In the theoretical block of the article, the directions of application by countries of specific features of one country in the educational space of another are viewed through the prism of an agreed educational policy, complementarity of national educational systems, synchronization of actions achieved on the basis of regulation by supranational institutions. The article adapted foreign experience, including new trends in the field of education: decentralization and democratization of management, modification of educational programs and standards, the creation of non-state educational institutions, updating of the regulatory framework and the financial and economic mechanism in the field of education. Cooperation between the EAEU member states in the field of education was considered as a mechanism for the most effective development and solution of global problems. International academic mobility is analysed as one of the most important co-sponsoring processes for the internationalization of higher education and the integration of universities into the world educational space. The practical block is devoted to the problems of the formation and evolution of the educational services market in the conditions of innovative development of Russia and Belarus as members of the Eurasian Economic Union. The peculiarities of integration of education systems of Russia and Belarus in the market of educational services of the EAEU are considered. Factors leading to integration of member countries at the level of individual educational institutions are being investigated. Trends of gradual development of national educational systems of their state framework and emergence of foundations of unified educational space of the Eurasian Economic Union are analyzed. Trends are highlighted that hinder the development of the export of educational services of the Eurasian Economic Union.

The Organization of the Eurasian Economic Union (EAEU) is the first real attempt to conduct integration processes in the post-soviet space among several states. However, the question of its expansion at the expense of other states remains open, as well as the further deepening of relations within the Union and the improvement of the mechanisms for integrating the economies of the member states. In this regard, the analysis of the state of economic relations is carried out and the ways of solving some aspects of the coming period are shown. The main idea of solving the problems of the Union is the gradual and effective development of standards for economic relations.

The trends of the state's educational policy are reflected in the set of state educational services and the social educational order. In a small town, educational institutions have the largest range of educational services. The purpose of the study is to consider the peculiarities of the formation of the market of educational services of a small city and the analysis of the factors that influence this. The results of the study, based on regulatory documents, observations and questionnaires of consumers of educational services, allow us to conclude about the problems in the field of maintenance and provision of educational services by small-town institutions, to identify in-demand educational services.

This article provides the results of comprehensive study of the financial and economic activity of federal and state universities located in various districts of the Russian Federation, including northern regions. The importance of the management policy of higher education determines the role of state institutions in management of resource flows. Testing of approaches towards the effective use the mechanisms for financing educational systems is interrelated with the peculiarities and trends of the Russian state educational policy in the sphere of higher education. The author establishes differentiation of the transport component in price forming policy of the educational services market, which is reflected in a significant gap in this segment among universities located in remote regions and regions with severe living conditions, functionality of the economy and infrastructure. The mechanism is offered for implementation corrective coefficients to the standards of financing of universities located far from the federal center. Such mechanism is intended to balance the regional differentiation of financing of institutions in accordance with the relevant factors of cost increase, creating equal competitive advantages in the educational services market for the universities located in northern regions with the universities located in central part of the country. The research is aimed at improvement of the methodology of normative budgeting of universities, formulation of recommendations for optimizing the methodology of financing the universities located in remote and northern regions of the Russian Federation, considering the regional differentiation and rise in the cost of services.

The article considers the main aspects that characterize the economic security system of the Eurasian Economic Union (EAEU) and means to ensure economic security that contribute to increasing economic potential and to creating conditions for the effective development of integration processes. The authors investigated the main documents of the Eurasian Economic Commission (EEC), a constantly acting regulating body of the EAEU, and developed recommendations for creating unified strategies of the economic security of the Eurasian Economic Union that can be implemented in the system of risk management that, in turn, is based on the controlling toolkit. In the process of the research it was determined that the political aspect alone is not enough for the preservation and effective development of the Eurasian Economic Union as common economic interests and possible effects from their implementation are the crucial components of viability of any integration union including the EAEU country members. In this regard the formation of the system of economic security of the integration union of Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan is a relevant issue. In order to contribute to the integration of the countries of the Eurasian Economic Union that is based on the geopolitical aspect it is necessary to ensure economic security which determines both the theoretical and practical significance of the study. At the same time such integration would promote the unification of the EAEU countries that are different in the level of their socio-economic development. 


Communicative technologies in professional educational institutions form the basis for the activation of the educational process, contribute to the improvement of the level of formation of competencies of graduates. The purpose of the article is the consideration the effective experience of the implementation of communication technologies in professional educational institutions to identify the main functional aspects with subsequent usage in the educational process. The paper describes the experience of formation of professional competencies with usage communication technologies to students of higher education institutions enrolled in the master's program in the direction of training 44.04.04 "Vocational training (by industry)", profile – "Management of educational systems". The authors rely on the included competence of the Federal state educational standard "the ability to use modern communication technologies", which is proposed to form through the usage of various communication technologies in the training of graduates. The authors reveal the most frequently used in the educational process types: discussion, case, project, electronic and other types of technologies. Features of application and realization of each type are allocated. Presented the criteria for assessing the performance of students’ tasks (on the complex module "Theory and methodology of vocational education") in the framework of the implementation of these technologies. The aspects identified in the process of analyzing the experience of usage communication technologies can be taken into account in the further improvement of the process of implementing communication technologies in higher education and better formation of competencies.

The article examines the issues of public support and its impact on the development of agricultural production in the context of integration of national economies. The agro-industrial complex is one of the most important strategic sectors of the member countries of the Eurasian Economic Union. Despite functioning in the conditions of turbulence of the world commodity markets, in agricultural sphere of the EAEU there are currently positive trends. The role of the lending system in AIC complex, contributing to the solution of the problems of financial support of agricultural producers, is considered. The objective need for lending support for agriculture is due to a number of reasons, the main of which are the peculiarities of agricultural production, inequality in the exchange of goods with industry, the need to overcome negative trends in development of the industry. The assessment of the lending policy in agricultural sector, which is focused on a narrow circle of borrowers, does not contain effective mechanisms for lending to economic entities, is limited in the choice of methods for determining the level of creditworthiness of agricultural enterprises and ways to assist in obtaining loans to farms in different economic situations. Based on the analysis of lending to agro-industrial production of the EAEU countries, the existing problems of recent years are shown. In the final part, the authors formulate the prospects for strengthening integration ties within the Eurasian Economic Union. Recommendations on improving lending system, contributing to the effective development of agro-industrial complex of each country, improving economic relations in domestic and foreign markets are presented.

Purpose of the article is to consider the features of the integration development of the Eurasian economic Union and identify possible priority strategic directions.Methods: the presented study is based on a systematic approach. Such universal methods of scientific knowledge as analysis and synthesis, induction and deduction are applied. The elements of comparative, strategic, functional and economic analysis are used. Analytical documents of the Eurasian economic Commission, EAEU statistics, profile and thematic reports were used as materials for the work.Results: the study reveals the goals set by the participating countries of modern world integration associations. The motives that induce different states to form economic unions are considered. Negative trends in the development of modern integration processes in countries with developing economies are revealed. The reasons impeding the expected efficiency of their integration are highlighted. The existing models for the implementation of economic strategies that are used today in most integration communities are analyzed. These models make it possible to make the best use of existing competitive advantages and unlock the potential of the participating countries. Special attention is paid to the study of the features of the integration processes of the Eurasian economic Union, which directly affect the possibilities of its development. The approach of the governing body of the EAEU, the Eurasian Economic Commission, to the development of the development strategy of the association is considered. Priority directions on the basis of perspective industries are recommended. Their joint development will allow the most effective disclosure of the competitive potential of the Eurasian economic Union in the framework of the chosen strategy.Conclusions and Relevance: for the successful development of the EAEU, it is necessary to refer to the experience of existing models for the implementation of integration potential. Today for the union it is advisable to use elements of practically all variants of strategies in various combinations and apply them to the selected list of priority industries. Currently, the main task of the leadership of the EAEU states is a joint compromise definition of strategic development directions. At the same time, it is important that all participating countries in the process of implementing the strategy contribute to the removal of barriers that impede the effective development of the identified strategic directions.

The project of the educational program for establishments of specialized education of a scientific direction is the normative document containing a complex of educational components for achievement by pupils of education of the results of training defined by the Standard of specialized education of a scientific direction. The project is the basis for integration processes between formal and non-formal education, convergence of educational systems, different types of educational institutions and institutions that can provide educational services. It contributes to the creation of optimal conditions for the implementation of specialized education in the scientific field and the development of an integrated educational space of relevant educational institutions. The key goal of the project program is to ensure the development of research competence through the direct involvement of students of basic and specialized schools in educational research, design, invention and exploration activities in accordance with the Standard of specialized education. The project is developed on the basis of modern state educational policy and strategy of reforming the education system of Ukraine. The project of the educational program for institutions of specialized education of scientific direction is an open, dynamic resource intended for creative pedagogical communities ready to carry out innovative activity on development of specialized education of scientific direction.

The paper is devoted to the analysis of development prospects and problems of Eurasian Economic Union (EAEU) of Russia, Kazakhstan, Belarus and Armenia. It considers integration problems inside EAEU, interactions of EAEU with other CIS countries and with countries from the rest of the world. The paper shows that the major integration challenge inside EAEU is the domination of the redistributive motive over the creative one. It estimates the value of the oil and gas transfer from Russia to other EAEU members and the influence of the Russian tax maneuver on this transfer. The paper shows the need in redistribution mechanism inside EAEU as a necessary condition for getting the potential positive economic effects of free trade with other countries. It also assesses the risks for EAEU due to Russian embargo for food imports from countries of the sanctions list and possible application of tariff in the trade with Ukraine.

The paper appraises current progress in establishing the Customs Union and the Eurasian Economic Union (EAEU). Although the progress has slowed down after the initial rapid advancement, the Union is better viewed not as an exception from the general rules of regional economic integration but rather as one of the functioning customs unions with its successes and stumbling blocs. The paper reviews the state of Eurasian institutions, the establishment of the single market of goods and services, the situation with mutual trade and investment flows among the member states, the ongoing work on the liquidation/unification of non-tariff barriers, the problems of the efficient coordination of macroeconomic policies, progress towards establishing an EAEU network of free trade areas with partners around the world, the state of the common labor market, and the dynamics of public opinion on Eurasian integration in the five member states.
