PEMBERDAYAAN SOSIAL DALAM PENGEMBANGAN EKOWISATA DI PEKON KILUAN NEGRI, KABUPATEN TANGGAMUS, PROVINSI LAMPUNG Abstrak Konsep ekowisata menekankan pada pengelolaan wisata berbasis masyarakat lokal dengan salah satu tujuan utamanya adalah pemberdayaan sosial masyarakat lokal. Pemberdayaan sosial mengacu pada pendekatan yang dilakukan oleh Scheyvens (1999) meliputi partisipasi masyarakat lokal dalam pengelolaan ekowisata, alokasi hasil pengembangan ekowisata untuk masyarakat lokal dan tidak adanya indikasi kegagalan pengembangan ekowisata. Berdasarkan kerangka ini, penelitian di Pekon Kiluan Negri dilakukan dengan metode kualitatif dan teknik pengumpulan data wawancara, pengamatan dan focuss group discussion. Penelitian dilakukan selama satu bulan pada masa sepi dan ramai kunjungan. Mayarakat pekon Kiluan Negri diambil sebagai batasan masyarakat lokal. Hasil penelitian menunjukkan secara umum telah ada partisipasi masyarakat, ada alokasi hasil pengembangan ekowisata untuk masyarakat dan penilaian negatif dari masyarakat untuk unsur kegagalan. Partisipasi belum melibatkan perempuan, anak dan unsur masyarakat yang tidak terlibat dalam LSM, bukan aparat desa dan tokoh desa serta bukan penyedia layanan wisata. Keterbukaan alokasi hasil pengembangan ekowisata juga masih ditanyakan peruntukannya oleh masyarakat pada kelompok ini. Ini menunjukkan masih diperlukannya pelibatan masyarakat secara menyeluruh dan keterbukaan pengelolaan dana hasil pengembangan ekowisata. Kata Kunci: Pemberdayaan sosial, ekowisata, Teluk Kiluan, Lampung SOCIAL EMPOWERMENT ON ECOTOURISM DEVELOPMENT IN KILUAN NEGRI VILLAGE, TENGGAMUS REGENCY, PROVINCE OF LAMPUNG Abstract The concept of ecotourism emphasizing on local community-based tourism management with one of its primary attraction is a social empowerment of local communities. Social empowerment refers to the approach taken by Scheyvens (1999) that includes the participation of local communities in the management of ecotourism, the allocation of profits gained in the ecotourism development for the local community and no indication of failure in the ecotourism development. Based on the framework, the research at the Negri Kiluan Village was conducted with qualitative methods and data collection techniques (interview), observation and focus group discussion. The study was conducted for one month during the low and high season of tourism. Residents of Kiluan Negri Village was selected to be analysed for the study. The results showed that in general, there were community participation, allocation of profits from ecotourism development for the community and the community's negative view or opinion of failing. Local community did not involve women, children, any NGOs, village officials and leaders, and travel service providers. The allocation of profit transparency of the ecotourism development was still questioned by the people in this group. It showed the need for the involvement of all the village residents and the transparency in the management of ecotourism development. Keywords: social empowerment, ecotourism, Teluk Kiluan, Lampung

The objectives of research include; first, to describe what local Islamic working ethos are as the basis for the resilience of songkok, whip and slap handicraft businesses in Serah Panceng Gresik Village. Second, to describe the resilience of the songkok, whip and slap handicraft business in the village of Serah Panceng Gresik. This study is a qualitative-descriptive study with the aim of understanding the phenomena experienced by the subject of research including behavior, perception, motivation, and action holistically by utilizing various scientific methods. Data collection methods include; Observation, In-depth Interview or Focus Group Discussion, Documentation. Data analysis techniques include: processing and preparing data for analysis, reading the entire data, analyzing in more detail by coding data, considering detailed instructions that can help the coding process, giving descriptions that will be presented in the report, interpreting and interpreting data. The results showed that in Serah Village local Islamic working ethos were preserved by the community, such as alms giving, reading dziba', reading tahlil, attending haul akbar, and reading sholawat together every Friday. Although in the tradition it does not involve songkok, whip, and slap directly, there is a good impact to support the resilience of songkok, but not whip, and slap production. Religious rituals by praying together asking Allah to facilitate and carry out business in production songkok, whip, and slap are an expression of gratitude for what God gave to the people of Serah Village. This research explains the mysticism of mappadendang tradition in Allamungeng Patue Village, Bone Regency, which is believed by the local community as a form of shielding from danger and can resist reinforcemen such as Covid-19 outbreak. This research is a descriptive study using qualitative method and an ethnographic approach. This research was carried out with the aim of identifying the mystical space in mappadendang tradition which was held in Allamungeng Patue Village. After conducting the tracing process, the researcher found that mappadendang tradition which was held in Allamungeng Patue Village, Bone Regency in July 2020 was not a tradition of harvest celebration as generally in several villages in Bone Regency, especially Bugis tribe, but mappadendang was held as a form of shielding from all distress including Covid-19 outbreak. This trust was obtained after one of the immigrants who now resides in the village dreamed of meeting an invisible figure (tau panrita) who ordered a party to be held that would bring all the village people because remembering that in the village during Covid-19 happened to almost all the existing areas in Indonesia, the people of Allamungeng Patue Village were spared from the outbreak. Spontaneously, the people of Allamungeng Patue Village worked together to immediately carry out the mappadendang tradition as a form of interpretation of the message carried by the figure.

Abstract BackgroundMany field entomology research projects involve local communities in mosquito-collection activities. Since 2012, Target Malaria, a not-for-profit research consortium, has been working with community members in various studies of mosquito collection, release and recapture in the village of Bana, in Western Burkina Faso. Target Malaria’s long-term goal is to develop innovative solutions to combat malaria in Africa with the help of mosquito modification technologies. Since the start of the project, members of local communities have shown interest in playing an active role in the implementation of the project’s research activities, but their actual motivations for such an interest remain under-investigated. This study therefore aimed to examine the factors that motivate the local community to contribute to the implementation of Target Malaria’s activities in the village of Bana. MethodsA qualitative approach was used to examine the factors motivating the local community to assist in the implementation of Target Malaria’s entomological research activities in Bana. 85 individual in-depth and semi-structured interviews were conducted, followed by interviews with three focus groups, one with youths who had participated in mosquito collections and two with men and women from the village. All data collected were fully transcribed, processed, and submitted for thematic content analysis. ResultsData showed that the willingness of local community members to participate in the entomological research activities of Target Malaria was informed by a wide range of motivational factors. Although the actors interviewed expressed their motivations under different semantic registers, the data showed a degree of consistency between different motivations advanced. These similarities enabled us to classify all of the motivational factors under 5 distinct categories: (a) assist in field research, (b) contribute to a better future, (c) acquire knowledge, (d) earn financial compensation, and (e) gain social prestige.ConclusionThese varying motivations reflected fundamentally different personal and collective perceptions about the participation process. In addition, this study shows that the interest of research on participation is a useful part of understanding public perceptions.

ABSTRAK: Permasalahan pokok dalam penelitian ini adalah: (1) Apa latar belakang terbentuknya Desa Talaga Besar Kecamatan Talaga Raya Kabupaten Buton Tengah? (2) Bagaimana berkembangan Desa Talaga Besar Kecamatan Talaga Raya Kabupaten Buton Tengah Tahun 1977-2017? Metode sejarah tersebut adalah: (a) Pemilihan topik (b) Heuristik (Pengumpulan Data) (c) Verifikasi (Kritik Sejarah) (d) Interpretasi (e) Historiografi (kritik sejarah). Hasil penelitian ini menunjukan bahwa: (1) Desa Talaga Besar awalnya hanya dijadikan tempat untuk berkebun atau bercocok tanam, misalnya menanam jagung dan ubi kayu sebagai makanan pokok masyarakat setempat dan pada umumnya masyarakat Buton. Karena seiring berjalannya waktu dan peradaban serta jumlah penduduk semakin bertambah banyak. Pemerintah daerah berinisiatif memekarkan desa Talaga Besar menjadi desa definitif. Faktor-faktor yang mendukung terbentuknya Desa Talaga Besar ini ialah: (a) Adanya peranan pemimpin yang selalu memberikan motivasi kepada warga untuk aktif dalam setiap kegiatan yang sifatnya membangun. (b) Faktor pendukung diantaranya faktor geografis (wilayah), faktor demografi (penduduk), dan faktor ekonomi. (2) Perkembangan Desa Talaga Besar dalam bidang ekonomi, sebagian besar masyarakat Talaga Besar menggantungkan hidupnya di bidang pertanian dan perdagangan yang telah dilakukan dan dikembangkan secara turun temurun. Di bidang sosial, hubungan sosial kemasyarakatan antara warga Desa Talaga Besar cukup harmonis. Di bidang pendidikan, perkembangan pendidikan di Desa Talaga Besar pada khususnya dan Kecamatan Talaga Raya pada umumnya mengalami perkembangan pendidikan yang boleh dikatakan sudah cukup baik dan infrastruktur lebih baik bila dibandingkan dengan keadaan sebelumnya. Kata Kunci: Sejarah, Desa, Talaga BesarABSTRACT: The main problems in this study are: (1) What is the background of the formation of Talaga Besar Village, Talaga Raya District, Buton Tengah Regency? (2) How did the development of Talaga Besar Village, Talaga Raya District, Buton Tengah Regecy Year 1977-2017? The historical methods are: (a) Selection of topics (b) Heuristics (Data Collection) (c) Verification (Historical Criticism) (d) Interpretation (e) Historiography (historical criticism). The results of this study indicate that: (1) Talaga Besar Village was originally only used as a place for gardening or farming, for example planting corn and cassava as a staple food for the local community and in general the Buton people. Because over time and civilization as well as the population increases. The regional government took the initiative to split the village of Talaga Besar into a definitive village. The factors that support the formation of the Talaga Besar Village are: (a) There is a role of leaders who always motivate citizens to be active in any constructive activity. (b) Supporting factors include geographical factors (region), demographic factors (population), and economic factors. (2) The development of Talaga Besar Village in the economic field, most of the Talaga Besar people depend their lives on agriculture and trade which have been carried out and developed for generations. In the social field, social relations between the people of Talaga Besar Village are quite harmonious. In the field of education, the development of education in the village of Talaga Besar in particular and the Talaga Raya sub-district in general experienced a development of education which was arguably quite good and the infrastructure was better when compared to the previous situation. Keywords: History, Village, Great Talaga

Since the enactment of decentralization local government have been granted the authority to organize, protect society etc. Given the authority that Central Kalimantan provincial government issued a policy (Pergub No. 15 tahun 2010 on guidelines for land clearing and yard for the people) to protect the local community in the tradition / habit of farming by burning forests to customary provisions. The aim of this study is to describe and analyze the extent to which public policy relevance since the issuance of the policy in 2010-2015 and to what extent these policies protect the local wisdom. the method used is descriptive qualitative study, using the study of literature in the process of data collection. Results and discussion of these studies show that 1) in 2015 created a policy that is no longer relevant because the whole area of Central Kalimantan is 15.3 million hectares, 12.7 hectares (78%) is controlled by plantation companies. 2) goodwill by the Government of Central Kalimantan to protect local communities need to be given appreciation. But this policy could apply / relevant if it is done before the 90s because many forests and local people still farming to meet food needs.

The people of Yogyakarta are known for their tolerance, where people of different religions can coexist peacefully especially with Javanese traditions. But in Mangir, a village in Bantul, Yogyakarta, in November 12, 2019, there was a case of local residents rejecting the procession of ancestral prayer rituals by the Paguyuban Padma Buana (PPB) who claims to be followers of Javanese Hinduism. This study aimed at disclosing the elements and roots of conflict from the Mangir community's rejection towards Paguyuban Padma Buana. As a case study, it used conflict analysis approach through timeline and factor analysis techniques. The results showed that the open conflict between the two groups has occurred since 2012 with the main issue of syncretic ritual practices of Hinduism, Buddhism, and Kejawen (Javanism) that involve people from various religions. In addition, the Maha Lingga Padma Buana Temple as a place of whorship and rituals has also the license problems. Reconciliation was carried out between residents with the Padma Buana followers in 2015. Unfortunately it was violated by the Paguyuban Padma Buana and became a trigger of conflict back in 2019. The cause of this conflict is multiple factors, all of which are interrelated. However, the root cause of the problem among Mangir people is mostly related to traditional revivalism and the distribution of cultural tourism management authorities. This conflict makes them polarized and vulnerable to interests that can create the village atmosphere worse

Sayan Village is one of the villages in Ubud that has a lot of potential to be used as a tourism village. The first three great potentials are natural tourism, potential opportunities for water tubing tourism, and also the potential of Puri Sayan as a heritage tourism object in Sayan Village, which is being planned by the village government and local communities. In addition to the three great potentials, Sayan Village also has the potential for water tourism with beji spring sources which are a source of water that is purified by the local community and is usually used for melukat. In this case, the researcher focused more on discussing the development of biology natural tourism which is currently used as the center of tourism village activities in Sayan Village. This study uses collection techniques in the form of observation, interviews, and documentation. The data analysis technique used is descriptive qualitative analysis and SWOT analysis. The technique of determining informants used purposive sampling technique. The results of this study contain the existing conditions of Desa Sayan based on tourism product components, namely attractions, amenities, accessibility, and ancilliary. And the strategy for developing SWOT-based Sayan Tourism Village. So that the strategies obtained produce the best ways to realize one of the missions of Desa Sayan as a sustainable tourism village. Tourism is one of the industry sectors that contribute to the economy in the form offoreign exchange for many countries. With the presence of tourism will be the creation of new jobs. The participation of local communities in the company existing in its territory rafting will give rise to a sense of belonging to a destination. This research aims to know the participation of local communities in the BMW company rafting in the village of Rendang. Method of data collection is done by the way of observasi, in- depth interviews, and the study of librarianship. The technique of determination of the informant is done by means of purposive sampling, this research included in the qualitative research generates data deskriftif. With the presence of tourism opportunities, then revealing the many job opportunities that are owned by local people. The environmentally-aware marine tourism research aimed: (1) to analyze the geographical indication for grouper products in Gerokgak district; (2) to analyze the management efforts to guard coastal and marine healthy in the form of customary rule; and (3) to formulate the model for development of Gerokgak coastal eco-marine-tourism. The research method used survey, focus group discussion and laboratory examination. The Grouper aquaculture products both seeds and fishes of Cantang cultivar on the coast of Gerokgak district have been excellent due to the appropriate geographic factors, quality of coastal and marine waters, substrate condition of the seabed and climate and the unique culture of the local community which is identified as Nyegare-Gunung cultivation. The Geographical Indications for Cantang grouper potentially to provide opportunities for fishery producers to consolidate and increase prices on the market. The reputation built around the Geographical Indications can strengthen the product position in the domestic and international markets as well as to penetrate the new export market. The development of eco-marine-tourism in Gerokgak district should control the degradation of environmental quality for grouper aquaculture by creating customary rules of Awig Awig and Subak for coastal villages, and implementation to achieve rationality in utilizing coastal and marine resources harmoniously with the system of values in tradition, religion, aspiration, and culture of the local communities. To keep the reputation of grouper products towards a certification that the product possesses certain qualities, is made according to local integrated marinculture methods, due to Gerokgak’s geographical origin. They should do structuring and developing Bangsal Beach for centre destination to access the sea cage cultivations, as well as Batu Agung Beach as center access to hatchery objects. Marketing tour packages of the activities, products, and landscapes of the grouper marinculture in which the setting up Eco-marine-tourism management should follow open/spontaneous type with the purpose: to grow region merging with the structure of life, both space and patterns in accordance with the local community or community-based tourism. Vatuvou beach, located in the Village Vatuvou, Liquica District      of East Timor, has the potential to be developed into a tourist attraction, but until now its potential has not fully developed yet. The aim of this study is to determine the potential of Vatuvou Beach, to know how the local community have been involved to develop Vatuvou beach, to formulate the most effective strategies to develop it has a community based tourist attraction. The results of this study indicated that Vatuvou coastal region could be used as a tourist attraction in the District of Liquisa, because it has the existing potential such as beach panorama with sunset, black sandy beaches and under–sea wealth, availability of facilities and infrastructure to support tourism, such as water, electricity, road, telecommunication, public toilets, parking, and accommodation (but still limited). Socio-cultural potential as hospitality of the people in the village of Vatuvou, traditional activities, such as handcrafted, and rituals performed by people in the village of Vatuvou. In addition, the strategic location of the Vatuvou beach easily leads to some nearby tourist attraction, such as lake Maubara, Maubara Fort, historical buildings of Portuguese’s heritage, and souvenir center. The involvement of community participation in the coastal development of Vatuvou has been through the initial proceses, namely planning stage, development and evaluation of activities that have been implemented. Through the description, it can be concluded that the strategy of tourism development of Vatuvou beach can be made by the following procedures (1) Increasing the quality and quantity of human resources in tourism, (2) Inviting foreign or local investors to the potential of the existing tourism sectors, (3) Developing the potential of cultural as tourist attractions, and (4) Improving tourism facilities and infrastructure to support tourism activities in Vatuvou coastal areas.
