The purpose of this paper is to assess spending efficiency of regional governments in Indonesia on health and education during the fiscal decentralization period year of 2010-2017. Relying on a sample of 33 provinces as regional government, this paper compute efficiency scores adopting nonparametric frontier that estimated by Data Envelopment Analysis (DEA) to study spending inefficiency. Results of the paper show that in west regions, Bali, Bangka Belitung, DI Yogyakarta, Jawa Tengah, and Kep. Riau relatively most efficient in public spending both on health and education in period of study. DKI Jakarta and Jawa Barat have efficient score on health, and Bengkulu has efficient score on education. On the other hand, in east regions, Gorontalo, Kalimantan Tengah, Kalimantan Timur and Sulawesi Utara were also most efficient in public spending on health and education services. Maluku and Sulawesi Tenggara have efficient score on health, and Kalimantan Selatan, Maluku Utara, Nusa Tenggara Barat, and Sulawesi Barat have efficient score on education. The results show that provinces in east regions of Indonesia were relatively more efficient in public spending both on health and education for promoting equal distribution of income

Abstract This paper studies the relation between internal migration and public spending on public goods. We describe centralized public policy when a central government is comprised of elected representatives from local electoral districts. Internal migration determines the median voter in the districts. The median voters decide the equilibrium policy through bargaining. We find the conditions under which voters’ mobility results in larger or smaller public spending. Furthermore, the distance between the actual size and the efficient size of government spending depends on the way internal migration changes the distribution of income within and between districts.

Fiscal decentralization is an effort to reform governance so that it has a more effective and efficient structure so that it can improve services to the community. Efforts to achieve these goals are largely determined by the availability of human resources, natural resources, and other economic potential. The formation of New Autonomous Regions (NAR) grew rapidly, but on the other hand local governments were unable to fund development activities independently but were dependent on balance funds. The objective to be achieved is to analyze the effect of regional government spending on education, health, and infrastructure, as well as other variables namely labor on the economic growth of new autonomous regions in Indonesia. The analysis model used is panel data regression. The results of the study prove that local government spending in real per capita education, real health (lag-1) per capita, and real per capita infrastructure, and the number of workers have a positive and significant effect on economic growth. Economic growth that occurs in the district is not different from the city, so also in the base sector is mostly no different except the mining and quarrying sector.

To determine the efficiency of regional and local government public functions, the most used method in the empirical analysis is data envelopment analysis. This paper reviews 20 counties as part of regional government units in Croatia as well as the relationship between efficiency scores and exogenous determinants in the 2009-2016 period. The results of our analysis show that, among exogenous determinants, only the annual registered unemployed rate and annual average wage for full time jobs are statistically significant.

This study aims to answer how the influence of fiscal capacity, regional government spending, investment and the residents to regional gross domestic product (GDP) and fiscal capacity of regional government spending. There are seven exogenous variables, three endogenous variables analyzed use the Two Stage Least Square (2SLS), that produces simultaneous estimation equation model. The result showed fiscal capacity, regional government spending, foreign investment, domestic investment, and residents simultaneously significant to the regional GDP. The second model, the fiscal capacity of regional GDP, local taxes, and levies, simultaneously significant to fiscal capacity. The third model, regional government spending show the regional GDP, fiscal capacity, local revenue, balance funds, and residents simultaneously will not affect local government spending. In Indonesia, the implementation of fiscal decentralization has entered the 9th year, however, so far many problems and obstacles which is faced during the implementation to stimulate economic growth and reduce poverty. This study aims to analyze: trend of government expenditure in decentralization era and regional autonomy during 2001-2009 and fiscal decentralization degree in Indonesia. This objective is achieved through descriptive analysis using secondary data for 2001-2009. The result shows central government expenditure tends to decreased and transfer expenditure increased significantly every year in absolutely, but annual growth rate fluctuated considerably. This indicates the allocation portion of the transfers was unstable. The largest component of transfers is fund balance and tends to increase every year significantly, fiscal decentralization degree at districts/city and province increased in 2007-2008. It is recommended to regional government to allocate public interest bigger than for government administration such as personnel government spending.

Purpose This paper aims to review the efficient use of economic and social resources to generate income and, at the same time, reduce the concentration of wealth in the 32 states of the Mexican Republic during the period 1990-2015. Design/methodology/approach Data envelopment analysis with the inclusion of a bad output was used to diagnose the efficiency of Mexican entities, and the Malmquist–Luenberger index was applied to understand how this efficiency evolves. Findings The results clearly show that only 3 of the 32 units studied generated and distributed wealth efficiently, while the other 29 must increase their level of income and its distribution. Originality/value According to the authors’ knowledge, this is the first work that performs a temporal analysis of the efficiency in the generation of Human Development Index using bad outputs and the Malmquist–Luenberger index.

The Retailers all over the world are prospering from the burgeoning trend of online shopping. Kurdistan Regional Government is still struggling to grow its e-commerce markets. On the other hands e-commerce in Various countries in the Middle East have some of the world’s highest internet and mobile penetration rates. Alternative payments methods are quickly expanding, and having access to some of the world’s most coveted natural resources that allows countries in their region to have some of the highest GDP in the world. There are several challenges prevalent in the KRG Region market that will require international merchants to develop strategies based on innovation and vigilance. This unique region is plagued with complications many other countries have little to no experience with e-commerce, which highlights the need for retailers to have a deep understanding as to how this region operates before they can begin finding solutions. One of the biggest concerns today's consumers have is the risk of fraud when they are shopping online. With highly sophisticated malware and perceptive cybercriminals, customers' card and bank information can easily be stolen if a merchant does not take the proper security measures. In this paper we summarize all challenges need to be addressed in KRG in order to make correct steps to apply e-commerce in KRG. Finally, the recommendations and framework are proposed for e-commerce to encourage government, organizations, and people to take advantages from e-commerce.

ABSTRACTThis research, exploratory nature, aims to identify the current scenario of degrees in Science and Mathematics in Brazil, its weaknesses and offer. The number of vacancies in the IES Degree courses in Science and Mathematics is insufficient to meet demand in teacher training in this area? That was the question that guided the investigation. In this sense, we try to see if there are no vacancies, if there was a reduction in enrollment, evaluate evasion, estimate the annual public spending on vacancies unoccupied in 2011, these degrees. In response to the question presented in this study, the results corroborate the analysis of Tardif and Lessard (2009), with the prospect of an increase in the deficit of teachers. On the other hand, the survey indicated that the financial resources expended by the Government, especially in public institutions, little impact due to the high percentage of evasion, considering the offered vacancies and loss of students during the process. About 920 million reais annually, only in public HEIs, the resources made available for training of science and mathematics teachers do not produce effective results.RESUMOEsta investigação, de natureza exploratória, tem como objetivo identificar o atual cenário das licenciaturas de Ciências e Matemática no Brasil, suas fragilidades e oferta. A oferta de vagas pelas IES nos cursos de Licenciatura em Ciências e Matemática é insuficiente para atender a demanda na formação de professores nessa área? Essa foi a questão que norteou a investigação. Nesse sentido, procuramos verificar se há falta de vagas, se houve redução das matrículas, avaliar a evasão, estimar o gasto público anual com as vagas não ocupadas, em 2011, nessas licenciaturas. Em resposta ao questionamento apresentado nesta pesquisa, os resultados corroboram com a análise de Tardif e Lessard (2009), com a perspectiva de um agravamento no déficit de professores. Por outro lado, a pesquisa apontou que os recursos financeiros despendidos pelo Governo, em especial nas Instituições Públicas, pouco efeito produzem devido ao alto percentual de evasão, considerando-se as vagas ofertadas e perda de alunos durante o processo. Cerca de 920 milhões de reais anuais, apenas nas IES Públicas, dos recursos colocados à disposição para formação de professores de Ciências e Matemática não geram resultado efetivo. Contacto principal: [email protected]

Fiscal decentralization is one the major component of the decentralization implementation of regional autonomy. As the new beginning in regional development and the people in managing the resources or all of the potential to the prosperity and the progress of region. Financial aspect is one of the basic criteria to find out the real capability regional government in managing their autonomy system (household system) the capability of regional government in managing their financial can be seen in APBD which describes the capability of local government in financing the activities of development task and equity in each region. The purpose of this research is to determine the financial capability of Tidore in regional autonomy especially in 2013-2017 judging by ratio of independency, decentralization fiscal degree, growth ratio. This research used observation, interview and documentation to collect the data. The data was analyzed using qualitative and quantitative data with described analysis. The result showed that the independence ratio of Tidore has been able to improve its financial capability. The degree of decentralization is still highly dependent on the central government, although it has been increasing year by year. Growth rate fluctuated this indicates the local government of Tidore is not too concerned with regional development and community welfare.Keywords: regional autonomy, ratio of independency, The degree of decentralization ratio, Growth ratio.

Abstrak Kabupaten Magelang yang berada di lereng gunung dengan topografi wilayah yang bervariasi memiliki potensi pariwisata lokasi yang sangat besar. Namun sayangnya objek-objek wisata di Kabupaten Magelang rata-rata belum dikelola dengan baik. Melalui penelitian ini, ingin mengkaji salah satu objek wisata di Kabupaten Magelang yaitu Air Terjut Sekar Langit. Dengan pertumbungan jumlah kunjungan yang positif menunjukkan bahwa objek ini memiliki potensi untuk berkembang bila dikelola dengan baik. Menggunakan travel cost method, penelitian itu bertujuan untuk mengetahui  nilai ekonomi dari objek wisata Air Terjun Sekar Langit sehingga dalam jangka Panjang dapat digunakan sebagai pertimbangan Pemerintah dan Dinas terkait untuk mengelola sekaligus tetap melestarikan sumber daya alam yang ada di Air Terjun Sekar Langit, serta sebagai referensi untuk pengambilan kebijakan. Abstract Magelang Regency is on a mountainside with varied regional topography which has a very large tourism potential location. But unfortunately, tourist attractions in Magelang regency on average have not been managed well. Through this research, we want to examine one of the tourist attractions in Magelang Regency, which is the Waterfall of Sekar Langit. With the growth in the number of positive visits shows that this object has the potential to develop if managed properly. Using the Travel Cost Method, this study aims to analyze the economic value of the Sekar Langit Waterfall attraction. With the hope that the results of this study can be used as consideration for the Regional Government and related agencies to manage, but on the other hand the natural preservation of the Sekar Langit tourist attraction is maintained.
