An important role in achieving stable socio-economic development of the Republic of Bashkortostan belongs to its fuel and energy complex-an important part of the national economy of the country. The capacity of the complex is evidenced by the fact that its share in the total volume of shipped products is up to 50%; the profit received is about 70%; revenues in the consolidated budget of the Republic-about 40%. The article analyzes the current problems of development of the territorial energy system. Based on the analysis of the company's competitiveness, the factors that require special attention are identified: innovations in terms of improving the energy efficiency of processes and reliability of the production and distribution system, building long-term relationships with customers, integrated links with consumer markets inside and outside the Republic of Belarus. Regional marketing, administrative and managerial factors have a positive impact on the development of electricity production and distribution in the Republic of Bashkortostan, while trends in technological and environmental factors have a negative impact.

The article examines the institutional limitations of intermunicipal cooperation at the subregional level on the example of the UNESCO Yangantau Geopark, which consist in the flaw in formal institutions and gaps in the current legislation. The realities of the modern economy set the tone from competition from neighboring regions to cooperation and cooperation. According to the Strategy for Spatial Development of the Russian Federation for the period up to 2025, measures to strengthen interregional interaction include the development and implementation of strategies for the socio-economic development of macroregions. The formation of such macroregions should have an institutional basis and should take into account some principles: to be neighboring regions, to be able to develop common infrastructure and complement each other in terms of socio-economic development. Institutional constraints in intermunicipal cooperation of the Republic of Bashkortostan and neighboring regions in the field of tourism and environmental protection measures are associated with the development of the system-wide infrastructure, the tourist destination of territories. In the Salavat region of the Republic of Bashkortostan, there is the Yangantau resort, which meets the highest standards, a geopark is also located here. On the example of a geopark, the degree of development of the tourism business of the Republic of Bashkortostan and the Chelyabinsk region is considered. The territory is located within the boundaries of the municipal districts: Salavatsky, Nurimanovsky, Kiginsky, Duvansky and borders on the municipalities of the Chelyabinsk region Ashinsky, Katav-Ivanovsky, Ust-Katav, Satkinsky. In these municipalities, depopulation processes are observed, characteristic of depressed territories, and the level of unemployment is high. The author presents statistical material on the indicators of the unemployment rate in this region. One of the institutional limitations of the pandemic period is that the service sector, like other types of service, is subject to rapid decline and slow recovery. The author also attaches great importance to the development of transport, logistics and engineering infrastructure. There are road and rail links in this area. Federal highway M-5, which is the main highway here, is overloaded and massive accidents happen on it. At the moment, the track is being reconstructed.

The article reveals the necessity to use a foresight when designing strategic plans and programs for the socio-economic development of rural municipalities in the present conditions of spatial and harmonious development of rural territories. A phased algorithm for forecasting the social development in rural areas. The article presents the results of foreseeing the social development of rural territories of the Non-chernozem zone of the Republic of Bashkortostan. The proposed unified foresight research methodology that makes it possible to provide a realistic target setting and precise «targeting» of strategic planning for the social development in rural areas. Summing up that the foresight technologies should be used as a system tool for developing a strategy for sustainable development of rural territorial systems.

Исследуются особенности семейного состояния, брачности и разводимости населения Север- ной Осетии. Выявлены тенденции изменений показателей за последние 60 лет, а также географические различия внутри Северной Осетии. Даются рекомендации по оптимизации ситуации. Существенное снижение рождаемости и повышение смертности в 90-х годах ХХ в. весьма негативно сказались на уровне брачности и разводимости. В Северной Осетии и в предыдущие годы низкий уровень брачности сочетался с высокими показателями разводимости. После 1990-х гг. ситуация еще более усугубилась. Многие из тех, кто пропустил свой «брачный возраст», одиноки до сих пор. Брачно-семейные отношения весьма чувствительны к социально-экономическим условиям. Повышение уровня жизни населения привело к стабилизации показателей брачности и разводимости, но новый экономический кризис привел и к новому витку снижения брачности и повышения разводимости. Каждый второй брак в настоящее время распадается. На снижение брачности оказывают влияние два обстоятельства: 1) продолжающийся экономический кризис; 2) в брачный возраст вступает малочисленное поколение, родившееся в 1990-х гг. Снижение брачности и увеличение разводимости ведет к новому витку падения рождаемости. В связи с этим необходимо срочно предпринимать конкретные действия, направленные на улучшение демографической ситуации. The peculiarities of marital status, marriage and divorce rates of the population in North Ossetia are investigated. The trends of changes in indicators over the past 60 years, as well as geographical differences within North Ossetia have been revealed. Recommendations to optimize the situation are given. Demographic downfall in the 1990s had the most negative impact on the level of marriages and divorces. A low level of nuptiality in North Ossetia was combined with a high level of divorce. A signifi cant number of people who «missed» their marriage age are still single. The improvement of the social and economic life conditions has had a positive impact on the marital status of the population. In the Republic, the marriage rate has increased and the divorce rate has decreased, so the divorce index and the number of divorces per 1000 marriages have been reduced. In recent times, however, there has been a trend to decrease the number of marriages and to increase the number of divorces. Currently every second marriage breaks up in the region. There is a signifi cant territorial differentiation in terms of marriage and divorce rates. In urban settlements both mariage and divorce rates were signifi cantly higher than in rural areas. The most favorable situation is observed in the Ardon and Kirov districts. The worst situation is in the Mozdok district. There has been a transition from complex families to simple ones in the Republic. In the mid-2010s a small number of people born in the early 1990’s began to reach marriageable age, and this can lead to an even more catastrophic demographic situation, or more precisely to a further collapse of the birth rate. In this regard, it is urgent to take concrete actions to improve the demographic situation.

Yearly rates of population increase and the data about the relative participation of particular areas in the total number of the population of the Republic of Srpska point to the interdependence between the natural movement and the tract processes of emigration, deagrarization and urbanization. These processes are in the harmony with the demographic transition which is followed by the changes in the structure of the active population. Unfavourable tendencies in the re-distribution and reinstatement of the tract-demographic polarization have the reflection in the disturbances in the demographic structures and in the strengthening of the process of the total ageing of the population, specially in the rural areas. These tendencies result in a more pronounced polarization in the reproduction of the population in which the urban areas take over the priority. With the trend of the low and negative natural increase, which has the immediate influence on the accelerated process of ageing of the population, further growth of the population and socio-economic development of the Republic of Srpska are questionable. In order to secure the constant growth of the population of this area, it is urgently necessary to conduct the measures of the population politics, that is, it is necessary to match the demographic and general socio-economic development.

Attention to the problems of socio-economic development of rural areas by the official authorities, economists and the scientific community was mainly theoretical, sometimes point-practical. At the same time, rural poverty and high unemployment, the deterioration of the demographic situation, the reduction of the network of social infrastructure institutions in rural areas, which in combination has a negative impact on the reproduction of labor resources, a decrease in production, a high level of migration, have always been the problems of rural development in the country. In general, the sustainable development of rural areas is characterized, on the one hand, by external, the most important natural resource constraints that form a long-term perspective, and on the other — determine the possibility of socio-economic development of rural communities, economic entities, diversification of the economy of the territory, the formation of new activities, environmental management. This is a very wide range of problems, which in Russia and in a number of countries around the world is currently being considered from different positions. The article deals with the problems of economic development of rural areas as the main factor of their sustainable development in the agricultural regions of Russia. The main resources of development of rural areas of the region are defined. The characteristic of clusters of agribusiness and tourism industry is given. It shows their points of growth, the channels of products realization of the cluster, the development of tourism and recreation.

AbstractThe objective of this work is to analyze the impact of seasonality on the socio-economic development of rural areas of the southern part of Karelia. This study is based on the field data obtained via semi-structured in-depth interviews with experts from the local community. The results show that the influence of seasonality is rather indirect, being a constituent of other factors: economic, infrastructural, institutional, social, etc. Although seasonality is most often perceived as a negative phenomenon regarding socio-economic development, modern types of economic activity characterized by a peak of activity in different seasons of the year mitigate the effect of seasonality and even benefit from being seasonal. Based on the materials collected, a typology of rural settlements of the southern part of Karelia based on the nature of the effect of seasonality has been developed (with a predominantly positive and predominantly negative effect).

Women Empowerment has been on national agenda of every government. In developing nation women comprises fifty percent of the population so empowering them is crucial for development and nation building. Various Microfinance Institutions (MFIs) extends microcredit/loan via group model (Self Help Groups and Joint Liability Groups) to the marginalised segment particularly women groups and minorities primarily residing in rural areas with an aim to empower them and foster their socio-economic development. Previous studies have shown that microcredit has positive impact, but providing credit alone does not guarantee empowerment of the member beneficiaries. From past studies it can be concluded that empowerment demand an integrated approach from all the participating bodies/institutions involved, only then can be the objective of socio-economic development be accomplished. Since today very limited literature is available on microcredit and its impact. The current research examines the impact of microcredit on women empowerment indicators (decision making, awareness and psychological factors) of member beneficiaries in Haridwar district of Uttarakand. Women are organized into groups (Joint Liability Groups) and provided microcredit /loan. Non Probability sampling (Convenience Sampling) technique is adopted in sample selection where access to microcredit serves as independent variable and women empowerment indicators serves as dependent variables. The study consists of sample size of 362 member beneficiaries. Hypothesis testing is applied to find the significant association between the dependent and independent variables. Inferential statistics i.e Chi sq test is used to find the association/relationship between access to microcredit and empowerment indicators. Results indicate that there is no association between access to microcredit and women empowerment indicators. The results indicate that microcredit vial JLGs makes no impact on the empowerment indicators, making no improvement in the lives of its beneficiaries. There is need of regular and continuous impact assessment by credit institutions, participation from states and local bodies, must be analysis of socio-cultural factors and formation of women self administered system are some of the recommendations of the study. The results can be used by various stakeholders in designing better approach and as it provides them information on the areas which needs improvement so that microcredit can bring positive difference in the lives of beneficiaries. Also, it opens doors for further research in order to explore the socio-cultural factors which influence women empowerment

Over the past two decades, the problems of the economy socialization have gained increasing interest of Russian scientists. Economy socialization is 1) a civilizational regularity of socio-economic development, 2) a key component of the world economic transformation, 3) an essential condition for the formation of a social economy and social state. Unfortunately, Russia has a very low rate of economy socialization as a result of economic crime. The study was based on various sociological and criminological approaches. Its objective was to conduct a comparative analysis of statistical material for 2012–2019 and describe the state, trends, and consequences of economic crime in Russia and in the Republic of Bashkortostan in order to show its destructive impact on economy socialization. The research featured corruption, economic crimes, and real estate crimes. One third or even a half of all economic crimes are classified as serious or extremely serious and cause great material damage. If properly implemented, the economy socialization can create conditions for a more successful counteraction to economic crime. The results of the study can be useful in road-mapping regional socio-economic development, combating economic crime, or as comparative material for related research.

A unique complex of petrochemical and oil refining production is located on the territory of the Republic of Bashkortostan. According to its design production capacity, this complex occupies a leading position on the territory of the Russian Federation. Due to the reduction of proven reserves of oil-raw materials for this complex, there are high risks for its life, which will undoubtedly affect the socio-economic development of the region in the future. The authors’ reasoning focuses the regional economy on the modernization of production capacities of the petrochemical and oil refining complex, which contribute to the production of an expanded range of commercial products using renewable energy sources based on biomass. Thus, the involvement of countries in the production of energy products based on biomass is currently increasing. Key positions are held by Argentina, Brazil, Indonesia, etc. However, in the countries of Eastern Europe and Central Asia, where oil and gas production and processing accounts for a significant share of economic development, there is a significant lag in the production of energy based on renewable energy sources. The article offers a number of scenarios that contribute to the continuation of the life cycle of oil refineries. These scenarios are based on the production of mixed biofuels with 5-, 10- and 20-percent bio-raw materials in the fuel. The most optimal scenarios are based on a gradual increase in bio-raw materials from 5 to 20 percent. Thus, the production of mixed fuel not only promotes the continuation of the life cycle of petrochemical and refining production, but also to preserve and increase jobs, especially in rural areas, and improve the environment, socio-economic development of the region and improve the quality of people's lives.
