New benchmarks of the digital economy require the introduction of new information technologies into the daily practice of public administration. The main legal frameworks of the state development of the digital society in the medium and long term are considered on the example of the National Project “Digital Economy”. It is shown that the provision of a sufficient level of regional government in the conditions of information transformations is possible within the framework of the Federal Project "Digital Public Administration". Training and retraining of personnel in the field of information technologies is the most important condition for the successful implementation of the idea of informatization of Russian society, it is implemented by the measures of the Federal project "Personnel for the digital economy"

A consistent approach to improving the quality of draft of normative legal acts contributes to the development of socio-economic relations in the country, reducing bureaucratic procedures and generally improves public administration. The quality of rule-making and its effectiveness largely determine the implementtion of a particular state policy task. Kazakhstan has created all conditions for the development of legislation and its improvement. Moreover, measures are being taken to introduce new information technologies to adjust existing legal norms. The article describes the existing system of state rulemaking, as well as the prospects for using new technologies.

The monograph is devoted to the consideration of the possibilities of using state information systems in various spheres of public administration. The authors study both the current state and the development prospects of domestic legislation on information systems; analyze the implementation of state information systems in education, healthcare, financial management, environmental protection, etc., paying particular attention to the effectiveness of their use. Separately, the work considers the advisability of switching to new information technologies in public administration, such as blockchain, “big data”, etc., taking into account potential threats from their implementation and their elimination by legal means.


The article analyzes the current state and prospects for improving the legal regulation of public administration in the sphere of stimulating the development of information technologies, including formation of a digital economy in the Russian Federation. Based on the analysis of the Russian legislation, key elements of the legal mechanism of public administration in the sphere of stimulating the development and introduction of technologies in various fields that can be used to stimulate the development of information technologies are identified. The analysis of the documents of strategic planning and information legislation made it possible to substantiate a number of proposals for improving the legal regulation in the sphere under consideration, including legislative provisions for stimulating IT development, identifying and eliminating legal and organizational barriers to their development, and measures to stimulate it.

Based on applied sociological research results (data collection technique -in-depth interview), the main directions of using information technologies and resources by young teachers in a big Russian city are examined. The article states that the digital transformation of the educational environment influences everyday work of young teachers. The positive and negative instances of the digital transformation of the educational environment are highlighted. The studies have defined that the effective use of information technologies and resources is capable of minimizing some difficulties and risks faced by modern teachers in their daily professional activities. The studies have indicated new courses for the introduction of information technologies into the daily practice of the professional activity of young teachers. After conducting empirical verification of the influence of the digital transformation of the Russian society and the education system on the formation of the professional identity of young teachers in a big Russian city the authors have concluded that information technologies and resources are a constitutive factor in building professional identity of young teachers in a big Russian city.

There is good reason to be concerned about the long-term implications of the current crisis for the reproduction of contemporary social formations. Thus there is an urgent need to understand it character, especially its distinctive features. This article identifies profound ambiguities in valuing assets as new and key economic features of this crisis, ambiguities traceable to the dominant, “computationalist” computing used to develop new financial instruments. After some preliminaries, the article identifies four specific ways in which computerization of finance is generative of crisis. It then demonstrates how computationalist computing is linked to other efforts to extend commodification based on the ideology of so-called “intellectual property” (IP). Several other accounts for the crisis are considered and then demonstrated to have less explanatory value. After considering how some commons-oriented (e.g., Free/Libre and/or Opening Source Software development projects) forms of computing also undermine the IP project, the article concludes with a brief discussion of what research on Socially Robust and Enduring Computing might contribute to fostering alternative, non-crisis generative ways to compute.

The article has been devoted to the project approach as the basis of the modern educational process. The importance of changing the educational process has been shown in order to ensure the high quality of Russian education in accordance with the changing demands of both the population and the long-term objectives of the development of Russian society and economy, which will lead to an increase in the demand for graduates of Russian higher education institutions by not only domestic corporations, but also foreign. Advantages and disadvantages of the project-education, as well as the complexity of the transition from traditional learning, have been considered. An example of successful implementation of the model has been analyzed.

The new information technologies have transformed the techniques of print publishing. This paper charts the diffusion of digital desktop publishing (dtp) systems within the magazine publishing sector, and assesses the threats and opportunities of the new information technologies for print publishing. In particular, the paper focuses on the organizational changes accompanying the new techniques as publishers internalize page make-up, and in so doing bring into question the long term future of an independent pre-press sector. The paper highlights the obstacles in the path towards full digital publishing, and examines the factors behind the slow diffusion of dtp amongst magazine publishers. Finally, the strategic implications for decision makers are assessed, and some wider issues arising from our study for the information technology community are considered.

Problem and goal. In Russian society, the simultaneous and mass transition to distance learning of educational organizations in March 2020 in connection with a new coronavirus infection caused a sharp discussion about the effectiveness and consequences of this format of training, as well as about the prospects for its use after the COVID-19 pandemic. In the current conditions, the education system is faced with the task of training specialists in the face of the uncertainty of the future and the accelerated digitalization of the economy. The purpose of the research is to analyze the main factors influencing the development and spread of distance learning in the coming years, as well as the possible short and long-term consequences of switching to distance learning in higher education institutions. Methodology. The analysis of the scientific literature and practical activities, as well as experienced teaching, was used in the study. Results. The content and form of education will significantly transform in the long term. Today the necessary digital competencies cannot be acquired within the framework of the traditional educational process (lectures, seminars, exams in oral form), without the systematic use of information technologies in the educational process. Information technologies will be in high demand by graduates and will allow them to be prepared for the practical use of IT in the workplace. In addition, it can significantly improve the effectiveness of training because it allows to implement an individual learning trajectory, personalize training, remove restrictions on the time and place of training, and increase the visibility and interactivity of the educational process. Conclusion. Online education, e-learning using distance learning technologies in the long term will meet the demand of students and society for training in an uncertain future. Thanks to information technologies, conditions are created for active cognitive and educational activities of students, individualization of training is provided, turning the student into an active and equal participant in the educational process, including by refusing to provide ready-made differentiated knowledge, which leads to the formation of the reproductive nature of thinking in students.
