AbstractThis study aims to make the public aware of the importance of awareness of the laws, norms, and ethics that apply in society. With the rule of one garage one car through the perspective of rights and obligations according to the law, it is hoped that the public will have more legal awareness. The research method uses empirical methods by digging information from several supporting sources in the form of interviews and going into the field to find more valid data so that from this research we get final results that provide solutions. The novelty that researchers offer is the imposition of hourly fines for residents who violate the minimum fine of Rp. 20,000 (Twenty Thousand Rupiah), the existence of a new regulation regarding parking, as well as socialization to the community. The lack of legal awareness of the Pucangan residents has led to the neglect of the regulations that have been implemented in their area. There is no place to park their private car. Pucangan residents often park their cars on the shoulder of the road so that it disturbs the comfort of other residents. So there needs to be a regulation in the form of a regional regulation so that residents who still park their cars are given strict sanctions and this rule applies and must be binding on the public.Keywords: garage; parking; regulationAbstrakPenelitian ini bertujuan untuk menyadarkan masyarakat mengenai pentingnya kesadaran hukum, norma, dan etika yang berlaku di masyarakat. Dengan adanya aturan satu garasi satu mobil melalui prespektif hak dan kewajiban menurut undang-undang diharapkan masyarakat memiliki kesadaran hukum yang lebih. Metode penelitian menggunakan metode empiris dengan menggali informasi dari beberapa sumber pendukung berupa wawancara dan terjun ke lapangan untuk mencari data-data yang lebih valid agar dari penelitian ini didapatkan hasil akhir yang memberikan solusi. Kebaharuan yang peneliti tawarkan yaitu pengenan denda per-jam bagi warga yang melanggar dengan denda minimal Rp. 20.000 (Duapuluh Ribu Rupiah), adanya regulasi baru mengenai perparkiran, serta sosialisasi kepada masyarakat Masih kurangnya kesadaran hukum warga Pucangan menyebabkan abainya peraturan yang sudah diberlakukan di wilayahnya. Tidak ada tempat untuk memarkirnya mobil pribadinya dengan sengaja warga Pucangan sering kali memarkirkan mobilnya di bahu jalan sehingga mengganggu kenyamanan warga lain. Sehingga perlu adanya regulasi berupa perda agar warga yang masih memarkirkan mobilnya diberikan sanksi secara tegas dan aturan ini berlaku dan harus mengikat untuk umum.

Notary is a position or ordinary we call as general officials appointed by the State and work to serve the public interest. Not only that, a notary also in carrying out its duties and authority must comply fully with the prevailing laws and regulations in Indonesia. Each position certainly has an ethics in the profession which is called a code of ethics, as well as a notary who has a code of ethics in his profession. But out there masi no notaries who violate the code of ethics as mentioned in the law, In accordance with the title of the author of the adopted method of research used is the normative research method supported by interviews that are expected to help answer the problems of this study. The authors conducted interviews with the supervisory board, notaries, and legal experts. In this case the notary has been declared guilty by the Regional Supervisory Board (MPD) and will proceed the case to the level of sanction by the Regional Supervisory Board (MPW) and after receiving the sanction it will proceed to the next level of Central Assembly (MPP) to be sanctioned which has been granted by the level of the Regional Supervisory Board (MPW).

An auction is an activity of selling of goods in public by means of a verbal-bid to get the higher price or to get lower prices and the price quote can be done in a closed and written. This is done by the way of collecting the prospective buyers of the auction led by officials of the auction. In this case, the intended auction was the sale of goods that are held publicly. The auction, according to the regulations of security right, is when the debtor made a breach, the holder of the security rights have the right to sell the security rights’ objects over its own power through a public auction as well as taking payment of account receivable from the sale proceeds. An auction is an alternative to the sale of an undertaken asset by way of inviting prospective buyers at a particular time and place in which the last highest bidder in writing or orally is determined as the winner. The author used socio-legal research as his research method. To meet the forth standards set by the law, the auction should be widely announced to the public, either through printed file, electronic or visual. A legal certainty as a basis which concerned with propriety and justice is very closely related to the principle of auction sales in another. As the formulation of the problem of the form of identification of the problem, namely how the legal protection of the auction buyers encountered the obstacles as well as the solution.Keywords: Auction; Legal Protection; Mortgage Right

Over the last decades the car has become an increasingly bigger part of our lives. Sometimes Icelanders say that they use the private car instead of a coat. In modern planning some of the main goals are sustainability and public health. By using other means of travel than the private car, pollution will decrease and the need to rebuild traffic infrastructure is less likely. Active lifestyle also contributes to health. The government as well as many local authorities motivate citizens for a healthier lifestyle, for example by encouraging them to use an active mode of travel, such as walking or cycling. This should result in improved wellbeing and the costs of health care should be reduced. To implement active travel the focus is on children and how they get to school. In Reykjavík the public schools are often situated in the middle of the neighbourhood so children do not need to cross roads with heavy traffic on their way to school. Furthermore, children in Reykjavík usually do not have to travel over 800m for school. A study shows that 84% of school children in Reykjavík walk or cycle to school. But how is the situation in smaller towns in other parts of Iceland? A study was done in six towns in Iceland. Based on residence within 800m from school, it turns out that the ratio in towns in rural areas is significantly lower than in Reykjavík, or 66%. The circumstances in the towns are different from those in Reykjavík because of the highway crossing the residential areas. By law, any authorized vehicles is to be able to be driven through the highway. Therefore there is often heavy traffic on the highways. The rate of active transport for the children who do not need to cross the road on their way to school is 77%, which is pretty close to the percentage in Reykjavík. Active mode of travelling by children that have to cross the road on their way to school is significantly lower; or 40%. The conclusion is that the location of the school and the highway affects the way children travel to school. These results are useful tools for municipalities preparing spatial plans

Illegal levies are a form of crime that is very familiar to the public. Basically, illegal levy and corruption are the same acts where the two acts use power for the purpose of enriching themselves by violating the law. Based on the background of this problem, this research was conducted with the aim of describing the implementation of public services at Pangsan Village office, Petang District and the effectiveness of illegal levies eradication on public services at Pangsan Village office, Petang District. This study employed an empirical legal research method. The results of this study indicated that the implementation of public services at Pangsan Village office, Petang District has met technical indicators in accordance with work procedures. In Pangsan Village, the standard procedures also have the function of forming an orderly, systematic, and accountable work system and workflow. the effectiveness of illegal levies eradication on public services at the Pangsan Village office, Petang District has been very effective through the efforts made to prevent illegal levies in administrative services.

This work presents the practical design of a system that faces the problem of identification and validation of private no-parking road signs. This issue is very important for the public city administrations since many people, after receiving a code that identifies the signal at the entrance of their private car garage as valid, forget to renew the code validity through the payment of a city tax, causing large money shortages to the public administration. The goal of the system is twice since, after recognition of the official road sign pattern, its validity must be controlled by extracting the code put in a specific sub-region inside it. Despite a lot of work on the road signs’ topic having been carried out, a complete benchmark dataset also considering the particular setting of the Italian law is today not available for comparison, thus the second goal of this work is to provide experimental results that exploit machine learning and deep learning techniques that can be satisfactorily used in industrial applications.

In July 1796, Johannes Albertyn, a well-respected burgher of Stellenbosch, requested permission from Ryno van der Riet, landdrost of Stellenbosch, the chief administrative and legal officer of the district, to indenture four Khoikhoi children. He claimed that their mother, Catryn Paerl, had died recently and that before her demise, she had requested him in the presence of witnesses to raise her children and deny their biological father Jan Paerl any future role in their lives. Faced with the prospect of losing custody of his four children and having exhausted all possible avenues in seeking legal redress, including a visit to landdrost Van der Riet, the seemingly incomparable Jan Paerl hit the road and walked several kilometres from Stellenbosch to Cape Town. His destination: the Castle, in particular the office of the fiscal, otherwise known as the public prosecutor. In Cape Town, he urged the fiscal to intervene in the dispute and deny Albertyn the right to indenture his children. As their father, Paerl insisted that he, and not Albertyn, be granted sole custody of his offspring. By Paerl's demanding legal intervention at the highest level, the following encounter between Paerl, Albertyn and the Cape authorities exemplifies not only a classic struggle between master and servant, but highlights simultaneously the significance of ‘equality’ before the law in Cape society, at a time when burghers increasingly feared the possibility of gelykstelling at the end of the eighteenth century.

But in reality, in the observations of the authors of the vehicles that we encountered, both four-wheeled and two-wheeled, almost every evening until evening, vehicles were found parked on the Flyover on the Sudirman street, Tuanku Tambusai, Sukarno Hatta and HR Subrantas. While the government has clearly provided a symbol of prohibition to stop on the bridge and in the traffic law it clearly states that everyone driving a motorized vehicle on the road is obliged to comply with the stopping and parking requirements. This is dangerous because the flyover is built only for passing vehicles and the vehicle is prohibited from parking or stopping along the body of the flyover because the flyover is not prepared not for stopping vehicles. This type of research is research conducted by identifying the law on how the effectiveness of the law applies in society. The conclusion is that the implementation of the prohibition on parking for motorized vehicle riders in Pekanbaru City flyovers based on Law Number 22 of 2009 concerning Road Traffic and Transportation which results in disruption of road functions based on Law Number 22 of 2009 is less effective and maximal. This is because there are still many people who do not know about these regulations, Lack of Socialization of Law Number 22 Year 2009 from Law Enforcement Officials, Lack of firm law enforcement officials in implementing criminal sanctions, and Lack of Legal Awareness of the Community itself. Obstacles Faced in the Implementation of the Parking Prohibition for Motorized Vehicle Riders on Flyover in Pekanbaru City Based on Law Number 22 of 2009 concerning Road Traffic and Transportation are the Legal Substance, Legal Structure, Legal Culture and Facilities or Facilities and the limited facilities and infrastructure. Efforts made to overcome obstacles in the Implementation of the Parking Prohibition for Motorized Vehicle Riders at Pekanbaru City Flyovers Based on Law Number 22 of 2009 concerning Road Traffic and Transportation are that peace and traffic order is by fostering mutual assistance and assistance among the enforcement officers and the public, the public workers' office of transportation without neglecting their respective interests in the framework of increasing obedience and compliance, thus the Government's hope of improving services in traffic order in a peaceful and orderly condition in the regions can be realized. Apart from that, the implementation of traffic control, tranquility and orderliness can also be carried out by utilizing public facilities and facilities, increasing legal awareness, increasing the number of police personnel in the traffic sphere and repressive actions. Keywords: Implementation, No Parking, Flyover  Namun pada kenyataannya dalam pengamatan penulis kendaraan yang kami jumpai baik roda empat maupun roda dua, hampir setiap sore hingga malam hari ditemukan kendaraan yang parkir di Flyover yang ada dijalan Sudirman, Tuanku Tambusai, Sukarno Hatta dan HR Subrantas. Sementara pemerintah sudah dengan jelas memberikan simbol larangan untuk berhenti dijembatan tersebut serta didalam undang-undang lalu lintas tersebut dengan tegas mengatakan setiap orang yang mengemudikan kendaraan bermotor di jalan wajib mematuhi ketentuan berhenti dan parkir akan diberikan sanksi. Hal ini berbahaya karena Flyover tersebut dibangun hanya untuk kendaraan yang melintas dan kendaraan dilarang parkir atau berhenti di sepanjang badan jalan Flyover karena Flyover itu tidak disiapkan bukan untuk kendaraan yang berhenti. Jenis penelitian ini adalah penelitian yang dilakukan dengan cara mengadakan identifikasi hukum bagaimana efektivitas hukum itu berlaku dalam masyarakat. Kesimpulan adalah Implementasi Larangan Parkir Bagi Pengendara Kendaraan Bermotor Di Flyover Kota Pekanbaru Berdasarkan Undang-Undang Nomor 22 Tahun 2009 Tentang Lalu Lintas Dan Angkutan Jalan yang mengakibatkan terganggunya fungsi jalan berdasarkan Undang-Undang Nomor 22 Tahun 2009 kurang efektif dan maksimal. Hal ini dikarenakan masih banyaknya masyarakat yang tidak mengetahui peraturan tersebut, Kurangnya Sosialisasi Undang-Undang Nomor 22 Tahun 2009 dari Aparat Penegak Hukum, Kurang tegasnya Aparat penegak Hukum dalam menerapkan Sanksi Pidana, Serta Kurangnya Kesadaran Hukum Masyarakat itu sendiri. Selain itu pelaksanaan penertiban, ketentraman dan ketertiban lalu lintas juga dapat dilakukan dengan memanfaatkan sarana dan fasilitas umum, meningkatkan kesadaran hukum, Menambah Jumlah Personil Kepolisian di lingkup lalu lintas serta Tindakan represif.

This article aims to examine the sale and purchase of auctions from the perspective of istishab. Buying and selling auctions have occurred in the community and develop according to needs. However, the law regulating auction buying and selling is still a metter of debate among the public. The subject of this article is buying and selling auctions. Research method library research eith a descriptive approach. The propet Muhammad SAW to buy and sell auctions, as the practice applied by the propet Muhammad was to assist his friends in auctioning aff his slaves and the proceeds from the auctions of slaves were intended for his treatment.then the law of buying and selling auctions is permitted until there is a legal basis that can chage the law. The purpose of holding a sele and purchase auction is to assist and assist parties experiencing financial problems. Istishab, namely enforcing exixting law until a ne law is found for an event. Buying and selling auctions is allowed by islam because it does not harm others. Abstrak Penelitian ini bertujuan untuk mengetahui unsur Ignorantia Legis Excusat Neminem (ketidaktahuan tentang hukum) yang terdapat dalam fiksi hukum, jika diterapkan dalam kasus pembakaran mayat yang terjadi Sanden Bantul Yogyakarta. Metode penelitian ini menggunakan kualitatif deskriptif. Adapun tempat penelitian dilakukan di Polres Bantul dan Pengadilan Negeri Bantul, penelitian dilakukan pada bulan Maret sampai Mei 2019. Subjek dari penelitian ini dua orang yaitu Penyidik dari Polres Bantul dan Hakim Pengadilan Negeri Bantul. Teknik analisis data yang digunakan adalah dengan mereduksi data yang diperoleh, kemudian menyajikan data yang mempunyai hubungan dengan judul penelitian. Keabsahan data menggunakan triangulasi teknik untuk menguji kredibilitas data dan dilakukan dengan cara mengecek data kepada sumber yang berbeda dengan teknik yang sama. Hasil penelitian menyimpulkan bahwa unsur Ignorantia Legis Excusat Neminem (ketidaktahuan tentang hukum), bukan menjadi alasan untuk meringankan atau membebaskan pelaku dari tuntutan hukum, yang dapat membebaskan pelaku jika tidak bisa mempertanggungjawabkan perbuatannya, contohnya adalah orang gila dan yang dapat meringankan adalah pertimbangan hakim, selain itu kekuasaan hakim dapat meringankan penahanan pelaku dengan menggunakan sisi kemanusiaannya. Unsur Ignorantia Legis Excusat Neminem bagian dari fiksi hukum menandakan masih kurang maksimalnya penyebarluasan aturan perunang-undangan kepada masyarakat, karena masih ada warga masyarakat yang melakukan kejahatan, berpangkal dari ketidaktahuannya tentang hukum. Seperti kasus yang terjadi di Sanden Bantul tentang pembakaran mayat ini. Kata Kunci: Ignorantia Legis Excusat Neminem, Pembakaran Mayat, Fiksi Hukum Abstract This study aims to determine the elements of Ignorantia Legis Excusat Neminem (ignorance of the law) contained in legal fiction, if applied in the case of the burning of bodies that occurred in Sanden Bantul, Yogyakarta. This research method uses descriptive qualitative. The place of research was conducted in Bantul District Police and Bantul District Court, the study was conducted in March to May 2019. The subjects of this study were two people, namely Investigators from Bantul Regional Police and Bantul District Court Judges. The data analysis technique used is by reducing the data obtained, then presenting data that has a relationship with the research title. The validity of the data uses triangulation techniques to test the credibility of the data and is done by checking data to different sources with the same technique. The results of the study concluded that the element Ignorantia Legis Excusat Neminem (ignorance of the law), is not an excuse to relieve or free the perpetrators of lawsuits, which can free the perpetrators if they cannot account for their actions, for example, crazy people who can alleviate judges, besides the power of judges can alleviate the detention of perpetrators by using their humanity side. The element of Ignorantia Legis Excusat Neminem, part of legal fiction, indicates that there is still a lack of maximum dissemination of regulations to the public, because there are still people who commit crimes, stemming from their ignorance of the law. The Road ◽  

The author investigates under which circumstances the forest owner is liable for damage caused by falling branches and trees. In particular, he outlines the potential for liability issues raised with traffic roads. According to the general legal terms, it is the owner of the road and not the forest owner who is liable under this circumstance. By the example of the law in the canton Zürich the author shows how the community as owner of the public roads may shift its risk of liability to the forest owner by legislatory instruments. To avoid this liability the forest owner has to implement actions to secure the traffic roads. These actions are associated with high costs.
