In accordance with the guidelines for implementing village fund allocation (ADD) that one of the allocations for Village Fund Allocation is for village development costs, but the problem now is that development should not only be oriented towards physical development, but also need human resource development through community empowerment .This type of research used in this research is descriptive qualitative. Data collection techniques using in-depth interviews, documentation and observation. Based on the background that has been described, the authors propose a problem that is the center of attention in the research as follows: 1). How is the effectiveness of the village fund allocation program (ADD) in community empowerment in Liang Ulu Village, Kota Bangun District, Kutai Kartanegara Regency. 2). What are the supporting and inhibiting factors in community empowerment in Liang Ulu Village, Kota Bangun District, Kutai Kartanegara Regency. While the objectives of this study can be formulated as follows: 1) To find out and describe the effectiveness of the village fund allocation program (ADD) in Community Empowerment in Liang Ulu Village, Kota Bangun District, Kutai Kartanegara Regency. 2) To determine the supporting and inhibiting factors in community empowerment in Liang Ulu Village, Kota Bangun District, Kutai Kartanegara Regency.The results show that the effectiveness of the Village Fund Allocation program in Community Empowerment in Liang Ulu Village, Kota Bangun District, Kutai Kartanegara Regency is as follows: Achieving the effectiveness of the Village Fund Allocation Program (ADD) in community empowerment in Liang Ulu Village, Kota Bangun District, Kutai Kartanegara Regency in terms of achievement of goals has been running quite effectively. Because in its implementation the village government has made programs and policies for community empowerment in Liang Ulu Village, be it from business assistance activities such as making wheat crackers, or assistance from the poor, assistance in making fish trap ponds through BUMDes borrowing siampan, infrastructure development such as ironwood bridges connecting roads in riverbank areas with major roads that involve the village community, and training provided by the village government to its residents, such as sewing training, workshop training, fishery cultivation training and others.

The goal of this study is to explain Village Fund Allocation for community empowerment by concentrating on village financial management rules in Village Fund Allocation administration. The Village Fund Allocation Implementation Team's financial management was not in accordance with applicable regulations, thus this research was conducted. This study is expected to assist the Buton Regency Government, specifically the South Lasalimu District, in improving village financial management. The research was conducted through in-depth interviews and direct observation of Village Fund Management implementation. According to the study's results, accountable and transparent management has been in place for the planning and implementation of Village Fund Allocation activities. Meanwhile, in terms of accountability, as indicated by the physical outcomes, it has exhibited responsible and transparent execution; nevertheless, additional direction is still necessary on the administrative side, since it is not completely in conformity with the regulations. The main barrier is the ineffectiveness of developing village government officials and human resource capabilities, which results in a lack of ongoing assistance from local government officials.

Desa Wisata Jambu berdiri sejak tahun 2018  berlokasi di Kecamatan Kayen Kidul Kabupaten Kediri yang meraih penghargaan  nominasi kategori desa wisata terbaik 2018 dan 2019 pada Penghargaan Anugerah Desa. Pada fase awal pembangunan desa wisata menggunakan modal anggaran yang berasal dari Alokasi Dana Desa (ADD) dengan tujuan untuk meningkatkan pemberdayaan masyarakat desa. Penelitian ini merupakan penelitian deskriptif dengan menggunakan pendekatan kualitatif, serta metode pengumpulan data dilakukan secara langsung turun ke lapangan dengan wawancara, observasi, dan dokumentasi. Focus penelitian ini adalah meneliti mengenai permasalahan yang diangkat yaitu sumber daya manusia yang kurang responsive terhadap pengelolaan desa wisata. Desa wisata jambu memiliki 17 spot wisata diantaranya yaitu  Kebun Bibit Kediri, Wisata Edukasi Wiwit Padi, Permainan Outbond, Wisata Tubing Niagara, Wisata Edukasi Menangkap Lele, Agrowisata Petik Kelengkeng, Agrowisata Petik Alpukat, Agrowisata Buah Lokal, Wisata Edukasi Menanam Padi, Agrowisata Okulasi dan Tabulampat, Wisata Edukasi Angon Kerbau, Edukasi Pengolakah Yogurt, Edukasi Perah Kambing Ettawa, Edukasi Pengolahan Limbah Kayu “Ask Craft”, Wisata Sungai Sejuta Ikan, Edukasi Karawitan, Pasar Papringan. Pemerintah Desa Jambu gencar mengupayakan tumbuhnya pemberdayaan masyarakat dengan mengelola desa wisata. Tujuan pemberdayaan masyarakat melalui pengelolaan desa wisata Jambu yaitu untuk meningkatkan perekonomian masyarakat desa serta mewujudkan masyarakat desa yang mampu berdaya saing dan mandiri. Dalam proses pengelolaan desa wisata terdapat kendala atau hambatan yang terjadi yaitu tanggapan masyarakat yang tidak responsive terhadap konsep spot wisata yang sudah disepakati. Selain itu kurangnya akses sarana dan prasarana spot wisata juga menjadikan kondisi desa wisata yang tidak kondusif sehingga akan menurunkan daya tarik wisatawan. Kata kunci : Desa Wisata, Alokasi Dana Desa,  Pemberdayaan Masyarakat   Jambu Tourism Village was founded in 2018, located in Kayen Kidul District, Kediri Regency, which won the nomination award for the best tourism village category 2018 and 2019 at the Village Award. In the early phase of tourism village development using budget capital from the Village Fund Allocation (ADD) with the aim of increasing the empowerment of village communities. This research is a descriptive study using a qualitative approach, and data collection methods are carried out directly in the field with interviews, observation, and documentation. The focus of this research is to examine the problems raised, namely human resources who are not responsive to the management of tourist villages. Guava tourism village has 18 tourist spots including Kediri Seed Garden, Wiwit Paddy Educational Tour, Outbound Games, Niagara Tubing Tour, Catfish Catching Educational Tour, Longan Picking Agro, Avocado Picking Agro, Local Fruit Agro Tourism, Paddy Planting Educational Tour, Grafting Agro tourism and Tabulampat, Education Tour for Buffalo Angon, Education for Yogurt Processing, Education for Ettawa Goat Milk, Education for Making Rengginang, Education for Wood Waste Processing “Ask Craft”, One Million Fish River Tour, Education for Karawitan, Papringan Market. The Jambu Village Government is aggressively seeking the growth of community empowerment by managing a tourist village. The purpose of community empowerment through the management of the Jambu tourism village is to improve the economy of the village community and create a village community that is able to be competitive and independent. In the process of managing a tourism village, there are obstacles or obstacles that occur, namely the response of the community that is not responsive to the agreed tourist spot concept. In addition, the lack of access to tourist spot facilities and infrastructure also makes the condition of the tourist village not conducive so that it will reduce the attractiveness of tourists. This study aimed to find out how community participation in the Village Fund program in Kemang Manis Village in the Four Lawang District in 2016 and the factors that supported and blocked community participation in the village fund program in Kemang Manis Village. The method used was qualitative so that the data obtained through interviews, observation and study of documentation and qualitative descriptive analysis techniques. The results showed that at the decision making stage, the participation of the Kemang Manis village community in the Village Fund Program in 2016 was still low because the data synchronization activities were not carried out, only the village elite community and workers as well as grant providers, were invited, attended, gave opinions, and approve the results of the meeting's decision. At the implementation stage (community participation) was quite good, it appeared in the crowded community who registered themselves as candidates for village infrastructure activities, following the work briefing and direction from the village government. At the time of implementation the community brought their own carpentry equipment, donated food and drinks, and received wages or daily work incentives, and participants of community empowerment activities received transport money. The stages of the utilization of benefits (benefits) the community felt the benefits of the results of village development. Roads could be passed by 4-wheeled vehicles, making it easier to transport agricultural produce, residents began to build houses because roads were available and land values ​​had also increased. The community had not yet been involved in the monitoring, supervision and evaluation stages, because in the planning stages of the Village RPJM and Village RKP documents the community involvement is still low. At the stage of implementation of village development the community was involved as an implementer, but the procurement and financial management and administration activities were carried out by the village government. There were no complaints from the public and information disclosure regarding the new Village Fund in the form of a Village Infrastructure development project board.

The village fund is expected village government and technical institutions can realize the vision of Jayapura city government that believes, independent, unified, modern, prosperous based local wisdom.  The city of Jayapura has established the Community Entrepreneurship Agency (BKM) in each village/village/Kelurahan in order to manage the funds of the village/village/Kelurahan more effectively, efficient, precisely targeted to support the governance activities Good and transparent. The purpose of this research is to describe the management of ADD in village community empowerment as well as driving and inhibiting factors. The results showed that optimizing village funds allocation in the development of community entrepreneurship at Village Tobati Jayapura City is already running but not maximally, hence the need for strategy.  STRATEGY (W-O) makes strategy that utilizes the opportunity to overcome weaknesses, namely consist of: Government policy that makes Village Tobati as a demonstration village for tourism, this is an opportunity to add Income or family's confidentiality. The help of Village fund, ADK, ADD the average routine each year.  The commitment of the city government to improve and develop fisheries sector, especially the cultivation of fish cages very smooth and good means of transportation, and the help of the Prospect fund from the years 2016 and 2017 for the business of kiosk, sales Pinang, vegetable sales + Seasoning Kitchen, selling cold beverages + juice jacket, selling yellow rice, handicraft business, business selling pulse, oil kerosene + gasoline, net business. The opportunities mentioned above show that weaknesses in Village Tobati can be overcome well because of the very dominant opportunities in the village. Therefore the need for awareness from the local community to take advantage of the opportunities that exist for the welfare of the family in doing some very promising efforts.

The GDM program is a concrete step by the Bungo Regency government in order to improve welfare, provide opportunities for the development of the local economy of the village. As well as increasing the capacity of the community through a variety of village-level organizational affiliations and providing an opportunity for the village government to explore the potential that exists in the village so that it can further be developed into a village economic strength. This study aims to determine how the implementation and effectiveness of the GDM program in the context of community empowerment in Bungo District. This research uses a qualitative method approach with descriptive analysis. Data analysis techniques using the model of Miles and Huberman. Furthermore, this study uses data validity testing using the Triangulation Method, namely by comparing information or data in different ways so as to obtain the correctness of information. The results showed that the implementation of village community empowerment in Bungo District did not go well so it did not create opportunities for the community to be more empowered and protect the weak groups. The implementation of empowerment was also not carried out as stated in the regent's regulations regarding the GDM program. This is because the village government tends to focus more on rural infrastructure development and not focus on empowerment activities. The flow of submission and implementation of village community empowerment activities through groups also did not include and involve the youth organization as a forum for discussion of various group needs that existed in village communities.

Empowerment of village communities is a way for the welfare of village communities in various aspects, through good management of village funds, the opportunity to empower communities is very easy to do with the support of programs that are right on target and quality human resources. This study generally aims to determine the management of village funds for community empowerment. The research method used qualitative with a descriptive approach, the data collection technique was carried out with a research library, and there were two sources of data, namely primary and secondary. Data analysis used descriptive data analysis with three stages of data reduction, data display, and drawing conclusions. The results showed that, (1) the management of village fund allocation (ADD) which was sourced from central and regional government financial balance funds for the 2018 and 2019 fiscal years in Tri Mulya Jaya Village had been implemented but the results were not optimal. There is an imbalance in budget absorption, almost 35% of which is spent on village administration. (2) accountability for the realization of the APBDes has also been carried out transparently and accountably, and (3) residents appreciate the results of development and community empowerment that have been implemented by the village government.

The problem in this study is the Performance of the Village Head in Infrastructure Development in Sidorukun Village, Randangan District, Pohuwato Regency and What are the inhibiting factors. As for the purpose of this study is to determine the Performance of the Village Head in Sidorukun Village Infrastructure Development, Randangan Subdistrict, Pohuwato Regency and its inhibiting factors. The design of this study the authors chose the type of descriptive qualitative research, using descriptive qualitative study methods that describe methods that are directed to solve problems by describing or describing what the results of the study are. Data collection techniques in this study use several ways, among others, observation, namely, to look directly at and find information that is related to research, interviews, that is, to obtain information directly from respondents through a two-way communication process, namely questionnaire, list of questions from researchers to respondents either directly or indirectly. Analysis of the data where the data obtained in the field will be analyzed qualitatively. Qualitative analysis is used to describe the efforts made in the form of the performance of the village head in infrastructure development in Sidorukun Village, Randangan sub-district, Pohuwato Regency. The results obtained show that the Performance of the Village Head in Infrastructure Development in Sidorukun Village, Randangan District, Pohuwato Regency. Seen in Coordinating community empowerment activities, Coordinating efforts to implement peace and public order and Coordinating the application and enforcement of laws and regulations is still lacking or not working as well as in village infrastructure development there is active participation of the community in development, the existence of a sense of community responsibility for development and community capacity villages to develop can be improved, this does not work and the inhibiting factors where the Internal Factors are Awareness or Willingness Factors and External Factors namely Government Leadership.

The purpose of this study was to describe the management of Gampong Fund Management Information in empowering the gampong community and to find out some of the possible and hindering influences in managing gampong funds. This study used descriptive qualitative method. This activity was carried out in Ulee Pata Village, Jaya Baru Subdistrict, Banda Aceh Regency, by conducting interviews and observations to obtain the necessary data and collect information relating to the management of gampong fund management information that had been interpreted. The results of this study indicate that the gampong fund management process carried out by the gampong government has not been completely transparent, the gampong community has not actively participated, and village government officials are more dominant in planning activities and the implementation of gampong funds from 3 hamlets has not been active and still struggling on infrastructure development. The management of village funds has not been aligned towards community empowerment in the context of giving birth to economic income sources, but is still very large for infrastructure development. Empowerment activities are prioritized for physical empowerment such as road construction, rental housing, opening new roads and multi-purpose buildings, while empowering non-physical is associated with minimal training for residents in need. The results of the study indicate that the supporting factors of village fund management in empowering the village community in Ulee Pata Village are support for policy / regulation, socialization, facilities, and infrastructure. The inhibiting factor is a lack of human resources and a lack of community participation in the village.

Penelitian ini dilakukan untuk mencari tahu pengelolaan alokasi dana desa dalam pemberdayaan masyarakat Rumoong Atas 2, Kecamatan Tareran, Kabupaten Minahasa Selatan. Penelitian ini merupakan penelitian kualitatif dengan analisis deskriptif evaluasi. Pengumpulan data dilaksanakan dengan wawancara kepada beberapa unsur pemerintah desa yang terlibat dalam pengelolaan Alokasi Dana Desa. Hasil penelitian ini menunjukkan pengelolaan Alokasi Dana Desa sudah baik dan sudah mampu mempertanggungjawabkan pengelolaan Alokasi Dana Desa dalam meningkatkan pemberdayaan masyarakat secara baik tapi ada juga masalah yang timbul dalam pengelolaan Alokasi Dana Desa yaitu partisipasi dari masyarakat Desa Rumoong Atas Dua dalam pengelolaan Alokasi Dana Desa masih kurang atau belum efektif serta perlu melakukan musyawarah dengan masyarakat mengenai pengelolaan Alokasi Dana Desa agar masyarakat dapat mengerti tentang tujuan pengelolaan Alokasi Dana Desa di Desa Rumoong Atas Dua. Kata Kunci: Pemberdayaan Masyarakat, Pengelolaan, Alokasi Dana Desa   Abstract This research was conducted to find out the management of Village Fund Allocation in society empowerment Rumoong Atas 2, Tareran Subdistrict, South Minahasa Regency. This researched is qualitative research with descriptive evaluation analysis. The data collection was conducted by interviewing several elements of the village government involved in the management of village fund allocation. The resulted of this study show that the management of Village Fund Allocation has been good and has been able to account for the management of village fund allocation in improving community empowerment well, but there are also problems that arise in the management of Village Fund Allocation, namely the participation of the community of Rumoong Atas 2 Village in the management of Village Fund Allocation is still less or not effective and it is necessary to conduct deliberations with the community on the management of village fund allocation so that the community can understand about the purpose of managing village fund allocation in Rumoong Atas 2 Village. The concept of village development has changed since the passing of Law number 06 of 2014. These changes have had a major impact on the concept of village development ranging from broader authority granted to village governments to the authority of village financial management. All these authorities have demands and responsibilities to the village government to strive for the welfare of the village community. The welfare of the village community becomes mandatory after the enactment of Law number 06 of 2014 concerning the Village, implicitly or explicitly giving clear instructions and making guidelines to the village government to maximize all efforts in realizing the welfare of the village community either through physical infrastructure development or human resource development. Because the village is a miniature of the Republic of Indonesia,the benchmark of the success and the progress of Indonesiaare reflectedby the smallest entity in the scale of village government. The impact of development in the village will be directly felt by the village community as a whole and indirectly affect the progress of the Republic of Indonesia.
