The trends of the state's educational policy are reflected in the set of state educational services and the social educational order. In a small town, educational institutions have the largest range of educational services. The purpose of the study is to consider the peculiarities of the formation of the market of educational services of a small city and the analysis of the factors that influence this. The results of the study, based on regulatory documents, observations and questionnaires of consumers of educational services, allow us to conclude about the problems in the field of maintenance and provision of educational services by small-town institutions, to identify in-demand educational services.

The article is devoted to the role and significance of social institutions in the formation of legal consciousness of young people. Among the social institutions considered are the family, the state, educational institutions, religious institutions, organizations engaged in entrepreneurial activities and business support. Legal consciousness as a sphere of legal culture occupies an important place. Due to the fact that young people are recognized as the future of the country, special attention should be paid to their legal education. The level of legal awareness of young people is an indicator of the development of society.

The article is devoted to the actual problem of identifying priority areas of implementation of the state educational policy in modern Russia. The author summarizes the political and legal basis of the state policy in the sphere of education, determines the problematic aspects of the activities of state bodies in the field of education, and suggests the ways to optimize educational policy based on complex management actions. The author notes that the priorities of the state educational policy are objectified in legal acts, state programs, concepts. It is noted that the translation of the federal legal framework in the field of education are the regional programs. Their goal is synergistic social and economic effects, namely: increasing the competitiveness of education, human capital, ensuring the needs of the growing economy for qualified workers and improving the efficiency of their use; improving the efficiency of the use of budgetary funds in the area of education through the implementation of integrated system projects. Mechanisms for the implementation of educational strategies, based on complex management actions, would create a single federal center of legal and methodical support of educational institutions, the establishment of standard quality assessment in the field of education in view of the variety of types and kinds of educational institutions.

In the theoretical block of the article, the directions of application by countries of specific features of one country in the educational space of another are viewed through the prism of an agreed educational policy, complementarity of national educational systems, synchronization of actions achieved on the basis of regulation by supranational institutions. The article adapted foreign experience, including new trends in the field of education: decentralization and democratization of management, modification of educational programs and standards, the creation of non-state educational institutions, updating of the regulatory framework and the financial and economic mechanism in the field of education. Cooperation between the EAEU member states in the field of education was considered as a mechanism for the most effective development and solution of global problems. International academic mobility is analysed as one of the most important co-sponsoring processes for the internationalization of higher education and the integration of universities into the world educational space. The practical block is devoted to the problems of the formation and evolution of the educational services market in the conditions of innovative development of Russia and Belarus as members of the Eurasian Economic Union. The peculiarities of integration of education systems of Russia and Belarus in the market of educational services of the EAEU are considered. Factors leading to integration of member countries at the level of individual educational institutions are being investigated. Trends of gradual development of national educational systems of their state framework and emergence of foundations of unified educational space of the Eurasian Economic Union are analyzed. Trends are highlighted that hinder the development of the export of educational services of the Eurasian Economic Union.

the quality of life of the population of the municipality depends on the level of development of social infrastructure facilities. The purpose of the article is to develop recommendations for the development of the social infrastructure of a small town based on an analysis of the activities of local governments in the urban settlement of Balabanovo, Kaluga region. In the course of the study, both general theoretical methods (analysis and synthesis, comparison, generalization) and empirical methods (document analysis, content analysis, questionnaire survey) were used. As a result of the study, the key problems of the development of the social infrastructure of a typical small town were identified: lack of the necessary specialists; training in two shifts, insufficient number of specialized classes in educational institutions; insufficient number of sports and cultural infrastructure facilities and their poor material equipment. In order to resolve the identified problems, recommendations were developed to local authorities on the modernization of the city’s social infrastructure.

The article is devoted to the sociological study of the risks of educational failure for studying youth. The authors show the magnitude of such a phenomenon as schoolchildren’s and students’ educational failure, as well as the relevance of its research in the context of new challenges faced by modern Russian society. The authors reveal the widespread, pervasive nature of the risks of educational failure for all spheres of public life. The authors emphasize the contradiction between the need to take them into account when it comes to the strategy for developing Russian education and this problem being ignored by the authorities and education management. The authors’ interpretation of key concepts (educational failure, its risks, human capital of educational communities) is presented. The classification of risks of educational failure for studying youth is given. Four groups of risks are analyzed specifically: for the development of the continuous education system; for the economy and labor market; for social security and well-being; for the education system. The final section of the article is devoted to analyzing the opportunities for minimizing the risks of educational failure. It is proven that it is necessary to develop approaches for overcoming the risks of educational failure at the levels of state educational policy, educational organizations of various types and educational communities. Special attention is paid to the importance of transforming educational policy in relation to unsuccessful educational communities, of changes in the environment of educational institutions, of implementing social technologies for the educational support of unsuccessful pupils and students. The empirical basis for this article consists of the results from studies conducted in Yekaterinburg and Sverdlovsk Province.

Abstract Entrepreneurial spirit plays an increasingly important role in the economic sphere, and universities are meant to play a central role in this process, where the main objective is the continuous development and mediation of the knowledge increasingly geared to the applications through innovation and patenting a secure platform for employment and well-being growth. The Universities have to take a position in if/and how they want to grow into a so-called “University of Entrepreneurship” which is characterized by a high degree of openness to the surrounding society and here we are talking, especially, about, the business sector in Romania. This evolution of expectations for the social role of universities has resulted from increased and recent interest in entrepreneurship and innovation of areas as research and theory of the business environment. The experience gained as teachers indicates that education and entrepreneurship education should include different theories and methodology than those applied in the usual way. The theory of traditional management and microeconomic models could even be a barrier to new thinking and change and, therefore, to the implementation of modern entrepreneurial actions. We want this article to be a source of inspiration for educational institutions and to have a positive contribution to research in business education and to be applicable in business decision-making.

An analysis of the social pedagogical work with difficult children is presented, outlining characteristics, specifics and approaches for prevention and social accompaniment. In order to highlight the specifics of this group of children, a comparison is made with two other groups of children in a situation of life difficulty - "socially disadvantaged children" and "children at risk". The analysis refers to the understanding that difficult children are children with impaired emotional development, difficulty in communicating with others and disrupted behavioral control, all of which can lead to consequences both on a personal and behavioral level. It is emphasized that difficult children turn into such in situations where adults cannot find an adequate approach to them, and most often these adults are members of the family, parents, or teachers. An overview of scientific positions on difficult children by English, American, Russian and Bulgarian researchers is offered. This is the basis for outlining the main spheres which affect children negatively and categorize them as "difficult children" - emotional-personal; learning-cognitive; behavioral; somatic. The reasons for children’s difficult behavior are examined, including: the family and the flaws in it; the lack of spiritual connection between parents and children; the asocial environment; participation in criminal groups; errors in the work of educational institutions; economic difficulties that have influenced all spheres of public life. The characteristics of problem children are presented that account for the formulation of the principles of social pedagogical work with them. It is emphasized that one of the important approaches in the work is the development of skills for social inclusion, social expression and self-assertion. The model for social pedagogical work with difficult children is developed in two aspects: preventive work and social accompaniment. Preventive work consists in constantly informing all stakeholders - teachers, educators, non-pedagogical staff in educational institutions and the family on the opportunities for preventing "difficult children" on the one hand, and ensuring interaction between the participants in the preventive activities as well as striving to attract more organizations and institutions, on the other. The social accompaniment as a social pedagogical work includes: identification of children with difficult behavior at the earliest stage of the disadaptation process, diagnosis of the factors of the difficult behavior and the reasons for the disadvantage, preparation of an individual road map for working with the child, implementation of the individual program for accompanying the child, measuring and analyzing the results of the child's work and his / her close circle.
