This study aims to see the flexibility and capability of regional heads in carrying out their governance performance in serving public problems after becoming elected heads. Research. This research methodology is a quantitative method with the population of Palembang City which is spread over 16 Districts and 107 Sub-Districts and taken according to the existing regulations. The research findings explain that in Palembang, regional heads have autonomous rights to develop their own regions. This is in accordance with the local government administration system in Indonesia. Regional Autonomy is implemented based on the principle of decentralization in the form of a broad, real, and responsible autonomy. In the framework of implementing such broad, real and responsible autonomy, the regional head has a very strategic role in the field of governance, development and community service and is fully responsible for the running of regional government. This study tries to identify some formulations of the level of electability and capability of regional heads before and after regional development contestation.

Digital-based simultaneous regional head elections which aim to build autonomous regions. This is in accordance with the regional government administration system in Indonesia, namely the Regional Autonomy policy which explains that each Regional Government is implemented based on the principle of decentralization in the form of broad, real, and responsible autonomy. In the context of implementing such broad, real and responsible autonomy, the Regent and Deputy Regent have a very strategic role in the field of governance, development and community service and are fully responsible for the running of regional government. The essence of the aforementioned objectives, among others, is to emphasize more on the principles of democracy, community participation, equity and justice and to pay attention to regional potential and diversity. Thus it can be interpreted that regional autonomy is expected to prosper the people and revive democracy which is reflected in the program, performance and figure of a regional head who is currently directly elected.

Abstract The purpose of this study to examines and analyze differences the financial performance of local governments before and after decentralization. Through regional autonomy, local government has the authority to explore the role of the allocation of income and perform independently in setting development priorities. It is based on Law No. 23/2014 on Regional Government and Law No. 33/2004 on Financial Balance between Central and Local Government. The sample in this study were all districts in Special Region of Yogyakarta (DIY) in the period of 1994 to 2015. The sample used is districts in DIY namely Bantul, Gunungkidul, Kulon Progo, Sleman Regency, and Yogyakarta City. Data used in this research is secondary data. Data analysis using Paired Sample T - Test. These results indicate that there is no difference of fiscal decentralization degrees in districts in DIY before and after regional autonomy; there is no difference of regional financial independence ratio in districts in DIY before and after regional autonomy; and there is differences of regional financial in harmony ratio in districts in DIY before and after regional autonomy.

Community service is one of the activities aimed at assisting the government in society and local governments in disseminating Law no. 32 of 2004 concerning Local Government in Hamdan Village, Medan Maimun District, Medan City. The lack of understanding of the people of Hamdan Village, Medan Maimun District in the success of Law No. 32 of 2004. The results of this dedication show that the socialization of Law Number 32 of 2004 concerning Regional Government and development progress and the success of existing development, must be disseminated to the community. One example of the community can directly experience the construction of road facilities and infrastructure that have repaired, as well as several developments in flood management and environmental cleanliness. The participation of the community in determining public policy, the higher the level of democracy in the country. In regional autonomy it is necessary to involve as many citizens as possible in determining public policy at the regional level.

Since the reformation era, the government made the revolution in government administration to develop Indonesia. One of the revolutions is the issuance of Law no. 32 of 2004 on Regional Government; the authority of land is one of the law components. Previously, the authority of land is centered in the central government. Conversely, through the Article 10 paragraph (3) of Law No. 32 of 2004 on regional autonomy, the authority of the land sector should be submitted to the local government for its more understanding about the land nowadays. The transfer of authority is one of development step in Law aspect in Indonesia. Sejak era reformasi bergulir, pemerintah melakukan revolusi dibidang administrasi pemerintahan guna memajukan Negara Indonesia. Salah satu revolusi yang terjadi adalah dengan dikeluarkannya Undang-undang No. 32 Tahun 2004 tentang Pemerintahan Daerah, antara lain dibidang pertanahan. Semula kewenangan bidang pertanahan ini urusannya berada di pemerintah pusat. Namun  di era reformasi ini melalui Pasal 10 ayat (3) UU No. 32 tahun 2004 tentang otonomi daerah, kewenangan bidang pertanahan sudah seharusnya  diserahkan  kepada pemerintah daerah yang lebih mengetahui kondisi pertanahan tersebut. Pengalihan kewenangan tersebut merupakan salah satu bentuk dari langkah pembangunan di bidang hukum di Indonesia.

Fiscal decentralization is one the major component of the decentralization implementation of regional autonomy. As the new beginning in regional development and the people in managing the resources or all of the potential to the prosperity and the progress of region. Financial aspect is one of the basic criteria to find out the real capability regional government in managing their autonomy system (household system) the capability of regional government in managing their financial can be seen in APBD which describes the capability of local government in financing the activities of development task and equity in each region. The purpose of this research is to determine the financial capability of Tidore in regional autonomy especially in 2013-2017 judging by ratio of independency, decentralization fiscal degree, growth ratio. This research used observation, interview and documentation to collect the data. The data was analyzed using qualitative and quantitative data with described analysis. The result showed that the independence ratio of Tidore has been able to improve its financial capability. The degree of decentralization is still highly dependent on the central government, although it has been increasing year by year. Growth rate fluctuated this indicates the local government of Tidore is not too concerned with regional development and community welfare.Keywords: regional autonomy, ratio of independency, The degree of decentralization ratio, Growth ratio.

Indonesia is the Unitary State. It is understood that within a unitary state, the central government operates a high state sovereignty. In order not to be arbitrary, the activities of the central government are supervised and limited by the constitution. The government which is divided from the Central Government to the Regional Government included Regional Autonomy therein, as well as the authority of the Regional Government, is on duty to manage the Regional Property. In carrying out its authority as an administrator of local property, there are still many abuses or omissions committed by the local government in operating its authority in managing regional property, such as the negligence of the Regional Assets, the misuse of authority in the revocation of rights already granted by the regional government on the right to use of local property, using local property for personal interest. In the management of regional property required planning, implementation, and supervision by the local government in accordance with applicable laws and regulations in the constitution. The objectives of this research are to find out whether there is any effect and significant difference achievement of students in writing recount text between before and after being taught by using an animation video and how the students’ respon toward the use of an animation video in teaching writing recount text. The research was conducted at SMK Antartika 1 Sidoarjo. Sample of this study is students in first grade TPM 6 class. The method that is used in this research is quantitative method with pre-experimental design. To get the data, the researcher gave pre-test and post-test to the students. The researcher used an animation video in teaching writing recount text. An essay is given by the researcher to the students to know the effect of the students after used an animation video. Based on the result of the research, there are some research findings that can be represented. First, there is significant difference achievement of students in writing recount text. Second, the students’ understanding give a positive respon toward the use of an animation video. In conclusion, the use of holiday animation video gives a significant difference on the students’ achievement in writing recount text and the students’ respon of the use of an animation video in teaching writing recount text are positive.

New corruption of the autonomous regions take a place, so that the government is unable to control the regional government. This is because the lack of supervision in the area during this is becoming the main factors a trigger regional heads to conduct corruption, and abuse of authority behind legitimacy leadership kiai. In addition, people in the they felt unable to be afraid to monitor and regional leaders, because it is still of cling values trach kiai. Hence, regional head lost his control. Local government administration as the base behavior corruption behind legitimacy leadership kiai because some respects, namely: (1) of the lack of supervision of the central government towards the regional government. (2) the the breadth of affairs which is the authority of the regional government. (3) of religiousness loss of values in self leader. (4) the weak regulation criminal sanctions for investors. (5) the lack of supervision of the society to the regional government. (6) values still a cling obedience the community against the figure of kiai. While the supporters become factors behavior corruption increasingly exist in perspective regional government reversed legitimacy leadership kiai, namely: (1) an opportunity patient office / erceived opportunity. (2) desire or the will to do corruption. (3) living expenses as pressure (lavish lifestyle as a necessity / living beyond one' s means, polygamy as a cost not light, promising welfare, promising removal of civil servants for temporary, promising free health.
