The implementation of pedagogical innovations becomes a required condition to enhance the quality of the education and competitive potential of an educational institution at the market of educational service, and it requires qualified management of its innovation activity. However, pedagogical employees stand against innovations, and in scientific literature it is called an anti-innovation barrier.The purpose of the paper is to consider the issue of overcoming anti-innovation barriers as a component of managerial activity in educational institutions.The work is aimed at coping with psychological barriers in educational institutions that can be made in the following directions: the change of value orientation of educators; the correction of motivation of the members of the teachers’ staff; the creation of new exemplars of individual behavior of educators; the formation of readiness of the members of the teachers’ staff for innovation activity.Systematic monitoring of educators’ readiness to accept innovations, its step-by-step studying should precede the implementation of all the mentioned directions. The administration of an educational institution is to organize explanatory and educational work on a regular basis, to provide pedagogical employees with comprehensive information about the performance of the educational institutions where successful implementation of innovations has taken place. A keystone of a successful introduction of innovations is the creation of “an innovation climate” – an external environment that forms educators’ attitude to innovations, to attract those educators who do not accept innovations to the planning of the stages of their introduction. The organization of the measures directed towards the increase of the professional competence of those educators who are involved in the implementation of innovation activity is a vitally important component in the management that is aimed at overcoming anti-innovation barriers. The task of the administration of an educational institution is to create the conditions, which will motivate teachers to improve their professional skills and to study an advanced experience. The article is devoted to an actual pedagogical problem the creation of new valeological directions and services in the organization and content of education in educational institutions. The creation and establishment of the valeological service in educational institutions significantly expands the opportunities for continuing education of valeopedagogics. The modern education system needs qualified specialists who are prepared to work in the valeological service, which can be divided into medical, psychological, educational and social. The content of the activities of the valeological service may include preventive, correctional, diagnostic, educational, coordination, experimental, scientific and methodological, information and educational work. A modern educational institution is obliged to help every child maintain and develop health this is a priority and urgent problem of pedagogy. The proposed program of the valeological service Сenter for healthy child development, experimentally created and implemented in the work of schools in Ulan-Ude by teachers and students of the Pedagogical Institute of the Buryat State University, will help solve this problem. Considerable attention is paid to the mechanisms of formation, preservation, and health promotion of participants in the educational process. SQL Server Reporting Services is a way to analyze data, create reports using the indicators and gauges. Indicators are minimal gauges that convey the state of a single data value at a glance, and most are used to represent the state of Key Performance Indicators. Manage and harmonize the performance of an institution's educational institutions, especially universities with the performance of individuals or resources, no doubt is one of the essential elements for the success of an entity of the institution. Integrate the performance of an educational institution with individual performance is not an easy process, and therefore required a systematic approach to manage it. Implementation of a strategic management system based Balanced Scorecard can be used as a performance measurement system that will continuously monitor the successful implementation of the strategy of any public educational institution and measure the performance of its resources in a comprehensive and balanced, not the quantity but the emphasis is more concerned with the quality, so the performance of educational institutions at any time can be known clearly. Contribution of Key Performance Indicators to manage and harmonize the performance of any public institution is a solution in providing information to realize the extent of work that has set targets, identify and monitor measures of success, of course, with performance indicators show a clear, specific and measurable.

Purpose This paper aims to identify and model the key barriers to implementation of project-based learning (PjBL) in higher educational institution. Design/methodology/approach Using the interpretive structural modelling (ISM) technique, the study has developed a hierarchical-based model, depicting the mutual relationships amongst the key barriers to implementation of PjBL. Additionally, the paper has performed Matrice d’ Impacts Croises Multiplication Appliqué an Classement (MICMAC) analysis to categorize the barriers in terms of their driving and dependence power. Findings The study has identified the key barriers to implementation of PjBL and presented an integrated model using ISM. Higher educational institutions need to pay attention to diagnose and overcome these hindrances for effective implementation of PjBL in their programmes. Research limitations/implications The study adopts a systematic way to model the relevant barriers to implementation of PjBL. The ISM-based model would help higher education institutions to prioritize the issues as the barriers are hierarchically structured. As the input to model development is based on the experts’ opinions, it may be biased, influencing the final output of the structural model. Originality/value The presentation of PjBL implementation barriers in the form of an ISM-based model is a new effort. The model would be useful to understand the barriers and overcome these for the successful implementation of PjBL in higher educational institutions.

The article analyzes the problem of forming patriotism and citizenship during the period of students ’ education in higher educational institutions. Educational work is considered as an integral part of the educational activity of a higher educational institution. The goals and objectives of legal and civil patriotic education, its role in the formation of a fullfledged citizen and patriot of their country are formulated. The article reveals the successful experience of individual educational institutions in organizing mass events of a civil-patriotic orientation among students, as well as the difficulties and problems in conducting them. This article elucidates the competencies of managers in the development of the path of continuous professionalization from the perspective of various development strategies. The concept of competence and its specific types of managerial activity at the level of educational institution, the characteristics and forms of organization of the managerial staff professionalization based on competencies were analyzed.


The article analyzes the role of free choice disciplines in the formation of universal or functional competencies, which are also called soft skills. It has been proven that mastering soft skills ensures both personal success in life and professional implementation, as well as further career growth of a modern graduate of a higher educational institution. Based on the analysis of scientific sources, the main approaches to defining the essence and classification of soft skills in the works of both domestic and foreign scientists are determined and characterized. The publication analyzes and summarizes the ways of forming soft skills among students in the practice of higher educational institutions of Ukraine. Among them: the creation of a special educational environment, the restructuring of the educational process, which is dominated by such types of learning as project, problem-based, etc.; variety of forms and methods of teaching; extracurricular system, etc. It has been proven that a cycle of selective disciplines or author's courses plays an important role in ensuring the formation of soft skills. A significant place among them is occupied by the course "Pedagogy of Success", which in the 2020-2021 academic year was chosen by applicants for the first (bachelor's) level of higher education. The course is aimed at increasing the productivity of independent educational work and a positive attitude towards it among students of higher educational institutions, equipping them with strategies of self-esteem, the formation of a positive "I-concept"; effective distribution of time (time management); search, evaluation and information processing; active reading; improved memorization; submitting your own educational achievements; communication, ways to ensure personal work ability, etc.

The increasing fisibility of the children with disability or special needs enhanced the debate and efforts for a new philosohy related to the treatment‎ of disability problematics in general and, especially, to their education. The concept of diasbility has evolved to a model of integration and social inclusion, especially the social ‎inclusion of children with disability in common schools‎. The law 'On the protection from discrimination' prohibits discrimination on grounds of disability, and refusal of registration in an educational institution because of this ground. Furthermore, this law provides the obligation of statal institutions to take positive measures to make possible the enhance of education of vulnerable groups, including children with disability or special needs. These provisions would lack if not accompanied with the creation of a legal framework that explicitly provide for this inclusion philosophy and create the proper mechanisms to make it applicable. It is evident the indispensability of a multi-dimensional treatment of this problematic, that requires also the collaboration of many actors.‎ ‎The innovative stands just in the creation of mechanisms that would make possible such an inclusion. This process requires directors of educational institutions and active and teachers, devoted on the integration of children with disability in every aspect of teaching and educational process.

The article is devoted to the review of the experience of the Department of Ukrainian Studies of Kharkiv University of Humanities “People’s Ukrainian Academy” as an integrated structural unit of an innovative educational institution operating on the principles of continuous education. Considerable attention is paid, in particular, to the practical implementation of this concept in educational activities (the organization of study hours, the development of basic integrated programs in the Ukrainian Language, Ukrainian Literature and Foreign Literature, which cover teaching in both secondary and higher schools), research and educational work on the formation of the modern specialist as an intellectual and worthy individual with his own civic position. When reviewing the educational and methodological practices of the department, especially highlighted are integrated programs developed by the department academic staff, namely, the integrated programs on the Ukrainian Language, Ukrainian Literature, as well as the program on the History of Foreign Literature. The principles of drawing up these programs are set out in accordance with the task of the most effective implementation of both vertical (from secondary to higher school) and horizontal (interdisciplinaryt) integration. Special attention is paid to the technologies of online education, in particular, online courses developed at the department as a promising algorithm for the effective organization of the educational process. The multi-vector educational work carried out by the department staff in cooperation with other structural divisions of People’s Ukrainian Academy is also in the focus of the author’s attention. The participation of the department staff in nation-wide educational projects such as External Independent Evaluation in the Ukrainian Language and Literature has also been emphasized. When analyzing each component of the structural block, emphasis is put on the essence of its integrated format and its significance for the successful implementation of the concept of the complex of continuing education, in general, and the formation of a fully rounded personality that will feel confident in modern world, in particular.

This article considers the specifics and main directions of educational work with foreign students at the stage of pre-university training in the context of distance education. The authors of the article identify several applications of the possibilities of Internet technologies not only for educational purposes, but also for transferring cultural and educational activities of educational institutions to the social network platform. This format of the activities clearly demonstrates that the possibilities of the Internet can be effective and appropriate in linguodidactic activities, being considered not only as a means of training and education, but also as a means of communication, obtaining information and entertainment. The authors compare offline and online formats of an educational event and consider in detail and comprehensively different aspects of its successful implementation from the definition of objectives to the final processing of the results. The realization of a presentation competition and the Internet capabilities listed in the article allow the authors to recommend this online format for use as a developed and interesting tool for working with students and involving them in the ongoing events.

The article describes and analyzes the methodology of rating institutions of higher education according to the Times Higher Education. The most significant indicators are the total citation of scientific publications, scientific reputation of the university in certain areas and academic reputation of each higher educational institution, including research activities and the quality of education. Analyzed are programs of educational crediting of leading Russian banks. The main problems of education in Russia: insufficient equipment of educational institutions, the need for restructuring and the creation of an independent quality control, alignment of business conditions for state and non-state institutions. The possible solutions to these problems are suggested. They are attributed the development of specific criteria for equipment institutions, differentiated by the type of educational organizations and their activities. As part of financing of equipment organizations is making the cost of equipping of educational institutions according to normative per capita funding. Considered are positive and negative effects of restructuring of educational institutions. In particular, globalization different levels of education institutions. Identified are obligatory components of independent quality control systems of education. The criteria by which subsequently will be monitored the quality of education should be developed centrally, go through public debate and be adopted by an open vote among teachers, that is, direct executors. Analyzed and summarized the results of public opinions about the quality of education in Russia. Revealed is dissatisfaction with the education system in Russia by a large percentage of the respondents. The options of the implementation of network forms of education with the creation of specialized classes in the third stage of secondary school are stressed: in-depth study of certain basic general subjects, or an introduction to the core curriculum subjects of specific areas of training for bachelors.
