This research aims to formulate a conceptual model of balanced scorecard for public sector organization, especially for the Indonesian Institute of Sciences, based on international best practices. Key success factors for implementating the model and the challenges are the other objectices of this research. It employed explanatory case study research as methodology to achieve the research objectives. 2 main protocols for collecting empirical evidences, namely document analysis and archival records study, were carried out for later scrutiny using explanation building techniques and analytic generalization as method of analysis. The results of this research not only display, but also define what a balanced scorecard model for public sector organization should be looked like as the model aligns with organizational characteristics and strategic plan. In order to achieving a successful implementation, continuous improvement should be applied to the model. No less important is to obtain top management support to boost the full implementation of the model so that it will improve LIPI’s performance as well as its goals achievement.Penelitian ini dilakukan untuk merumuskan model konseptual balanced scorecard bagi organisasi sektor publik, dalam hal ini Lembaga Ilmu Pengetahuan Indonesia, berdasarkan praktik terbaik di dunia internasional, serta apa saja faktor yang menjadi kunci sukses implementasi model tersebut dan apa saja tantangan implementasinya. Metodologi riset studi kasus eksplanatori digunakan untuk untuk mencapai tujuan penelitian tersebut. 2 protokol utama untuk pengumpulan bukti empiris, analisis artikel seminal dan studi dokumen internal, dijalankan untuk kemudian dielaborasi dengan menggunakan teknik explanation building dan analytic generalization. Hasil penelitian ini tidak hanya menyuguhkan, bahkan juga mendefinisikan seperti apa bentuk model konseptual balanced scorecard yang selaras dengan karakteristik organisasi dan sasaran strategis yang hendak dicapai dalam 5 tahun terakhir. Pengembangan yang berkelanjutan terhadap model konseptual tersebut agar sesuai dengan perkembangan organisasi adalah syarat utama keberhasilan implementasi model tersebut di LIPI. Yang tidak kalah pentingnya adalah memperoleh dukungan manajemen puncak untuk menerapkan model tersebut demi memperbaiki kinerja dan arah tujuan organisasi.

This paper aims to examine the factors influencing successful logistics information technology (LIT) among third-party logistics (3PL) service providers. Cross-sectional data from 136 Malaysian 3PL service providers were collected. Our findings indicate that the existence of technological capability, top management support, effective enterprise-wide communication and business process reengineering are pertinent. Nonetheless, the result demonstrate that firm size do not play a role in such initiative.

Open government data (OGD) has huge potential to increase transparency, accountability, and participation while improving efficiency in operations, data-driven and evidence-based policymaking, and trust in government institutions. Despite its potential benefits, OGD has not been widely and successfully adopted in public sector organizations, particularly in developing countries. Therefore, the purpose of this study is to explore the theories/frameworks and potential determinants that influence the OGD adoption in public sector organizations. To ascertain the various determinants of OGD adoption in public sector organizations, this study involved a systematic review of already established theories and determinants addressed in the public sector open data domain. The review revealed that the TOE (technology, organization, environment) framework was dominantly employed over theories in the earlier studies to understand organizational adoption to OGD followed by institutional theory. The results, concerning potential determinants, revealed that some of the most frequently addressed determinants are an organization’s digitization/digitalization capacity, compliance pressure, financial resources, legislation, policy, regulations, organizational culture, political leadership commitment, top-management support, and data quality. The findings will enrich researchers to empirically investigate the exposed determinants and improve the understanding of decision-makers to leverage OGD adoption by taking relevant measures.

This study aims to determine the performance of the Pharmaceutical Installation as a basis for becoming an independent business unit in order to go to the Public Service Agency (BLU) at the Public Hospital in Denpasar, Bali. Performance measurement is a process of evaluating work progress against pre-determined goals and objectives and the results of activities are compared with the intended intentions; and the effectiveness of actions in achieving goals. In this study using a strategic mechanism in the form of a Balanced Score Card (BSC). Data collection techniques such as documentation, questionnaires, and observations. The data analysis technique used is the financial ratios for the financial perspective, the level of satisfaction for the customer perspective, the level of satisfaction for the perspective of growth and learning, while for the perspective of internal business processes using minimum service standards. The results of the 4 perspectives from the Balanced Scorecard show that the performance of the Pharmacy Installation at the Public Hospital in Denpasar is good and deserves to be an independent business unit.

Performance Management in State Islamic Religious Colleges (PTKIN) Indonesia are still often ignoring the identification of stakeholders and the primary performance indicator of management measurement goal. The Balanced Score Card (BSC) as a management approach translates the direction of Higher Education developing into an action based on the initiatives identity number and management measurement goal systems. In the context aims to determine the implementation of the Balanced Score Card at PTKIN with four perspectives which are connected as part of the chain driving to achieve the strategic point of Higher Education and performance of higher education results model. This research is qualitative research with the technique of data collection on observation, in-depth interviews, and documentation. The results paper shows that the Balanced Score Card is the performance integrating on management system at UIN Jakarta, UIN Yogyakarta, and UIN North Sumatera through the making of Score Cards with the processing of strategy maps to achieve its strategic point of higher education objectives. The Map Strategy is preparing as a companion model for its BSC implementation management goal of Higher Education. Keywords: Balanced Scorecard, Strategic Objectives, Initiatives, and Performance Indicators Abstrak Manajemen Kinerja di banyak Perguruan Tinggi Keagamaan Islam Negeri (PTKIN) di Indonesia masih sering mengabaikan identifikasi stakeholders dan sistem pengukuran indikator kinerja utama. Balanced Score Card (BSC) sebagai sebuah pendekatan manajemen menerjemahkan arah pengembangan Perguruan Tinggi pada aksi yang dilandasi oleh identifikasi inisiatif dan sistem pengukuran. Dalam konteks ini, penelitian ini bertujuan untuk mengetahui implementasi Balanced Score Card di PTKIN dalam empat perspektif yang dihubungkan sebagai bagian dari rantai pendorong untuk mencapai tujuan-tujuan strategis dan hasil capaian kinerja. Penelitian ini merupakan penelitian kualitatif dengan teknik pengumpulan berupa observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa BSC diintegrasikan dalam sistem manajemen kinerja di UIN Jakarta, UIN Yogyakarta, dan UIN Sumatera Utara melalui pembuatan score cards dan/atau peta strategi dalam mencapai tujuan-tujuan strategis. Top management support (TMS) is one of critical success factors of information systems. However, prior research had no agreement on the contents, forms and roles of TMS. Especially, studies conducted in Chinese manufacturing industry context were scarce. This paper constructed a model to describe the effects of TMS on information systems success and the reactions. Following multi-case study approach, it collected the qualitative data from eleven manufacturing enterprises, and nine of which were got together through interviewing the CIOs. As result, the conceptual model was supported. The findings have significant meanings for practice.

Purpose – Implementing total quality management (TQM) is not without difficulties and achieving its promised benefits is not easy. The purpose of this paper is to identify the barriers to TQM successful implementation. Design/methodology/approach – A literature review has been done to explore the major reasons for the failure of TQM programmes. Findings – An examination of 54 TQM empirical studies identified 54 obstacles to successful TQM implementation. There are both theoretical and practical difficulties in applying TQM in organisations. An ineffective TQM package, inappropriate TQM implementation methods and an inappropriate environment for implementing TQM are the main reasons for TQM failure. The most frequently mentioned reasons for TQM implementation failures include insufficient education and training, lack of employees’ involvement, lack of top management support, inadequate resources, deficient leadership, lack of a quality-oriented culture, poor communication, lack of a plan for change and employee resistance to the change programme. Research limitations/implications – The review was limited to articles written in English language during the past 30 years (1980-2010). Practical implications – TQM does deliver better performance when an appropriate model of TQM is appropriately implemented in a supportive environment. The findings of this paper provide managers with a practical understanding of the factors that are likely to obstruct TQM implementation. Managers should overcome these barriers to achieve the TQM benefits. Originality/value – Understanding the factors that are likely to obstruct TQM implementation will help organisations in planning better TQM models.

Purpose This paper aims to conceptualize perceived management consulting success, derive relevant success factors based on principal-agent theory and the resource-based view as well as investigate the particular factors’ influence. Management consulting has become important for improving the competitiveness of a variety of firms. Surprisingly, there is little empirical evidence clarifying what constitutes a successful management consulting project. Design/methodology/approach The authors conduct a survey to empirically investigate the hypotheses. They develop the survey instrument through a literature review, expert interviews, a pre-test and an item-sorting test. To analyze the data from 348 management consultants, the authors apply structural equation modeling. Additionally, they choose a triangulation approach by asking secondary informants about the originally surveyed consultants’ responses. Findings Initially, the authors develop the second-order construct perceived management consulting success, consisting of the factors compliance with budget and schedule, degree of target achievement, profitability as well as expansion and extension. Additionally, they develop an understanding of management consulting’s success factors. In this regard, five of six factors show a significant impact on perceived management consulting success. Originality/value According to the results, the factor intensity of collaboration is of highest importance for perceived management consulting success. Further, the factors common vision, consultant expertise and top management support show comparably strong significant influences. Yet, the authors have to reject the hypothesis about trust. This result conveys the complicacy of the consultant–client relationship and shows that building a trustful relationship between both parties is hard to accomplish.

Implementation of information technology (IT), especially new software applications, needs to be evaluated for its impact to organization’s business performance related to its strategic goal. The measurement and evaluation of a new software implementation impact in LPGI Jakarta uses Balanced Scorecard (BSC) analysis by making comparison of three-year data. The analysis involves four perspectives of BSC: (1) Financial aspect with the growth of gross premium written (GPW), net premium written (NPW), underwriting profit; (2) internal business aspect: the frequency of policy issued and the average production per policy; (3) people or learning and growth which consists of human error and system error; (4) customer aspect with external endorsement and renewal ratio. This research measures and evaluates for the impact of the implementation of a new software application to the new business performance as Marginal and Fair contribution.  At the end of this paper the writer suggests LPGI Jakarta to increase the sales activities to reach the target which is related directly to financial aspect and internal business process aspect.

PurposeBusiness process modelling (BPMo) projects are core to digital transformation projects as they provide the conceptual foundation to the orchestration of technologies along a process. Yet, success factors of BPMo projects have received little research attention to date. This study empirically validates a BPMo project success model, pointing to normative practice guidelines and important future research.Design/methodology/approachThis research reports on the quantitative re-specification and validation of a business process modelling success model, employing survey responses from 261 process modellers worldwide.FindingsThe study distilled and validated a final set of success antecedents: Top Management Support, Project Management Capabilities, Stakeholder Input, Modeller Expertise and Modelling Tool Usage; and clearly evidences their relationships with each other and with two moderating variables – Importance and Complexity. The paper offers a nuanced explanation of the indirect role of top management support in building stakeholder involvement and explains how complex projects that are perceived as important being more likely to attract high levels of necessary stakeholder involvement. The authors conclude that top management needs to create an environment of co-ordinated excellence which spans both technical skills and resources, and a high level of committed engagement between stakeholders and technicians in order for BPMo projects to succeed.Originality/valueThis study is the first to operationalize and quantitatively test antecedents of BPMo project success and their interactions, presenting novel insights into how the success factors interact. Awareness of the more influential antecedents of successful process modelling projects offers valuable guidance for the planning, management and conduct of BPMo projects.

The BI is a new trend in public sector organizations that requires investigating the critical success factors (CSFs) which would provide a sound guidelines for determining the criteria to be considered during BI implementation. However, there is no sufficient empirical evidences that provide better understanding of the CSFs for the BI implementation in public sector organizations. This paper aims to identify the CSFs for BI system in the context of public sector organizations. This study adopts a mixed method approach using survey research method and qualitative interview using Jordanian public sector organization case. The findings of this research revealed that top management support, clear vision and strategic planning, team skills, user participation, organizational structure, user access and development technology are the most critical factors to BI implementation success in the public sector organizations. The findings of this study could assist the practitioners in the public sector organizations in planning, managing and implementing their BI projects properly by focusing on those CSFs of BI systems that provide them a better understanding to address issues and concerns related to BI implementation.
