The implementation of pedagogical innovations becomes a required condition to enhance the quality of the education and competitive potential of an educational institution at the market of educational service, and it requires qualified management of its innovation activity. However, pedagogical employees stand against innovations, and in scientific literature it is called an anti-innovation barrier. The purpose of the paper is to consider the issue of overcoming anti-innovation barriers as a component of managerial activity in educational institutions. The work is aimed at coping with psychological barriers in educational institutions that can be made in the following directions: the change of value orientation of educators; the correction of motivation of the members of the teachers’ staff; the creation of new exemplars of individual behavior of educators; the formation of readiness of the members of the teachers’ staff for innovation activity.Systematic monitoring of educators’ readiness to accept innovations, its step-by-step studying should precede the implementation of all the mentioned directions. The administration of an educational institution is to organize explanatory and educational work on a regular basis, to provide pedagogical employees with comprehensive information about the performance of the educational institutions where successful implementation of innovations has taken place. A keystone of a successful introduction of innovations is the creation of “an innovation climate” – an external environment that forms educators’ attitude to innovations, to attract those educators who do not accept innovations to the planning of the stages of their introduction. The organization of the measures directed towards the increase of the professional competence of those educators who are involved in the implementation of innovation activity is a vitally important component in the management that is aimed at overcoming anti-innovation barriers. The task of the administration of an educational institution is to create the conditions, which will motivate teachers to improve their professional skills and to study an advanced experience. Keywords: management of an educational institution; management of an innovation activity; innovation activity; anti-innovation barriers; innovation climate; implementation of innovations; value orientations; pedagogical activity.

The defining role of analytical research of personnel training processes for the transport industry is indicated. In particular, the possibility of using the vicious Knall’s circles to identify problems in the development of transport education is investigated. The traditional functionality of the Knall’s circles has been expanded to the study of the mechanisms of positive development of the research object. Two types of models for describing these processes are proposed and analyzed, taking into account both additive and multiplicative effects of development. Using concrete examples, the methodology for constructing various types of process models, selecting the optimal type of model and predicting development is shown. A systematic approach to the study of transport education is also proposed to be implemented using the tools of cenological analysis, which takes into account all participants in the personnel training system in the industry. The scientific and educational values of transport education allow us to determine the completeness and stability of the educational system, the direction of development (degradation, positive development of the system), the role and place of an individual educational institution in the personnel training system. The cytological study is illustrated by the example of the analysis of the results of the activities of branch railway universities. Scientific and educational self-regulating organizations for training specialists for the regional transport system are considered as one of the mechanisms for managing transport education. It is proposed to create self-regulating organizations of personnel training that regulate the activities of educational institutions, both among themselves and with consumers of educational services.

Modern sources of danger make new demands on the system of advanced training of managerial staff of government agencies and medical professionals whose activities are related to the organization and implementation of measures for civil protection. Improving their skills is aimed at forming readiness to perform complex tasks in a single state system of civil and its component – medical protection and involves the development of new general theoretical and special-technological and medical knowledge, expanding the range of skills and practical skills. The paper, based on logical analysis, reveals the features of professional development of government officials and medical professionals on civil protection in modern conditions, substantiated proposals to improve the process of their training. As a result of the study, the state of affairs was studied and it was argued that the optimization of improvement and professional development of government and medical specialists of the system of emergency care and disaster medicine on civil and medical protection as a functional subsystem in a single state civil protection system provides an organic combination different forms, methods and content of education, depending on the capabilities of the educational institution and the needs of the person. The above is not possible without the introduction of a rational construction of universal design during the educational process in a higher education institution, a civil defense institution. The urgency of these issues is confirmed by the course of our country for integration into the European Union, and this requires, in modern conditions, systematic improvement of the educational process and optimization of the level of professional development of these categories of personnel using the experience of developed countries. that meet world standards and requirements of today. Keywords: advanced training, managerial staff of government bodies, medical specialists, civil protection, emergency situation.
