The article has been devoted to the project approach as the basis of the modern educational process. The importance of changing the educational process has been shown in order to ensure the high quality of Russian education in accordance with the changing demands of both the population and the long-term objectives of the development of Russian society and economy, which will lead to an increase in the demand for graduates of Russian higher education institutions by not only domestic corporations, but also foreign. Advantages and disadvantages of the project-education, as well as the complexity of the transition from traditional learning, have been considered. An example of successful implementation of the model has been analyzed.

Abstract Distance learning and e-learning have significantly developed in recent years. It is also due to changing educational requirements, especially for adults. The article aims to show the advantages and disadvantages of distance learning. Examples of the 20-year use of the distance learning form of computer science describe the difficulties associated with the implementation and implementation of this form of teaching. The results of students in the full-time and distance form of teaching in the bachelor’s study of computer science are compared. Long-term findings show that distant students have significantly lower scores in the first years of study than full-time bachelor students. In the following years of study, the differences diminish, and students’ results are comparable. The article describes the possibilities of improving the quality of distance learning.

New benchmarks of the digital economy require the introduction of new information technologies into the daily practice of public administration. The main legal frameworks of the state development of the digital society in the medium and long term are considered on the example of the National Project “Digital Economy”. It is shown that the provision of a sufficient level of regional government in the conditions of information transformations is possible within the framework of the Federal Project "Digital Public Administration". Training and retraining of personnel in the field of information technologies is the most important condition for the successful implementation of the idea of informatization of Russian society, it is implemented by the measures of the Federal project "Personnel for the digital economy"

The purpose of this study was to explore the opportunities and risks associated with the implementation of new educational formats, including project laboratories, hackathons, startup challenge, co-working, microlearning with regard to their social and axiological aspects into training of high-skilled professionals. The article includes the review of priority areas of the modern education meeting the trends of the digital economy and the description of its specific characteristics. The paper also dwells on the models of cluster education developed by the group of tutors, containing problem cases, draft solution to socio-humanistic tasks, prototypes of engineering projects, business cases, and innovative entrepreneurship technologies. The conducted analysis shows that the use of the opportunities provided by modern educational technologies allows designing am individual educational path, selecting principal subjects and optional courses. During studies at the project office the students develop the skills and competences making them competitive in the global market. The work allowed for the analysis of advantages and disadvantages of the innovative forms and technologies of education into the educational process, as well as for the forecast regarding the efficiency of its long-term implementation.

The article analyses the incentives of the Russian higher education institutions to provide quality education which develop as a result of the competition and signals from labor market. The mechanism of a quality assurance of training of specialists in higher education institution is the quality management system. The experience of formation of a quality management system is presented. The structure and interrelation of components of quality of education is considered. Criteria and indicators of quality of educational process, which can be applied in estimation of quality in the educational organization, are offered. Besides, backbone components of quality — satisfaction of consumers with educational services are considered.

Subject. In 2017, the “Happy Smile” project was developed at the dental faculty of the Ural State Medical University and its active implementation began, during which teachers and students conduct preventive measures in educational institutions, shopping centers, hospitals of the city. The goal is to increase the literacy of the population in relation to the prevention of oral diseases, as well as the quality of life of the population by reducing the level of dental morbidity, the formation of professional and super-professional competencies of a modern graduate dentist. Methodology. According to WHO, the prevalence of dental diseases does not tend to decrease. An urgent task today is the development of programs and projects aimed at the health of the population. Results. In 2017, the staff of the Department of Therapeutic Dentistry and Propaedeutics of Dental Diseases of the Ural State Medical University took the initiative to create a Happy Smile preventive project at the faculty. The main objectives of the project were: the creation of a comprehensive preventive program covering all age groups of the population; carrying out activities aimed at updating the preservation and maintenance of dental health; improving the quality of medical (dental) education by involving students in medical volunteering; expansion of the territory of events to nearby cities of the Sverdlovsk region. Conclusions. Participation in the project forms significant professional and supra-professional competencies of students, which helps to improve the quality of training of future dentists. The involvement of students in the implementation of the project will increase their relevance in the labor market. Implementation of the project is a health-saving technology that reduces dental incidence in Yekaterinburg and the Sverdlovsk Region.

The long-term observations of leading endocrinologists, cardiologists, and gastroenterologists all over the world have shown that the quality of medical care and the level of the patient’s knowledge about alimentary-dependent diseases significantly affect their course and prognosis. As a part of the classes at the Children’s Health School, the interns of the 1st and 2nd years of study give interactive classes for the child patients and their parents on the prevention of diseases and the promotion of a healthy lifestyle, namely nutrition, physical activity, psychological health, work and rest regimes, personal hygiene, etc. Taking into account the conducted classes, such training can be argued to be useful and necessary both for children for the purpose of obtaining new educational knowledge and for interns in order to learn and develop communicative skills.

The article shows the problems of improving the quality of Russian education related to the understanding of the essence of competencies. In spite of the constant «updates» of the Federal State Educational Standards for Higher Education (FES of HE), there is no obvious qualitative change in the solution of this problem. And first of all, it refers to what is not clear: what and how students should be taught, although the standards define that students should have the necessary competencies to perform a professional activity. However, despite numerous discussions, a clear understanding of the scientific essence of the concept of «competence», as a rule, is not given anywhere. And this today, in our opinion, is the main problem and obstacle in the qualitative improvement of the educational process in domestic universities.

The relevance of the problem of scientific research is due to the need to improve the quality of training of future specialists for vocational education institutions. Also practicing teachers have a need to develop practical recommendations for the introduction of innovative technologies in the educational process. The effective use of innovative technologies can optimize the process of conducting an occupation, as well as increase students' interest in professional disciplines. The article reveals the features of the use of innovative technologies when conducting practical classes in special disciplines. The author also analyzes their advantages and disadvantages, substantiates the expediency of their use at various stages of practical work. Also the innovative technologies in conducting professional disciplines contribute to the formation of professional competence. They develop mental activity, help to acquire new knowledge and skills. Their practical application is an important condition for the modern European education. The purpose of the article is to study the features of the use of innovative technologies that will improve the quality of training of future specialists for vocational education institutions. Research methods applied: theoretical (analysis of educational and methodological literature, generalization, forecasting, modeling), empirical (observation, comparison), varieties of heuristic methods (brainstorm, project method, etc.). The practice examples of innovative technologies are based on the research results. They characterize the innovative methods and forms of the Nutrition Physiology discipline’s practical classes. That is why, use of various innovative methods and techniques by practicing teachers, in particular, business games, problematic industrial situations, modern computer technologies of test control, at different stages of practical classes in special disciplines will not only increase students’ interest in learning, but also improve the quality of future specialists' training.

The article analyzes the activities of small schools. Their advantages and disadvantages are defined. For example, Postojnska UVK «rose-DOUZ» / - / / St. characteristics of the educational process in small rural school. In such small schools Pustotyne NPK «o-DOU» / - / / article, where studies 57 students, I work as a primary school teacher. I would like to help my colleagues, revealing the features of the organization of training in a small school based on my experience. The principles on which small schools are oriented in their educational activities are analyzed. Advantages of training in small schools, use of various educational means of pedagogical technologies in educational process are defined. A small school is a small multi-age group, where improved opportunities for the education of the younger by the older are created. These schools resemble a large family. One of the main tasks of a modern small school is to create a developing pedagogical environment, on the basis of which it is possible to implement the idea of interaction between students of different ages. The author considers that in the conditions of small school it is easier for the teacher to carry out: individual approach to students taking into account the type of their temperament and nervous system, peculiarities of development, inclinations and interests, level of knowledge and skills; personality-oriented approach to learning, in which personal communication acts as the purpose and means of training and education, as an understanding of the inner position of the student. Student and teacher "hear" each other; practical orientation of educational activities of students (excursions to agricultural facilities, participation in research, etc). Through the use of educational resources of reference schools (resource centers), the quality of students' knowledge in small schools is improved, creative ties between school teachers are strengthened and the process of experience exchange, primarily successful experience in small schools, is expanded. The effectiveness of the lesson in a small school depends on its preparation. Preparing for the lesson, the teacher should think over the logic of the educational process so well that he can foresee where difficulties will arise, and he needs to get involved in the work, i.e. to allocate the so-called "zones of special pedagogical attention in advance. The author comes to the conclusion that the quality of education in a small primary school is influenced by the correct acquisition of combined classes, skillful scheduling, lesson planning, the nature of educational equipment, its rational use.

The implementation of the participatory approach in education allows forming important children’s competencies for life in a democratic society. However, in reality, child participation is often reduced. Children, especially young, have the right to make decisions only about their games and personal belongings, but a child’s opinion is not credible in the educational process. A more successful implementation of the participatory approach requires resorting to tools that allow objectively considering its strengths and weaknesses in terms of provisions for child participation in decision-making. The study aims to identify the connection between Russian teachers’ beliefs about child participation and the quality level of provisions for child participation in the educational process. The methods of survey and structured non-participant observation have been used. The authors have found that, in general, the majority of teachers share the idea of supporting child participation. However, the quality of the learning environment in the context of the examined aspect differs significantly. Sociometric characteristics do not determine these differences. Regardless of the quality level of child participation support, teachers do not seek to expand opportunities for children, and the participatory approach is used only in the preschool classroom. The authors have concluded that despite teachers’ stated beliefs about the importance of the participatory approach, its implementation is often falsified. To change the situation, it is necessary to discuss this gap with teachers, clarify true values, and provide them with the necessary means for real child participation.
