The COVID-19 pandemic has exacerbated the overall risks and demonstrated the attitudes of members of society towards them. The subject is the carriers and owners of risks in the context of a pandemic from among social entrepreneurs and traditionally classified as vulnerable categories of citizens. The purpose of the work is to analyze the contradiction between the demand for a number of state support measures for traditionally allocated vulnerable groups of the population and the situation with their implementation, in which social entrepreneurs are involved along with state structures to provide services in the context of the COVID-19 pandemic. The novelty of the approach is to clarify the categories of socially vulnerable citizens based on the division of social risks in the new conditions of the pandemic. Current empirical sociological data obtained by the online survey commissioned by the relevant department allowed us to determine the urgency of the demand for state support measures. To reduce dependence on the state and develop partnerships, the income of social entrepreneurs should not be lower than the average salary in the region. To do this, it is important to create associative forms of interaction and develop cooperation with business, science, and education. A promising and difficult task for the authorities is to involve socially vulnerable citizens in innovative social activities in the format of social entrepreneurship, in interaction with social protection agencies for their effectiveness. The development of tools for stimulating cooperation between beneficiaries and stakeholders is on the agenda for further study

The article is devoted to the analysis of the results of observing the living conditions of the rural population, assessing the scale and effectiveness of state support measures aimed at the development of rural territories. The development of engineering infrastructure (gasification and water supply), provision of improved housing, accessibility of means of communication, educational and medical services in rural areas was considered. A comparative assessment of the level and structure of household income in the city and the countryside has been carried out. Living conditions have been identified as factors in the deterioration of the socio-economic situation in rural settlements. The directions of improvement of socio-economic conditions of development of rural territories, which involves increase of state support financing within the framework of federal targeted projects and programs, increase of interest of private business and activity of the local community, have been defined.

Abstract. The main goal of our research is to consider the main economic factors that prevent the introduction of advanced technologies and to justify the need to change the state's approaches to supporting investment processes for the formation of advanced machine systems in flax industry, including on the basis of automation and digitalization of process management. Methods. In the work, based on the using of a wide range of analytical methods for studying economic phenomena in the flax growing industry, the using of computational-constructive and abstract-logical methods, using computational-constructive and abstract-logical methods, system analysis, recommendations were developed for the implementation of state support measures focused primarily on the complex system of machines in agriculture, independently of the financial and economic condition of economic entities. Results. The article shows that the complex mechanization of flax production is hindered both by the remaining insufficient level of financial and economic opportunities of commodity producers, and by the imperfection of state support. According to the analysis of data from the electronic information-analytical system testfirm.ru, it was revealed that only 34 % of the flax producers examined in 2018 were profitable, whose revenue exceeded 10 million rubles. It was revealed that the limited ability to update the main links and elements of the machine system leads to significant economic losses during the cultivation of flax, due to non-compliance with the execution of technological operations in the optimal time. Scientific novelty. The article presents the idea of the need, based on the recommendations of the Ministry of Agriculture of the Russian Federation and the Russian Center for Agricultural Consulting on the formation and use of specialized resource-saving technologies for cultivating flax for fiber and seeds, to expand the scope of government support measures for flax-growing farms not only to financially sustainable enterprises. The article substantiates the general need for investments for the use of advanced machine systems in the combined technology of cultivation, harvesting and primary processing of flax in the amount of more than 114 million rubles per 1000 hectares of sown area of flax.

The issue of the effectiveness of state support for sectors of the domestic economy, engaged in the development and production of products using high technologies, has been considered. Вased on the analysis of indicators characterizing the effectiveness of state support measures in this area, the conclusion has been made about the lack of effectiveness of this activity. It also has been concluded, that measures to support the domestic economy sectors related to its high-tech segment by the state are insufficient, which leads to backwardness of Russia behind the leading economically developed countries (the USA, Japan, Germany) in the development of high-tech industries of the civil sphere. This situation requires the adoption of measures to support and develop the high-tech segment of the domestic economy at the state level. The condition for increasing the effectiveness of measures of state support for the high-tech complex is to increase allocations for R&D in those industries whose products are able to compete with or surpass similar foreign models on an equal basis.

The subject of this research is the support measures provided by the government Russian Federation for self-employed citizens who fall under a special tax regime “tax on professional income” in the conditions of the spread of the new coronavirus infection (COVID-19). The experiment of implementation of a special tax regime and the adoption of measures to support self-employed population in the time of pandemic plays an important role for the Russian economy. Legalization of activity of the growing number of self-employed citizens is the indicator of awareness and the manifestation of legal culture of the Russian population, and support provided by the government testifies to their participation in well-being of the population. Successful accomplishment of the set task is reflected in the statistics – as of December 31,.2020, the number of self-employed population amounted to 1,603,638 persons, while in the beginning of the pandemic it was 563,722 persons across the Russian Federation. The authors determine the two types of state support measures: general measures for businesses and the self-employed; as well as special measures intended solely for the self-employed. The application of systematic, formal-legal, comparative-legal, and structural-functional methods, allows examining the state support measures for the self-employed within the framework of implementation of the economic function by the government. Analysis is conducted on the actual statistical data and recent amendments to the legislation. The scientific novelty and practical importance of this work lies in comprehensive examination of the key measures of provided by the government of the Russian Federation for self-employed citizens in the time of COVID-19 pandemic, as well as in comparative analysis with the measures provided in foreign countries. Special attention is given to the comparative analysis of state support measures in Russia and Germany.

The article discusses the problems associated with the tourism industry and the hotel business during the pandemic. A study was carried out and relevant conclusions were presented on how the pandemic affected the hotel business in Europe and Russia. The authors examined and analyzed in detail the indicators of forecasts in the sphere of the Russian hotel business, particularly in the regions. The authors paid special attention to the study of open public spaces and conducted a detailed analysis, which made it possible to identify the opportunities for the development of the hotel business. In the article the main trends of a pandemic and post-pandemic are studied – the need to reinforce sanitary measures. The research focuses on identifying the features of the economic state of the regions during the pandemic. The authors developed and substantiated the areas that are relevant, useful and applicable for the hotel business; revealed the features of the process of restoration of the hotel business. Special attention is paid to the study of state support measures; the features of their further actualization for the development of the tourism industry are presented. The authors have proposed the ways to overcome the crisis, contributing to a slow, but accurate and safe recovery of the hotel business and an increase in demand.
