The purpose of the article is to substantiate the process of creating a model program as a leading tool for constructing the learning environment of the New Ukrainian School.Creating an educational environment is an extremely important and urgent task today, in connection with competence training and overcoming the outdated problems of the classroom system of national education. The educational environment allows teachers to bring the educational process closer to the life of students, to teach them to learn all the time, regardless of its location or conditions, which often affect more than the artificially created learning process. Everything that surrounds the school can be an educational environment for the student. After all, it is a well-known fact that the environment in which the student is immersed, affects him more and deeper than the learning process, which is limited by time and resources.The article provides a brief overview of issues related to the creation of the learning environment and reveals opportunities for its modelling on the basis of the new State Standard of Basic Secondary Education.The structure of the model program and educational tasks of the corresponding subject “Technology” for 5-6 grades of high school are revealed and characterized. The main factors influencing the creation of educational or educational environment in an educational institution are considered. The article contains recommendations for creating a model program for technology.The purpose of technological education is to reveal the creative abilities of students, the formation of skills to implement strategies for effective decision-making during project activities, the ability to change the environment taking into account the balanced development of society, the ability to cooperate and cultural interaction, national self-expression.The purpose of the subject of technology is the comprehensive development of the student's personality, his creative abilities and natural inclinations, taking into account his individual abilities for future professional activity in various fields of production through the study of design and technological activities, basics of design and construction. This article covers the creation and use of a cloud-oriented personalized learning environment in the organization of the learning process. And focuses on specific factors of creating modern PLE (Personal learning environment) and the structure of the cloud-oriented personalized learning environment model was developed in the organization of the educational process in universities, using cloud services and electronic resources of the online services for the education of Office 365 of Microsoft, which takes into account the needs and peculiarities of the use of ICTs for all subjects educationally -the educational process of the university, laying the foundation for the principles of personalization in the global network and the implementation of the tasks of the competent approach. The use of network services makes it possible to create a proper pedagogical and technological basis for the maintenance of modern information systems of educational purposes, which are the priority in the basis of the provision of any educational process, as well as the efficient organization of the educational environment of an educational institution. Personal e-learning environment arises at the intersection of formal, informal and informal learning. The PLE is viewed as a system that allows a trained person to independently set learning goals, control and manage the content and process of their own learning, and communicate and co-operate with other people in the learning process, that is, to carry out non-formal learning. Each modern higher education institution should take into account educational tendencies of increasing the share of non-formal learning, as well as to identify the interests of their students, to realize their desire for personalization in the global network and person-oriented learning, which in modern conditions, forms the basis for the formation the student's ICT and key-competencies.

Under the influence of the general informatization of education, the creation of the information educational environment (IEE) and the issues of preparing teachers for professional and pedagogical activity are taking place and how its functionality changes in IEE remain at the center of attention of research. One of the objectives of this article is the attempt of the authors to reveal the content, features, meaning, role of the concept, the influence of various factors on the functional of the teacher in the conditions of informatization of education.A modern teacher in his work faces a whole layer of problems: from the introduction of the Federal State Educational Standards to the implementation of the main educational programs, the creation of teaching materials like teaching staff of the Federal State Educational Standards, the choice of appropriate methods and means of organizing education, etc. A modern educational institution is required to introduce new approaches to learning, which, along with fundamental training and compliance with the requirements of the Federal State Educational Standard, provide an information-educational environment. Therefore, the readiness of the teacher for professional activity is considered by us as professionally and personally significant qualities of a university graduate, as knowledge and skills in a particular field, and ICT competence as a readiness for innovation activity.The work emphasizes that the role and importance of the content of the course informatics in the formation of everything necessary for a full-fledged professional activity of a modern teacher of informatics in accordance with its information culture and computer literacy, as information and communication technology (ICT) become key elements in improving educational system. However, the impact of ICT on the result of a teacher’s activity will be qualitative only when ICT have a specific impact on the content of the components of his professional and pedagogical activity.The study noted a number of objective and subjective factors that have a significant impact on the ways the teacher works and the organization of training in the information educational environment, on the content of the components of professional and pedagogical activity. Thus, the need to purposely train future teachers to work in such an environment is beyond doubt.

The article analyzes the process of forming the creative potential in prospective nurses in the course of professional training. The main reason for the existing problems connected with forming the creative potential in prospective nurses lies in the predominance in the students the external motives for choosing a profession since a significant number of the prospective nurses lose interest in the profession in the educational process. This takes place due to the imperfect methods, tools and forms used in the professional training in the educational institution. Other reasons of this situation are connected with the small number of practical activities, imperfections and outdated content of educational material. This, in turn, leads to a reproductive style of thinking and low cognitive motives in the perspective nurses when they do not want to develop pertinent skills and abilities, to improve their personality due to low level of inquisitiveness and weak persistence in achieving the goals. It is proved that modern requirements to professional functions and social role of specialists in the sphere of nursing activity necessitate the modernization of the educational environment for the prospective competitive nurses. This presupposes the creation of innovative systems of professional development with taking into account the changes and consequences of their impact on professional activities of the prospective nurses. This can be realized by implementing a special course "Skills and professional inspiration of a nurse", designed to train the prospective nurses in the 5th semester. It is established that one of the effective directions of developing the creative potential in the prospective nurses is related with updating the prospective nurses' professional training through the introduction of innovative educational technologies and interactive teaching methods into the educational process. It is also found out that the reform of professional and professional before-higher education determines the tendency to actualize individualized training in medical institutions concerning self-development of specialists' personality in the context of their future professional activity, as well as forming individual psychological qualities, professionally significant qualities in all participants in the educational process, providing opportunities for individual research activities, improving the educational process in different types of medical institutions. To accomplish this, the prospective specialist must turn from an object of educational influence into a subject whose main features are activity, individuality and independence. This, in turn, presupposes the integration of the students into the creative educational environment of the educational institution, strengthening its development capabilities as a complex of systematized innovative educational resources with pertinent methodological, technological, organizational support.

The priority project “Modern digital educational environment in the Russian Federation” focuses on widespread introduction of modern ICT into the educational system. At the same time, there is a notable imbalance between the number of students using modern technologies and the number of teachers willing to conduct such training. Only 16 % of teachers are prepared to create and use digital resources for educational purposes. Moreover, only digital environment of educational organization is evaluated, although in digital education actual training also occurs outside of it. We have attempted to assess the current situation based on learning process in high-tech information educational environment, including the educational organization and students’ place of residence or stay, since such environment is likely to impact students’ health but is also the only environment that enables educational process accounting for health conditions of the students. However, availability of digital educational resources and teachers able to utilize them does not guarantee success. Parents’ ability to use technology to oversee educational process and maintain information security / protection of personal data of the student outside the educational institution is essential. Results of the study can serve as basis for development of a program for formation of students’ digital educational environment, accounting for contents of the educational organization, students’ place of residence and level of information culture of all participants of the learning process

The article actualizes the question of the suitability of the educational environment for training future marine professionals to the conditions of their future professional activity. Based on the analysis of scientific, methodological and pedagogical works, the experience of creating and implementing information and educational environments for the professional training of future marine professionals has been generalized. It is determined that such environment should include innovative educational activities, modern information and communication training and facilities for training students. The information and educational environment should be created onthe basis of a distributed infrastructure of technical and software complexes. It should be multivariate and multicomponent to accommodate all the needs of the learning process. The proliferation of cloud technologies encourages their use in the training of future marine professionals, taking into account all the risks posed by interaction with third parties in the implementation of the educational process using cloud services. Perspective in the train ing of future marine professionals is the use of intelligent training environment. It is important to ensure that future marine professionals are trained in an information and educational environment to provide end-to-end user identification, which is to ensure that users have automatic access to their resources. The author emphasizes that the effectiveness of training future marine professionals can be achieved through the appropriate organization of information and educational environment, if the creation and use of such tasks will be solved: achievement of the planned level of professional competence by all students; achievement of the planned quality of mastering the programs of training in the most rational way for the student; ensuring the desired effect of training in relation to the individual abilities of each student; most acceptable overcoming the contradictions between the increasing amount of information in a specific professional activity and a fixed time limit for its assimilation; the creation of conditions for teachers that, with the overall intensification of the training process, would not require them to increase efficiency of their physical force and moral influence.

Education like others spheres of life of modern society is in the state of dynamic changes. New formats of universities as well as their missions and roles in the social and economic development are actively discussed by professional environment. A number of external and internal factors that determine the depth and scale of transformation have effects on the development of the system of higher education. The system of higher education is under the influence of the system and institutional dynamics, which dictate the need for changes. The activity of universities as centers of education, science and culture is one of the most important bases of social progress. This role becomes especially important in XXI century, which is based on new knowledge and principles of technological development. First of all a university takes new features in the current conditions of globalization. The fundamental task that needs to be solved in order to achieve the goals of a modern University is the change of meanings, goals and content of education by active participation in the internationalization processes of the system of higher education and by introducing reforms in educational process. Of course new economic conditions (global market and information technologies) require modifications. It was stated that the commercialization of University innovations in Azerbaijan is a relatively new direction, since the country is just adopts the path of an innovative economy. In this regard the transformation of a scientific idea to a product or a service faces a number of difficulties. It was investigated the problem of commercialization of the results of scientific activities of higher educational institutions in Azerbaijan. For the first time Azerbaijan State University of Economics has implemented its rebranding in the educational system of the country in order to strengthen the market position of the educational institution and realization of innovative marketing strategies. The University’s strategic goals were defined under the UNEC brand, and the brand development was successfully continued with the support of the scientific and expert community. An integrative educational environment is created in Azerbaijan State University of Economics and such environment ensures the unity of the “education – science – innovation – commercialization – production system”. It is important to note that UNEC strategy also provides for clustering of economical education and so that it provides for increasing the integration pace of the University into the world scientific and educational space. The article presents the innovative infrastructure of Azerbaijan State University of Economics connected with its integration into the global scientific and educational environment. The paper studies the matters of the international cooperation issues of the University with universities of such countries as USA, EU, Russia, Turkey, which expands the academic potential of the University and increases its competitiveness. The article substantiates the conclusion that the globalization of higher education increases the importance of commercialization of higher education institutions in the field of education and science. The article reveals the successful experience of UNEC University in the creation and implementation of joint educational programs, expanding academic mobility, attracting foreign applicants, conducting joint researches and international scientific events in partnership with universities in the EU, Russia and Turkey.

Introduction. The COVID-19 pandemic may have hit the education industry the hardest, but the socio-psychological effects of quarantine are still poorly understood. A group of scientists from the Ukrainian SMC of practical psychology and social work of the NAES of Ukraine has conducted a study of the socio-psychological problems that have arisen for teaching staff of general secondary education establishments in the context of the pandemic. Purpose. The research was carried out during the implementation of the scientific topic «Overcoming the consequences of the COVID-19 pandemic in the activities of the psychological service of the educational system» on the order of the National Research Fund of Ukraine. Design\approach\methodology. The study was conducted by interviewing educators through Google forms. Most of the questions contained a 10-step scale. In processing the data, all respondents’ answers were grouped into 5 categories: "yes", "more likely to", "more likely not", "no", "don’t know/it’s hard to say". The survey was attended by 3,209 teaching staff from general secondary education institutions from all regions of Ukraine, 45% from urban areas, 55% from rural areas; among which 92% were women and 8% were men. Results. Among the results, researchers highlighted the difficulties and fears of educators caused by the pandemic. The fears and complexities of the profession were distributed as follows. 1. The fear of getting infected (infecting family members) is common to 78.2% of the surveyed. 40.9% of the interviewed felt this fear to the greatest extent. However, 9.3% found those fears irrelevant. 2. Problems associated with the use of ICT in educational activities (lack of competence) — 53.2%. Among those, 22.2% have major difficulties and 31% have minor difficulties. Only 15.7% consider themselves fully competent. 3. 73% of educators noted difficulties in involving children in distance learning. This was the main problem for 12.8% of respondents. 4. «It is difficult to adhere to all anti-epidemic requirements in an educational institution to protect students» — 69.5% stated that this is one of the most significant problems of professional activity. 5. Emotional exhaustion, loss of emotional balance, excessive fatigue. 58.7% said that the problem was significant, of which almost 18% said it was very significant. 6. 51.1% of respondents indicated that they were unable to communicate with students' parents regarding monitoring the quality of their students' knowledge. Of these, 8.7% rated it with the highest score. 7. Health related difficulties (consequential of COVID-19). 31.2% of educators consider this problem to be relevant, while 8.9% rated it as very relevant. 30.4% of those interviewed denied the existence of such a problem. Conclusions Taking into account the results of the study, the most relevant areas in the work of the psychologists in the educational system are the following: ● prevention among educators and students of the COVID-bullying; ● working with negative emotional states of participants in the educational process and increasing their stress tolerance; ● providing socio-educational assistance to children and families in difficult life situations, and forming positive life prospects. The fi rst stage of its development (1919-1921), associated with the formation of this educational institution, the creation of its material base, the formation of the staff and the structure of the educational process, is considered.

The article is dedicated to the theoretical analysis of pedagogical conditions of the formation of future psychologists’ readiness to work with the adolescents prone to deviant behaviour. The content of the problem in the scientific literature is analyzed, the main pedagogical conditions of the formation of the future psychologists’ readiness to work with deviant adolescents are determined. It is revealed that in the scientific literature the generalization concerning pedagogical conditions of formation of future psychologists’ readiness to professional activity is presented, among which single out forms and methods of the organization of the educational environment in an educational institution, interaction between psychology students and lecturers, students’ inclusion in solving problems of professional direction and implementation of a creative approach in teaching. Looking at the readiness of the future psychologists to work with the adolescents prone to deviant behaviour as the systemic formation that includes cognitive, motivational-value, creative-practical and regulative components, we consider that the development of these components of readiness depends on the pedagogical conditions implemented in the professional training process.In the process of scientific search, we used the following methods of research: analysis, synthesis, comparison, generalization, systematization, specification.The pedagogical conditions of formation of future psychologists’ readiness to work with adolescents prone to deviant behaviour are generalized as a set of pedagogical measures, requirements, external influences which provide construction of educational space, effective course of educational processes and allow to form readiness of the specified quality in future graduates.Pedagogical conditions that will contribute to the formation of the future psychologists’ readiness of this quality are highlighted, in particular: the focus of the educational environment on quality theoretical training of future psychologists to work with adolescents prone to deviant behaviour; implementation of practice-oriented, acmeological and competency-based approach in the training of future psychologists; reflective attitude of psychology students to education in the chosen field of study; use of innovative and problem-searching teaching methods that will contribute to the formation of future psychologists’ cognitive activity.Key words: adolescents, deviant behaviour, future psychologists, adolescents prone to deviant behaviour, future psychologists’ readiness, formation of future psychologists’ readiness to work with adolescents prone to deviant behaviour, pedagogical conditions of the formation of future psychologists’ readiness to work with adolescents prone to deviant behaviour. Виявлено, що в науковій літературі представлено узагальнення стосовно педагогічних умов формування готовності майбутніх психологів до професійної діяльності, серед яких виділяють форми і методи організації освітнього середовища в закладі освіти, взаємодію між студентами-психологами та викладачами, включення студентів до розв’язання проблемних завдань професійного спрямування та реалізації творчого підходу у навчанні.У процесі наукового пошуку нами використовувалися такі методи, як: аналіз та синтез, порівняння, класифікація, узагальнення, конкретизація.Констатовано, що розвиток складників готовності майбутніх психологів до роботи з підлітками, схильними до девіантної поведінки, залежить від педагогічних умов, які реалізовуються в процесі про-фесійної підготовки.Узагальнено, що педагогічні умови формування готовності майбутніх психологів до роботи з під-літками, схильними до девіантної поведінки, є тими педагогічними заходами, вимогами, зовнішніми впливами, які забезпечують конструювання освітнього простору, ефективний перебіг освітніх процесів та дозволяють формувати у майбутніх випускників готовність зазначеної якості.Виділено педагогічні умови, які сприятимуть формуванню готовності майбутніх психологів до роботи з підлітками-девіантами, зокрема: спрямованість освітнього середовища на якісну теоретичну підготовку майбутніх психологів до роботи з підлітками, схильними до девіантної поведінки; реалізація практико-орієнтованого, акмеологічного та компетентнісного підходу у професійній підготовці майбутніх психологів; рефлексивне ставлення студентів-психологів до здобуття освіти за вибраним фахом; використання інноваційних та проблемно-пошукових методів навчання, які сприятимуть фор-муванню пізнавальної активності майбутніх психологів.Ключові слова: підлітки, девіантна поведінка, майбутні психологи, схильні до девіантної поведінки підлітки, готовність майбутніх психологів, формування готовності майбутніх психологів до роботи з підлітками, схильними до девіантної поведінки, педагогічні умови формування готовності майбутніх психологів до роботи з підлітками, схильними до девіантної поведінки.

The article deals with the problem of improving the quality of training future navigators according to the strategic goals of the modernization of the educational process in Ukraine’s marine higher educational institutions, based on the humanistic paradigm, which requires special attention to the formation of future navigators’ communicative self-efficiency. The study of this problem is of particular relevance, since it is one of the main professional characteristics for representatives of the senior command navigators that enables them to carry out professional activities productively, adequately and at a high level: to organize the coordinated work of the crew, especially consisting of specialists of different nationalities, religious denominations, mentalities; competently and skilfully communicate with seaport employees, representatives of foreign companies, etc. The paper presents the conceptual provisions of A. Bandura, the founder of the theory of self-efficiency, its role and importance in person’s life as well as those of J. Caprari and D. Servon, D. Matsumoto (communication), educators (self-efficiency), (communicative self-efficiency) in the context of importance and the need to develop and form these phenomena for improving the quality of the training aimed at future navigators in higher education institutions of maritime profile. The phenomenon “communicative self-efficiency of the future navigators” has been defined; its essence and structure have been considered, the latter consisting of three components: reflexive (self-identification with navigators as model professionals, the presence of adequate self-assessment of their own actions in the field of professional communication, a stable reflexive position), cognitive-operational (awareness of the communicative sphere of maritime professional activity, skills, professional communication abilities); affective-behavioural (confidence in the possibility of productive communication in professional activities, emotionality, activity, responsibility, ability to self-regulate and self-sustain). The forms and methods for the formation of communicative self-efficiency of cadets of marine universities involved into the experiment have been presented: reflective workshop, keeping a reflective diary, which gave the cadet the opportunity to conduct self-analysis of their own professional actions and enhance self-understanding regarding the presence of the necessary professional personal qualities for performing their future professional activities effectively and building a positive Self-concept of the future navigator; the organizing dialogue “The role of the reflective component in developing future navigators’ communicative self-efficiency”, the technology “Developing confidence in self-efficiency and productive communication of future navigators in their future independent professional activities”, the training module “Communication skills”, etc. Keywords: communication, self-efficiency, communicative self-efficiency, future navigator, marine higher educational institution.
