The research aims to identify the most important structural imbalances that impede the process of economic development, and then the most important requirements and conditions for the transition from a unilateral economy to a diversified economy capable of achieving sustainable and self-growth economic development. The research found the need to raise the contribution of the commodity sectors to the gross domestic product, and then reduce the proportion of rentier resources in this output by removing the structural imbalances that stand in the way of raising the contribution of the non-oil economic sectors, and it is also necessary to reconsider the state’s general budget by diversifying public revenues. And the rationality of disposing of public money and making this a priority of fiscal policy and refraining from relying on the public administration to create job opportunities by supporting the private sector and increasing the proportion of investment in the budget at the expense of reducing unnecessary expenditure items from current expenditures, given that supporting and developing the private sector and raising the proportion of investment expenditures in the budget It will create new real job opportunities and reduce unemployment.

The article examines modern world economic development as a phenomenon of regional and local cooperation with the growth of regions (subregions) as the main actors in ensuring the socio-economic development of the state, its competitiveness in the world economic and political arena. Capable regions and subregions are able, on the one hand, to reduce the burden on central authorities by taking over some of their powers, and on the other - to take into account the needs of new communities, businesses and other organizations when making decisions in production on public services. The article proves that public administration and their components - public administration and regulation in the field of national and regional (local) development - is one of the most important problems of forming developed market relations in Ukraine, in particular with the formation of a new system (mechanisms and tools) in the field of resource provision of the decentralized model of local governance. The European integration vector of development chosen by Ukraine envisages a significant modernization of the system of public administration in general and administration in particular. The formation of domestic public administration and administration on a qualitatively new basis in connection with the intensification of some social processes and the need to solve systemic problems of socio-economic development of certain territories of Ukraine necessitates deep theoretical, methodological and scientificmethodological study of the imperfection of the public system. management and administration in conditions of resource constraints. At the same time, despite the intensification of efforts of scientists in the development of methodological tools, a universal approach to solving the problems of insufficient efficiency of public administration and administration has not yet been developed.

Uniform wages offered by the public administration are not always competitive compared to private sector wages in every district. This is reflected in high levels of turnover, vacancies or an unbalanced age structure of employees and leads to a lower quality of public services provided. One way to address this would be to introduce a system to compensate for regional pay gaps. The aim of our paper is to propose a mechanism for determining the regional compensatory allowance for employees of district offices. We used two approaches to determine it. The first consists in expressing the share of individual salary classes in the national average wage and their subsequent reflection on individual regions and districts. The second is based on calculation of the gaps between individual salary classes and their subsequent projection into individual regions and districts. Together, we offer 4 scenarios (2 theoretical approaches with 2 variants) for determining the regional compensatory allowance. The result is regional pay scales and tables with the amount of the regional compensation surcharge, as well as a quantification of each scenario. From our point of view, the most suitable for implementation is a scenario based on the projection of the share of wages in the average regional wage at the district level.

Public cooperation is aimed at ensuring the functioning of public administration. Some forms of cooperation are subject to a regulatory regime for European procurement directives, some forms of cooperation within the public and private sector is not subject to this regime. In this article we analyze the types of cooperation with regard to their character. The aim will be to identify the types of cooperation, their frequency, the need to use the legal regime of public investment, and other distinctive features affecting the modes of cooperation within the public administration and the implementation of public policies.

The public procurements is a developed field in the countries which had blooming economic development trends. It is a very important field for the governments as every government is a buyer of goods, services and performance of works. During the last years in all the countries public procurement occupied an important space as through it the expenses of public money is performed. This trend of development during this period is more emphasized especially in the countries which had a transition from the planned economics to market economy. For the eastern and central Europe public procurement these last 20 years was a new term as the economy of these countries was planned and centralized.


The evolution of artificial intelligence boosts its usage in the private sector, however the public administration seems to lag behind. This paper intends to identify the advantages and potential challenges for the implementation of the artificial intelligence in the public sector. The practical value of this paper lies in the fact that becomes a useful tool for decision makers that aim to adopt this technology in public organizations.

Abstract Currently, corruption has been so generalized and sophisticated that threatens to undermine the own society structure. Corruption is a problem identified in all the countries. What changes is how we deal with it. Nevertheless, why is there so much corruption? Within the group of factors, it is possible to highlight the high bureaucracy that reduces the efficiency of the public administration; the presence of a slow Judiciary Branch which is very low is terms of efficiency, when reprimanding illicit practices that incite everything ending up in pizza (this sentence was literally translated from Portuguese, it does not exist in English, but it means that impunity prevails in Brazil.); the existence of a corporatist sense among the Administration industries in the public sector in relation to the private sector and so facilitating corruption. The penalty for corruption should be constrained to mechanisms that allow the system of criminal justice to carry out actions of arrest, prosecution, penalty and repair to the country. Combating corruption complies with the republican ideal for the reduction of costs in Brazil. Moralizing the public-private relations offers juridical security to the market. The fact that some countries, especially Brazil, are seriously combating against corruption brings hope, with an eye on a more rigid legislation and less bureaucratic as well, with the end of the corporatist sense and the equivalence of salaries between the public and private sector. We shall provide effective criminal, administrative and civil penalties of inhibiting nature for future action; we shall provide cooperation between the law applicator and the private companies; we shall prevent the conflict of interests; we shall forbid the existence of “black fund” at the companies and we shall encouraged the relief or reduction of taxes to expenses considered as bribery or other conducts related

Цель статьи - в интересах обеспечения эффективности формирования и реализации стратегии социально-экономического развития Российской Федерации на период до 2030 года проанализировать результаты реализации «Стратегии-2020», обсуждение которых не нашло должного отражения как в системе государственного управления, так и в научной среде. В качестве инструмента анализа результатов реализации «Стратегии-2020» в работе использован «взгляд назад» как элемент зрительной системы научной школы предпринимательства Й. Шумпетера. Выбор указанного инструмента обусловлен тем, что именно он дает понимание, на каком фундаменте реализации прошлых стратегий придется строить и реализовывать стратегии будущего развития управляемой социально-экономической системы. Научная новизна заключается в сформулированных на основе комплексного анализа результатов реализации «Стратегии-2020» рекомендациях по формированию «Стратегии-2030» социально-экономического развития Российской Федерации. N the interests of ensuring the effectiveness of the formation and implementation of the strategy for the socio-economic development of the Russian Federation for the period up to 2030, the author has analyzed the results of the implementation of the «Strategy 2020» the discussion of which has not been properly reflected both in the public administration system and in the scientific community. As a tool for analyzing the results of the implementation of «Strategy 2020», the work uses a «look back» as an element of the visual system of the scientific school of entrepreneurship by J. Schumpeter. The choice of this tool is due to the fact that it is he who gives an understanding on what foundation the implementation of past strategies will have to build and implement strategies for the future development of a controlled socio-economic system. On the basis of a comprehensive analysis of the results of the implementation of the «Strategy-2020» recommendations were formulated for the formation of the “Strategy-2030” of the socio-economic development of the Russian Federation.

The article presents selected issues of the multiformity of tasks performed by the public administration based on the example of the administration of measures in the context of diversification of legal forms of activities in the public administration according to two criteria: functions performed by the administration of measures in the economy and the authoritative and non-authoritative forms of activities. The first part of the paper presents the legal forms of activities in the administration of measures according to the following functions: economic police, reglamentation, economic supervision, economic management, planning and support of the economy. Moreover, selected public tasks within the above functions are analyzed. The second part of the article provides an analysis of new tasks of the administration of measures in relation to the privatization of public tasks referring to the field of conformity assessment of products in terms of authoritative and nonauthoritative forms of activities, which are subject to evolution as a result of the economic development and the europeanisation of metrological regulations.
