This study aims to investigate the problem mapping on social aid distribution in Indonesia for COVID-19 handling. The administration of social assistance program by the Government has been executed for 6 months yet confusing and slow to be accepted by the society. This research implemented the literature and social media review as methodology of research by giving a meaning towards secondary data. The result of this study provided a problem mapping and unveiling the problem root cause cause regarding various social assistance programs conducted by the Government. The result of this study suggested that there are several social assistance problems identified consisting of the issues of budget allocation in different ministries, unintegrated recipient data issues, and problems of the social assistance distribution system. This study implies that the government should take cooperation, coordination and harmonization between the central government, the district, and private institutions to be precise, effective and efficient and supported by a good system, integrated, transparent and accountability in the distribution of the social aid. . Penelitian ini dilakukan untuk melakukan pemetaan permasalahan penyaluran bantuan sosial oleh pemerintah. Pemberian bantuan sosial tersebut sudah dilakukan selama 6 bulan tetapi terkesan membingungkan, lambat diterima oleh masyarakat dan tidak tepat sasaran. Penelitian ini menggunakan metode penelitian kualitatif berbasis studi literatur, yaitu metode riset yang berorientasi pada pengumpulan data sekunder dari berbagai sumber untuk dikembangkan menjadi suatu pengetahuan baru. Hasil dari penelitian ini berupaya memberikan gambaran mengenai peta permasalahan dan penyebab utama dari berbagai carut marut permasalahan program bantuan sosial pemerintah dalam rangka penanganan COVID-19. Permasalahan peyaluran bantuan sosial yang terjadi antara lain yaitu masalah alokasi anggaran ditiap kementerian berbeda, masalah data penerima bantuan yang tidak terintegrasi, dan masalah sistem penyaluran bantuan sosial tersebut. Implikasi dari peneltian ini adalah dibutuhkan kerjasama, koordinasi dan harmonisasi antara pemerintah pusat, daerah, dan lembaga swasta agar tepat sasaran, efektif dan efisien serta didukung oleh sistem yang baik, terintegrasi, transparan dan akuntabilitas dalam penyaluran bansos tersebut.

The existence of good relations through a close level of trust in the formation of social capital between the community and the government will increase the success of a program. The government's understanding of the real needs of the community, the community is also able to optimize program interventions which will result in work harmony between the government and the community. The fulfillment of basic needs which is the main polemic can be met with social security with the concept of a pendapatan dasar. The existence of this idea is expected to increase public confidence in the government. The income obtained through social assistance in the form of cash will provide unconditional life insurance which will later change the mindset and behavior of the community in applying other assistance programs. This meeting point will later answer the global challenge in mobilizing the community to continue to carry out production activities. This study uses a qualitative approach which is located in the tourism area of Dusun Sade, Lombok. In-depth interviews were conducted with representatives of indigenous peoples, traditional leaders and representatives from the government. The information to be obtained is the certainty of social assistance that is able to increase the trust of the people of Sade Hamlet and the government is optimizing the social assistance program as a form of government effort to reactivate the economy in Sade Hamlet Keywords: Basicn Income, Social Capital, Indigenous People, Sade Hamlet AbstrakAdanya hubungan baik melalui tingkat kepercayaan yang erat dalam pembentukan kapital sosial antara masyarakat dengan pemerintah akan meningkatkan keberhasilan suatu program. Pemahaman pemerintah akan kebutuhan riil masyarakat dan sebaliknya masyarakat mampu mengoptimalkan intervensi program mampu menghasilkan keselarasan kerja antara pemerintah dengan masyarakat. Pemenuhan kebutuhan dasar yang menjadi polemik utama dapat dipenuhi dengan jaminan sosial yang berkonsep pada pendapatan dasar yang universal. Adanya gagasan ini diharapkan mampu meningkatkan kepercayaan masyarakat akan pemerintah. Pendapatan yang didapatkan melalui bantuan sosial berbentuk cash akan memberikan jaminan hidup tanpa syarat yang nantinya akan mengubah pola pikir dan perilaku masyarakat dalam mengaplikasikan program bantuan lainnya. Titik temu inilah yang nantinya menjawab tantangan global dalam memobilisasi masyarakat untuk terus melakukan aktivitas produksi. Studi ini menggunakan pendekatan kualitatif yang berlokasi di kawasan pariwisata Dusun Sade, Lombok. Wawancara mendalam dilakukan kepada perwakilan masyarakat adat, tokoh adat dan perwakilan dari pemerintah. Informasi yang ingin didapat berupa kepastian bantuan sosial yang mampu meningkatkan trust/kepercayaan masyarakat Dusun Sade dan pemerintah mengoptimalkan program bantuan sosial sebagai bentuk upaya pemerintah menggerakkan kembali perekonomian di Dusun Sade. Kata Kunci: Kapital Sosial, Pendapatan dasar, Masyarakat Adat, Dusun Sade

<p>Kemiskinan bagi pemerintah Indonesia termasuk masalah yang sulit untuk diselesaikan. Upaya yang dilakukan pemerintah dalam mengatasi kemiskinan di Indonesia yaitudengan  program bantuan sosial meliputiBLT (Bantuan Langsung Tunai), PKH (Program Keluarga Harapan), Raskin (Beras Miskin), dan lain lain. Dalam Pelaksanaan program bantuan sosial saat masih sangat terbatas sehingga dalam penerimaan program bantuan tidak tepat sasaran. Data mining membantu untuk menentukan keputusan dalam memprediksi data di masa yang akan datang. <em>Gradient Boosted Trees</em> dan K-NN merupakan salah satu metode data mining untuk klasifikasi data. Masing-masing metode tersebut memiliki kelemahan. <em>Gradient Boosted Trees</em> menghasilkan nilai persentase akurasi lebih rendah dibanding metode K-NN. Dari permasalahan tersebut maka diusulkan metode kombinasi K-NN dan <em>Gradient Boosted Trees</em> untuk meningkatkan akurasi pada pelaksanaan program bantuan sosial agar tepat sasaran. Metode K-NN, <em>Gradient Boosted Trees,</em> K-NN-<em>Gradient Boosted Trees</em>dilakukan pengujian pada data yang sama untuk mendapatkan hasil perbandingan nilai akurasi. Hasil pengujian membuktikan bahwa kombinasi tersebut menghasilkan nilai persentase yang tinggi dibanding metode K-NN atau <em>Gradient Boosted Trees</em> yaitu 98.17%.</p><p><em><strong>Abstract</strong></em></p><p><em><em>Poverty for the Indonesian government is a problem that is difficult to solve. The efforts made by the government in overcoming poverty in Indonesia are through social assistance programs including BLT (Bantuan Langsung Tunai), PKH (Program Keluarga Harapan), Raskin (Beras Miskin), and others. In the implementation of the social assistance program when it was still very limited, the acceptance of the aid program was not on target. Data mining helps to determine decisions in predicting data in the future. Gradient Boosted Trees and K-NN are data mining methods for data classification. Each of these methods has weaknesses. Gradient Boosted Trees produce lower accuracy percentage values than the K-NN method. From these problems, a proposed method of combination of K-NN and Gradient Boosted Trees is used to improve the accuracy of the implementation of social assistance programs so that it is right on target. The K-NN, Gradient Boosted Trees, and K-NN-Gradient Boosted Trees methods are tested on the same data to get a comparison of the accuracy values. The test results prove that the combination produced a high percentage value compared to the K-NN or Gradient Boosted Trees method that is 98.17%.</em></em></p>

The purpose of this research is to know how actors role in the implementation of the Rice prosperous assistance Program in the new Kasongan sub-district of Katingan Hilir Katingan regency. The research method used is a qualitative descriptive that is to explain, describe, and represent a phenomenon that exists to solve a problem. In this study there are two data sources, namely the primary data source obtained from interviews with several respondents in the new village of Kasongan, and secondary data sources are obtained from various documents and so on. Based on the results of the study can be concluded that the role of actors in implementing the implementation of the social rice assistance Program in Kasongan New village is still not going well if viewed from the communication and target of the recipient family Benefits. From the problem that the researcher suggested that the village employees more often communicate with the community in Kasongan New village, especially the beneficiaries family of social and social assistance Emphasize again to each Kelurahan or village in order to record the community that is included in the criteria of beneficiaries social rice assistance so that the data can be renewed and the achievement of the purpose of the social assistance of the prosperous rice in Katingan.

The purpose of this study was to analyze the effect of social assistance from the Family Hope Program and the Basic Food Program on the level of community welfare amid the COVID-19 pandemic in North Barito Regency. The Family Hope Program is assistance provided by the government to beneficiary families as a subsidy for household expenses for education and health. Meanwhile, the Sembako Program is food social assistance distributed in non-cash form from the Government to Beneficiary Families (KPM) every month through an electronic money mechanism. The basic food assistance program funds are used only to buy food items that have been determined for the Staple Food program in e-warong and cannot be collected in cash. Social Welfare is a condition for the fulfillment of the material, spiritual and social needs of citizens in order to live properly and be able to develop themselves so that they can carry out their social functions. The data used in this study are secondary data, while the analysis tool uses multiple linear regression. The analytical method used is Ordinary Least Square (OLS). The results showed that PKH and program assistance had a very significant effect (α = 1%) on improving the welfare of beneficiary households amid the COVID-19 pandemic in North Barito Regency.

In the context of poverty reduction, the Government mandates the distribution of Non-Cash Food Assistance. Non-Cash Food Aid, hereinafter abbreviated as BPNT, is a policy of the Central Government in the form of food social assistance in the form of non-cash given to Beneficiary Families (KPM) every month through electronic accounts and is only used to buy food in E-warong in collaboration with banks. In BPNT distribution management in Rembang Regency, the planning aspect begins with the data collection and validation of population data, with the aim of channeling BPNT on target. Organizing is done in coordination between the Ministry of Social Affairs, Social Services, Women's Empowerment and Family Planning District. Rembang, BNI, and e-warong agents in each district. The implementation was carried out in stages, by distributing non-cash assistance of Rp 110,000.00 per family. Supervision is carried out in coordination with BNI, because the distribution system uses electronic money. The obstacle faced is that there are still residents who are eligible for assistance, but have not been distributed by BPNT. So in the future there needs to be up to date data validation. In the future, the distribution will be more on target.

When the Covid-19 pandemic in Indonesia, Indonesia’s economy experienced a very drastic decline. The government is also preparing a strategy to save micro, small, and medium enterprises (MSMEs) by providing social assistance, tax incentives, relaxation, and credit restructuring, to expand financing. Many efforts to develop and empower MSMEs have been carried out by the Central Government, Provinces, Districts, and Cities, including state-owned enterprises and regional-owned enterprises. The government has prepared a budget of Rp 28 trillion to help business capital to 12 million small and ultra micro entrepreneurs by 2020. The purpose of government assistance is to increase people's purchasing power, reduce poverty and unemployment.

The discussion of this research is the development of creative cities in a country is the result of the efforts of the government and creative actors in the city in the country. Creative city can not be separated from the potential of social capital that is owned by the people in the city. Social capital is a social organization concept that includes network of norms and social trusts that facilitate mutual coordination and cooperation including in developing the regional economy. This research aims to (1) know the contribution of social capital in making a creative city, (2) express the social capital and creativity of individuals and communities to realize creative city, and (3) know aspects of social capital that dominant influence on a creativity of the city. The method of this research is qualitative primary data with technic observation and indepth interview, also secondary data in the form of document and archive analysis from Bandung city as one of creative city in Indonesia. Research is done during 2015-2016. Conclusions this research are (1)Social capital that form trust, tolerance, cooperation, openness, and independence of the community greatly contributes in the creation of creative city because through the braided integration of social capital that forms a norm of behavior binding for its citizens to be creative and does not require material capital,(2)Individual urban creativity formed through the process of socialization of elements of social capital in the life of society to trigger creativity of individuals and society as a whole, and (3) The form of openness, tolerance, and cooperation are the dominant elements of social capital in growing the creativity of individuals and societyKeywords: Creatif city, Social capital

Social assistance is the provision of assistance in the form of money or goods provided from the Central Government to the Regional Government or central institutions in the region. The expenditure / burden of social assistance in the Regional Office of the Ministry of Religion of North Sulawesi Province is in accordance with Government Accounting Standards (GAS). for procedures for social assistance that have been going well, can be seen from the procedures stipulated in the proposal until the disbursement of funds or goods. The purpose of the article is to describe selected ethical dilemmas in the work of a family assistant, based on the typology of ethical dilemmas of Frederic Reamer. In accordance with the typology adopted in the article, in the area of cooperation with families, ethical dilemmas regarding direct work with families, implementation of social assistance programs and relationship between representatives of the profession arise. The information presented in the text is based on publications, studies and reports on family assistantship. The first group of ethical dilemmas is revealed when constructing supportive and helping relationship between assistants and families. It refers to such areas as: voluntary cooperation, limits of cooperation, the right to self-determination or limits of responsibility. The second group of ethical dilemmas is related to the planning and implementation of various solutions in the field of social policy and also support and assistance programs offered to the family. The last group of ethical dilemmas results from a different understanding of family assistantship in the structures of the social assistance system. They are also revealed in the construction of relationships with social workers. The text also includes solutions how to cope with these dilemmas.

More than billion international and internal migrations around the world as well as the relationship between migrant and its family members have been one of the most discussed policy questions for several years. Main purpose of the paper is to examine the impact of labor migration on household, in order to address arising social problems due to the migration of family member. To find the impact, it was used secondary data named "Life in Kyrgyzstan" which is research based, open access and multi-topic longitudinal survey of households in Kyrgyzstan. It includes more than 3000 households which were recorded from 2010 to 2013. The result of the research is: there is a positive impact of remittances on child education, while negative on nonfood spending. Also housing condition is directly related with migration and significant impact can be seen in terms of facilities and type of household. Based on findings, it was provided some policy recommendations to simplicity of the social and other issues in the household of migrant's. One of the recommendations is: The Government of Kyrgyzstan should pay high attention on keeping citizens inside the country and should consider about shifting its policies which encourage labor migration, instead it should pay more attention on development of small and medium enterprise supporting method, which actually helps to create several number of job positions.
