukum dan kondisi yang ada dan keabsahan atas Surat Edaran Rektor Perguruan Tinggi Negeri. Metode yang digunakan dalam penelitian ini adalah statute approach dan conseptual approach. Penelitian dilakukan dengan menginventarisasi bahan hukum primer dan sekunder, guna mendapatkan kajian yang seyogianya dan telaah kritis terkait isu hukum. Hasil penelitian menyatakan penetapan status darurat kesehatan oleh pemerintah kurang tepat, dikarenakan tidak menentu-nya peraturan yang dikeluarkan oleh pemerintah untuk menetapkan kondisi saat ini. Sehingga, status pandemi COVID-19 merupakan status darurat hukum. Kebijakan rektor melalui Surat Edaran adalah absah secara aspek yuridis, sosiologis, dan filosofis. Penetapan darurat hukum cukup dilakukan dengan menerbitkan Perppu tanpa pernyataan darurat dari Presiden. Saran peneliti adalah di perlukan persetujuan pada Kementerian Pendidikan dan Kebudayaan terkait terbitnya Surat Edaran Rektor, dan dibutuhkan penelitian lebih lanjut dikarenakan penelitian ini dilakukan pada masa COVID-19 yang bersifat temporal.�

The current state and problems of agricultural advisory organization in Ukraine on the basis of historical analysis of the evolution of the formation and development of agricultural knowledge and information in the world and in modern Ukraine, the involvement of peasants in the active use of innovative solutions in agricultural production, storage and processing of agricultural products was highlighted. The basic principles of the organization of agricultural advisory activity, features of interaction of advisory services with agrarian business, the government, a science and education were formulated. Forms of scientific-consulting and information support of the processes of transfer of innovative technologies in agro-industrial production were given. Ways to improve the organization of agricultural advisory activities in Ukraine using the potential of the National Academy of Agrarian Sciences of Ukraine were proposed. The edition is recommended for specialists of agricultural advisory services, scientists, teachers and students of agricultural education institutions, participants of the system of training and retraining of personnel of the agro-industrial complex of Ukraine.

For the world community UNESCO has developed international standards of media information literacy, which have been adopted by all UNESCO member countries. In Central Asia, Kazakhstan was the first to deal with these issues 10 years ago. The group of scientists of the Kazakh National University named by al-Farabi is working on studying this issue. Most of the scientific works on media education are aimed at justifying the need for media education in modern society and its value. The purpose of the article is the development of methodological materials on the formation of literacy in the field of media and information literacy for training target groups and informing the public. The authors of this article apply the methodology of comparative historical research, the methodology and technique of sociological research, the systemic and structural-functional approach in combination with comparative historical method and statistical data analysis, as well as the study of official documents characterizing the policy of international community and Kazakhstan. Also, content analysis and qualitative documents analysis, as well as comparative research methods, were used. As a result of the research, it was concluded that any conceptual design, scientific paradigm suffers to some extent with idealization and the conceptual approach of UNESCO discussion formed the basis for this review, causing positive expectations. However, media is not always socially-oriented tool. It is clear that in this scenario, it is not necessary to rely solely on the consciousness of journalists and self-censorship of editors. However, understanding the principal approaches of UNESCO and following the recommendations developed can control risks and contribute to the development of a full-fledged civil society. Practical significance of the research lies in the possibility of using its results in the field of media, psychology, pedagogy, culture, history, journalists, political scientists, social engineers, teachers, students and post-graduate students of universities. The results of the research can be integrated into the educational and upbringing processes. It is necessary to train target groups for the further dissemination and training of media and information literacy and to address the issues of forming a civic position in Kazakhstan.

In Latin America, based on the recognition of Indigenous Peoples, the identification of gaps or disparities between the Indigenous and non-Indigenous population has emerged as a new research interest. To this end, capturing Indigenous identity is key to conducting certain analyses. However, the social contexts where the identity of Indigenous persons are (re)produced has been significantly altered. These changes are generated by the assimilation or integration of Indigenous communities into dominant national cultures. Within this context, limitations emerge in the use of this category, since Indigenous identity has a political and legal component related to the needs of the government. Therefore, critical thought on the use of Indigenous identity is necessary in an epistemological and methodological approach to research. This article argues that research about Indigenous Peoples should evaluate how Indigenous identity is included, for it is socially co-produced through the interaction of the State and its institutions. Thus, it would not necessarily constitute an explicative variable. By analyzing the discourse about Aymara Indigenous communities that has emerged in the northern border of Chile, this paper seeks to expose the logic used to define identity. Therefore, I conclude that the process of self-identification arises in supposed Indigenous people, built and/or reinforced by institutions, which should be reviewed from a decolonizing perspective and included in comparative research.

This article is intended to empirically test the effectiveness of the Corporate Social Responsibility (CSR) dimension of assistance to Small Business Entrepreneurs (SMEs) under companies’ guidance of Semen Indonesia in Central and East Java. Corporate Social Responsibility (CSR) implementation for Small Business Entrepreneurs (SMEs), besides as a social contract implementation, is also an effort to increase legitimacy. This study is essential to obtain effective and relevant CSR dimensions recommended for the SME empowering program. The study was conducted at SMEs domiciled around the mining area and the cement factory. Out of 250 SMEs, 92 SMEs were involved in this study. The research data was primary, including respondents’ opinions, where the data were taken using survey and interview procedures. Data analysis using statistics was a factorial analysis. The results showed that of the eight programs included in CSR in the field of assistance for empowering SMEs, two were effective for empowering SMEs: (1) low-cost revolving funds and (2) production equipment assistance for SMEs. Meanwhile, six other CSR programs showed ineffectiveness: (1) mentoring, (2) marketing, (3) ease of procedure and relief of loan terms, (4) education and training, (5) accessibility of obtaining loans, and (6) the involvement of parties in the implementation of CSR. It indicated that the six CSR programs were not effective in helping to build image and legitimacy. The results of the research make an important contribution to the government and corporations and show that the construction of CSR programs must give attention to the real conditions and needs of SMEs in order to achieve effectiveness in solving problems by SMEs. Especially for the government, regulations are needed that can systemically encourage companies to implement CSR. This research still has limitations, therefore further research should be developed, especially in the area of empirical testing related to the contextual dimensions of CSR that are relevant to assisted stakeholders. Development-based research should be considered.
