Abstract. The government of Indonesia has not used lockdown or quarantine as an option to tackle the spread of Coronavirus, as the impact of lockdown on small communities in the informal sector that lives from daily income will be severe. Alternatively, the government is enforcing Large-Scale Social Restrictions (Pembatasan Sosial Berskala Besar or "PSBB") to respond to the state of emergency in public health. Starting in June 2020, the government has implemented transitional PSBB in some red zone areas, including the capital Jakarta and East Java province, despite the surge in case numbers. This paper aims to investigate the effectiveness of the PSBB policy applied in Indonesia during the COVID-19 outbreak and the readiness to embrace the new normal, between April and June 2020, based on rapid literature analysis in a search on Medline(-Pubmed), government speeches and reports, social and mass media platforms. Implementation of PSBB is a preventive measure to combat Coronavirus’ spread in some Indonesian areas. Indonesia should not be in a “new normal” situation. The transitional PSBB phase serves as an early chapter of a new normal that would apply only to strategic sectors with manageable risks combined with better regulation and compliance by the public.

2020 is a tough year for all people in the world, including Indonesia. This is due to the emergence of a new virus called Covid-19. In order to avoid a wider spread of the virus, the Indonesian government adopted the PSBB or Large-Scale Social Restrictions policy, one of which limits direct contact between humans. One of the business sectors affected by this policy is MSMEs, where business is daily in nature and relies heavily on direct interaction. After almost two months of implementing the PSBB in Indonesia, the government finally announced a new condition for Indonesia, namely "New normal". In order to be able to survive with the new normal conditions, MSME players are required to be able to adapt by prioritizing health protocols according to standards so that their business activities can continue to survive in competition. Therefore, a problem decoder is needed for MSMEs to be able to understand and apply standard health protocols in each of their business activities during the new normal period. This program provides guidance in the form of counseling and assistance to MSMEs regarding standard health protocols in business activities in new normal conditions so that they can adapt and maintain their business. In addition, Partners were also provided with standardized personal protective equipment and other health support tools that were able to help their business activities during the Covid-19 pandemic..

The Covid-19 pandemic has brought countries in the world and Indonesia is no exception entering a new phase of life. The purpose of this study is to find various policy packages by the Government and individual countries to protect their citizens in relation to various laws and regulations to overcome the Covid-19 pandemic. This type of research uses normative legal research, and the research methodology used is Foucault's theory of power relations, that is, understanding will be built to find a synthesis in this study. The results of research investigations are related to various policy packages issued by various countries and also by the Indonesian Government to protect their citizens to overcome the Covid-19 pandemic including the various effects of its dominance through large-scale social restrictions and new normal life Covid-19. However, it turns out that this provision is not effective in Indonesia because people tend to ignore it. The solution offered is that the community as a civil society must be able to manage issues in the face of inadequate public compliance with various laws and regulations that govern the handling of the Covid-19 pandemic. Therefore, Civil society in Indonesia must be encouraged to change the basis of thought so that it has the same spatial frequency as the Government

The world was shocked by an outbreak in East Asian countries, precisely in China, Wuhan, Hubei Province, last December 2019. This outbreak is known as Coronavirus 2019 (COVID-19), which attacks the respiratory tract and leads to death. This COVID-19 has hit worldwide, including Indonesia and has spread to all provinces, including the province of Aceh. The Aceh government has imposed restrictions on activities at night to break the chain of the spread of COVID-19. However, polemics have emerged from the community about this policy. The purpose of writing this article is to analyze the implementation of the Curfew as a policy of the Aceh government towards dealing with COVID-19 and the obstacles to its implementation. The research method uses a qualitative descriptive approach. The data sources are obtained from journals and the latest news about COVID-19—the data analysis technique used Nvivo plus 12 analysis. The results showed that the curfew policy in Aceh could not be fully implemented properly due to the pros and cons of the community, even though the government had taken its social responsibility in society. Thus, the policy must be thoroughly considered for the sake of the survival and welfare of the community, especially for those from the lower-middle economic class.
