It is formed due to many houses was kept empty by the owner and a lot of new rural house were built outside the village and retaining the old ones in the inner village. It has led to the wasteful use of land resources and abandoned the houses. The purpose of this paper is to review recent research on the manifestation of rural hollowing phenomenon around the world. In this regard, is revise done based on two objectives: Firstly, to identify each manifestation of rural hollowing and secondly to examine the characteristics of each manifestation. The review made mainly in accordance with point researchers findings particularly on the Phenomenon of Rural Hollowing in rural China, Iran, Europe, and other developed countries or regions. The review found that the problems of rural hollowing manifest themselves in the following aspect: land hollowing (LH); population hollowing (PH); economic hollowing (EH); physical hollowing (PhH); hollowing of infrastructure and social services (IH); and cultural hollowing (CH). Each of the manifestations has its own characteristics in order to categorize each of the manifestations of rural hollowing. The review is particularly useful especially in Malaysia, and need for further research in Malaysia according to the problems of vacant and idle houses in the rural area.

AbstractLeast-developed countries (LDCs) have been included in the multilateral trade regime since the days of the General Agreement on Tariffs and Trade (GATT), with the majority joining during the 1960s and 1970s following their independence. The Doha Round of negotiations of the World Trade Organization (WTO) has focused significant attention on the role and impact of LDCs that are currently WTO members as well as the process of accession for those remaining outside the organization. This article examines the accession experiences of LDCs joining both the GATT and the WTO with regard to international development norms, and demonstrates that the manner in which the majority of LDCs acceded to the multilateral trade regime has enabled them to have a greater impact on the multilateral trade organization than would otherwise have been possible.

The main activities in the rural landscape are agriculture, involved natural resources management that compose the function of area as settlement, government services, social services and economy activities. These activities affected the rural landscape that changed plant diversities as well as carbon stock. The aim of this research was to evaluate biodiversity and carbon stock in the rural area of Cisadane Watershed.  Two villages were defined on a purposive random sampling, i.e. Sukadamai and Bantarsari.  The sampling plots were selected based on main land use type with size for tree was 20 m × 20 m, polewas 10 m x 10 m, sapling was 5 m x 5 m and seedling was 2 m x 2 m; with 3 replications.  Similarly, other concentric plots were established. The number of plant species were counted, diameterat breast height (DBH) and height were measured. Then, carbon stock, plant diversity and the relationship was developed.  The results showed that main land use in Sukadamai and Bantarsari Village consisted of settlement area, farmland, mixed farming and palm oil plantation.  There were 106 species from 43 families that classified into 9 horizontal diversity based on function and 5 vertical diversity based on height. The values of Shannon-Wiener Diversity Index (H’) ranged 2.78–3.20.  Estimated carbon stocks were 1.16–51.40 Mg ha−1 in research areas, respectively. These research concluded there was a negative correlation between species richness and diversity index with carbon stock in the village landscapes.

As a large agricultural country, China ranks first in the world of the output of crop residues. However, due to the decreasing requirement of rural living energy usage for straw, the surplus of straw is extremely severely in rural area. Recently, the central government encouraged greatly the straw utilization, and the large-scale straw utilization is the main content of the rural energy now. As for three modes of large-scale straw utilization in rural energy fields such as: straw gasification, straw biogas and straw molding fuel (solidification/carbonization), these modes are planned to be compared, analyzed and evaluated in this paper to capably provide selection reference for large-scale utilization of straw and boost the development of straw resource utilization in rural China.

Introduction. In any state, due to the existence of an administrative-territorial division, there are relations between public authorities of different levels in the budgetary sphere. The main task of organizing and managing inter-budgetary relations is to provide state guarantees at a certain minimum acceptable level throughout the territory and all citizens regardless of their place of residence when receiving equal state social services. At present, unfortunately, in Ukraine there is a political inconsistency in the problem of the division of competences and responsibility for the implementation of specific functions of central, regional and local authorities, which negatively affects the processes of redistribution of intergovernmental resources. The financial independence of territorial communities can not be based without a clear distribution of tax revenues, spending powers between levels of government, and a mechanism for making financial, independent decisions. Aim and tasks. The purpose of this article is to investigate the mechanisms of implementation of the state budget policy and the model of organization of public administration of budget relations, which are used in economically developed countries of the world in order to determine their specificity, which will enable to effectively regulate the current economic situation in Ukraine. Research results. The current mechanism of budgetary equalization and the model of organization of public administration of budget relations in Ukraine is analyzed. The models of state participation in budget policy of different countries of the world are outlined. The components of the mechanism of management and regulation of interbudgetary relations at the regional level are determined. The economic models of all countries of the world, which can be distinguished from states with a unitary system, where they are noted much more than with the federal system, are investigated. Conclusion. Considering the model of the mechanism of management of inter-budgetary relations, one can conclude that there is no definite model acceptable to all countries of the world. The construction of a specific mechanism is based on the level of decentralization of the budget and taxation system, the scope of the powers of local authorities, the political choice between efficiency and equality, the depth and degree of disproportion between administrative and territorial units. The most effective model of intergovernmental relations in Ukraine can be considered a model, which will use the appropriate level of fiscal independence of local governments with the implementation of unitary, that is, a unified legal framework, the maintenance of a unified accounting, budget classification and management of budgetary relations.

Kata kunci: Desa, komik, Naruto, Astérix, Komparasi BudayaAbstractNaturally, humans need a way to fill their spare time after working hard. Acheap, accessible and popular medium by all circles around the world is a picture or comicstory, which is part of popular culture. McCloud (1993:7) defines comics as drawings andembossed symbols in a particular order, aimed at providing information or achievingaesthetic responses from the reader. In general, this visual-paraliterature work isindeed fictitious and merely an imitation of grotesque reality. However, in the comics, itis often found that values of life that are universal and eternal so comics are consideredappropriate as a material of cultural studies. Naruto, one of the Japanese manga, andAstérix, the bande dessinée of France, are examined as a representation of the East andWest. The background as a structural element in these works of fiction also shows the basicsimilarity of the existence of the village as the place of life of the characters. According toKartohadikoesoemo (1984:16), the village is a legal entity, in which a ruling society livesits own government. In this paper, other meanings of the rural environment, which hascontributed in the character formation of the characters from both comics are discussed. The method of cultural comparative is used with the application of relevant theories. Thisbrief study aims to complete the study of comics which is still very limited in Indonesia. Keywords: Village, Comic, Naruto, Astérix, Cultural Comparison
