The Elections (Elections) in Indonesia is a process of democratization to elect national leaders and people's representatives who are elected directly by the people. The process of organizing the General Election is carried out through the stages stipulated in the Election Commission Regulation. One of the stages that must be passed in the holding of elections is the implementation of campaigns that are part of the political education of the community. In the implementation of an election campaign, election participants can form a campaign team that is responsible for the technical implementation of the campaign. Election administrative violations often occur in the stages of the campaign carried out by election participants which can consequently be detrimental to the election organizers and fellow election participants. Every settlement of election administrative violations can be decided by the Election Supervisory Body (Bawaslu) no later than 7 (seven) working days after the findings and reports are received and registered and then recommended to the KPU for further action. In reality on the ground, there are still many cases of election administrative violations that cannot be resolved due to several obstacles faced, namely the difficulty of finding the reporting party and the limited time in the process of filing reports and findings

AbstractThe general election is a means of implementing the people's sovereignty to elect people who will occupy the seat of government. This general election was held to realize a democratic country, where the leaders were chosen based on the majority of votes. Countries that adhere to democracy generally accommodate the political rights of their citizens in an election, whether they are direct or indirect. Basically everyone has the right to participate in government in other words everyone has the right to be elected or elected. Regarding to Election Commission Regulation Number 20 Year 2018 regarding the Nomination of Members of The House Representatives, Assembly at Provincial and Assembly at Regional, there is one requirement for legislative candidate became controversial because there is a prohibition on ex-prisoners of corruption, drugs (as a dealer), and sexual crimes against children to be the Nomination of Members of The House Representatives, Assembly at Provincial and Assembly at Regional. Some ex-convicts already did judicial review, therefore we need to understand the legality of the regulation for ex-convicts regarding to election.Key Words: Human Rights, Right to Participate in Government, Ex-convictAbstrakPemilihan umum adalah adalah sarana pelaksanaan kedaulatan rakyat untuk memilih orang-orang yang akan menduduki kursi pemerintahan. Pemilihan umum ini diadakan untuk mewujudkan negara yang demokrasi, di mana para pemimpinnya dipilih berdasarkan suara mayoritas terbanyak. Negara-negara yang menganut demokrasi, pada umumnya mengakomodir hak politik warga negaranya dalam suatu penyelenggaraan pemilihan umum, baik itu bersifat langsung maupun tidak langsung. Pada dasarnya setiap orang memiliki hak untuk berpartisipasi dalam pemerintahan dengan kata lain setiap orang memiliki hak untuk dipilih maupun memilih. Peraturan KPU Nomor 20 Tahun 2018 tentang Pencalonan Anggota DPR, DPRD Provinsi dan DPRD Kabupaten/Kota memberikan batasan satu syarat bagi calon anggota legislatif yang menjadi kontroversi karena adanya larangan bagi mantan narapidana  korupsi, narkoba (sebagai bandar), dan kejahatan seksual terhadap anak untuk mencalonkan diri sebagai anggota DPR, DPRD Provinsi dan DPRD Kabupaten/Kota. Beberapa pihak yang merasa dirugikan oleh peraturan tersebut mengajukan judicial review, oleh karena itu, patut dikaji bagaimana legalitas hak yang dimiliki oleh mantan narapidana dalam pemilihan umum.Kata Kunci: Hak Asasi Manusia, Hak untuk Turut Serta dalam Pemerintahan, Mantan Narapidana.

Abstract: This article discusses about a Islamic political jurisprudence’s point of view againts campaign for president and vice president election. It is carried out based on Law No. 42 year 2008 concerning with the election of president and vice president. The general election campaign is a sovereign right of the people to produce democratic government based on Pancasila and the Constitution of the Republic of Indonesia (UUD) 1945. The implementation of the general election campaign has a positive effect that is beneficial for the candidates and for the publics to know the candidates they would choose to be a leader. In Islamic political jurisprudence’s perspective, the implementation of the general election campaign for president and vice president can realize the political rights of individuals associated with the right to nominate and the right to occupy a certain post. All of the people and citizens are entitled to gain a guarantee of their human rights (Hurriyah al-shakhsiyyah) before the law and government.Keywords: Campaign, general election, president, Islamic political jurisprudence.

The aim of this research was to discuss the model of recruiting candidates for legislative is conducted by political parties in Sidoarjo Regency. This research used descriptive qualitative. This research was conducted at the Governing Council of Political Parties in Sidoarjo Regency. Informants of this study were leaders of political parties in Sidoarjo, legislative candidates from political parties in Sidoarjo. The results showed that the model of recruiting candidates for legislative in accordance with collaboration models included models of Barber, Snowiss, Rush & Althoff et al. This can be seen from some of the steps in the recruitment socialization of registration, selection, after that determination of legislative candidate by a team of Election Campaign Boar (Bappilu) political party in the Sidoarjo Regency and the serial number in accordance with the criteria of the political party chairman and Election Campaign Boar (Bappilu). Furthermore, it is registered with the General Election Commission (KPU) Sidoarjo regency set to be candidates for Legislative (candidates) remain with serial numbers.

Abstract:The 2019 Presidential General Election is a continuation of the political battle between the two camps, namely the Prabowo camp and the Joko Widodo camp. The two camps have the same strong support, both from the people as voters, as well as the support of political parties participating in the election. After the vote on April 17, 2019, each party claimed to have won the election. Jokowi's camp showed his victory with the results of the Quick Count, while Prabowo's camp showed its victory with the results of their own real count. This debate does not end if the General Election Commission does not immediately announce the results of the general election.Keywords: Presidential Election, Counter Attack, Real Count. Abstrak:Pemilihan Umum Presiden 2019 merupakan kelanjutan pertarungan politik antara dua kubu yaitu kubu Prabowo dan kubu Joko Widodo. Kedua kubu memiliki dukungan yang sama-sama kuat, baik dukungan dari rakyat sebagai pemilik suara, maupun dukungan partai politik peserta pemilu. Pasca pemungutan suara tanggal 17 Agustus, masing-masing pihak mengklaim telah memenangkan pemilu. Kubu Jokowi menunjukkan kemenangannya dengan perolehan hasil dari Quick Count, sedang kubu Prabowo menunjukkan kemenangannya dengan hasil real count yang mereka lakukan sendiri. Perdebatan ini tidak berujung bila Komisi Pemilihan Umum tidak segera mengumumkan hasil pemilihan umum.Kata Kunci: Pemilihan Umum Presiden, Counter  Attack, Real Count.

General election Simultaneously 2019 is a challenge and opportunity for all elements of the nation in improving the political system and democracy in Indonesia, that is the reason that became the basis of the East Java Gerindra Party to carry out political education in Mojokerto. This study aims to describe the implementation of political education for three times with qualitative descriptive methods and interactive analysis. The results of this study reveal that the objectives and material presented in the implementation of political education are still oriented towards strengthening internal party institutions as an effort to strengthen ideology, winning strategies and internal party consolidation. In addition, the obstacles that arise are methods of inappropriate communication and limited time of activity.

Article 32 paragraph (1) letter k Election Commission Regulation No. 15 Year 2013 describes implementers, participants, and officials are prohibited from mobilizing campaigns Indonesian citizens who do not meet syarats as Voters. However, Law No. 8 of 2012 on General Election of DPR, DPD and DPRD itself, does not expressly prohibit the mobilization of Indonesian citizens who do not yet qualify as a selector or exploitation of children in political activities, including campaign. So that the Commission regulation violates the hierarchy of legislation that is in of commencement shall contrary to the Law on Election of Members of Legislative as higher regulations. Therefore, it is also not in line with Law No. 35 of 2014 on the Amendment of Act No. 23 of 2002 on Child Protection. Mobilization of children in the activities of the election campaign is the deprivation of the rights of the child. Intentionally or unintentionally, the actual implementers, participants, and campaign officers have done wrong treatment (exploitation) by mobilizing children who do not qualify as voters in political activities in the activities of the election campaign for the DPR, DPD and DPRD held at central and regional levels occur in almost all parts of Indonesia.

Understanding why certain candidates get nominated is an important aspect of political scientists. This topic is a narrow one and influences a wider variety of subjects such as the political parties, general elections, and even the extent to which the United States is a democratic country. Presidential nominees matter—they become the foremost spokesperson and the personified image of the party (Miller and Gronbeck 1994), the main selectors of issues and policies for their party’s general election campaign (Petrocik 1996; Tedesco 2001), a major force in defining the ideological direction of a political party (Herrera 1995), and candidates that voters select among in the general election. This volume is devoted to presidential nominations and the 2008 nomination specifically.

The election of regional leaders conducted directly by the community is believed to result in a democratic government. The formed government is expected to be more open, more responsive, and to carry out the aspirations of the people so that it can realize a government that comes from the people, by the people, and for the people. A person can nominate him/herself as a candidate for Regent or Deputy Regent if supported by some residents, by Political Parties or Combined Political Parties. The relatively weak support of the population or political parties or combined political parties has resulted in very few candidates for regent or deputy regent, even only one pair of candidates can occur as in Pati Regency. The study aims to know how the policy in the future (Prospective Model) should be taken so that the single-candidate for Regent or Deputy Regent in a general election does not happen. By using a sociological juridical approach, collecting primary and secondary data, processing and analyzing data, the objective of the study can be reached.The policy that needs to be taken by the government so that in the future there will be no single candidate is by giving obligations to political parties to conduct cadre recruitment to become candidates for regional leaders. Besides, the General Election Commission needs to make a scheme that is easier and more flexible for individual candidates regarding administrative requirements, procedures, and mechanisms for gathering support, and there needs to be a new policy so that the potential for a single-candidate can be eliminated or not occur.

Party system is the important factor in the working of representative form of Government.  India is a democratic state. In the democratic state, political parties are said to be the life – blood of democracies. Modern democracies are indirect in character. They can function with the help of political parties. In the absence of political parties democracy cannot deliver the goods. Well organized political parties constitute the best form of democracy. India has the largest democracy in the world. It introduced universal adult franchise as the basis of voting right in the country. Now the voting age has been lowered down to 18. Most of the Indian voters are not politically matured and they do not have the political education in the proper sense. Political parties in India are classified by the Election Commission of India. It was classified for the allocation of symbol. The Election Commission of India classified parties into three main heads: National parties, State parties and registered (unrecognized) parties.

Ahead of the 2019 general election which is divided into two stages, namely the Legislative election and the Presidential election. This event is the right moment to find out the political participation of the people at the grass-roots level while at the same time seeing the interaction between the people in the grass-roots and political parties. The interaction that wants to be seen is what forms of political behavior and community participation at the grassroots, as well as how political parties behave in interacting with this community. Then the important point that is also seen is how political parties behave in involving and seeking to raise support from the community. In the end, through this research, it will be known the quality of political participation from the public and electoral political parties in 2019.
