The process of social transformation taking place in the world and in Russia, expressed in education reform programs, is changing the role of educational organizations in society and the economy and, probably, in culture as a whole. New players on the educational services market that has emerged in Russia (international IT corporations, etc.) in many ways initiate these changes or have a great impact on the structural and substantive restructuring of Russian higher education. The purpose of the article is to investigate what is happening with Russian higher education, the preconditions and trends of transformation of the domestic model of education are analyzed. Within the framework of the goal, the task to explore the components of this transformation is solved: digitalization and personalization (individualization) of the learning process. The source of the study was strategic documents on the development of national education and the practice of their implementation in individual educational institutions. Research methods – theoretical analysis and synthesis. The results of the research are set out below: the problems of educational institutions that arise in the implementation of the «request» for the personalization of education have been identified; some conceptual gaps in strategic documents are identified that make it difficult for performers to comprehend the goals of digitalization of education; some organizational reasons are indicated for which the implementation of the concept of individualization (personalization) of education for students in practice is difficult.

Education 4.0 is an education model aligned with future trends in order to develop and enhance individualized education that will eventually go on to define the manner in which youngsters of the future will work and live. Since youth are the main asset of any nation, education becomes the most powerful tool for social transformation. India's demographic structure is changing; while the world grows older, the Indian population is becoming younger, and by 2025, about two-third of Indians will be in its workforce. A few issues addressed in this study are to identify the drivers of Education 4.0, to identify and understand the role of disruptive technologies, to study the transition from Education 1.0 to Education 4.0 and its relevant impact on the higher education system.

The purpose of this article is to review and compare ideas about the changes taking place in the process of Russian higher education modernization. The methods used are theoretical and empirical (an analysis and synthesis of literature, interviewing, observation and analysis of the educational process at a University). As a result of the research it is shown that the modernization is complicated by such factors as insufficient financing, poor infrastructure, psychological inability of the professorial staff to comply with the demands of a modernizing society, bureaucracy, and lack of university-business cooperation. The development of Russian corporate education may bring about considerable changes in the sphere of professional training and retraining. It may trigger off a change in the role of traditional institutes of professional development. Classical universities are no longer the only suppliers of the labour force. In the contemporary labour market, they compete with corporate educational institutions. It is concluded that traditional educational institutions and corporate educational institutions will be able to collaborate effectively in postindustrial Russia. Traditional universities should record, systematize and transmit universal cultural norms and values. They should preserve cultural heritage preventing it from disappearing. The improvement of university-business cooperation promotes government-business partnership, which is well illustrated by the Skolkovo Innovation Center.

This article provides an overview of the profiling of higher education programmes in Europe as part of the overall process of higher education reform in Europe over the past decade (2000-2012) and of the role of Tuning in this process. The article starts with a recall of the architecture and objectives of the change process, based on the interplay between the intergovernmental Bologna process (with a main focus on structural change), the European Union’s parallel Agenda for the Modernisation of Higher Education (with a focus on policy change for the Union’s main objectives: growth and jobs, mobility, recognition and attractiveness) and Tuning. The second part of the article provides some data about and examples of the method and importance of Tuning in stimulating and shaping the renovation of higher education programmes, with a focus on Tuning’s initial geographical area (Europe) and a glimpse to other continents, in line with Europe’s need to build up the visibility and attractiveness of its universities in the rest of the world. The final section is a retrospective and analytical reflection about the impact of Tuning on some key dimensions of the agenda for the modernisation of higher education in Europe; while acknowledging that the Tuning method and principles have not always been fully understood by higher education as well as governmental institutions, Tuning has made an outstanding contribution to such key aspects as the relevance, comparability and quality of programmes, the development of quality assurance and accreditation policies and agencies and the recognition of qualifications — both within Europe and with partner countries in other parts of the world.

The article tells about the importance of marketing in the development of leading higher education institutions in the world. The article substantiates the relevance of marketing applications in the field of educational services. The concepts of "educational marketing", "educational services", "advertising", "demand", "supply", "subjects of marketing relations in the field of education", "competitiveness", "consumers of educational services" are considered. The classification of types of marketing is given and the strategies of its application in the field of education are outlined. Examples of leading universities in the world and the dependence of the cost of education on their global ranking are also described. The place of marketing in the training as a whole is marked, the concepts of competitiveness and its importance in the development of leading universities around the world are separately described, the theme of marketing tools such as advertising and demand, as the main auxiliary abilities of marketing. The article demonstrates numerous theoretical and statistical data reflecting economic indicators of different countries, their characteristics, and clearly demonstrates their interrelation with each other using different tables. The high importance of the role of marketing in the education system of the world's leading universities has been proved. The perspective of application of marketing innovations for development of the sphere of educational services is revealed. The necessity of formation of special marketing services for market research and management of marketing complex in educational institutions is presented.

The paper describes the theoretical, methodological and organizational and legal aspects of preventing the impact of the ideology of extremism and terrorism in the Russian Federation; the features of modern extremism and terrorism in Russia are outlined; analyzed the role of the global Internet in the spread of the ideology of terrorism. A system for the prevention of the ideology of extremism and terrorism in educational organizations has been developed and presented, which provides for a wide range of organizational and practical measures. Modern higher education institutions faced a huge problem during the global pandemic. The topical issue was the provision of quality educational services to higher education seekers in a pandemic around the world. Many countries in 2020 have decided to use distance learning as the only way to continue the educational process without interrupting it indefinitely. Distance learning today is one of the most effective and promising training systems. The emergence and active spread of distance learning is anadequate response of the education systems of many countries to the processes of integration taking place in the world, the movement towards the information society.Purpose. The purpose of this article is to systematize various aspects of distance education in institutions of the maritime sector of Ukraine in a global pandemic and to find solutions to issues that arise during the development of distance education and training of maritime professionals; identification of positive and negative aspects of the introduction of distance learning.Methods. To solve the problem, the following methods were used: the method of theoretical generalization, the method of analysis and synthesis, the method of systematization, the method of deduction.Results. The analysis of the results of distance learning in maritime institutions was carried out and its strengths and weaknesses were identified. The ways of improving the quality of distance education are analyzed. Further ways of development and improvement of distance learning are proposed.Originality. The basis of the educational process in distance learning is the controlled, intensive and purposeful independent work of a student who can study in a place convenient for himself, according to an individual schedule. In accordance with this, the educational process should be organized in such a way as to ensure the student's independent mastering of the educational material, the implementation and timely deli-very of individual assignments.Output. The main problem of training applicants for higher education in the maritime sector of Ukraine in a pandemic in distance education is the lack of opportunity for cadets to gain practical skills in working with ship equipment that exists in educational institutions. This negatively affects the quality of learning by cadets. In the future, this may lead to increased ship accidents and reduced maritime safety. It is necessary to develop interaction between educational institutions; make full use of technological opportunities; determine the goals and prospects for the development of distance learning, etc.Keywords:distance learning, quality of education, maritime institute, management of marine resources, ship accident rate, pandemic.

This paper deals with the new situation the ESP teachers have to face at Higher Educational Institutions. The authors bring an insight into the situation of ESP in Slovakia and Slovak Technical University. They also put forward that ESP teachers now have to accommodate a new role of facilitators in the internationalisation of higher educational environment using the example of their Visegrad+ Project bringing together ESP practitioners and disciplinary teachers from six countries.

The features and problems of using interactive, active and distance educational technologies in the process of teaching the educational discipline «Macroeconomics» in the preparation of bachelors in higher educational institutions of economic and managerial profile have been analysed. It has been proved, that the above-mentioned educational technologies, while being an urgent necessity and a mandatory requirement of the educational process in the digital age, include various types of breakthrough technologies in modern interdisciplinary scientific research, higher education, economic sciences. It has been substantiated, that these educational technologies are a chance for higher education in the Russian Federation to take a leading position in the world ranking of educational institutions in the context of the country’s membership in the World Trade Organization. The author’s technique of innovative teaching methods in the discipline «Macroeconomics» in the oldest Russian higher education institution has been presented.

Education has been considered as an indispensable asset of every individual, community and nation today. Indias higher education system is the third largest in the world, after China and the United States (World Bank). Tamil Nadu occupies the first place in terms of possession of higher educational institutions in the private sector in the country with over 46 percent(27) universities, 94 percent(464) professional colleges and 65 percent(383) arts and science colleges(2011). Studies to understand the profile of the entrepreneurs providing higher education either in India or Tamil Nadu were hardly available. This paper attempts to map the demographic profile of the entrepreneurs providing higher education in Arts and Science colleges in Tamil Nadu through an empirical analysis, carried out among 25 entrepreneurs spread across the state. This paper presents a summary of major inferences of the analysis.
