COMMUNICATION KEBANGSAAN DAN KERAKYATAN: DOKTRIN PEMBANGUNAN NASIONAL INDONESIAAbstrak Tulisan ini bertujuan untuk menjelaskan keterkaitan antara ekonomi rakyat dengan demokrasi ekonomi dan melakukan kritikan tajam terhadap mainstream neoclassical economics yang tidak selaras dengan Ekonomi Konsititusi Indonesia. Berbagai macam telaah kepustakaan dilakukan sebagai alat analisis untuk mendukung pemikiran yang diajukan dalam tulisan ini. Tulisan ini juga menekankan agar pengajaran ilmu ekonomi di perguruan tinggi perlu disertai dengan kesadaran untuk melakukan adaptasi situasi lingkungan dan kultural di Indonesia dengan menekankan perlunya kerjasama dan kebersamaan untuk meningkatkan kesejahteraan masyarakat secara keseluruhan. Kata kunci: demokrasi ekonomi, ekonomi rakyat, kemandirian Nationalism and Economic Democracy: National Development Doctrine of Indonesia Abstract The article aims to present descriptive explanation between grass-root economy with economic democration and sharply critizising the mainstream neoclassical economics that is not in-line with the Constitutional Economic of Indonesia. Literature review of numerous studies and publications is utilized to support the theoretical and philosophical under pinning presented in the article. The article also stresses the need to adapt the teaching of mainstreams economics to the surrounding culture and be based more on cooperation and togetherness in raising the welfare for all people in Indonesia. This paper is to examine the role academic libraries can play to organize and make indigenous knowledge accessible for national development. The target audience for the paper are academic librarians in Ghana, researchers of African studies in Ghana and other stakeholders. This is a qualitative study with data from interviews with the librarians and a desk-top literature review. Academic librarians in Ghana recognize the importance of indigenous knowledge organization, but little has been done by way of research. Most academic libraries in Ghana have the basic resources to manage indigenous knowledge. Academic librarians need to be proactive in their collaborative efforts to manage indigenous knowledge. Academic librarians in Ghana should be proactive towards effective management of indigenous knowledge, for easy accessibility. Again, academic libraries need to be well resourced to manage indigenous knowledge. Finally, academic libraries need to create awareness about the importance of indigenous knowledge using different media platforms to all stakeholders.

This chapter examines the concepts and issues of SME techno-entrepreneurship in ICT clusters. An integrative literature review was adopted and three purposively selected ICT clusters were observed. The chapter provides a conceptual framing of techno-entrepreneurship practices and identifies attributes of SME techno-entrepreneurship in Nigeria, its relevance to the ICT ecosystem growth as well as national development. The chapter identifies a frugal mindset, frugal processes, networking, innovative behaviour, and frugal outcome as key attributes of SME techno-entrepreneurs operating out of ICT clusters. By linking techno-entrepreneurship with frugal innovation, the chapter further proposes a model of SME techno-entrepreneurial practices in ICT clusters which highlights the various stages and processes of cluster SME techno-entrepreneurship. The paper concludes with a section on challenges and opportunities of SME techno-entrepreneurship in Nigeria.

Chinese ethnic in Bangka Island has been there since the colonialism and has become part of tin mining history on the island. It is no wonder that the acculturation has stated for a long time ago especially in the grass root society. This study found out how is Chinese assimilation in this area using the qualitative approach. Based on the data from interviews and observations on the field, the writer found out that Chinese assimilation on the island formed a unity identity without losing their own identity. Tong Ngin Fan Ngin Tjit Tjong which means Chinese and Native, has become the grass roots’ principle and social bond among them. Since the reformation in 1998, this broadens the relation from social into electoral politics. However, the spirit of acculturation in the grass roots must be kept that it doesn’t appear to the surface. The celebration of Chinese identity recognition must be done naturally so as not to cause antipathy. The tolerance that has been practiced so far at the grassroots must be strengthened so that when conflicts of elite interests occur, relations at the grassroots level are not affected.

Some argue that frequent confrontation with the homo economicus actor-concept motivates economists to adjust their behavior to that paradigm. Another thesis is that economists are different because the discipline attracts individuals with preferences that differ from those of noneconomists. This article discusses survey, experimental, and field evidence collected during this debate. In certain situations, there appear differences between the behavior of people trained in economics and other groups, but as the existing evidence is mostly ambiguous, a comprehensive picture of the nature and sources of these differences has not yet emerged. The article concludes that economics teachers and researchers should pay more attention to the influence the normative statements inherent in basic neoclassical economics can have on cognitive frames and interindividual processes in moral decision making. To date, Indonesia has been facing the seventh ISDS (Investor-State Dispute Settlement) lawsuit case in ICSID, the most number of ICSID cases a particular country has in ASEAN. In the meantime, Indonesia had to initiate reform in its minerals mining sector policy since the sector had provided little benefit in Indonesian sustainable economic development thus far–a policy reform which is potentially highly exposed to ISDS lawsuit case. Yet, the reform once issued has no turning back and thus it should move forward. Indonesian reform policy to support more its mining downstream by Minerba Act issuance is intended to benefit from its scarce, limited non-renewable minerals so as to support national development and maintain its long-term interest and economic sustainability. Undoubtfully, the policy reform will be beneficial for Indonesian economy sustainability and thus it should be protected from any potential ISDS claims in the future. This study seeks to address such real, critical current challenges arising from contingent ISDS claims towards Indonesia. This study adopts a descriptive analytical method, which combines literature review, authors’ shared expertise in this field, and results of interviews and discussions with several other experts in relevant fields. This study concludes that in addressing ISDS contingent problems threatening Indonesian current reform policy in mining downstream sector, Indonesia should focus the emphasis on the prevention endeavor, those are a review of BITs and IIAs containing ISDS provisions; improvement in investment dispute management; which are mainly supported by continuous bureaucracy reform, capacity building, and better coordination.

In order to study the influence of the vetiver root system on the swelling characteristics and crack resistance of expansive soil, vetiver grass root growth and its vertical distribution were investigated by the cultivation test and observation. The expansion rate experiment without load and expansive force tests was conducted on planted grass root soil samples, and the effect of the root content on the expansion rate and force of soil mass was analyzed. Finally, the effects of different vetiver contents on the crack resistance of expansive soil were studied by soil cracking experiments in an outdoor natural environment. The results showed that on account of the reinforcement effect of crisscrossing and winding grassroots, the expansion rate and expansive force can be reduced by the grass roots, and the grass roots can significantly increase the anticracking properties of the root-soil composites. From the surface down, the inhibition effect of the vetiver root on the expansive soil appeared from low to high and then decreased; the effect was optimal in the layer of 10∼15 cm. Compared with the pure expansive soil, the swelling force of the cultivated root expansive soil growing for 180 d decreased by more than 80%, and the unloaded expansive soil reduced by more than 70%. Compared with pure expansive soil, the swelling force and the unloaded expansion rate of cultivated root expansive soil growing for 90 d decreased by more than 50%.

This article discusses counseling and internship programs for people with special needs that are run by the Surabaya City Government. As mandated by the 1945 Constitution, it is the state's obligation to protect the rights of persons with special needs. Including, their rights in the scope of employment. The Surabaya City Government prepared an apprenticeship program for them. Before that, there was a counseling process for each person with special needs. In the implementation of national development aimed at realizing a just and prosperous society based on Pancasila and the 1945 Constitution, people with special needs are part of Indonesian society who also have the same position, rights, obligations and roles. In many cases, apprentices are then recruited by the company. This program is carried out in collaboration with a number of institutions or companies in Surabaya. The theory used in this article is counseling and public policy. While the method used is qualitative, with a literature review approach. As a result, what the Surabaya City Government is doing reinforces the psychological aspects of school graduates with special needs. During the internship, they gained valuable experience and boosted the confidence of each participant. Even if they are not immediately recruited to work at the place, the post-apprenticeship certificate they have, can be their reinforcement when they want to apply to other companies. So, the benefits of this program are in the aspect of training for them, and promotion of the performance of those who are not less than those who do not have some special needs.

Abstrak: Pementasan Leng merepresentasikan struktur sosial masyarakat yang terbagi menjadi dua golongan, yaitu kaum pemilik modal dan kaum marginal. Pertunjukan Leng menguraikan rumusan masalah mengenai representasi pertentangan kelas sosial. Teori yang digunakan untuk menganalisis kelas sosial yaitu teori sosiologi seni Janet Wolff. Metode penelitian deskriptif analitik ini akan menggunakan data-data kualitatif yang diperoleh dari video dokumentasi pertunjukan Leng tahun 1986, sedangkan pengumpulan data yang digunakan adalah studi dokumentasi, pustaka, dan wawancara. Pertunjukan Leng merupakan representasi dari kelas sosial masyarakat Jawa, dan tokoh-tokoh yang dihadirkan oleh Kenthut mewakili kelas sosial yang diperjuangkan, yaitu wong cilik. Berawal dari kepekaan Kenthut terhadap masyarakatnya, memicu Kenthut dalam membuat karya Leng. Kepekaan Kenthut tercermin dalam konstruksi dramatik dan artistik pertunjukan Leng bahwa kelas sosial masyarakat Jawa erat kaitannya dengan kondisi sosial yang terjadi. Kata-kata kunci: Kenthut, pertunjukan Leng, kelas sosial, priyayi, dan wong cilik. Abstract:Leng represent the social structure of society which divided into two groups, namely the capital owners and the marginal society. Sociology theory of Janet Wolff was used to analyze the social class problems. This research is descriptive-analytic research using a qualitative method in which the data is obtained from the 1986 Leng performance video documentations, literature review, and interviews. The Leng performance is a representation of the social class of Javanese community, and the figures which presented by Kenthut represent the social class that is championed, namely the grassroots. Starting from Kenthut's sensitivity towards his community, triggered him in making the Leng. Kenthut's sensitivity is reflected in the dramatic and artistic construction of Leng that the social class of Javanese people is closely related to the social conditions that occur. Key words: Kenthut, Leng, social class, priyayi, grass-roots society

This paper investigates previous research, to examine ways in which behavioural economics helps us to understand how house prices are determined.  In several respects, behavioural economics seems to be an improvement over neoclassical economics, regarding variations and trends in house prices.  This paper analyses theoretical and empirical evidence – investigating topics such as loss aversion, house price bubbles, and herd behaviour.  Historical perspectives (including the 2007/8 global financial crisis) are included, as well as differences between countries.
