In 2019, Musi Rawas Regency carried out land redistribution on ex-forest land. The issuance of Presidential Regulation Number 86 in 2018 is expected to accelerate the implementation of agrarian reform. This regulation requires the provision of technical standards, institutional, and stage of activity that run in ideal condition. Therefore, it is necessary to conduct research to explain the extent of the suitability of that components applied in its implementation. This research uses qualitative method and descriptive approach. The result of this research are in the form of mechanism for change of status of forest   area   through forest   area   inauguration and   the   implementation of that land redistribution is carried out according to procedure. Constraints encountered include the relinquishment of the forest area which is still at the official report of the boundary setting area  which  is still at the official report of the boundary setting  stage,  the revision of land use plan (RTRW) is still in progress, and some administrative deficiencies can be resolved appropriately with good coordination between that stakeholders involved.Pada tahun 2019, Kabupaten Musi Rawas melaksanakan redistribusi tanah dari tanah eks kawasan hutan. Terbitnya Peraturan Presiden Nomor 86 Tahun 2018 diharapkan dapat mempercepat pelaksanaan reforma agraria. Regulasi ini mensyaratkan adanya standar teknis, kelembagaan, dan tahapan kegiatan yang berjalan dalam kondisi ideal. Oleh karena itu perlu dilakukan penelitian untuk menjelaskan sejauh mana kesesuaian komponen tersebut diterapkan dalam pelaksanaanya. Penelitian ini menggunakan metode kualitatif dengan pendekatan   deskriptif. Hasil penelitiannya menunjukkan bahwa mekanisme perubahan status kawasan hutan dilakukan dengan pengukuhan kawasan hutan dan pelaksanaan redistribusi tanah tersebut dilaksanakan sesuai prosedur. Kendala-kendala yang ditemui, yakni pelepasan kawasan hutan yang baru sampai pada tahap berita acara tata batas, revisi Rencana Tata Ruang Wilayah (RTRW) sedang berjalan, dan beberapa kekurangan kelengkapan administrasi yang seharusnya bisa diselesaikan dengan tepat dengan koordinasi yang baik antara stakeholder yang terlibat

Penelitian ini dilakukan untuk mengetahui proses komunikasi kelompok dalam metode pembelajaran sentra di TK Zaid bin Tsabit. Penelitian ini mendiskusikan tentang proses komunikasi kelompok. Metode penelitian yang digunakan dalam penelitian ini adalah Metode Kualitatif dengan pendekatan Deskriptif. Teknik pengumpulan data yang dilakukan peneliti ada dengan studi pustaka, penelusuran data secara online, wawancara, observasi serta dokumentasi dengan 3 orang informan kunci yaitu guru di TK Zaid bin Tsabit serta 3 informan pendukung yaitu Kepala TK Zaid bin Tsabit dan 2 orang tua murid. Uji keabsahan data dengan peningkatan ketekunan, triangulasi dan diskusi dengan teman sejawat, teknik analisis data menggunakan pengumpulan data, reduksi data, penyajian data, penarikan kesimpulan dan evaluasi.Hasil penelitian ini bahwa Proses komunikasi yang terjadi merupakan komunikasi langsung yang terjadi dua arah dan dilakukan terus menerus untuk membentuk kemandirian anak. Proses komunikasi yang terjadi dalam kelompok metode pembelajaran sentra membentuk kemandirian anak. Proses komunikasi yang dilakukan oleh guru kepada anak dilakukan dengan memberikan arahan-arahan kepada anak serta contoh dari arahan yang telah disampaikan oleh guru.Kesimpulan pada penelitian ini adalah metode pembelajaran sentra membentuk kemandirian anak lewat komunikasi yang dilakukan guru secara terus menerus, karna melalui pembelajaran sentra anak diminta untuk melakukan segala sesuatunya sendiri dalam pengawasan guru. Saran yang diberikan adalah guru harus lebih kreatif dalam memberikan materi pada metode pembelajaran sentra serta bersikap lebih tegas dalam mendidik anak dan melakukan komunikasi yang berkelanjutan dengan orang tua murid. --------------------------------------------------------------------------------- This study was conducted to determine the process of group communication in the center learning method at TK Zaid bin Tsabit. This study discusses the process of group communication. The research method used in this study is a qualitative method with a descriptive approach. The data collection techniques carried out by the researcher were with literature studies, online data searches, interviews, observation and documentation with 3 key informants namely the teacher at TK Zaid bin Tsabit and 3 supporting informants namely TK Head Zaid bin Tsabit and 2 parents. Test the validity of data by increasing perseverance, triangulation and discussion with colleagues, data analysis techniques using data collection, data reduction, data presentation, drawing conclusions and evaluations.The results of this study that the communication process that occurs is direct communication that occurs in two directions and carried out continuously to form the independence of children. The communication process that occurs in a group of central learning methods shapes children's independence. The process of communication carried out by the teacher to the child is done by giving directions to the child as well as examples of directions that have been delivered by the teacher.The conclusion of this study is that the central learning method shapes children's independence through continuous communication by the teacher, because through central learning children are asked to do everything themselves in the supervision of the teacher. The advice given is that the teacher must be more creative in giving material to the central learning method and be more assertive in educating children and making ongoing communication with parents.

 Forest conversion has been identified as one of the several bottlenecks affecting upon the major infrastructure projects in Nepal, especially in the energy and transport sectors. Nepal’s policy requires at least 40% of its land cover under forest. This means if any forest land is converted to non-forest land, it must be compensated with an equivalent area, preferably in the similar ecotype in the nation. In addition, a specified number of trees must be planted for the number of trees felled in the project site, and the site must be managed and protected for five years by the developers. These provisions have led to growing resentment between the developers and the Ministry of Forests and Soil Conservation (MFSC), leading to delay in providing forest lands for infrastructure projects. With a view to develop mechanisms for the government to rapidly provide forest land for nationally important infrastructure projects, the Government databases were examined to analyze the forests handed over to the developers for non-forestry uses. The data showed that a total of 14,028.4 ha of forest area were handed over to the developers for non-forestry uses until the end of 2015. On an average, 263.8 ha forest area was found to be handed over to the developers between the period of 2010–2013. However, there is a declining trend of forest handed over for non-forestry purposes in the recent years. The decline could be due to the strict enforcement of the legal provision which limits the conversion of forest areas to non-forest areas except in the case of the “national priority projects”. It has been recommended that the conversion of forest for infrastructure development should be examined with a holistic perspective by taking all the related components of forest conversion into consideration, from providing forest land for replacement planting. It is recommended that the Forest Product Development Board (FPDB), a parastatal organization under the MFSC, should be entrusted with the work of plantation related to forest conversion. The fund for this work should flow directly from the developers to the FPDB. The possibility of forming a land bank to facilitate the work of the FPDB is also recommended.Banko Janakari, Vol. 27, No. 1, Page: 60-64

Abstract: Complete Systematic Land Registration/ Pendaftaran Tanah Sistematis Lengkap (PTSL) is a land registration program in Indonesia which is targeted to be completed in 2025. The availability of a working map is an initial requirement in the preparation of PTSL implementation. The implementation of PTSL 2018 in Karanganyar Regency targeted to register 35,195 parcels of land. The registration map can be used as a reference for making PTSL Working Maps. Collecting physical data and identifying land parcels can be carried out by the community. This study aimed to (1) find the community participation in preparing working maps at the Land Office of Karanganyar Regency, and (2) know the use of working maps. To achieve these objectives, the researcher used a qualitative method with a descriptive approach to describe and examine the making of a working map. The results of this study showed that the community provided the PBB, DHKP, and CSRT maps in 2014 that used as a basic source for the development of the current PTSL map. Working maps used in mapping a complete village.Keyword: community participation, work map, PTSL. Intisari: Pendaftaran Tanah Sistematis Lengkap (PTSL), merupakan program pemerintah dalam penyelesaian pendaftaran tanah di seluruh indonesia yang akan diselesai pada tahun 2025. Ketersediaan peta kerja merupakan proses awal dalam persiapan pelaksanaan PTSL. Kabupaten Karanganyar dalam program PTSL 2018 menargetkan 35.195 bidang tanah terdaftar. Ketersediaan infrastruktur berupa peta dasar pendaftaran dapat jadi acuan pembuatan Peta Kerja PTSL. Optimalisasi dan simplikasi pelaksanaan kegiatan PTSL dalam pengumpulan data fisik dan indentifikasi bidang-bidang tanah dapat mengoptimalkan partisipasi masyarakat. Tujuan penelitian ini adalah untuk (1) mengetahui bentuk partsipasi masyarakat dalam penyiapan peta kerja di Kantor Pertanahan Kabupaten Karanganyar; (2) mengetahui pemanfaatan peta kerja. Untuk mencapai tujuan tersebut, digunakan metode penelitian kualitatif dengan pendekatan deskriptif, guna menggambarkan dan mengkaji setiap proses penyiapan peta kerja. Hasil dari penelitian ini adalah bentuk dari partisipasi masyarakat dalam penyiapan peta kerja dalam bentuk sumbangan materi berupa barang peta PBB, DHKP dan CSRT yang dijadikan sumber data pembangunan peta dasar pendaftaran yang selesai pada tahun 2014 dan dijadikan acuan peta kerja PTSL saat ini. Pemanfaatan peta kerja digunakan sebagai pemetaan desa lengkap.Kata Kunci: partisipasi masyarakat, peta kerja, PTSL

The author presents results of study concerning changes of forest area in Polish gminas and powiats in years 2008–2013. It was recognised that changes of forest area cannot be explained by both afforestation and deforestation processes only. It is important in terms of area fluctuations, eg. of private forests is secondary succession forests on abandoned former farmland as well as heterogeneous approach to the recognition of such areas in the register of land and buildings.

Land archive is the living archive of that must be fully maintained. As things goes, Sleman Land Office does digitalization archives to Gambar Ukur, Surat Ukur, Buku Tanah and Warkah by using a web-based application system which is called the Laris application. The research is aimed at finding out the reason why the office is doing digitalization with Laris application and finding out wheter this digitalized archive has been able to replace the original file in the form of paper. This research was conducted with a qualitative method with a descriptive approach Based on research results, obtained information that the digitalization of land records carried out in the Sleman’s Land office which has been done since year 2014 not solely done to change the format of analog files to digital files, but is expected to able provide more comprehensive benefits related to the acceleration of land services so that in practice it uses the Laris application.  However, the existence of this digitalized archive still not able to replace the position of analog archive in manner so that the analog archive is still maintained. Therefore, its important to authentication and legalization so the archive of digitalization result legally strong.

Abstract: Semarang Regency Land Office implemented community empowerment after asset legalization activities in 2009 in Sumogawe Village, namely by providing access to reforms aimed at increasing the potential of community businesses in Sumogawe Village to improve welfare. The purpose of this research is to find out the form of participation of the Semarang Regency Land Office, and the level of welfare after community empowerment in Sumogawe Village. This research uses a qualitative method with a descriptive approach, that is by describing as clearly as possible the implementation of community empowerment as an effort to improve the welfare of post-adjudication activities. Data is collected through observation, study of document, and interviews with people of the community. The results of this research are 1) the form of community empowerment in Sumogawe Village after the adjudication activity by providing access to capital to develop the dairy cattle dairy business, 2) the role of Semarang Regency Land Office, by mass land treaties, assisting access to business capital from banks, counseling and mentoring of dairy cattle businesses, and marketing of dairy cow products, 3) The enhancement welfare of Sumogawe Village community is marked by the increase of people's income from the business sector of dairy cow milk.Keyword: community welfare, community empowerment, agrarian reform, access reform. Intisari: Kantor Pertanahan Kabupaten Semarang melaksanakan pemberdayaan masyarakat pasca kegiatan legalisasi aset tahun 2009 di Desa Sumogawe yaitu dengan memberikan akses reform yang bertujuan untuk meningkatkan potensi usaha masyarakat yang ada di Desa Sumogawe sehingga dapat meningkatkan kesejahteraan. Tujuan penelitian ini adalah untuk mengetahui bentuk peran serta Kantor Pertanahan Kabupaten Semarang, serta tingkat kesejahteraan masyarakat pasca kegiatan dalam pemberdayaan masyarakat di Desa Sumogawe. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif, yaitu dengan menggambarkan sejelas-jelasnya pelaksanaan pemberdayaan masyarakat sebagai upaya peningkatan kesejahteraan pasca kegiatan ajudikasi. Data dikumpulkan melalui observasi, studi dokumen, dan wawancara dengan narasumber. Hasil dari penelitian yaitu 1) bentuk pemberdayaan masyarakat yang ada di Desa Sumogawe pasca kegiatan ajudikasi yaitu dengan memberikan akses modal untuk mengembangkan usaha ternak susu sapi perah, 2) peran Kantor Pertanahan Kabupaten Semarang yaitu dengan pensertipikatan tanah massal, membantu akses modal usaha dari perbankan, penyuluhan dan pendampingan usaha ternak susu sapi perah, dan pemasaran produk olahan susu sapi perah, 3) meningkatnya kesejahteraan masyarakat Desa Sumogawe yang ditandai dengan meningkatnya pendapatan masyarakat dari sektor usaha susu sapi perah.Kata Kunci: kesejahteraan masyarakat, pemberdayaan masyarakat, reforma agraria, akses reform.

Criticism of the ius constitutum of Indonesia which is still not organized according to the appropriate grading and grundnorm has resulted in a reconstruction of the arrangement of the ius constitutum. The purpose of this paper is to reconstruct the arrangement of the constitutum ius which is spread in various scientific papers by the author. The method used is a qualitative method with a descriptive approach. The conclusion was that efforts had been made to rearrange the ius constitutum, however, if it was not carried out in a focused and thorough manner, there would not be a single national legal system that was unique and suited to the Indonesian situation. The necessity of realizing a national legal system is not just a dream.

This study aims to determine the impact of business planning for the development of MSMEs. The research method uses is a qualitative method with a descriptive and explorative descriptive approach. From the results of the research conducted, the results show that proper business planning and the application of a good marketing strategy have a positive impact on the sustainability of MSME activities. In addition, the quality of production that has a competitive advantage is also one of the driving factors. For the development of MSMEs, there are several obstacles faced, especially related to capital and guidance from the local government. With the development of MSMEs, it is expected to improve people's welfare, including helping the government in reducing unemployment.

A proper name is not only an identity for people or things around but also organization and com- munity. The Processes behind naming are presented and explained in various ways to give the new insight of creating a name. This research deals with the lexicon of lum for naming used on groups of dynamism community. To explore the nature of lexical meaning, qualitative method was used in this research with descriptive approach. As an adverb class in Bangka language daily spoken, the lexicon was analysed by semantic pragmatics perspective to investigate the meaning of its name. The result showed that the lexicon of lum becomes a name for dinamism community as “lum tribe” originally has conotation meaning and increases missunderstanding problems among the community in Belinyu.

The role of corruption is a very significant focus in a country based on law, even a measure of the success of a government. One very important element of law enforcement in a country is the war on corruption, because corruption is a cancer that is immune, widespread, permanent and damages all aspects of life as a nation and state including the economy and spatial planning. This research uses a qualitative method with a descriptive approach. The results of this study are the discovery of several cases that were successfully handled by the KPK and this is the result of a good representation of the tasks and functions carried out by the agency..
