The spread of virus covid-19 nowadays has influenced the behavior of people around the world, with Indonesians are no exceptions. Shortly after President Joko Widodo announced 1 or 2 patient positive with covid-19, the public is seen doing panic buying in a number of modern retailers. In some cases like buying large amount of hand sanitizer until it became rare on the market. The effect of covid-19 also caused the government to established Large-Scale Social Restrictions (PSBB) policy in areas that going through high cases of covid-19 spreading with the aim of preventing chances of wider spread. However, whether the establishment of PSBB has an influence on consumptive behavior of people living in those areas?. To answer this problem, researchers conducted an experiment related to effectiveness of the establishment of PSBB policy to people in Banjarmasin. This city was chosen because it is one of the areas which the government adopted PSBB policy, making it easier for researchers to collecting necessary data in this study.   Keywords: covid-19, consumptive behavior, PSBB, Banjarmasin City   Abstrak Penyebaran virus covid-19 saat ini telah mempengaruhi perilaku masyarakat di dunia, tidak terkecuali masyarakat Indonesia. Tak lama setelah Presiden Joko Widodo mengumumkan 1 dan 2 pasien yang positif covid-19, masyarakat terlihat melakukan aksi panic buying di sejumlah ritel modern. Seperti dalam beberapa kasus ada yang membeli hand sanitizer dalam jumlah yang sangat banyak sehingga hand sanitizer menjadi sesuatu yang langka di pasaran. Pengaruh virus covid-19 ini juga menyebabkan pemerintah menetapkan Pembatasan Sosial Berskala Besar (PSBB) pada daerah-daerah yang mengalami kasus penyebaran covid-19 yang sedemikian rupa dengan tujuan mencegah kemungkinan penyebaran yang lebih luas. Namun, apakah penetapan PSBB tersebut memberikan pengaruh terhadap perilaku konsumtif masyarakat yang tinggal di daerah tersebut?. Untuk menjawab permasalahan ini, penulis melakukan penelitian eksperimen terkait efektivitas penetapan PSBB tersebut pada masyarakat kota Banjarmasin. Kota Banjarmasin dipilih karena merupakan salah satu daerah yang ditetapkannya PSBB oleh pemerintah. Sehingga memudahkan penulis dalam mengumpulkan data yang dibutuhkan dalam penelitian ini. This study discusses the Covid-19 virus that is spreading in the world and its handling from the government and MUI after the implementation of new normal according to Islamic law. The government implements a large-scale social restrictions system (PSBB) or social distancing to break the chain of the spread of the covid-19 virus. The government has implemented new normal rules. MUI has issued a notice numbered Kep-1188 / DP-MUI / V / 2020 concerning new normalcy that will be applied by the government such as reopening places of worshipaccording to the health protocol. Nevertheless, this circular is a pros and cons for some people. The purpose of this study is to help the public understand whether the government and MUI circulars in tackling the plague after applying the new normal according to the Shari'a or actually contrary to Islamic Sharia. The research method is the study of literature literature with a normative approach and historical approach. The results of the study showed that the rules imposed by the government and MUI in dealing with the outbreak of Covid-19 pacsa new normal did not disregard Islamic law.

Indonesia and the world are being hit by the global Covid-19 pandemic which has paralyzed all human activities for several months. The incident then seizes public's attention and becomes the centre of public discussion. Various state policies around the world have been carried out to prevent the spread of Covid-19, including social distancing, Large-Scale Social Restrictions, and the implementation of the ‘new normal’ in various sectors. In this case, the current article specifically focuses on the issue of the mudik (exodus) restriction which has caught the attention of Indonesian public. Such travel restriction has caused a polemic between the government and migrants or migrant workers. These problems became complex when the mudik restrictions were started earlier on May 6, 2021. Despite the restrictions, the euphoria of the public in welcoming the Idul Fitri could no longer be contained although the complexity of the country in implementing this policy was still a problem, whether mudik was allowed or prohibited. Such perception was a polemic in our society. Therefore, the purpose of this journal article is to shed some of the answers to the many question posed in public perception. It is also used to provide more space and access to the public in understanding the ambiguity of the rules.

Land acquisition for public purposes, including for the construction of railroad infrastructure, is a matter that is proposed by all countries in the world. The Indonesian government or the Malaysian royal government needs land for railroad infrastructure development. To realize this, a regulation was made that became the legal umbrella for the government or royal government. The people must agree to regulations that require it. Land acquisition for public use in Malaysia can be completed quickly in Indonesia. The influencing factor is the different perceptions of the understanding of what are in the public interest, history and legal systems of the two countries as well as the people's reaction from the two countries

“In China, what makes an image true is that it is good for people to see it.” - Susan Sontag, On Photography, 1971 The Olympic Games gave the world an opportunity to read Beijing’s powerful image-text following thirty years of rapid transformation. David Harvey argues that this transformation has turned Beijing from “a closed backwater, to an open centre of capitalist dynamism.” However, in the creation of this image-text, another subtler and altogether very different image-text has been deliberately erased from the public gaze. This more concealed image-text offers a significant counter narrative on the city’s public image and criticises the simulacrum constructed for the 2008 Olympics, both implicitly and explicitly. It is the ‘everyday’ image-text of a disappearing city still in the process of being bulldozed to make way for the neoliberal world’s next megalopolis. It exists most prominently as a filmic image text; in film documentaries about a ‘real’ hidden Beijing just below the surface of the government sponsored ‘optical artefact.’ Film has thus become a key medium through which to understand and preserve a physical city on the verge of erasure.

This article uses the materials of the Drezdensha affair, a large-scale investigation of “indecency” in St. Petersburg in 1750, to explore unofficial sociability among the Imperial elite, and to map out the institutional, social, and economic dimensions of the post-Petrine “sexual underworld.” Sociability and, ultimately, the public sphere in eighteenth century Russia are usually associated with loftier practices, with joining the ranks of the reading public, reflecting on the public good, and generally, becoming more civil and polite. Yet, it is the privately-run, commercially-oriented, and sexually-charged “parties” at the focus of this article that arguably served as a “training ground” for developing the habits of sociability. The world of these “parties” provides a missing link between the debauchery and carousing of Peter I's era and the more polite formats of associational life in the late eighteenth century, as well as the historical context for reflections on morality, sexual licentiousness, foppery, and the excesses of “westernization.”

This presentation, reflecting a politics undergraduate thesis, will explore the design process behind the ballots that voters use in democratic elections around the world. Ballots are an inherently political objects, and in many cases, the most direct line of communication a citizen has to the government of their country. As such, the design of the ballot affects the legitimacy of higher level electoral and democratic institutions. This project argues that by co-opting the language of product design, a universal ballot design process would make more efficient ballots across the globe.   Product design starts with a brainstorming stage that explores at the user, the goal of the object, and the context of its use to create an effective design. By applying these observations to the process of designing a ballot, each electoral commission can produce a more effective ballot. Currently there is no standardization for ballot design other than ensuring that electoral commissions tried to make it “friendly.” By examining cases of bad ballot design, it is possible to see what element of the design process was missed or misused to create a process that corrects for these mistakes. This project examines poorly designed ballots in Florida, Scotland, and Colombia to explore the large-scale effects these small design choices make, and how to fix them.

New Labour's conceptualisation of public participation in local government creates a tension in public participation practice. Government legislation and guidance require local authorities to develop and provide citizen-centred services, engage the public in policy-making and respond to the public's views. Seen in this light, New Labour policy draws from radical democratic discourse. However, local authority staff are also expected to act in accordance with the direction set by their line managers, the Council and the government and to inform, engage and persuade the public of the benefit of their authority's policies. In this respect, New Labour policy draws from the discursive model of civil society, conceptualising public participation as a method for engendering civil ownership of the formal structures of representative democracy. Tension is likely to arise when the ideas, opinions and values of the local authority differ from those expressed by the participating public. This paper uses a local ‘public participation’ initiative to investigate how the tension is managed in practice. The study shows how decision-makers dealt with the tension by using participatory initiatives to supply information, understand the views of the public and encourage public support around pre-existing organisational agendas. Problems occurred when citizens introduced new agendas by breaking or manipulating the rules of participation. Decision-makers responded by using a number of distinctive methods for managing citizens’ agendas, some of which were accompanied by strategies for minimising the injury done to citizens’ motivations for further participation. The paper concludes that New Labour policy fails to deal with the tensions between the radical and discursive models of participation and in the final analysis draws mainly from the discursive model of participation. Furthermore, whilst New Labour policy promotes dialogue between the public and local authority, it does not empower local authority staff to achieve the goal of citizen-centred policy-making.

Water is an essential part of human existence. It is universally utilized for various purposes ranging from drinking to other domestic purposes. The need for access to water has been a significant challenge for governments all over the world. In Nigeria, there is a growing concern about the water shortage in various communities across the country. In a bid to overcome water scarcity, the government providesboreholes in many places. However, the inadequacy of functional public boreholes has led to the proliferation of private boreholes across the country, which the quality is doubtful. The purpose of the present study was to compare the physical and bacteriological compositions of the public and private boreholes in Kogi state, Nigeria. A total of ten water samples were collected from different public and private boreholes in three locations in the state. Standard procedures were followed in analyzing the samples. The analysis revealed the presence of salmonella spp, Escherichia coli, pseudomonas aeruginosa in the private boreholes.

Marcel Breuer was in the first year of architectural technicians to graduate from Bauhaus School. The peculiar education he received there allowed him to explore the concept of design in its broadest sense. In his European stage we find, on the most private and small scale, unique solutions for furniture. In his first American stage we see a strong commitment with solutions related to the residential land and, when he earned international recognition, he developed large scale solutions for his public non-residential buildings and urban equipments in locations all over the world. It is strange to see that an architect like him did not have the opportunity to materialize any of his proposals associated with the public space. The 1945 Cambridge Servicemen’s Memorial project, also known as the Memorial War, is the most significant one he developed in his last years in Cambridge. Had it been built, it would have been a valuable example of modernity and contemporary reinterpretation of the monument in the public space.
