Community service is one of the activities aimed at assisting the government in society and local governments in disseminating Law no. 32 of 2004 concerning Local Government in Hamdan Village, Medan Maimun District, Medan City. The lack of understanding of the people of Hamdan Village, Medan Maimun District in the success of Law No. 32 of 2004. The results of this dedication show that the socialization of Law Number 32 of 2004 concerning Regional Government and development progress and the success of existing development, must be disseminated to the community. One example of the community can directly experience the construction of road facilities and infrastructure that have repaired, as well as several developments in flood management and environmental cleanliness. The participation of the community in determining public policy, the higher the level of democracy in the country. In regional autonomy it is necessary to involve as many citizens as possible in determining public policy at the regional level.

The Regional government which carried out based on the principle of autonomy as wide as possible implies that the regions are given the authority to regulate and manage all their own affairs. So, this study tried to conduct a study of normative law to further examine the nature of the implementation of regional autonomy, and the second tried to analyze the role of regional regulations in order to support the implementation of regional autonomy through library research using the statute approach and conceptual approach. The results of the study indicated that one of the important ideals and rationalities for implementing regional autonomy was to make the policy process closer to the society, not only in the central government. For this reason, authority needs to be given so that local governments can take their own initiative to make decisions regarding the interests of the local community through laws at the local government level. Thus, the contents of the Regional Regulations are to accommodate the interests of the people in the regions in order to achieve happiness and prosperity that is distributed equally to the people in the area.Pemerintah daerah dilaksanakan berdasarkan prinsip otonomi yaitu memberi dan melaksanakan rumah tangga itu sendiri. Untuk alasan ini, penelitian ini adalah studi hukum normatif untuk memeriksa lebih lanjut tentang pelaksanaan otonomi daerah dan pendekatan lain yang dapat dianalisis dengan menggunakan pendekatan perpustakaan menggunakan pendekatan Statuta dan pendekatan konseptual. Hasil penelitian menunjukkan bahwa salah satu cita-cita dan rasionalitas penting pelaksanaan otonomi daerah adalah membuat proses lebih dekat dengan masyarakat, tidak hanya di pemerintah pusat. Untuk alasan ini, perlu mengisi ruang sehingga pemerintah dapat mengambil inisiatif sendiri untuk membuat keputusan tentang lingkungan masyarakat melalui peraturan di tingkat pemerintah daerah. Ini adalah konten materi dari Peraturan Daerah pada dasarnya untuk mengakomodasi manfaat masyarakat di daerah dalam rangka mencapai kebahagiaan dan kemakmuran yang didistribusikan secara merata kepada orang-orang di daerah tersebut.(The regional government is carried out based on the principle of autonomy is giving and carrying out the household itself.  ABSTRACTThe implementation of public services is still going on with the old public administration practices. Therefore, it is time for the bureaucracy to change its mindset. The development of the paradigm of public administration can bring enlightenment to the bureaucracy. Public Service innovation and creativity is one of the right solutions in the era of regional autonomy in achieving the welfare of modern regional government. The Indonesian state in running the government, the relationship between the central government and local governments must be well and harmoniously established. The intertwined goal is for the prosperity of the people. One of the aspects that central among the implementation of regional autonomy are related to segregation and amalgamation areas that aims to strengthen the relationship between government of regions and people in order growth democratic life. The practice of good governance the government the regions is an effort to strengthen democracy. It means, good governance good from the perspective of the community meaningful receive public services local governments quality .One segregation of the region is segregation of aceh barat into three areas, namely Simeulue, Nagan Raya and Aceh Jaya in 2002. At the time conflict aceh stirs that it demands the community not covered by local government services closest to the distric was segregated .In addition happened euphoria the act of regional autonomy. This study aims to analyze perceptions of Simeulue, Nagan Raya and Aceh Jaya to regional government performance in providing basic service after segregation of areas and whether there are differences between third the government the area. Survey used technique the random samples of 150 derived from three the district segregation. Of respondents about 150 terambil 58 respondents (38.7 %) of the Nagan Raya, 42 respondents ( 28.0 % ) of the Seumeulu and about 50 respondents (33.3 %) of the Aceh Jaya.Using analysis of variance (ANOVA) show services are equal treatment, there is no difference perception excessive rata-rata worth 2.1.This means public perceptions in local government services in those areas part aceh barat biasa-biasa course Keywords: Regional Autonomy, Segregation of the Region, Public Services, the Public Perception

Social Policy and Regional Autonomy. The policy of decentralization and the practice of regional autonomy in Indonesia is a tool in the realization of the ideals of justice, democracy and the welfare of the people. This study aims to discuss social policy     and regional autonomy in accordance with the author’s understanding of the various sources obtained. This study uses a qualitative approach with descriptive methods. Data collection techniques in this study, the authors use literature review. In other words all efforts made by the author to gather information that is relevant to the topic or problem being discussed. The results show that the practice of governance today shows that social policy has been carried out. The national government and the regional government make social policy a matter that must be done in implementing government affairs. In decentralization, social policy has its own place in implementing government affairs. In that context social policy is understood as a policy and program run by the government, which is designed to improve people’s welfare or increase human dignity. Fiscal decentralization is one the major component of the decentralization implementation of regional autonomy. As the new beginning in regional development and the people in managing the resources or all of the potential to the prosperity and the progress of region. Financial aspect is one of the basic criteria to find out the real capability regional government in managing their autonomy system (household system) the capability of regional government in managing their financial can be seen in APBD which describes the capability of local government in financing the activities of development task and equity in each region. The purpose of this research is to determine the financial capability of Tidore in regional autonomy especially in 2013-2017 judging by ratio of independency, decentralization fiscal degree, growth ratio. This research used observation, interview and documentation to collect the data. The data was analyzed using qualitative and quantitative data with described analysis. The result showed that the independence ratio of Tidore has been able to improve its financial capability. The degree of decentralization is still highly dependent on the central government, although it has been increasing year by year. Growth rate fluctuated this indicates the local government of Tidore is not too concerned with regional development and community welfare.Keywords: regional autonomy, ratio of independency, The degree of decentralization ratio, Growth ratio.

Abstract: The regional government is at the forefront of sustainable development. Through policies issued by local governments can help improve the quality of education at the Madrasah level. The study aims to describe 1) a comparison of education policies by the Nganjuk Regional Government. 2) The authority of education policy providers by the Nganjuk regional government. 3) positive and negative impacts of the comparison of government policies on the implementation of Madrasah education. This research uses qualitative research with a descriptive-analytic approach. Data collection techniques are done using observation, interviews, and documents. Data analysis of the results of the study was carried out by data reduction, data presentation, and concluding (data verification). The results of the study show that (1) Problems and comparisons of educational policies namely regarding the qualifications of the establishment of schools and madrasas, and differences in the admission schedule for new students that are still not aligned between the Education Office and the Nganjuk Ministry of Religion Office due to the centralization and decentralization of the government system. (2) The authority exercised by the Education Office and the Regional People's Representative Assembly Commission 4 does not affect Madrasas (3) The positive impact is that madrasas can choose students who are superior and can meet the ceiling set by the government. The negative impact is that madrasas are said to be a factor in merging schools and the lack of local government attention to madrasas.Keywords: School, Madrasa, Educational Policy, Local Government Abstrak: Pemerintah daerah menjadi ujung tombak dalam pembangunan yang berkelanjutan. Melalui kebijakan yang dikeluarkan pemerintah daerah dapat membantu peningkatkan mutu penyelenggaraan pendidikan di tingkat Madrasah. Penelitian ini bertujuan untuk mendeskripsikan tentang1) perbandingan kebijakan pendidikan oleh Pemerintah Daerah NganjukDalam Penyelenggaraan Pendidikan Madrasah. 2) Kewenangan penyelenggara kebijakan pendidikanMadrasah oleh pemerintah daerah Nganjuk.3) dampak positif dan negatif dari perbandingan kebijakan pemerintah terhadap penyelenggaraan pendidikan Madrasah. Penelitian ini menggunakan jenis penelitian kualitatif dengan pendekatan deskriptif-analitik. Teknik pengumpulan data dilakukan dengan menggunakan observasi, wawancara serta dokumen. Analisis data hasil penelitian dilakukan dengan reduksi data, penyajian data, dan penarikan kesimpulan (verifikasi data). Hasil penelitian menunjukkan bahwa (1) Permasalahan dan perbandingan kebijakan pendidikan yaitu mengenai kualifikasi jarak pendirian sekolah dan madrasah, dan perbedaan jadwal penerimaan siswa baru yang masih belum selaras antara Dinas Pendidikan dan Kantor Kementerian Agama Nganjuk dikarenakan sentralisasi dan desentralisasi sistem pemerintahan. (2) Kewenagan yang dilakukan Dinas Pendidikan dan DPRD Komisi 4 tdak berpengaruh kepada Madrasah (3) Dampak positif yaitu madrasah mampu memilih siswa yang unggul dan bisa memenuhi pagu yang telah ditentukan oleh pemerintah. Dampak negatinya adalah madrasah dikatakan sebagai faktor penggabungan sekolah dan masih kurangnya perhatian pemerintah daerah terhadap madrasah.Kata kunci: Sekolah, Madrasah, Kebijakan Pendidikan, Pemerintah Daerah

This chapter argues that democratic local government embeds the culture of democracy at grassroots: as the government closest to the people, it establishes a culture of responsiveness, transparency, and accountability more readily and effectively than by holding national leaders to account. Local democracy can also be used strategically when a country seeks to move from an authoritarian or military regime to democracy. Furthermore, it provides space for political inclusivity—an argument with particular relevance in ethnically diverse societies, where a winner-takes-all paradigm of competition at the national level typically results in the marginalization of geographically concentrated losers. Finally, local government allows for experimentation in different forms of inclusive politics, be they representative or participatory. However, although most African countries have adopted decentralization policies, the dividends are meagre. Local government is but feebly equipped to play a democracy-constituting role: operating in a constrained constitutional environment, central governments have generally not allowed local governments the opportunity to hold regular free and fair elections and thereby play a role in democratization. Despite these findings, there is also some evidence that on occasion local democracy has indeed played such a role and thus enhanced democratic participation.

Indonesia is the Unitary State. It is understood that within a unitary state, the central government operates a high state sovereignty. In order not to be arbitrary, the activities of the central government are supervised and limited by the constitution. The government which is divided from the Central Government to the Regional Government included Regional Autonomy therein, as well as the authority of the Regional Government, is on duty to manage the Regional Property. In carrying out its authority as an administrator of local property, there are still many abuses or omissions committed by the local government in operating its authority in managing regional property, such as the negligence of the Regional Assets, the misuse of authority in the revocation of rights already granted by the regional government on the right to use of local property, using local property for personal interest. In the management of regional property required planning, implementation, and supervision by the local government in accordance with applicable laws and regulations in the constitution. Digital-based simultaneous regional head elections which aim to build autonomous regions. This is in accordance with the regional government administration system in Indonesia, namely the Regional Autonomy policy which explains that each Regional Government is implemented based on the principle of decentralization in the form of broad, real, and responsible autonomy. In the context of implementing such broad, real and responsible autonomy, the Regent and Deputy Regent have a very strategic role in the field of governance, development and community service and are fully responsible for the running of regional government. The essence of the aforementioned objectives, among others, is to emphasize more on the principles of democracy, community participation, equity and justice and to pay attention to regional potential and diversity. Thus it can be interpreted that regional autonomy is expected to prosper the people and revive democracy which is reflected in the program, performance and figure of a regional head who is currently directly elected.

The implementation of regional autonomy provides the opportunity for local governments to create progress in many aspects, including in the field of health. The research site is in Bone Regency.The research aimed (1) to investigate and understand the legal politics of the regional autonomy in realizing the good governance in health sector; (2) to investigate and understand the application of the good governance principles in the implementation of the administration affairs of the government.The research was an empirical legal research which usually called a socio-legal research. The research was conducted in the Regional Government of Bone Regency. The research was qualitative and was supported legal materials. The data were analyzed using the descriptive and qualitative content analysis.The research result indicated that (1) the legal policy of the regional autonomy in the realization of the good governance in health sector in Bone Regency was based on right of the health protection; that the government must give the right to every citizen, and the local government of Bone Regency should be involved in the health protection based on the principles of autonomy. That between the local government and the central government there should be a division of authority in order to avoid the overlapping authority. Therefore, the formats of regulatory, funding, and implementation are needed in order that the implementation of the health service could reach the community directly. (2) The application of a good governance in the implementation of the government affairs in the health sector in Bone Regency is measured based on: the community access to the information about the government coordination, the community trust in the government institutions (particularly in the health sector), the consistency of the local government of Bone Regency in enforcing the law when executing the government, and the involvement of the non-governmental elements in the policy making (particularly in the health sector). All these effect satisfaction level of the authority implementation of the local government of Bone regency in the health sector, 20 out of 40 respondents has given their good evaluation in the health sector; that the health service in the regency has been running well.
