The present article examines the strategy of interaction of the state and small business as a factor of innovative development – which is a very topical issue, since small innovative businesses are enterprises that are on the balance of industrial property applied objects (patents, utility models, industrial designs), as well as those that systematize and protect intellectual property from commercial secrets. At the same time, the innovation activity of small business, according to the authors, is not a custom-made industry, as a rule, this industry requires more development than funding. In this connection, for the formation of innovative forms and the implementation of their activities, commercialization, expansion of strategic management, and the accession of subjects of state innovation institutions, it is necessary to create an adaptive environment for the development of small business.

Реализации задач, определенных Президентом РФ и направленных на обеспечение устойчивости экономического развития, преодоление технологического отставания и достижение мирового лидерства, обусловливает переход к иной, инновационной модели развития. В статье рассматриваются подходы к формированию такой модели на региональном уровне. Уровень инновационной активности в регионе определяется поддержкой со стороны государства и региональных властей, использующих различные инструменты ее стимулирования. Implementation of the tasks set by the RF President and aimed at providing for sustainable economic development, overcoming technological lagging and attainment of the global leadership provides conditions for a transition to a different, innovative development model. The article considers several approaches to the formation of this model at the regional levels. The level of innovation activity in the region largely depends on the support offered by the state and regional authorities which use various tools of stimulating this activity.

In modern conditions, it is interesting to study foresight as an effective tool for identifying new strategic scientific directions. Its purpose is to develop an algorithm for conducting qualitative expertise in the application of the foresight methods with the ability to integrate forecast estimates. Currently, the vast majority of research activities results do not contribute to the innovative development of the state. To solve this problem, it is necessary to ensure a stable systemic relationship between specific sectors of the economy and higher education. The algorithm is developed on the basis of a systematic approach to the foresight methods and the use of the methods of bibliometrics, scientometrics, patent analysis and forecasting. The results and conclusions of this study are: an algorithm has been developed for conducting qualitative examination of the results of scientific activities in order to increase its practical significance, in which the authors propose the foresight methods as the most optimal tool for choosing priority areas of science and technology. Putting this approach into practice will make it possible to increase the efficiency of the foresight methods by both reducing time costs, and rationally using monetary and human resources.

The article is devoted to the model of modernization of agricultural enterprises on the basis of innovation providing. The level of innovative development of domestic agro-industrial enterprises is analyzed and the main problems that put backthe introduction of innovations in the agro-industrial sector of Ukraine under the current conditions are determined; the introduction of such a model of innovation development, which provided a balance between the modernization of production and the introduction of the results of scientific research, new products and production technologies is proposed; the vector of innovative development in the agricultural sector of Ukraine is investigated and the main trends in the development and implementation of innovations in the activities of enterprises engaged in agricultural production is identified; the model of modernization of domestic agroindustrial enterprises on the basis of innovation provision is developed, which is a set of intellectual (agrarian science), industrial (business environment of agroindustrial complex) and consumer (innovative products, innovative technology, innovation process) areas of innovation activity. The transition between these areas of the model of innovation provisioning is carried out with the help of progressive innovation (it helps ensure the interaction of the business environment of the agro-industrial complex with the scientific environment), innovation consulting (guarantees information and advice on innovative products and facilitates communication with business structures) and innovation-venture business (the main task is to promote the development of developed innovative products), a set of measures that must precede the implementation of the proposed model under the current conditions is defined. The role of the state in the process of innovation in agro-industrial enterprises at all three stages of the implementation of the innovation process, from the origin of the idea to the commercialization of innovation is defined. In particular, the functions assigned to the state are allocated for ensuring efficient financing of innovative activity of the agro-industrial complex.

The article presents the results of research on innovation activity based on the analysis of the directions of innovative development of Kazakhstan and suggests a set of measures, the implementation of which will allow building a connected system of measures for the formation of an innovative ecosystem. The main focus is given to improving the efficiency of innovation activities based on an institutional approach, which is aimed at the formation of a stable system of relationships between participants in the innovation cycle, each of which is individually interested in improving competitiveness based on the use of innovations. The formation of an innovation ecosystem also includes the development of two innovation clusters as the basis for the formation of a knowledge-based economy. Based on the analysis provided, we concluded that the organization of innovative infrastructure did not provide the required pace of innovative development of Kazakhstan for a number of reasons. To date, the Republic has successfully implemented state programs that aim to create conditions for the transition to the fourth industrial revolution. The focus on innovative development remains important and mandatory for achieving the goals set out in the program documents.

В статье рассматриваются состояние и перспективные направления развития малого и среднего бизнеса в Республике Казахстан. Определены предпосылки развития в Казахстане малого и среднего предпринимательства. Проведен анализ динамики основных показателей малого и среднего бизнеса. Выявлена нерациональность отраслевой структуры малого и среднего предпринимательства. В результате системной работы руководства страны по улучшению бизнес-климата и развитию предпринимательства произошло улучшение позиций Казахстана в рейтинге DoingBusiness. Проведен анализ Программы «Дорожная карта бизнеса 2020», реализуемой в Казахстане в целях оказания содействия развитию предпринимательства. Данная Программа предусматривает оказание государственной поддержки хозяйствующим субъектам малого и среднего бизнеса по следующим направлениям: поддержка новых бизнес-инициатив; отраслевая поддержка предпринимателей; снижение валютных рисков; нефинансовые меры. К недостаткам самой Программы «Дорожная карта бизнеса 2020» и практики ее реализации можно отнести ограниченность контингента обучаемых предпринимателей и низкий уровень поддержки потребителями отечественных производителей. В результате анализа текущего состояния малого и среднего предпринимательства были определены следующие перспективные направления его развития: повышение компетентности; увеличение доли казахстанского содержания в закупках; кооперация в сфере малого предпринимательства; диалог государства и бизнес-сообщества. The article discusses the state and promising directions of development of small and medium-sized businesses in the Republic of Kazakhstan. The prerequisites for the development of small and medium-sized businesses in Kazakhstan are defined. The analysis of the dynamics of the main indicators of small and medium-sized businesses is carried out. The irrationality of the branch structure of small and medium-sized businesses is revealed. As a result of the systematic work of the country's leadership to improve the business climate and develop entrepreneurship, Kazakhstan's position in the Doing Business rating has improved. The analysis of the program "Business Roadmap 2020", implemented in Kazakhstan in order to promote the development of entrepreneurship. This Program provides state support to small and medium-sized businesses in the following areas: support for new business initiatives; industry support for entrepreneurs; reduction of currency risks; non-financial measures. The drawback of the "business Roadmap 2020" Program itself and its implementation practices can be attributed to the limited number of trained entrepreneurs and the low level of consumer support for domestic manufacturers. As a result of the analysis of the current state of small and medium-sized businesses, the following promising areas of its development were identified: increasing competence; increasing the share of Kazakhstani content in procurement; cooperation in the field of small business; dialogue between the state and the business community.

The priorities of stabilisation of the Azerbaijan economy require the search for approaches to the organisation of production and economic activities on a new technological basis within the framework of the construction of structures of the Techno park type. This article is devoted to issues of innovative development of key sectors of economy on the basis of digitalisation and creation of technological parks in the Republic of Azerbaijan. This article examines the current situation of the digital economy, its characteristic features, analyses the state of Techno parks and various approaches to the use of the digital economy, as well as the prospects and trends of its development in the Republic of Azerbaijan. The aim of this article is to develop theoretical and practical issues related to the innovative development of key sectors of the economy on the basis of the introduction of scientific and technical structures of the Techno park type. The main result of this work is the allocation of opportunities for the further successful development of key sectors of the economy on the basis of the creation of technological parks in the Republic of Azerbaijan. The article considers theoretical and practical aspects of innovative development of economic sectors on the basis of introduction of scientific and technical structures of Techno park type. It is determined that one of the main problems of development of the country and its individual regions’ increase of investment attractiveness and innovation activity. The relevance of the research topic lies in the importance of development of small agribusiness entities for increasing production of agricultural products, increasing the level of employment and income of the rural population, solving social problems of the village. The system of public support measures for agricultural sector, developed by the Ministry of Agriculture of the Republic of Kazakhstan as part of the implementation of the State Program on AIC Development for 2017- 2021, which includes subsidizing production costs, property insurance, preferential taxation, investment subsidies for construction of facilities or their modernization, subsidizing the repayment of the interest rate for concessional lending. The article analyzes the main technical and economic indicators: gross agricultural output by type of activity; structure of agricultural crops, their yield, incl. in small-scale commodity farms of the republic, including general harvest of grain and oilseeds. The authors have developed proposals for the use of a new financial instrument - an agricultural receipt, which allows investors (creditors) to finance agricultural production and sale of goods in small business structures; recommendations for exemption from income tax for a period of three years for taxpayers applying special tax regimes, improving lending to agricultural enterprises by commercial banks, mechanisms that allow in the future to reduce the amount of funds allocated from the state budget to support the industry. It is concluded that the further development of small business structures in AIC and their public support will improve socio-economic processes of the formation and functioning of all forms of family farms on the basis of meeting the needs of the population for food; to increase the employment rates of rural residents, taking into account the development of alternative directions based on cooperation and integration.
