<table cellspacing="0" cellpadding="0"><tbody><tr><td align="left" valign="top"><h1>The village is the smallest area in the Indonesian government structure that currently has a significant role and function in every social activity, both in the political, social, economic and legal contexts. The purpose of this study is to explain how the role of the village head and village apparatus in the implementation of regional head elections. This research uses a qualitative method with case studies. Data were obtained through in-depth interviews with village heads, village officials, community leaders, and also through literature studies. This study draws the conclusion that the role of the village head is very important in the implementation of regional head elections, particularly in relation to increasing the number of participation and managing potential conflicts in the community in the contestation of the campaign by the campaign team even though the election was carried out by only one pair of candidates against the empty box. The campaign will still be carried out by the winning team of candidates, at the same time the process of socialization and the program to increase voter turnout will also continue to be carried out by village officials in collaboration with election commision.</h1></td></tr></tbody></table>

To inhibit the increase and spread of HIV-AIDS, it is necessary to partnership between civil society, people with HIV-AIDS, government and the role of community leaders. In Minangkabau Ninik Mamak is obliged to educate nephews in the field of religion, customary values, culture in community life to be able to live harmoniously. Data from the Solok City Health Office with HIV-AIDS in 2019 amounted to 54 cases and 30 of them died. The purpose of this study is to find out how Ninik Mamak's role in the application of indigenous and cultural values to the prevention and reduction of the risk of HIV-AIDS disease in adolescents in solok city. This research uses qualitative methodology with a case study approach, data collected through in-depth interviews. The results of the study of most ninik mamak have not played a role in maximally applying and instilling the values of Indigenous and Cultural Minangkabau to the youth nephew about the prevention and reduction of the risk of HIV-AIDS disease. Ninik Mamak as an informal leader who has a close relationship with the nephew must provide motivation, direction, guidance, and teaching wisely and wisely to the nephew to do it in everyday life. Suggestions that Ninik Mamak increase its role and function to instill indigenous values and Minangkabau culture in the daily life of youth nephews as an awareness effort in the prevention and reduction of the risk of HIV-AIDS disease.

The leadership of a Village Head in each village must be able to be a good example and role model for the community. The involvement of the Tirowali village head in Luwu Regency in practical politics in the last 2018 regional head elections is of course contrary to the provisions stipulated in the Law, this is very contrary to his position as a government official who is expected to be neutral in politics. The strategic and significant role of the Election Supervisory Agency, namely how to avoid potential election violations arises by implementing optimal prevention strategies. This study aims to determine the role and function of Bawaslu in carrying out prevention and prosecution of violations of the neutrality of village heads and to determine the factors that affect the credibility of village heads in regional head elections. This study uses a normative legal research method with a case approach which is carried out by examining cases related to the issue of the neutrality of the village head in Luwu Regency, and has become a decision that has permanent legal force. The results of this study indicate that the need to strengthen regulations to give authority to election supervisory agencies to impose sanctions on violations of neutrality in regional head elections, the involvement of village heads in practical politics indicates that government bureaucrats can still be covered by political interests.

ABSTRAKPelabuhan berperan sebagai fasilitas penunjang pusat pertumbuhan regional dalam proses pembangunan ekonomi wilayah. Pelabuhan Bebas Sabang diarahkan sebagai pusat pertumbuhan ekonomi regional dan diharapkan dapat meningkatkan perekonomian Kawasan Sabang. Permasalahan yang dihadapi Pelabuhan Bebas Sabang adalah belum optimalnya peran dan fungsi Pelabuhan Bebas Sabang dalam menunjang perekonomian wilayah. Penelitian ini bertujuan untuk mengetahui peran Pelabuhan Bebas Sabang dalam mendorong perkembangan perekonomian Kawasan Sabang. Lingkup materi yang dibahas mencakup peran-peran Pelabuhan Bebas Sabang, menentukan potensi dan masalah serta upaya-upaya peningkatan peran Pelabuhan Bebas Sabang. Metode analisis yang dilakukan adalah analisis deskriptif dengan pendekatan analisis data kualitatif dan kuantitatif. Alat analisis yang digunakan adalah analisis SWOT IFAS-EFAS. Hasil analisis menunjukkan dalam kurun waktu 4 (empat) tahun terakhir dari tahun 2010-2013, Pelabuhan Bebas Sabang belum optimal dalam menjalankan perannya, sehingga membutuhkan strategi pengembangan dengan pendekatan Agressive Maintenance Strategy (strategi perbaikan agresif), yaitu strategi konsolidasi internal dengan memperbaiki faktor-faktor kelemahan untuk memaksimalkan pemanfaatan peluang.Kata kunci: Pengelolaan, SWOT IFAS-EFAS, WilayahABSTRACTPort was supporting facility of regional growth center in the process of regional economic development. Sabang free port was directed as the center of regional economic growth and expected to raise the economy of sabang. Problems faced by sabang free port was yet optimal role and function in supporting the economy of the region. This study aimed to determine the role of sabang free port in supporting the economic development of sabang. The covered material scope included roles of sabang free port, determining the potentials and problems and efforts of increasing the role of sabang free port. The method of analysis was descriptive analysis with qualitative and quantitative approach. The analytical tool used was the swot ifas-efas analysis. The analysis results showed in the period of 4 (four) years from 2010 until 2013, sabang free port was not optimal in carrying out its role yet, so it requires development strategies with agressive maintenance strategy approach, which is internal consolidation strategy by improving vulnerability factors to maximize the utilization of opportunities.Keywords:, Management, Regional, SWOT IFAS-EFAS

The ideology of state-ibuism has always been interwoven with how the New Order regime until nowadays government constructing the “ideal” role of women in the family and community through the PKK (Pembinaan Kesejahteraan Keluarga) organization. However, in Cangkring Village, Indramayu, the ideology of ibuism works not because of the massive government regulating the role of women through the PKK organization, but it is possible because of the structure of the kampung community itself. Through involved observations and in-depth interviews about a kindergarten in the village, a group of housewives who dedicated themselves to teaching in kindergarten were met without getting paid high. From these socio-cultural phenomenons, this paper will describe descriptively and analytically that housewives in the Cangkring village are willing to become kindergarten teachers because of their moral burden as part of the warga kampung and also from community pressure from people who want their children to be able to read and write.

This chapter discusses contemporary debates regarding the use of artificial intelligence as a vehicle for criminal justice reform. It closely examines two general approaches to what has been widely branded as “algorithmic fairness” in criminal law: the development of formal fairness criteria and accuracy measures that illustrate the trade-offs of different algorithmic interventions; and the development of “best practices” and managerialist standards for maintaining a baseline of accuracy, transparency, and validity in these systems. Attempts to render AI-branded tools more accurate by addressing narrow notions of bias miss the deeper methodological and epistemological issues regarding the fairness of these tools. The key question is whether predictive tools reflect and reinforce punitive practices that drive disparate outcomes, and how data regimes interact with the penal ideology to naturalize these practices. The chapter then calls for a radically different understanding of the role and function of the carceral state, as a starting place for re-imagining the role of “AI” as a transformative force in the criminal legal system.

Banyuwangi is an area rich in various cultures and customs, this is because Banyuwangi district is inhabited by various ethnic groups. The majority of the sub-districts of Banyuwangi are osing tribe who live in the village of fern and urban village of rejo. Joglo building as one of the traditional Javanese buildings in it contained philosophy that suits the life of the people. The arrangement of the room in Joglo is generally divided into three parts, namely the meeting room called pendopo, the living room or the space used to hold the show called pringgitan, and the back room called dalem or omah jero as the family room. For the people of Banyuwangi especially those who still preserve the joglo house just like the osing tribe have begun to experience the shifting of its role and function where in this case joglo house serve as additional need for home decoration, private residence of the citizen, until used as permanent building of cafe and restaurant. From the description above, the researcher felt that the community did not understand the function of the role and shape of the architecture of the Javanese house which has become the culture of the inheritance slowly changed by causing a shift to the cultural values contained within it. The shift in value will sooner or later bring changes to traditional architectural forms, structures and functions.

The Grajagan village had a library located at the village office. So far, the library has not been managed and utilized optimally. The problems that occur in this library include the lack of book collections, the absence of chairs and tables for readers, the condition of the library is not well organized, and the library staff were not trained in managing the library. These problems have resulted in the low interest of the people of Grajagan village to visit the village library. To solve the problems, it was necessary to provide assistance in library development. Library development is carried out through the addition of book collections, providing chairs and tables for readers, arranging library space, and training for library staff. Based on the results of community service activities that have been carried out, it can be stated that the library's book collection has increased by 88 books, the library space becomes more comfortable with the increase in furniture, and the library staff has increased their knowledge in terms of library management. To further increase the role and function of the library, promotion or introduction to the library's book collections and facilities to local villagers is required.

Extracellular vesicles (EVs) compose a heterogenous group of membrane-derived particles, including exosomes, microvesicles and apoptotic bodies, which are released into the extracellular environment in response to proinflammatory or proapoptotic stimuli. From earlier studies suggesting that EV shedding constitutes a cellular clearance mechanism, it has become evident that EV formation, secretion and uptake represent important mechanisms of intercellular communication and exchange of a wide variety of molecules, with relevance in both physiological and pathological situations. The putative role of EVs in hemostasis and thrombosis is supported by clinical and experimental studies unraveling how these cell-derived structures affect clot formation (and resolution). From those studies, it has become clear that the prothrombotic effects of EVs are not restricted to the exposure of tissue factor (TF) and phosphatidylserines (PS), but also involve multiplication of procoagulant surfaces, cross-linking of different cellular players at the site of injury and transfer of activation signals to other cell types. Here, we summarize the existing and novel clinical and experimental evidence on the role and function of EVs during arterial and venous thrombus formation and how they may be used as biomarkers as well as therapeutic vectors.

The purpose of this research is to describe the role of the clerics to actualize good governance concept in the development of Makassar City. Therefore, clerics are not merely issuing “fatwas” (religious advises) for the sake of society, but also, clerics can also play a role in development process. The method applied in this research is a descriptive method. While the approach applied is a qualitative method because the issues that are studied are phenomenological. The results show that the role of clerics is optimal in actualizing good governance concept in Makassar City development process. The role and function of the clerics can be represented as a community counselor in line with the government's role as servant and protector of society. Moreover, the policy taken by the government has been supported by all the clerics in actualizing development programs for the mutual good of the societies. In making strategic decisions, clerics sometimes contribute and suggestions to the government to improve social support of that decision

Like international legal scholarship, LJIL is in transition. Our colleagues, Larissa van den Herik and Jean d'Aspremont, who have shaped much of the role and plural identity of the journal over the past decade, in collaboration with our different sections, have passed leadership on to us, the new team of (co-)editors-in-chief. This editorial reflects on the changing role and function of scholarship in international law, a theme important to our predecessors and ourselves. This is to some extent a niche area. It has not received much attention in discourse. With some notable exceptions, legal journals are typically reluctant to address overarching meta-issues of discourse, i.e. issues of production of scholarship, the role of journals vis-à-vis other media, or the broader direction of the development of international legal scholarship. Such issues might be perceived as non-scientific by some. We feel that it is important to include such dimensions, including critical self-reflection on our discipline, in international legal discourse.
